STATE CAREER DEVELOPMENT CONFERENCE
TO: All DECA Advisors FROM: Jackie Schiller, MN HS DECA SUBJECT: 2020 State CDC DATE: January 20, 2020 The 2020 State Career Development Conference will be a great experience for the DECA Members of Minnesota. Delegates from across the state will gather for the 2020 SCDC, March 1-3, 2020 at the Minneapolis Hyatt Regency. MN DECA is excited to have the three general sessions, including Opening, Prelims and the Grand Awards at the Minneapolis Convention Center just nearby the Hyatt! All students will receive a conference t-shirt! Be sure to select the t-shirt size. Students will receive their t-shirt after they have their photos taken for the Grand Awards Ceremony. Advisors will not receive a t-shirt but have a special conference gift. Advisors may add on a t-shirt or advisor upgraded garments for an upcharge. This year’s conference will have the format implemented last year – please be sure to consult the schedules for events and overall conference activities.
• Students will need to present id when they check in for competition.
• Registration will be from 10-11 am on Sunday, March 1, 2020.
• Advisors will need to be ready for their event assignments at 11 am on Sunday.
• There will not be an advisor meeting on Sunday evening and curfew will once again be at 11 pm.
• All written projects will have preliminary interviews.
• End time of Grand Awards will remain at 6 pm on Tuesday, March 3, 2020.
Please note that students need to know they will be competing before they get their rooms! They need to be prepared in proper attire, etc. Additional information on the dress code is included in this packet. Although some rooms may be ready, please plan on not getting their rooms until later in the afternoon. The conference will wrap up on Tuesday with the Academy Awards Ceremony at 4:00 PM with an anticipated finish at 6:00 PM. Free time is once again planned for your chapter on Monday evening prior to the Preliminary Awards. It’s a perfect time to take your students out to dinner. As in previous years, it is necessary for all advisors to secure judges to help in the large number required to run events. These forms are included in this packet. WE ASK THAT EACH CHAPTER

ADVISOR SECURE AT LEAST ONE PERSON WHO HAS NOT JUDGED IN THE PAST! Remember, for alumni students to be eligible, they must have graduated in 2017 or prior. Also, advisors will have the chance to earn gift cards when they secure 10+ judges. Please refer to this packet for complete details for registering your chapter to attend the 2020 State Career Development Conference. 2020 STATE CAREER DEVELOPMENT CONFERENCE DATES AND LOCATION The 2020 State Career Development Conference will be held March 1-3, 2020 at the Minneapolis Hyatt Regency. The address and phone number are: Hyatt Regency Minneapolis 1300 Nicollet Mall Minneapolis, MN 55403 (612) 370-1234 Fax (612) 370-1232 EARLY BIRD REGISTRATION FEE Early-bird registration fee for the State Career Development Conference is $75.00 if you register on or before Monday, February 3, 2020 Thereafter ALL registration will be $80.00 per student. Advisors & Chaperones are not charged the registration fee – they are complimentary. The registration fee includes conference and competitive event materials, entertainment, judges’ meals, awards and awards sessions, tax and gratuities. You should have received your individual chapter’s pass code information to submit the actual registration and hotel needs through an online submission site. Watch for more details and clarifications in the FLASH updates. Attendee Registration and Hotel needs must be submitted through the online process. Outstanding Student Recognition Nominations & Speaker’s Bureau must be entered into the registration system when you submit – you will not be able to add after the cutoff date. Registration submitted after the registration deadline will be charged at the non-early-bird rate of $75.00 per person. Payment not received prior to SCDC will be subject to a $50 administrative fee.
Remember that if you do NOT submit your registration online on or before the deadline of Monday, February 3, 2020, you need to submit the $75.00 regular registration fee – fees must be received prior to the conference to

qualify at the lower rate. The online system will automatically change the registration fee to higher rate the day following the deadline. PLEASE SEND PAYMENT WITH COPY OF INVOICE TO:

