  • MINUTES OF 486TH MEETING OF OPERATION & COORDINATIONSUB-COMMITTEE OF WRPC

    HELD ON 17TH AUGUST 2016 AT VARANASI

    The 486TH meeting of Operation & Co-ordination Sub-Committee of WRPC was

    held on 17th August 2016 at Varanasi. The meeting was hosted by M/s Jaypee Nigrie

    Super Thermal Power Project. The list of participants is enclosed at Annexure-A.

    Shri Vinod Sharma, President, Jaypee Nigrie Super Thermal Power Project (JNSTPP),

    welcomed the delegates of all constituents of WRPC on behalf of JP Group and wished

    them a comfortable stay at Varanasi, the cultural centre of North India & oldest city of

    India. He thanked Member Secretary, WRPC for extending great opportunity to host

    486th OCC meeting and to meet all delegates. He emphasized that there is tremendous

    growth and challenges in power sector in near future and OCCM is a right forum to

    discuss and resolve important issues.

    He informed that it is a great achievement for the Western Region being capable to keep

    grid frequency in IEGC band of 49.9 to 50.05 Hz for most of the time despite substantial

    addition of Solar and other Re-newable energy sources in the grid.

    Shri Naveen Tinguria, GM (E&I), JNSTPP made a presentation on Jaypee Nigrie Super

    Thermal Power Project, Nigrie (Nigri) village, Singrauli district, Madhya Pradesh. He

    informed that JNSTPP is a supercritical coal based generating station of 1320 MW

    (2x660MW) and both the units are under operation. However he expressed difficulty in

    operation since only 37.5 % capacity is tied up with MP.

    Shri S D Taksande, Member Secretary, WRPC extended warm welcome to all the

    participants of the 486th OCC meeting at Varanasi.

    He appreciated JNSTPP, Nigri, Madhya Pradesh for pro-actively coming forward to host

    the 486th OCCM at Varanasi. He thanked for immaculate arrangement of hospitality and

    arrangement for conduct of meeting.

    He told that 486th OCCM is being held during peak of monsoon season. He further told

    that because of commercial mechanisms, a very high stable frequency of IEGC band of

    49.9 Hz to 50.05 Hz achieved for 72.35 % of time. He appreciated all the constituents

    especially WRLDC and SLDCs for their sincere efforts to achieve such a stable

    frequency regime.

    He further informed about following important events which have taken place since last

    month

    A meeting was held at Silvasa on 05.08.2016 regarding upgradation of SLDCsand Sub SLDCs and to sort out the issue of data transfer from substation toSLDC of DNH, DD & Goa.

    A meeting was held on 09.08.2016 at WRPC to assess the status of ULDCequipments (RTU and Communications equipments) and requirement for theirreplacement/upgradation. Criteria for replacement/upgradation of ULDCequipments were formulated & WRTS-I, PGCIL Nagpur has been requested toprepare a report on above and submit to working group by 30th September 2016.

    He further informed that 32nd TCC/WRPC meetings to be held on 23rd & 24th

    August 2016 at Pune.

    He further told JNSTPP will be a regular member of WRPC forum since itsgeneration capacity is 1320 MW (more than the required capacity i.e. 1000 MW).

    Thereafter he requested SE (OPN), WRPC to take up regular agenda items in seriatim

    for discussion.

    ITEM No. 1: CONFIRMATION OF THE MINUTES

    Minutes of 485th meeting of Operation & Coordination Sub-Committee of WRPC held on

    15TH July 2016 at Bilaspur were forwarded vide letter No. WRPC/OPN/OCC-Minutes/2016-

    17/7720 dated 22.07.2016.

    GM, Adani Power Ltd. commented on last paragraph of item no 9.8 of 485th OCC

    minutes regarding Commissioning of 2nd transformers at 765/400 kV Tiroda and Akola:

    QUOTE:

    “GM, WRLDC informed that both these substations were N-1 non-compliant and concern

    were being raised. Now MERC order amending the Licensee has been received. M/S

    MEGPTCL / MSETCL to indicate further implementation plan.

