This is to draw your kind attention to matters relating to Parliamentary assurances. As you may be aware, Hon'ble Ministers, while replying to Parliament Questions or in the course of debates, give assurances on the floor of the House. Such assurances are required to be fulfilled by the respective Ministries within a period of three months from the date of assurance. However, it has been observed that the assurances remain unfulfilled despite the lapse of 90 days, and in some cases, remain pending for a long period. Hon'ble Members of Parliament, particularly, the Hon 'ble Members of the Committee(s) on Government Assurances have often expressed their displeasure at inordinate delay in fulfilling assurances.

The procedure for fulfilling assurances is described in Chapter-8 of the Manual of Parliamentary Procedures in the. Government of India. The digital copy of the Book can be accessed on the website of this Ministry i.e. wVlw.mpa.gov.in for ready reference.

I am enclosing a list of assurances in respect of your Ministry jDepartment. I shall be grateful if you could look into the matter personally and take suitable action for fulfilment of the assurances and submission of Implementation Reports as stipulated in Chapter-S. This action on your part will enhance the accountability of the Government vis-a-vis the Parliament on the one hand, and avoid unnecessary criticism on this account on the other.

Further, it is reiterated that the Online Assurances Monitoring System (OAMS) platform should be used for updating Implementation Reports and making requests for extension of time for fulfilling pending assurances. You are requested to issue, clear' instructions to all concerned so that all compliances and communications in respect of as~urances are done only through OAMS.
