PROPER recording of calls made through Hotline 888 is being proposed by a majority member of the city council.

D u r i ng t h e re c e nt meeting of the City Di-saster Risk Reduct ion and Management Council (CDRRMC), the councilor said that the process will facilitate easy tracing of such calls and information when needed.

“We can learn a lot

from these calls as to the duration and time descrip-tion,” stated.

It may be recalled that the hotline number was re-cently launched in the city, in cooperation with the Cagayan de Oro Chamber of Commerce and Industry Foundation Inc. (ORO CHAMBER), National Telecommunications Com-mission (NTC-10) and the telephone companies.

Officer Armen Cuenca said a meeting will be called with the Cagayan de Oro Police Office, Oro Chamber and one of the call center companies op-erating in the city, which earlier expressed willing-ness to help in the technical aspect of the project.

The urgent call of building homes, changing lives, and bringing hope to others, is once again triumphant.

This, after the more than 1,000 volunteers here joined the nation in the recent ‘Bayani Challenge 2013’ event with the theme “Isang Bayan, Isang Bayanihan,” in Sumilao town.

Harvey Maraguinot, co-ordinator for North Mind-anao Gawad Kalinga (GK), the organization overseeing the event here under the umbrella of Pilipinas Natin, said workers from different walks of life demonstrated the spirit of ‘Bayanihan’ (be-ing heroes to one another) in building homes.

The site of the new com-munity is in Kagsabwa sub-

village, Kisolon, Sumilao. It is located along the national highway and is the classic picture of charm with the dazzling Alalum waterfalls across the highway.

The lot provided by the local government through Mayor Rey Baula can ac-commodate 30 houses, which would benefit the towns’ poor and homeless.

Tony Meloto, the GK father and founder, in his keynote, said the response of people who want to help was overwhelming.

“I think they were in-spired by their roles in contributing comfort and expressing compassion for those who need help. This is a good time to share the optimism that by year 2024, five million families will end poverty,” he said.

Some volunteer-partners initiated feeding program for the less fortunate chil-dren in the barangays.

Refurbishing and re-painting of public elemen-tary schools, tree planting and landscaping of parks were also carried out dur-ing the five-day challenge.

In one of the ‘Bayani Challenge’ events simulta-neously conducted nation-wide, PIA Director General and Undersecretary for Special Concerns of the Presidential Communica-tions Operations Office Jose Mari Oquiñena said “focusing on community strengths rather than defi-cits encourages each person to believe they can make a contribution.”

can also help boost one’s self-confidence and sense of fulfillment.

“Becoming a ‘Bayani Challenge’ participant has several benefits. It does not only help other persons in need, but it benefits the volunteer by developing new skills and meeting di-verse ranges of people. It is a perfect tool to discover something about oneself by experiencing life beyond your comfort zone,” he said.

This year, on its 8th edition, the BC event has 37 sites in 33 provinces with Bukidnon particularly Sumilao, as one of chosen areas because the town al-ready has the needed lot for the GK project site and funds enough to put up the initial number of houses.

TUBOD, Lanao del Norte - Fifty-two children, born with cleft lip and cleft palate, were successfully operated on recently at the Kapatagan Provincial Hospital (KPH) in this province. The surgical mission, dubbed as Brotherhood Operation Sweet Smile (BOSS), was a joint project of the Maharlika Charity

Foundation Inc., Alpha Phi Omega Southern Zambo-anga Alumni Association (APO-SOZA-ALAS) and the provincial government of Lanao del Norte. It was the second time that children with such type of birth defects were given free surgery in the province. The first mission was held on September 10

to 13, 2012 at the Lanao Norte Provincial Hospital (LNPH), in the coastal town of Baroy where 69 patients were operated on. “We are happy to help these patients who are suf-fering from facial deformi-ties. This is a life-changing operation for these children as they can now perform their daily activities in school and in the commu-

nity with more confidence,” said KPH Chief of Hospital Medel Tomada. The Maharlika Charity Foundation Inc., APO-SOZA-ALAS and the local government of Lanao del Norte is set to conduct another surgical mission for indigent residents of the province before the end of the year. erwise, that autonomy is abused and would already be a distortion if not a ne-gation of such freedom and autonomy.