    APML representative informed that MERC order was issued on 30.6.16 and APML

    would submit DPR shortly to MERC for approval. Commissioning of ICTs would take 11

    months after MERC approval”.

    No commissioning date was communicated by APML representative during meeting &

    hence requested for deletion for last sentence.

    No other comments have been received. The minutes were confirmed with abovemodification.

    ITEM NO.2: REVIEW OF SYSTEM OPERATION DURING THE MONTH OF JULY 2016.

    SE(OPN), WRPC requested WRLDC to brief the Committee on Grid Operation

    experiences during July 2016.

    Engineer, WRLDC in the presentation concentrated broadly on the performance of the grid

    for month of July 2016 (attached in soft copy).

    2.1 Frequency ParticularsThe average frequency during the month of July, 2016 was 50.01 Hz. The maximum

    instantaneous frequency was 50.35 Hz at 07:59:40 hrs on 02nd July 16 while minimum

    instantaneous frequency was 49.69 Hz at 21:42:10 hrs on 07th July 16. The frequency

    profile during June, 2016 was as under:

    2.3 Voltage Profile

    Voltage profile at some of 765/400 kV sub-stations during the month of July 2016

    furnished by WRLDC is enclosed at Annex-2.3.

    2.4 U/F Relay Operations

    As per WRLDC records during July 2016 the system frequency didn’t touch 49.2 Hz and

    no UFR operation has been reported by WRLDC. However GETCO has reported, AUFLS

    on five occasions in July 2016. GETCO may look into relay settings & recalibrate to avoid

    unintentional operation of UFR.

    The Sub-Committee noted as above.

    2.5 Power Cuts / Load Restrictions

    Details of Power Cuts and Regulatory measures during July 2016 as furnished by the state

    utilities are given in Annex. 2.5.

    The Sub-Committee agreed to furnish as above.

    2.6 Details of Generating Units under Forced outages

    Details of generating units under forced outages during July 2016 are given in Annex-2.6.

    The Sub-Committee noted as above.

    2.7 Details of Generating Units under Planned outages

    The details of generating units under Planned Outages during July 2016 are given in

    Annex-2.7

    ITEM NO.3: OPERATIONAL PLANNING

    3.1 Proposed Planned maintenance programme of generating units.

    The maintenance programme of generating units for the months August 2016 & September

    2016 is given in Annex 3.1.

    3.2 OUTAGE PROGRAMME OF TRANSMISSION LINES/ELEMENTS

    SE(Opn), WRPC informed that following procedures for transmission elements outages

    planning for 483rd OCCM onwards:

    1) The OCC held in the current month (M) shall discuss the line outages for the

    period from 20th of current Month to 19th of next month.

    2) The data for the above line outages shall be positively sent by 3rd workingday of current month for outages of said period. OCC will not entertain therequest after due date.

    3) The compiled data shall be e-mailed to WRLDC, SLDCs /utilities for any

    comments by 5th working day.

    4) The line /element outages are of the following types: Routine Maintenance,

    Constructional and Inter-Regional.

    5) As per the control areas, IEGC rules and existing practices WR, OCC shall

    discuss all 400 kV and 765 kV lines outages, irrespective of ownership, all inter-

    regional/ inter-state lines, all 220 kV lines from ISGS stations. Where outage of a

    line not covered under the above and wholly under a state, for example a 220 kV

    line in Gujarat, the agency seeking the outage shall have to approach Gujarat

    STU /SLDC authorities. If there are any problems, WR OCC may be informed for

    any assistance required.

    6) WR OCC typically meets between 10th to 15th of every month. It was decided in

    4th NPC meeting that OCC meeting shall be held by all RPCs not later than 20th of

    every month to leave a clear margin of 10 days to plan & coordinate outages for

    next month by NLDC.

    7) Inter-regional outages shall be planned well in advance so that time for co-

    ordination by NLDC/WRLDC can be done. NLDC shall co-ordinate inter-regional

    outages under intimation to the concerned RPC/RLDC.

