New National Policies That Will Condition GI Data Policies

Italy has a population of about 56 million inhabitants. Its government is organized through 20 regions, 103 provinces and over 8000 municipalities.

The main producers of GI are:– At national level: national geographic military institute,

hydrographic military institute, cadastral agency, national statistic institute;

– At local level: regions, provinces and municipalities for their own territory.

Metadata and semantic interoperability are not implemented at national level.

New National Policies That Will Condition GI Data Policies

In 1996 an agreement between central and local government (Intesa Stato, Regioni ed Enti Locali per la realizzazione dei Sistemi Informativi

Geografici di interesse generale) was signed aiming at realizing national topographic databases. A coordination technical committee was created in order to coordinate the realization of the main shared aims; this CTC is defining common rules and topographic standards.

At present, the working plan of the agreement is: The realization of reference data (1:10000), to be built in the next two years; The realization of topographic dB (1:10000), to be built in the next ten years.

The discussion about public sector information has been treated by a document, “L’Informazione del Settore Pubblico

nella Società dell’Informazione. La posizione del Settore Pubblico italiano”, issued by the minister of “Politiche Comunitarie” in 1999.

In Italy the definition of PSI has still to be clarified; for example the comments made by AM/FM Italy point out, among other, the issue of access and ownership of PSI:

There is PSI that although owned publicly has been originally and entirely funded by private industry. This is an example where there is a distinction between public use of public data or public use of privately produced data, which become publicly owned (or licensed) data.However a third part wishing to use these data has to contact the private company for accessing them.

At present the Italian government is placing particular emphasis on e-government issues.

“Piano di azione di e-government”, passed in June 2000, represents the Italian action plan for supporting innovation processes in the Italian public administration;

The 3/April/2002, the Italian government has launched a call for projects of e-government;

The decree of the prime minister, published on 14/February/2002, manage and allocate the funds (400 million Euro) for the implementation of the action plan, which will start middle 2002;

The regions allocated their own funds for support projects at local level

Legal issues

Law 241/1990 is a general law for cost free access to public sector information: often access depends on legal interest to data. Price for commercial use varies among organizations.

The document “public data: guidelines for access, communication and diffusion”, published in the February 2002 by AIPA (autorità per l’informatica nella pubblica amministrazione)

Law 675/1999 is a general law for data and privacy protection.

3. Strengthen information structure: development of information structures, sharing of information services; security, pdl, multi service card, valorization of the existing information heritage

4. Develop information competences and technologies among public officers: information training, English, Interne,t through e-learning

5. Promote innovation enhancement in the Country: development of SocInfor, large band digital services, e-commerce

6. Introduce innovative tools of initiatives coordination and management: joint working groups between the Ministry for Innovation and other Administrations.

• Present: Managing system of the Risk evaluation Card, including territorial risk indicators in respect to special algorithms. Cartographic base 1:100,000 – Data on 57,000 architectural items and 7,000 archaeological items

• Near future: Managing system of the individual risk (drafting of individual vulnerability card). Geo-referencing of about 200,000 architectural and archaeological items– Cartographic Base: orthogonal photos 1:10,000, cadastral base, regional maps 1:10,000.