MAKE CHECK PAYABLE TO: MN SECONDARY DECA Please include a copy of your registration invoice that the system generates with your payment. REFUND POLICY Please submit cancellations through the online registration system. If your chapter is eligible for credit on the registration $ owed, it will be reflected on your chapter invoice. The following administrative charge policy will be followed: • A 50% administration charge ($37.50 refund per person) for cancellations received after cutoff date
and before February 20, 2020 on State Career Development Conference Registration. • No refund for cancellations on or after February 20, 2020. Substitutions are allowed and should be
submitted on the form. Each Chapter Advisor is responsible for making all cancellations and/or substitutes with the hotel.
HOTEL RESERVATION PROCEDURE IMPORTANT: Please Read Through Instructions in Their Entirety 1. Initial reservations are to be made online through the MN DECA Registration site. You should have
already received your site pass code and log in information. This log in remains the same from Districts unless you change it.
2. Complete the attendee registration process – you will then drag and drop students into the rooms and create your list.
3. When you are done entering your registration as well as creating your room list, you must hit SUBMIT. 4. All conference registration and room list reservations should be SUBMITTED on or before your
district’s deadline.
Be sure to "Submit” on your room list or it will not be sent electronically to the Hyatt
from our online system.
5. The ‘DECA Reservation Form” excel file is to be completed and emailed to [email protected] and [email protected] once the room list has been submitted in our online system. This form is required by the Hotel to confirm your stay and will assist with billing.
CHANGES/CANCELLATIONS TO HOUSING 6. Up until the end of the day on your district’s registration deadline, all changes and cancellations should
be completed via our conference online registration system. Log back in and make your edits. Be sure to submit so changes are saved.
7. After February 25th, all changes and cancellations should be communicated via email to [email protected] • Email should consist of:

a. Guest Name(s) b. Confirmation Number (you will have received this from Hyatt.com) c. What the requested change is
BILLING NOTES 1. A credit card is required when making the reservation to guarantee the room. 2. There are two options for payment:
a. Credit Card: this is the preferred method of payment. The credit card used to make the reservation will be to both guarantee the room and the final payment of all room charges.
b. Check: A check for the full amount must be received by the hotel on or before Friday, February 28. Checks cannot be accepted upon arrival. If the check is not received by Friday, February 28, the credit card used to hold the reservations will be used for final payment. If there is a balance exceeding the amount of the check, the credit card used to hold the reservations will be used for payment of the balance.
3. 2020 Guestroom rates including 14.025% tax: $171.94 Single/Double, $182.44 Triple/Quad 4. The ‘Hyatt Housing Invoice’ and Reservation Note will indicate to the hotel what payment type is
being used. Be sure to submit your room lists on our registration system on time! The hotel does not have to hold rooms after the registration deadlines or honor the conference rate. LODGING COSTS Room fees are as follows:

PLEASE NOTE: due to fire code restrictions, the hotel cannot permit five to a room. CHECK-IN PROCEDURE The check-in procedure will be as follows: 1. Upon arrival at the hotel, chapter advisor from each delegation should pick up the room keys for the
entire chapter from the front desk. The keys for the delegation will be packaged together. Please instruct your students that only advisors will be allowed to register the delegation.
2. The hotel will assign rooms as the reservations are received. Early submission of forms is advised. 3. If there are cancellations after you have submitted the reservation and registration forms, it will be
necessary to notify the hotel and the DECA Office. Use the instructions on the “Hotel Form” to send in your “Revisions”. This request is necessary to ensure that your chapter is not charged for unused sleeping rooms.
4. The Hyatt requests that you notify in writing of all cancellations and/or substitutions and additions to your rooming list. Do this in ALL cases, even if you call the day you depart for the conference. This will greatly simplify the registration process. Follow procedures listed in the “Hotel Form” Instructions.
5. After rooms have been assigned, the Advisor should proceed to the conference registration desk on the lobby level to pick up the registration materials for the entire delegation. Registration materials will be distributed to the Chapter Advisor only.

