rights;
5. Encourage the transparent and accountable financial system
through e-budgeting, e-monitoring, and e-government;
6. Support local government to organize land, building, and
infrastructure assets;

8. Set measurable targets to urban governance to meet the
standard of ‘urban service performance‘;

procedure in the financial planning;
11. Provide updated data and information of urban areas;
12. Implement consistency in spatial plan and disaster map;