    8) For construction related outages the dates cannot be exactly planned in advance

    though the tentative month/ dates may be decided and based on real time

    conditions the outages can be permitted by WRLDC/SLDC for constructional

    related category.

    9) Only those elements planned for maintenance shall be taken for outage subjected

    to real time condition permitting.

    10)Urgent/emergency outages not in the above plan shall be taken as per advice of

    SLDC/WRLDC and information of same to all SLDC / WRPC shall be given.

    11)Code Giving Procedure: Since short term market clearance depends onavailable transmission capacity & is cleared on day ahead basis, there was a

    need for better planning. In this regard following was decided in the previous

    OCC meeting and shall be implemented:

    (a) All utilities shall confirmed on D-3 through following link about readiness to

    avail outages (where D is date of outage):

    (b) WRLDC shall issue code in real time within reasonable time with best effort

    either the code to avail or cancel depending on real time conditions.

    (c)All utilities that do not confirm by D-3, those outages shall be deemed

    cancelled.

    SE(Opn) further informed that as agreed in 484th OCC meeting, most of the constituentshave submitted the transmission elements outage proposal within stipulated time (i.e.three working day).

    He further requested to WRLDC/NLDC to submit the proposal on third working day asper guide lines formulated above.

    He insisted utilities for times adhere for proposal of submission. In next OCC onwards noother outages list will be considered. He requested all the utilities to coordinate with theirfield engineers for time line submission of the outage proposal.

    Any other outages of emergency nature will be directly taken by WRLDC & coordinatedwith WRPC if required.

    SE(Opn), WRPC informed that that since the agenda Annexure 3.2 for proposal oftransmission elements outages is circulated on 5th working day of the month, thereforeWRLDC/SLDC shall gone through the annexure before coming to meeting & onlyspecific issues will be discussed during the outage planning meeting.

    Maintenance programme for transmission lines during the period of 20th August 2016 to 19th

    September 2016 is given in Annex 3.2.

    The outages planned agreed during the meeting is given in Annex 3.2.

    The Sub-Committee agreed/noted for the same.

    3.3 ANTICIPATED POWER SUPPLY POSITION FOR THE MONTHS – AUGUST 2016 &SEPTEMBER – 2016

    Details of anticipated restricted & un-restricted demands for the months of August 2016 &

    September 2016 are given in Annex 3.3.

    The Sub-Committee noted the same.

    ITEM NO. 4: OPERATIONAL STATISTICS FOR THE MONTH OF JULY 2016

    The details of actual generation, demand, drawl of power from grid; exchanges etc. aregiven in the following Annexures:Annex 4.1 - Actual Generation and Requirement for July 2016.Annex 4.2 - Peak Demand: Schedule Vs Actual for July 2016.Annex 4.3 - Integrated Operation of the System and Operation of Inter State Tie lines

    ITEM NO. 5: SYSTEM DISTURBANCES IN WESTERN REGION

    There was a major grid disturbance at CGPL Mundra complex on 13.07.2016 at 02.37

    hrs. Line side Y-ph post insulator between LA and Wave trap and R-ph wave trap post

    insulator flashed over at Varsana end during test charge of 400 KV Bhachau – Varsana

    line No. 1. It led to generation loss of around 2800 MW at CGPL.

    A meeting was held at PGCIL Vadodara on 18.07.2016 to look into the matter and

    following observations were made:

    (i) After a bus fault usually of the nature of tracking on insulators, comprehensiveinspection and cleaning of insulators should be carried out and after ensuring

    proper care, the decision for charging the bus be taken.

    (ii) A dead bus after bus fault should not be charged through a short line. Also thedead bus should not be charged through a line having strong source at the

    other end. It should generally be charged through a long line or through ICTs,

    so that the fault currents are less.

