Environmental safeguards implementation
and compliance
Capacity Building Ø The Training on environmental and social
monitoring, review and reporting was conducted to 7 participants from MoW staff.
Implementation And Compliance
Component 1 ESIA and RAP reports for Mpera and Kimbiji
well field was reviewed by WB and consultant is working on comments. RAP for Mpera Kimbiji has been finalized and disclosed on 9 october 2012.
Ø The first draft ESIA report for Kidunda dam was submitted to MoW and other stakeholders for comments. A stakeholder workshop was conducted and final ESIA which includes WB comments was submitted to NEMC for Environmental clearance.
Component 1……..
Ø Consultant services for Environmental and social impact assessment (ESIA) for Farkwa dam has been awarded in September 28th 2012.
Ø Consultant services for Environmental Audit on rehabilitation of 6 Dams namely Itobo Uchama, Nkiniziwa in Nzega District, Lekeni, Enguikument 1&2 in Monduli was awarded in september 2012.
Component 1
Ø Consultant services for Environmental and social impact assessment (ESIA) for Lugoda/Ndembera has been approved by Rufiji tender board.
Ø Board has to forward the report to MoW subject to submission to WB for NOL
Ø Consultant services for Environmental Audit for Mchema Dam in Masasi District is going on. The consultant has submitted interim Draft report.
Component 1…….. Ø The draft Contract for conducting
Environmental and Social Impact Assesment (ESIA) for Lugoda and Malulumo hydropower on Ndembera River will be signed on 24th october.
Ø Review of final report on Consultant service on (ESIA) for construction of Magu solid waste disposal site, Artificial wet land at Mwanza Ilemela and sludge disposal site at Bukoba has been done between 8-12 october under LVEMP II
Component 2
Ø In the period of July 2007 to June2012 a total of 572 sub projects qualified for screening, all were screened The projects were found to be category C , therefore they will proceed with construction.
Component 3
Ø An environmental assessment study for seven towns ie Musoma, Bukoba, Kigoma, Babati, Lindi, Singida and Sumbawanga was submitted together with feasibility study documents and reviewed.
Ø Other UWSAs have EIA report in place ready for implementation of EMP (i.e Dar. TANGA, Mbeya, Mwanza, and Iringa).
Social Safeguards Implementation and
Compliance Water Sources protected
Ø 3 sources in Pangani basin at Chago, Gwang’a and Chome villages.
Ø 3 springs in Mbozi district were protected and demarcated in Lake Rukwa basin
Ø 4 water sources are protected at Masuguru, Lubaya, Diozile and Msigi Talawanda villages in Bagamoyo district .
Ø Sub catchments of Tove and Mnyolo were conserved by planting 43,983 tree seeds in Lake Nyasa.
Ø Sources at Ivumwe, Nzovwe, Sisimba, Nsalaga, Imeta, Mfwizimo, Hanzya were protected by prohibiting human activities and trees plantation surrounding the catchment areas in Mbeya UWSA
Stakeholder participation Ø Through District teams the LVEMP II project has
been able to reach 65 communities both from Simiyu catchment (15) and littoral zone (50). Sensitization meetings on LVEMP II and environmental management aspects were held and about 9,750 community members were reached during these sensitization meetings.
Ø Stakeholders meeting on restoration of the Sayaka Forest Reserve that has been deteriorating from 5421 ha to about 368 ha to date was conducted through which roles and responsibilities of each stakeholder towards achieving the objective of restoring the reserve was agree.
Water services for the poor Ø Currently, UWSAs is offering free water
services to families which include old people, people with HIV, people with disability and households with monthly income less than Tsh. 30,000 per Month. This is a result of the survey conducted by UWSAs in association with Municipal and wards leaders.
Gender mainstreaming Ø In all nine basins, gender equity has been
considered during establishment of WUAs. Men/women ratio in WUAs administrations and in stakeholder participation. For example in Pangani basin the ration is about 60 to 40 , Basin Board is 90 to 10.
Ø All water committees achieved a 50% gender balance. However, most committees are led by men. Efforts to encourage women to aspire for chairmanship of the water committees are ongoing.
Water services for the poor
Ø Currently, UWSAs are offering free water services to families with old people, people with HIV and disability and households with monthly income less than Tshs. 30,000 per Month
Ø The poor households are served as agreed 5m3 per month (8 buckets per day) through water kiosks.

Ø . ToR for Safeguards Expert was revised and proceeds with procurement after obtaining NOL. However, MoW included the consultancy in the expanded ToR of PMSC under component II.

have been prepared. However it has to be included in the ESMF because it replaces the whole screening process. Therefore the revision of ESMF is inevitable before MoW approval. The activity is awaiting fulfillment of No 1

Kidunda Access road was submitted to WB on 18/7/2012. NOL was garanted, the study was re- advertirsed and short listing report was submitted to WB for NoL.

explanation of the process of full protection of the Kimbiji- Mpera sources (by 30th Nov, 2012)
Implementation Ø The activity has to be
accomplished after the study of the well field. The consultant for the study has been signed the contract to undertake study of the acquifer which shall include the scope of the catchment. So the activity is awaiting for the study.

Kimbiji/Mpera Well Fields, including matrix summarizing where changes have been made, to Bank for review ( by June 8th 2012)

working on the comments raised by WB for Kimbiji area while Mpera report was submitted to DAWASA on 22nd September 2012, It has to be submitted to WB once the comments are incorporated

Challenges
Ø Inadequate funding and inadequate skill has hampered smooth monitoring of environmental issues, carrying out environmental audits and supervision of implementation of proposed mitigation measures.
Ø Sources and catchments are continuously being degraded as a result of increasing human social-economic activities
Conclusion Ø The proposed work plan and budget FY
2013/14 for safeguard has to be earmarked from each component for effective follow up and enforcement of safeguard compliance.
Ø All implementing agents needs additional
awareness training and establishing safeguard compliance desk.
Ø All contracts without safeguards compliancy needs to fagged as part of enforcement.