6. REMEMBER TO HAVE EITHER A SCHOOL PURCHASE ORDER OR A SCHOOL CHECK TAKEN CARE OF TWO WEEKS PRIOR TO THE CONFERENCE.
7. CHECK-IN TIME IS 3:00 PM. CHECK-OUT PROCEDURE The hotel checkout procedure may be handled in one of the following ways: 1. Pre-pay the entire bill. 2. Pay the bill upon departure for the entire delegation (the hotel will not accept payment from
individual students as they have only one invoice for the chapter delegation.) 3. Pay for the incidentals before departure and arrange with the hotel to be billed for your delegation’s
rooms. (This requires a School Purchase Order and you are advised to call the hotel accounting department if you are not certain of their requirements.) 4. Checkout time is 12:00 NOON.
• To assist the hotel, we suggest students move bags to advisors’ rooms the morning of departure. Advisors, please inform the hotel which rooms have been vacated and arrange for a checkout of your room if needed.
• Please note: All SCDC attendees must stay in the conference hotel as indicated in registration materials.
• Prior to departure, each chapter advisor should pay for any incidentals that may have been charged to your rooms.
STUDENT AND ADULT CODE OF ETHICS All Conference participants are to consider this a professional conference and are therefore expected to abide by the Association’s Code of Ethics. Chapter Advisors should have their students and their parents read and sign these guidelines and return to you. You do not have to send these to the DECA State Office with your other registration materials, but it is vital that you bring these with you to the conference. This form is for your benefit & protection as an advisor. Included in the form packet is an advisor code of ethics that the MN DECA Board of Directors has placed into policy. This form needs to be included with your conference registration materials if your chapter did not participate at FLC/CRLC. An original hard copy must be on file with the state office PRIOR to the start of the State Conference. ADVISOR & CHAPERONE CRITERIA The required chaperone ratio will be one advisor per chapter. In addition, this year, each chapter is required to supply one adult event assistant for operation of the competitive events for every 30 students in attendance from your chapter. This can be a chaperone or parent etc.
Advisors will receive their adult assistance assignments via the registration system/dashboard prior to the conference.
In the past, we have had success with the ratio of one advisor/chaperone per 15 students. This ratio is highly recommended. Suggested persons authorized to be chaperones are: • Marketing Instructor-Teacher/Coordinator • CTE Director • Teacher, School Administrator or Guidance Counselor • School Board or Advisory Board Member • Parent or Internship Coordinator

Please make every effort to secure adequate numbers of chaperones. However, if it is necessary for a chapter advisor from outside your school to be designated as chaperone for part of your delegation, the following requirements must be met: 1. A letter must be sent prior to the conference to the Minnesota DECA Office by the school
administration authorizing such an arrangement. 2. Prior to the conference, the chaperone should meet the students he/she will advise. 3. Chaperones will be required to be at the conference site and responsible for the delegation
throughout the day. Chaperones for students staying at the hotel are required to also stay at the hotel.
4. Chapter advisors have the final responsibility for their entire delegation.
JUDGES More than ever, we need everyone’s help with securing judges for the state conference. Each school is required to secure at least 3 judges WITH AT LEAST ONE JUDGE BEING SOMEONE WHO HAS NOT JUDGED BEFORE. Also, keep in mind that the judges you secure must have been out of high school a minimum of two years. The last few years we have had fabulous judges, but ONLY because we had everyone’s help on it. We rely heavily on your continued participation in this endeavor. Please use the online system to have your judges register. Be sure that the judge selects you are the recruiting advisor! The State DECA Office will send them confirmations and further instructions. This year we need judges for the following dates: • Friday, February 28, 2020 - Written Manual Judging • Sunday, March 1, 2020 – Preliminaries for all events - afternoon only • Monday, March 2, 2020 – Preliminaries for all role play events • Tuesday, March 3, 2020 -Finals for all events COMPETITIVE EVENTS Policy as per Board of Directors - only simple calculators will be allowed, no cell phones or PDAs may be utilized in all MN DECA competitive events. • At the 2020 State Career Development Conference, ALL competitive events will have the top 8 called
to stage with 1st, 2nd 3rd and 4th receiving trophies and plaques to the four finalists for National Events. *top 4 will receive plaques for state only events.
• All Events that have an exam component will take the exam as per the Exam matrix included in this packet.
• All individual (1-3 person) manuals must qualify through District Competition. As per Board of Directors policy.
STATE QUALIFICATION PROCEDURES Students can compete at state competition on the following basis: 1. The top 4, 6, 8, 10, 12 or 12 District Winners in all events determined by the sized of District

qualification is not necessary for these chapter events: Business Solutions, Career Development Project, Community Awareness Project, Community Giving Project, Financial Literacy Promotion Project, Gold Chapter Campaigns and Sales Project.