    (iii) The Zone 2 settings adopted by CGPL for all the lines, at CGPL end is 300msecand the remote end settings are 350msec. The adoption of 300msec for Zone

    2 at CGPL end is in view of stability of generating units and critical clearing

    time of faults. It was noted that the 400kV Bacchau-Versana-1 & 2 lines are

    very short lines(8.5kM). The group suggested that PGCIL may adopt 250msec

    for 400kV Bacchau-Versana-1 & 2 and CGPL may adopt 350msec for time

    being, and afterwards based on the studies for stability of the generators for

    faults to be carried out, it would be decided to raise the zone 2 time settings

    for these lines.

    (iv) The DPS operation at Bacchau end of 400kV Bacchau-Versana#1 was inorder since the fault was at the Versana gantry. The 400kV CGPL- Bacchau-1

    sensed the faults in Zone 2 at CGPL end due to short line length of 400kV

    Bacchau-Versana. 127 th PCM Agenda to be held on 27.07.2016 and

    28.07.2016 at WRPC, Mumbai Page 19

    (v) It was suspected that the power swing has set up during or with the fault on400kV Bacchau-Versana-1 and subsequently all the lines from CGPL tripped

    in Zone-1 power swing. The units also tripped simultaneously on OST. A

    report would be prepared along with recommendations with further studies of

    the DRs

    No other major grid disturbances were taken place in the Western Region

    during the month of July 2016. However the details of minor incidences during

    the month received from WRLDC are enclosed at Annexure-5.

    ITEM NO. 8: MISCELLANEOUS OPERATIONAL ITEMS

    ITEM NO. 8.1: QUARTERLY REVIEW OF CRISIS MANAGEMENT PLAN

    SE(O), WRPC requested the constituents to submit the CMP report for the First quarter

    (April 2016 to June 2016) for the year 2016-17.

    The Sub-Committee noted as above and agreed to furnish the same.

    ITEM NO. 8.2: STATUS OF PHYSICAL & CYBER SECURITY IN POWER SECTOR

    SE(O), WRPC requested the constituents to submit the Status of physical & cyber security

    in Power Sector for the First quarter (April 2016 to June 2016) for the year 2016-17 have

    not been received from some of the constituents.

    The Sub-Committee noted as above and agreed to furnish the same.

    ITEM NO. 8.3: READINESS OF SLDC AT GOA, OTHER SLDCs AND WRLDC FORUPGRADATION OF EXISTING SCADA/EMS SYSTEMDuring 29th WRPC meeting it was decided that the status of progress of SLDC’s & Back-up SLDC’s of WR constituents /WRLDC would be regularly monitored in monthly OCCmeeting.The matter was discussed during 31st TCC/WRPC meeting and WRTS-II, PGCIL hasbeen assigned the role to coordinate & sort-out the issues at the earliest for timelineimplementation of project with states & LD&C division of PGCIL. WRPC suggested tocall a meeting to expedite the same.Accordingly a meeting on SCADA/EMS was held on 27th April, 2016 with M/s Alstom at

    Bhopal. The most of the issues have been resolved by M/s Alstom. Other small punch

    points will be resolved by resident engineer of M/s Alstom by the end of September

    2016. Representative from M/s Alstom informed regarding resolution & escalation of

    project three level of engineers will be deployed viz at site level, at regional level & at all

    India level. Issues will be monitored at centralized level & resolving of the issues will be

    solved by appropriate level of expertise.

    Representatives from Gujarat, MP & Chhattisgarh have agreed to the above

    arrangements of punch points resolving & man power deployments by M/s Alstom .

    PGCIL confirmed the same for Goa, DD & DNH. The defect liability period will be

    started from 1st June 2016 for one year & thereafter AMC will be continued for next five

    year as per contracted terms & conditions.

    Representative from SLDC Chhattisgarh stated that the progress of upgradation of

    SCADA system has almost stalled in main as well as in back up SLDC despite it being

    the first in adopting ALSTOM system.

    Major Issues at Backup LDC are:

    1. Commissioning of DG set which is lying idle since last one year.

    2. SAT of SCADA not complete. EDNA not yet installed.

    3. EMS - not yet started.

    4. Man power deployed is totally new & incapable of doing SCADA work.

    Main SLDC

    5. EMS commissioning abnormally delayed despite retrieval of OPGW breakage.

    6. Some of punch points still remain unresolved.

    He further informed that SLDC Chhattisgarh will take over the system only after

    resolving the above issues by ALSTOM.