But these days, it would seem that any appeal to God in working out our poli-tics and all other temporal affairs like our business, culture, education, etc., is taboo, is a no-no, is a contradiction to our very humanity, our rights and freedom, etc.

And so, from this weak conception of democracy, graver errors start getting committed not only indi-vidually but also collectively. Now RH is ok with its open approval of contraception. Divorce is being mulled.

In other countries, abor-tion is already legal, eutha-nasia is approved, and same-sex unions are promoted.

town was reportedly shot dead around 11:25 in the morning of Monday by two motorcycle-riding men in Barangay Salipyasin, while on his way home from his 10:00 am radio program, said Police Chief Insp. Ariel Huesca, spokesperson of the Zamboanga Peninsula Police.

The victims was driving his motorcycle when fired upon by the alleged killers, sustaining three gunshot wounds in the chest.

He was rushed to a near-by hospital, but declared dead on arrival by the at-tending physician.

Recovered by the Ka-basalan police at the crime scene were three spent shells of caliber .45 pistol and one slug of the same caliber. The alleged killers fled toward Ipil town after the incident, police further said.

All these coming as a re-sult of a so-called democratic mentality where if there is a majority or a significant number of the people asking for anything regardless of its morality, then it should be given.

In the United States today, the push to legalize same-sex marriages by presenting it as a way to have a kind of marriage equality is a clear example of how democracy is defaced and has gone amok. It is not anymore inspired by God’s law, but rather by human preferences.

We need to overcome this prejudice that, I imagine, comes from a certain mentality that at least sidelines God if not deny his existence and his providence altogether.

We need to realize that especially in this crucial aspect of our life—our politics that affects all of us—a clear and strong reference to God is made as one of democracy’s fundamental principles.

Otherwise, we would be left on our own, and with that, we can never have some universal, absolute basis for what is good and bad, what is fair and not fair.

We should not be afraid that this attitude of putting God in our politics and democratic exercises might compromise the freedom of the non-believ-ers, since if we truly believe

OZAMIZ CITY - The start of classes for School Year (SY) 2013-2014 will be on June 3, 2013, Monday and ends on March 31, 2014, also a Monday, the last day of classes.

Education Secretary Armin A. Luistro issued the School Calendar for SY 2013-2014 to synchronize all core events and teaching-learning activities in order to maximize the use of a total of 201 school days, Jonathan Dela Peňa, Superintendent of the Misamis Occidental

Schools Division, said.The SY 2013-2014 will

then include the 180 days to be used for non-negotiable teacher-pupils/students con-tact time and the four days In-Service Training (INSET) break and parent-teacher conference, he said.

Private schools, however, may deviate from the School Calendar, as long as they will not start their classes earlier than June 3, 2013 and not later than the last day of August, this year.

Such is provided in Re-public Act (RA) No. 7797 entitled “An Act to Lengthen

the School Calendar from Two-Hundred (200) Days to Not More Than Two Hun-dred Twenty-Two (220) Class Days.”

Meanwhile, the private schools shall then notify the appropriate/respective offices of the Department of Education (DepEd) in advance of any deviation.

On the other hand, the Regional and Division Of-fices of DepEd have been directed to provide support to the schools, especially in the areas of instruction and progress and monitoring and evaluation.

Schools may also ob-serve national and local celebrations/activities and holidays, provided that the total number of school days is maintained and make-up classes shall be conducted to compensate for the school days spent for such activities.

Thus, in electing our public officials, we need to see how each one of them is regarding his understanding of democ-racy. Is God in it or not? Does he know how to put God in his political agenda? Does he realize that democracy is one

important venue where our duty to give glory to God is expressed?