• District Qualification IS necessary for all individual written manuals. Qualify is defined as using national guidelines for the event. All manuals must be completed by District Competition. Board of Directors policy.
HOW MANY EVENTS CAN A STUDENT ENTER? A student can enter three events from the four competitive event categories. See page 14 in this packet in the “FORMS” packet for competitive event codes and maximum number of events a student can participate in. Unlimited applications are permissible in the following: • Scholarship Awards – applicants were to use the Applegate application process thru the National
Center – the deadline date for application was January 17, 2020 • Minnesota DECA Speaker’s Bureau – submitted this year through the online registration system One application for every 50 national members is permissible from a chapter in the following (as per board policy): • Minnesota Outstanding Recognition to DECA Members – submitted this year through the online
registration system If a chapter wishes to order additional plaques to be given out at a local ceremony, please contact Jackie. PLEASE NOTE: For the Speaker’s Bureau and Outstanding Recognition, these awards are submitted thru the registration process and must be submitted by the deadline – late “add” will not be accepted - there are no exceptions to this, as awards must be ordered well in advance of the conference. ADDITIONAL OPPORTUNITIES FOR STUDENT ATTENDEES CONFERENCE INTERNS MN DECA is seeking an Event Production Intern and a Social Media Intern to join us behind the scenes during the 2020 State Career Development Conference. Interns will be key players in ensuring that creative and interactive elements of the state conference are executed. Interns will be expected to arrive by 11:00 am on Sunday, 9 4 and work with the conference staff though the conclusion of the Grand Awards Session on March 3. Interns will receive complimentary registration, but hotel housing must be arranged through his or her local chapter. intern responsibilities will require a large amount of time, but students will be allowed to compete in competitive events. See application to apply! Deadline for consideration is February 1. CONFERENCE PARTICIPATION SCHOLARSHIPS FOR UNDERSERVED, SPECIAL POPULATION & NON-TRADITIONAL STUDENTS 5 - $100 scholarships to participate in the 2020 DECA State Career Development Conference will be awarded to members seeking active and meaningful participation at our upcoming conference. These scholarships are for DECA Members in underserved, non-traditional and special populations due to location and/or socioeconomic status. MN DECA is seeking applicants that have shown an interest and/or qualified for competition but has not been able to commit due to lack of funds. Providing financial assistance to compete at the state level will assist these students to see the connections in DECA being a co-curricular and meaningful participation and conference experience. This will provide students with a cost-effective value-added service to enhance high school chapter experience, their employability and become positive contributors to their community.

Applications will be reviewed by a committee of MN DECA to select recipients. See application form to nominate your student. Scholarship will be provided to the chapter AFTER the state conference and only if essay criteria is met by the deadline date of 10 days prior to close of the conference. WRITTEN EVENTS DEADLINE – FRIDAY, FEBRUARY 21, 2020 All Competitive Event manuals must be received on or before Friday, February 21, 2020 to: Steve Weber MN DECA 13694 - 9th Ave. South Zimmerman, MN 55398 Because this is a private residence, if you send overnight please make certain that signature is not required for the package to be delivered. All manuals are to be labeled on outside cover on the top right-hand corner with the following information:
Name, school and event title. *on chapter & group written projects please include all team member’s names on outside label beginning
with the team captain as the first name. This will help speed up the sorting. Only ONE copy of the manual is to be sent in. Do not send more! See listing below for all written projects that need to be submitted.
Be sure to add to front of each project: Please 3-hole punch a copy of the Written Entry Checklist and insert in the very front of each project. Complete the Name of Event and list all Participants in the project as well as indicate chapter. This will be a tremendous time saver during the screening process. IMPORTANT: Remember, all DECA event manuals must have a “Statement of Assurance” completed and included in each project or this manual or project will receive 15 penalty points – as per the National DECA Guidelines and the MN DECA Board of Directors. This is according to the national guidelines. A copy of the statement of assurance can be found in the National DECA “Guide”.