    AGM, PGCIL Raipur assured to expedite the punch points of SLDC Chhattisgarh.

    AGM, WRLDC informed that integration of communication link of DD & DNH from S/s to

    SLDC is not reliable as on date.

    Representative from PGCIL, Vadodara informed that scope of work regarding DD &

    DNH under M/s Alstom has already completed but communication link between Sub-

    station to SLDC are not ready.

    The latest status of progress of SLDC’s & Back-up SLDC’s of WR constituents /WRLDC

    is enclosed at Annexure 8.3-A.

    CEE, Goa Electricity Department vide letter dated 01.07.2016 requested for integration

    of telemetry points up to 33 kV level of Goa system in M/s Alstom software

    GM, WRTS-I, PGCIL, Nagpur informed that the M/s Alstom have already completed the

    scope of their work under the current contract and TOC was also given to them for both

    Main and Back-up SLDC’s. The contract is now almost closed with a few formalities left.

    Integration of any 33 KV station was not in the scope of present contract and inclusion of

    the same at this stage is not possible.

    Member Secretary suggested Goa to take the above work as separate project & submit

    the proposal to PGCIL for further consideration.

    A meeting was convened on 05.08.2016 at SLDC Silvasa (MOM is attached at

    annexure 8.3B) wherein most of the issues of Goa, DD and DNH were resolved.

    Representative from Gujarat informed that a meeting was held on 05.08.2016 at SLDC

    Vadodara & MoM is attached at Annexure 8.3-C.

    Representative from MP and Gujarat confirmed that project has been implemented and

    in operation in main as well as back up SLDCs in their states, except some punch points

    and which will be resolved by 30.09.2016.

    SE, SLDC Chhattisgarh informed that Erection of DG set is under completion and

    PGCIL Nagpur. Presently one Ethernet module is existing and 2 no. additional Ethernet

    modules are required at Backup SLDC, M/S Orange hotline speech communication

    panel not installed at Backup SLDC.

    ITEM NO. 8.4 RATIFICATION OF PROJECTED DEMAND AND GENERATION ATRPC FORUM FOR Q3- OCT16-DEC16.

    Chief Manager, WRLDC submitted the data received from NLDC for Quarter 3-October

    – 16 to December-16 for ratification of Demand & generation data for POC computation.

    Demand & generation data for POC computation was discussed in the meeting and the

    updated & ratified data is enclosed at Annexure 8.4.

    Member Secretary, WRPC suggested that the modified Demand & Generation data for

    3rd quarter POC computation shall be sent to NLDC by WRLDC. The data will be

    validated in validation committee meeting scheduled on 30th August 2016.

    ITEM NO. 9: WRLDC ITEMS9.1TELEMETRY ISSUES

    GM, WRLDC informed that It is being observed that instances of loss of crucial real time

    data are increasing and there is lack of matching response in restoring the same. Ideally

    there has to be protection path from each nodes to ensure n-1 redundancy for telemetry

    aslo. The locations having major issues are as under:

    a) Highly intermittent data from Kolhapur GIS

    400kV Kolhapur GIS-Kudgi-D/C data is also being used to calculate the drawl of

    Maharashtra. Data from Kolhapur goes to Mapusa on OPGW. From Mapusa to Nagpur it

    goes on Reliance. From Nagpur to WRLDC it comes on PowerTel. During last meeting

    POWERGRID representative informed that alternate path would be explored through

    Narendra-Kudgi –Mapusa-Nagpur by July’16 end. However another alternate

    arrangement from Kolhapur(PG)-Kolhapur(MS) can also be explored for which MSETCL

    agreed.