This, of course, is not going to be an easy task. It’s a very sensitive and volatile issue that can easily provoke unnecessary conflicts and troubles, but it has to be done. We just have to pray and hope for the best, humble enough to learn from whatever mistake we may commit along the way.

But, yes, we need to restore the true nature and character of democracy. Let’s keep it from being hacked.

THE Veterans Freedom Party (VFP) intensified their platforms on plot-ting beneficial programs for the World War II veterans and the non-veterans with an appeal to increase the old-age pension from P5,000 to P10,000, revealed Mr. Miguel Angelo C. Villa-real, Deputy Regional Director, nCR- South of the Sons and Daughters Association Inc. to the media in a news con-ference on Friday, in Cagayan de oro. VFP espouses the full implementation of Section 7, Article XVI of the Philippine Constitu-tion which states that the state shall provide immediate and adequate care, benefits, and other forms of assistance to war veterans and vet-erans of military cam-paigns, their surviving spouses and orphans.

Funds shall be provided therefore and due con-sideration shall be given them in the disposition of agricultural lands of the public domain and, in appropriate cases, in the utilization of natural resources. With this, VFP ad-vocates not only the increase for old-age pen-sion for all veterans but also the release of over-due total administrative disability (TAD) benefits as mandated under R.A 7696, improved medical services including easier access to affordable, quality medicines, and expand the educational benefits to the families of veterans. The veterans must be given enough atten-tion and benefits; they are our heroes, living heroes, Mr. Villa-real said. Aside from the pro-

posed benefits for the veterans, to benefit the nation as a whole, VFP keeps track in updating their beneficial programs and advocacies, includ-ing: (1) ready access to qual i ty educat ion for the youth including additional funding for state universities and colleges; (2) encourage entreneurship to spur job creation; (3) expand the development of the agri-industrial sector to achieve self-sufficiency; and (4) implement a fair social welfare program that will benefit all sec-tors of society. All these will be real-ized if we have a repre-sentative in Congress who will work for these causes, Mr. Villa-real said. Veterans Freedom Party is on the number 52 list for the May 2013 elections.

THE third largest sector of the Manufacturing in-dustry in the Philippines has endorsed the bid of the AANI Party List for a seat in the lower house during the May 13 elections.

In a letter to Ang Agri-kultura Natin, Isulong! (AANI) First Nominee Jof-frey E. Hapitan dated April 19, 2013, the Samahan sa Pilipinas ng Mga Indus-triyang Kimika (SPIK) represented by Oscar S. Melencio, executive di-rector, officially endorsed AANI for party list rep-resentation in Congress.

The Samahan sa Pili-pinas ng Mga Industri-yang Kimika (SPIK) or the Chemical Industries Association of the Philip-pines, is an organization of 69 chemical companies engaged in the fields of Petroleum, Petrochemical, Agrochemicals & Fertil-izers, Oleochemicals & Surfactants, Basic Chemi-cals, Specialty Chemicals, Industrial Gases, Coatings & Ink, Rubber, and Plastic.

The chemical industry, which SPIK represents, is the third largest sec-tor of the Manufacturing industry, contributing 6.7 percent of total Philippine GDP or PhP 330 Billion per year domestic production.

“We are in full support of your advocacy and we look forward to cooper-ate and partner with your group in the pursuit of helping the small farmers and agricultural workers in using modern technology for agriculture and in the development and improve-ment of SME agrochemical businesses in the Philip-pines,” SPIK said.

The SPIK endorse-ment was also noted by its president Roberto F. Batungbacal.

Engr. Hapitan ex-pressed elation over SPIK’s endorsement of its pro-gram to uplift agriculture through bioethanol derived from the humble sweet potato (camote).

“Our members are us-ing the bioethanol as a 100 percent substitute for gaso-line in their motorcycles and tricycles, grass cutters and motorized bancas,” he said. “Bioethanol is also a good fuel substitute for LPG but burns cleaner, is renewable and much cheaper. When used for cooking, only P3.00 worth is needed to cook one kilo of rice.”