STUDENT CONFERENCE T-SHIRTS INCLUDED! Conference t-shirts are INCLUDED in this year’s registration for students and advisors. Advisors & Chaperones do not receive a t-shirt as they are not being charged a registration fee. Be sure to select your student’s t-shirt size when you register. Conference t-shirts are available for purchase for advisors & chaperones for $10. ADD ON ITEMS WHEN YOU REGISTER When you are in the Minnesota online registration system, you will have the opportunity to have “add on optional items that include and advisor/chaperone garment. Please double check the accuracy of the size request and version (male or female) so that you are requesting what you intend! Garments are $45 and will appear on the conference invoice as “advisor materials”. Watch for a flier with the details of the garment. New this year, MN DECA will also supply you with DECA “letter” pins at a cost of $3.00 each to use at the local level for any “lettering” procedures you may have. They will be with your conference registration. SPECIAL NEEDS & ACCOMODATIONS We will try to make competitive event materials available in alternative formats (i.e., large print, Braille, audiotape, computer disk) upon request. Please inform us well in advance of the conference of any accommodations that will increase your student’s ability to participate in this conference." TENTATIVE AGENDA Please refer to the schedule on page 12 of this packet. Just prior to the conference the final program booklet will be sent to advisors in “PDF” format. At time of this publication, this schedule is still tentative. If you have any specific urgent questions, please call the State Office. You will receive additional schedule information during the weeks prior to state via "FLASH" emails with changes to the schedule. ACADEMY AWARDS SESSION The Academy Awards Session will be held Tuesday, March 3, 2020 at the Minneapolis Convention Center. The session will be with assigned seating. Please advise your students that semi-formal apparel is more than appropriate and highly encouraged. Please note: Awards Session will begin at 4:00 PM. Please advise your students that Minnesota DECA highly encourages business, business-casual or semi-formal attire at the Grand Awards Ceremony. Wearing of inappropriate attire, including graphically distasteful t-shirts, hats, etc. could deny a member the opportunity to receive an award on state - make sure your students are dressed appropriately. STATE & NATIONAL DECA MEMBERSHIP To be eligible to participate in the International Career Development Conference in Nashville, TN in April 2020, students must be members of National DECA. All students wishing to join National DECA and have not done so, must join by February 15, 2020 by submitting membership fees of $8.00 per student for nationals and $5.00 per student for state. All state and national membership is submitted via the online membership process.
ADVISORS – PLEASE DOUBLE CHECK YOUR ROSTERS PRIOR TO SCDC!
DRESS CODE FOR MEMBERS, ADVISORS AND GUESTS DECA Board of Directors made the decision to enhance the participation at SCDC through a highly recommended dress code during the conference. Students and advisors must wear professional or business casual dress at all conference-sponsored activities (except the dance) as specified on the agenda.

The purpose of the dress code is to uphold the professional image of the association and its members and to prepare students for the business world. Appropriate DECA attire is required for all attendees—advisers, members and guests—at all general sessions, competitive events, district meetings, workshops, and other activities unless otherwise stated in the conference program. Conference nametags are part of the dress code and must always be worn. New fashion trends may be in style but not necessarily appropriate. The best way to operate is to avoid walking the line. If there is a doubt, select something else to wear. Be a Professional. Students as well as advisors, through their participation in MN DECA, should develop a keen awareness of the image one's attire projects in the business world.
THE 4 BIG NO’S
No jeans, No t-shirts, no athletic shoes and no hats during official conference activities such as general sessions, awards ceremonies and competition.
Casual attire may be worn for dances (includes jeans, nice T-shirts, or denim/chambray shirts, sneakers or sandals). Not allowed are "cut-out" or "cut-off" jeans, Lycra, spandex, midriff tops and bathing suits. Shoes and shirts must be worn. Please advise your students that Minnesota DECA highly encourages business, business-casual or semi-formal attire at the Grand Awards Ceremony. Wearing of inappropriate attire, including graphically distasteful t-shirts, hats, etc. could deny a member the opportunity to receive an award on state - make sure your students are dressed appropriately.
As we approach ICDC, we will continue to remind advisors and members about the ICDC Dress Code. Please encourage memberss to review pages 40 and 41 of the DECA Guide for the dress code that will be in effect for ICDC 2020.
The most notable items include: All skirts and dresses must be at or below the knee. Unacceptable types of dress shoes include boat shoes, canvas or fabric shoes, flip flops or casual sandals, athletic shoes, industrial work shoes and hiking boots. A collared dress shirt must be worn with appropriate neckwear (necktie, ascot, scarf) when appearing before judges and on-stage.

