Minnesota s ta tu tes s ta te t h a t i t is the duty o f the Commiss ioner of Pub l i c Welfare to promote the enforcement of a l l laws f o r the p r o t e c t i o n of menta l ly re ta rded persons, to cooperate w i th he lp ing and p lac ing agencies of a pub l i c or p r i v a t e cha rac te r , and to take the i n i t i a t i v e in a l l matters i n v o l v i n g the i n t e r e s t s of re ta rded persons where adequate p r o v i s i o n has not a l ready been made. County Welfare Departments
County welfare boards are responsible as the agents of the Commissioner of Public Welfare to carry out his statutory responsibilities for the retarded in each county. This means that the boards have the responsibility for promoting the enforcement of all laws for the protection of mentally retarded persons, cooperating with public and private agencies, and taking the initiative in developing programs and services. Services provided by the 87 county welfare boards include casework services, financial assistance, residential care such as foster homes, private group care facilities, state facilities, nursing and rest homes, and continuous planning responsibility for retarded persons under guardianship to the Commissioner of Public Welfare.
Area Mental Health-Mental Retardation Programs
Through the 1957 Community Mental Health Services Act, area programs have been established statewide with financial
assistance (up to 50 per cent) from the state. The area boards have responsibility for designing, developing, implementing, and evaluating comprehensive community-based program for psychiatric, mental retardation, and inebriety problems. This includes the provision of direct services to individuals and consultation with other care-giving agencies.
Services of an area program may include:
* Outpatient diagnostic and treatment services for children and adults with emotional problems.
* Follow-up services to former patients at state hospitals.
* Assistance to families with retarded children through diagnostic examinations and counseling services.
* Collaboration with community agencies and organizations in developing additional mental health, mental retardation, and inebriety programs and services.
* Consultation and assistance to educators, clergy, medical and health, social service, judicial, law enforcement, corrections and other local personnel who encounter mental health, mental retardation, and inebriety problems in the community.
Daytime Activity Centers
The Daytime Activity Centers Act of 1963 makes it possible for public and private community groups to establish day programs for mentally retarded children and adults who are not able to attend public school special classes. The law makes provision for a state grant-in-aid of up to 50 per cent with matching local funds. In addition, local public governing bodies may share in operating expenses by using tax funds from general revenue or by making a special levy.
The centers are a major training and service resource for retarded persons of a broad range of ages and functional levels. These centers have been organized to develop the abilities of retarded persons, and to help them become better functioning individuals within their families and in their community.
Generally, there should be a basic service focus on four groups of individuals:
(1) Pre-school age children of both educable and trainable levels, with the program designed to assure and facilitate the individual's admission into the public school.
(2) School-age children who for various clearly defined reasons cannot be served in their school, and for whom appropriate arrangements have been made by the public school district under provisions of the school excuse law.
(3) Adult persons who can benefit from programs designed to assist them to prepare for work activity, job training, sheltered or competitive employment, and assist them to adjust to family and community living.
(4) Children and adults who can benefit from the level of services provided by the day activity center.
Service in the community:
* Casefinding.
* Utilize services and resources available from agencies and groups for the purpose of developing the individual program.
* Provide a resource to other agencies and groups as may be appropriate for retarded people, and carry out certain functions related to diagnosis and evaluation.
* Serve as a community resource for retarded persons.
Program objective is to develop a personal plan for each individual, and establish measurable goals by:
Creating developmental opportunities that foster the highest level of personal capabilities, and preparing the individual for movement to other community opportunities. This includes, but is not limited to:
* parental counseling for wholesome development of the family,
* continued identification of developmental problems,
* securing appropriate services to insure early intervention and remediation of such problems,
* promoting the exercise of civil rights by the person, by instructing the retarded person, advising his family, and assisting the community regarding attitudes and practices.

Foster Grandparent Program
The Foster Grandparent Program in Minnesota is administered by the state association. The program is designed for persons over 60 years old with limited incomes. These paid volunteers spend 10 hours a week each with two children living in a state facility. This allows the child to develop a close, personal one-to-one relationship with an adult. The program has a twofold purpose: it provides for children who otherwise would not have this experience with an elder and, secondly, it provides an occupation to persons who might be considered past their active years. The program is federally and state funded.
Camp Friendship
Camp Friendship is a residential camp owned and operated by the Minnesota Association for Retarded Children. During its first seven years of operation, it served over 6,000 retarded children and adults. It is located on Clearwater Lake, near Annandale.
It serves sighted and ambulatory retarded persons eight years old and above from the community, as well as from state and private facilities. A special family session is provided for those people who cannot be separated from their families. Campers need not be members of the state association.
The camp's general program includes swimming, boating, fishing, arts and crafts, nature study, softball, volley-ball, badminton, tennis, shuff1eboard, horseshoes, playground activities, hiking, cookouts, pow-wows, carnivals, parades, puppet shows, song fests, camp fires, dancing, canoeing, overnighting on an island.
A campership program provides financial assistance when required for payment of camp fees.

Services: opportunity for children in special education classes for the educable retarded to participate in the 4-H program. 4-H program materials, projects and club activities are used by the classroom teacher to complement the ongoing instruction program and to give the retarded child an identity with a youth program. A syllabus and guide containing 4-H program materials and suggestions for their use is made available to the classroom teacher.

Services: diagnostic examination at field clinics held throughout the state and at medical centers are offered to all children upon request. Treatment services are provided to handicapped children under 21 years when their parents are unable to provide the necessary care. Lofenalac is provided to eligible children with PKU, when recommended. Crippled Children field nursing consultants are available for consultive services to public health nurses, agencies and groups as well as direct services to families of handicapped children.