Compared to irrigated rice, camote costs much less to produce but when used as bioethanol feed-stock, returns much higher profits.

“It will only cost P25, 000 per hectare to convert idle land to camote produc-tion, fully harnessed with a small-scale bioethanol processing facility,” Engr. Hapitan said. “In contrast, it costs P250, 000 per hect-are for a fully irrigated

facility and infrastructure for rice production.”

Furthermore, bioetha-nol production generates much higher revenue than rice production.

“We are able to produce 8,000 liters of bioethanol per hectare per year. At P45 per liter ex-farm, this will translate to P360, 000 an-nual revenue per hectare.”

In contrast, a palay yield of 100 cavans per hectare will only mean 200 cavans annual yield per hectare, assuming two cropping period per year. At P600 per cavan of palay, annual revenue for palay production would only be P120, 000 per hectare per year, he added.

“With the additional revenues generated from idle lands converted to productive bioethanol farms, our country can easily generate a cash sur-plus that would allow us the flexibility we need to meet our various food re-quirements,” Engr. Hapitan noted (with a smile!)

Traditionally viewed as the poor man’s staple in times of drought, famine or other disasters, sweet potato (camote) has the potential to serve both its traditional role as a food staple in the rural areas but could step up to become a strategic source of bio-ethanol for the country’s energy and transportation industries.

“Through coopera-tives managed by farmers themselves, sweet potato farming and bioethanol production can trans-form marginal farmers and farmlands into key agents of change for the upliftment of the national economy through village level processing of camote bioethanol for both energy and food security,” Engr. Hapitan said.

SA PAGDIRIWANG ng Earth Day, sinabi ni dating Las Piñas Rep. Cynthia Vil-lar na nagagalak siya dahil ang mga isyu tungkol sa kapaligiran ay nakakukuha na ng atensyon ng publiko.

Kasabay nito, nanawa-gan siya sa publiko na mag-ing aktibo sa pagtataguyod at paglaban para sa kapak-anan ng ating kapaligiran.

“Bagama’t matagal nang nabalam, maganda naman at nadadagdagan ang bilang ng mga nagiging aktibo sa mga isyu tungkol dito. Malaking bagay ang anu-mang tulong. Ito ay isang pangkalawakang isyu na may kaugnayan din sa puli-tika at personal na interest. Kailangang magkaisa tayo sa bagay na ito dahil iisa lamang ang ating mundo,” paliwanag pa ni Villar.

Si Villar, na naging kon-gresista ng Las Pinas sa loob ng siyam na taon, ay managing director ng Villar Foundation na may mga proyektong may kaugnayan sa kapaligiran.

Sa pagdiriwang sa ika-21 anibersaryo ng Villar Foundation, ang pagtatanim ng mga puno ang ang nag-ing unang proyekto nito. Layunin nitong maibsan ang epekto ng climate change.

Sa ngayon, halos isang

milyong puno na ang nai-tanim sa pangangasiwa ng Villar Foundation.

Noong 2002, inilunsad ng Villar Foundation ang Sagip Ilog program o ang Las Piñas River Rehabilita-tion program na layuning linisin ang pangunah-ing ilog sa Las Pinas para maresolba ang matinding pagbaha at muling pag-ibayuhin ang ‘aquatic life.’

At upang mas higit na maging kapaki-pakinabang ang proyektong pangka-likasan, may salik na ito ng ‘pangkabuhayan.’

Sinabi ni Vi l lar na karamihan sa mga proyek-tong pangkalikasan ay hindi nagtatagumpay dahil sa kakulangan o kawalan ng ‘commitment’ sa mga taong may kaugnayan dito.

Aniya, ang pagkaka-sangkot at ‘commitment’ ng komunidad ay mga kritikal na salik para matiyak ang tagumpay ng environmental rehabilitation at conserva-tion program.