2019-2020 MN DECA CODE OF ETHICS FOR LOCAL ADVISORS
MN DECA requires EACH local chapter advisor read and sign a copy of this form and return it to the DECA State Office annually prior to participation in any district, state or national sponsored conferences.
1. Local advisors are responsible for discussing the Student Delegate Conduct Practices and Procedures form with all students attending every DECA Conference so that all students thoroughly understand their responsibilities as delegates.
2. Local advisors are responsible for knowing the whereabouts of all their students at all times. Each local advisor should establish a policy with his/her students prior to the conference in order to meet this regulation.
3. Advisors must have with them at the conference a list of their students, as well as home telephone numbers and parent’s or guardian’s names.
4. Curfew will be enforced. Local advisors are responsible for room checks to ensure their students are in their assigned rooms.
5. No use of tobacco, including electronic cigarettes will be permitted at the general sessions, banquet, competitive events, or special interest sectionals. Delegates under 18 are prohibited from using tobacco products at any time per Minnesota State Law.
6. Identification badges will be worn at all times. 7. Chapter advisors are responsible for supervision of their delegates’ conduct and shall be available to their students
at all times. 8. Advisors are to sit with their students during designated sessions unless they are responsible for another activity at
the same time. 9. All advisors and chaperones shall refrain from the consumption of alcoholic beverages at any time during a district,
state, regional, or national sponsored DECA activity where students are in attendance. 9. No advisor or chaperone can leave the grounds and/or conference facilities without signing out with DECA
conference headquarters. If an advisor or chaperone must leave for other than emergency situations, it should be for a brief time.
10. The local principal and/or designated administrator will be contacted in emergency situations if the local advisor cannot be located within a reasonable amount of time or is unable to give proper amount of supervision. Student emergencies include: accidents, possession of drugs or alcohol, breaking conference rules, family emergencies, and any other situation designated as an emergency.
11. Any infractions shall be reported to school officials. 13. Infractions including lack of professionalism during conference activities may result in MN DECA requiring chapter
to be accompanied by a different school representative for remaining conferences in current school year. “I have read and fully understand the DECA Local Advisor and Chaperone Procedures & Responsibilities and agree to comply with these guidelines during the 2019-2020 school year.” Advisor’s and Chaperone’s signature

MN DECA CODE OF CONDUCT – student members
DECA prepares emerging leaders and entrepreneurs for careers in marketing,
finance, hospitality and management in high schools and colleges around the globe. DECA enhances the co-curricular education of members through a comprehensive learning program that integrates into classroom instruction, applies learning, connects to business and promotes competition. DECA’s activities assist in the development of academically prepared, community oriented, professionally responsible, experienced leaders. DECA members have the opportunity for involvement at the local, district, state and national levels. Members at each respective level and a demonstrated commitment to the goals of DECA are required for participation at each level. Several conferences are held each year at the various levels, each addressing many of the goals of DECA. At the state and international levels these conferences are normally two to five-day events, requiring that the students stay overnight in the conference hotels. To be eligible to attend these conferences, the student must have earned the right to attend through previous participation, a demonstrated desire to participate fully in all scheduled conference activities, and a commitment to live by the DECA Code of Conduct while attending. Permission from the local advisor, the school and the student’s parent/guardian to attend is also required. WHEREFORE, THE STUDENT AND THE STUDENT’S PARENTS AND/OR GUARDIANS AGREE TO FOLLOW THE MINNESOTA DECA CODE OF CONDUCT AS A CONDITION FOR ATTENDING DECA CONFERENCES: THE STUDENT RESPONSIBILITIES UNDER THE CODE OF CONDUCT ARE AS FOLLOWS: 1. The term “delegate” shall mean any DECA Member registered for and attending said conference or
activity. 2. There shall be no effacing of public property. The individual or chapter responsible must pay any
damages to any property or furnishings in the hotel rooms or buildings or in the conference center. Local chapters will be billed directly by the hotel or conference center for any damages.
3. Delegates are required to attend all general sessions, assigned events or meetings, competition, and conference functions and are expected to be on time and prepared for them. Delegates should be financially prepared for all possibilities.
4. Boom boxes and other large and loud music machines are not allowed at the conference. Delegates may use “walkmans” and other small music devices with individual earphones.
5. Delegates are always expected to keep their Advisors informed of their activities and whereabouts. Each local advisor should establish a policy with his/her students prior to the conference in order to meet this regulation.
6. Chapter advisors will be responsible for the supervision of their student delegates. 7. No delegate may leave the conference site (except for authorized events) unless he/she has
received permission to do so from his/her advisor. 8. The use of private automobiles is not permitted after the arrival at the conference. Car doors must
be locked upon arrival and ALL keys turned over to the chapter advisor. 9. All delegates registered overnight in conference hotels must be in their own rooms and quiet at, and
after, curfew. All delegates must honor conference curfew as published in the program. 10. All delegates not registered in conference hotels must be off the hotel premised immediately after
the last conference event of the day.

11. Friends not registered for the conference are not allowed in the conference hotel or at conference activities.
12. Delegates must wear identification nametags at all times, including social functions such as a dance, or they will not be admitted to the conference activity.
13. Professional attire is required at all conference functions except dances and other social functions as announced at the opening session of the conference. Professional attire includes business suits; business slacks with a blazer, dresses or skirts with corresponding shirts, blouses, or sweaters and the proper accessories (i.e. ties).
14. Delegates agree to conduct themselves in a professional and ethical manner at all times and follow the directive of official conference staff, other adult supervisors and hotel staff. Profanity is prohibited.
15. Smoking or the use of any other tobacco product at or around any conference activity is strictly forbidden. No use of tobacco will be permitted in public facilities or private facilities in accordance with the state law that prohibits use by minors.
16. Possession and/or use of alcohol, drugs, or drug paraphernalia not prescribed by a qualified physician are absolutely forbidden.
17. Major infractions such as possession and/or use of alcohol, drugs, drug, paraphernalia or any other infractions that may require police action (such as noise violations, vandalism, assault, arson, burglary, robbery or weapons possession) will result in the immediate removal of the students involved from any further participation in conference activities for the school year.
The advisor will immediately contact the DECA State Executive Director and the student’s school
administrator as per school district policy. The student’s parents will be notified, and the student will be turned over to the proper authorities or sent home as soon as possible (whichever the violation requires).
If a student is sent home, it is the responsibility of the student’s parents to pay the cost of the
student’s return home. The parents will also be responsible for picking the student up upon his/her return.
If the school administrator determines that it is impractical or impossible to send the student home
ahead of the group, the student will be barred from any further activity and a chaperon will be assigned to the student for the remainder of the conference.
Any student turned over to the authorities or sent home will go through his/her school’s normal
disciplinary process for such an infraction. 18. All DECA rules as well as the rules and policies of the student’s individual school district apply while
the student is attending a DECA activity. 19. All students regardless of age and/or grade will be expected to follow the same rules. Seniors who
have graduated and are still part of an activity must also agree to all rules as outlined. 20. Delegates violating or ignoring any part of the Code of Conduct may subject their entire delegation
to be unseated, or their officer candidates or competitive event participants to be disqualified. 21. Delegates shall allow Minnesota DECA to use conference photographs and video footage for
promotional purposes. 22. Lack of professionalism during conference activities may result in conference disqualification.

THE RESPONSIBILITIES OF THE ADVISOR FOR THE DECA CONFERENCE ARE AS FOLLOWS: 1. The advisor will be responsible for all aspects of the trip including travel arrangements, selection and
discipline of students, emergency situations, and notification to parents of all aspects of the trip. 2. The advisor must provide all students with a written copy of all rules and trip procedures. 3. The advisor will be responsible for student supervision, room checks, curfew and bed checks, etc. 4. The advisor will be responsible for maintaining a file of all signed agreements from the students
and/or parents. By signing this agreement, both the student and the student’s parents and/or guardian acknowledge that participation in DECA conferences is a privilege, and participation will be denied if the student does not follow the student responsibilities as outlined in this DECA Code of Conduct.