Dahil sa adhikaing ito, itinatag ni Villar ang ‘green social enterprises’ o mga pangkabuhayang proyekto mula sa basurang gaya ng water hyacinths at bunot ng niyog sa kanyang river rehabilitation program.

Kamakailan lamang, napabilang ang LPPCHEA sa Ramsar List of Wetlands of International Impor-tance.

Nakakuha si Villar ng writ of kalikasan mula sa Korte Supreme noong Abril 10 subalit nabigo itong mabigyan ng temporary en-vironmental protection or-der or TEPO. Kung walang TEPO, pwedeng ituloy ng contractor ang reclamation project.

Binigyan diin ni Villar na nababahala siya sa ma-panirang epekto ng panu-kalang reclamation project sa Manila Bay.

Bukod sa mapipinsala nito ang bird sanctuary, mangrove forest at ma-rine habitat sa naturang

lugar, magdudulot din ito ng matinding pagbaha sa 37 barangays sa Bacoor, 11 sa Paranaque at 17 sa Las Piñas.

Ang LPPCHEA ang nagsisilbing sanctuary sa migratory bird species na karamihan ay nagmula sa Siberia.

Ayon sa Wild Bird Club of the Philippines, ang Met-ro Manila ay mayroong 150 species ng ibon, 72 nito ay makikita sa LPPCHEA.

Ang LPPCHEA ang tanging bird sanctuary na nasa urban setting kaya kinokonsidera itong ‘last bastion’.

Dahil sa biodiversity, ang LPPCHEA ay idenekla-rang ‘critical habitat’ noong 2007 sa ilalim ng Proclama-tion No. 1412.

Ayon kay Villar, ang mga environmental problems ay nangangailangan ng legis-lative support at practical solutions.

Noong congresswoman siya, isinulong ni Villar ang pagpasa sa mga panukalang batas na may kaugnayan sa kapaligiran.

“At kung sakaling mana-lo akong senador, kabilang sa aking legislative agenda ang kalikasan,” dagdag pa ni Villar na tumatakbo sa ilalim ng Team PNoy.

FoRMER DepEd-CSCA Executive Director Joey G. Peláez is a scion of illustrious public servants from Mindanao, descending from the late Misamis oriental Governor Gregorio A. Peláez and Former Philippine Vice President Emmanuel neri Peláez. Three years after, he started serving the Depart-ment of Education as a Consultant to the Secretary of Education and concurrently Chairman of the Task Force on Youth Development. In 1998 he was designated Executive Director of the Center for Students and Co-Curricular Affairs of the De-partment of Education Central office. He gained international exposures in numerous occasions as Philippine Ambassador of Goodwill during the Ship for Southeast Asian Youth Pro-gram and headed the delegation in a number of international trainings and conventions in Hong Kong, Thailand, Japan, Indonesia, Brunei, Singapore, Malaysia and South Korea, among others, in his capacity as Executive Director of DepED-CSCA.

citizenship, leadership development, environmental protection, skills and entrepreneurship development are shown in numerous co-curricular programs and projects that he has pioneered and organized such as the Student Government Programs, the Student Technologists and Entre-preneurs of the Philippines (STEP), and the Youth Entrepreneurship and Cooperativism in Schools (YECS). All these initiatives are found in most of the public secondary schools, and they are taking shape in public elementary schools and private schools in the country today.

He is also a member of the national Executive Board of the Boy Scouts of the Philippines (BSP) and several educational and socio-civic founda-tions and associations.

The national events that his office organizes for the Department of Educa-tion such as the Youth for Environment Summer Camp, Go neGosyo Teen Edition, national Leadership Training for Student Government officers, and the Student Technologists and Entre-preneurs of the Philippines-national Skills Development and Competitions have become a phenomenal success and record-breaking judging from the overwhelming attendance of both students and teachers from all over the country.