    Representative from POWERGRID informed that alternative arrangement is beingexplored wherein the Kolhapur(GIS) telemetry data will be transmitted to Mapusaon PLCC and from Mapusa to WRLDC on lease line.

    b) Gateway problems at SholapurBoth gateways hanged on 16.04.16, which resulted incorrect computation of drawal of

    Maharashtra. POWERGRID WRTS1 during last meeting informed that these gateways

    have been procured. There is some License issue before making it online and same will

    be done by July 16 end. PGCIL informed in last meeting that the issue of licence from

    Sweden was sorted out and telemetry would be available by July’16 end. Issue is not yet

    resolved. WRLDC issued letter to Solapur and WR1 RHQ on 1st August 2016.

    Representative from PGCIL informed that ABB engineer is attending the problemand in next 10 days the gate way problem at Solapur will be resolved.

    c) Intermittent data from DharamjaygarhReal time data from Dharamjaygarh is received through GPRS and POWERGRID

    Intranet which is highly intermittent. During last OCC POWERGRID representative

    informed that Fibre Connectivity is in advance stage of completion and data through fibre

    will be available by July16 end. Fibre connectivity has reached upto Champa only.

    Representative from POWERGRID informed that the Dharamjaygarh connectivitythrough fiber was established on 08.08.2016. Further, to improve the redundancyof data, Dharamjaygarh to Bilaspur would be connected through fiber optic. Orderhas been placed and work would be completed in next 6-7 month. This wouldfurther improve reliability of telemetry from Durg and Kotra stations

    d) Wrong up-dation of SCADA data from NTPC Korba station

    Since last two- three months the situation has not improved/sorted out and there is issues

    between NTPC and POWERGRID about the scope.

    NTPC informed in 485th OCC meeting that transducer was damaged at Korba during the

    tripping on 30th Mar’16. The work is under the scope of PGCIL. PGCIL informed it would

NTPC agreed tolook into and give feedback to POWERGRID.

    e) Non-availability of telemetry for elements from MSETCL stations

    Telemetry from following elements from MSETCL end is not available at WRLDC: During

    last OCC it was informed by Maharashtra representative that majority of data will be

    available by June end and balance by july end.

    On 10 May 2016 at 01:09 Hrs, due to lightning and rain the Neutral displacement

    relay of 400/220 kV ICT 1 & 2 of Lonikhand2 Sub-station along with 400/220 kV ICT 1

    at Lonikhand sub-station has tripped. WRLDC remained ignorant of tripping of

    Lonikhand ICT because the telemetry from Lonikhand2 is not available. SLDC Kalwa

    also failed to report the event to WRLDC. SLDC Kalwa to examine the case and

    ensure prompt sharing of information for reliable operation. MSLDC informed during

    last OCC that OPGW work is under progress in Lonikhand-I-Lonikhand-II line. For

    other stations, contract has been given to M/s TTLS through VSATs.

    MSETCL representative informed that for stations 400 KV Chandrapur (switching)and 400 KV Lonikand-2, communication from this location to the dataconcentrator will be established on optical fibre and will be implemented by Sept-16 end.He further informed that for Koyna sub-station, MSETCL is in process ofestablishing digital PLCC at the station where no other communication serviceprovider is available. Tender for digital PLCC is floated and will be implementedby Oct-16 end. He further told that for sub-stations Deepnagar, Bableshwar,Khargar, Ektuni and Jejuri, MSETCL is in process of establishing redundant linksat important 400 KV locations using VSAT communication. Tender for the samehas been floated and will be implemented by Oct-16 end.

    9.3 Over Voltage issues in South Western MaharashtraConsequent to the start of monsoon, Maharashtra demand has reduced. The

    demand during night hours is around 12000-13000 MW. Further there is high wind

    generation in Karad, Kolhapur areas. Even after taking all actions mentioned below-

    In real-time it was reported that LR of 765 kV Pune GIS - Solapur-S/C couldn’t be used

    as BR due to awaited clearance from OS. However, on intervention by WRLDC, the

    issue got resolved and since 30th June these reactors are now being taken as Bus

    reactor.

    WRLDC enquired about present status of following actions for Voltage Regulationto be taken: Shunt reactor commissioning by MSETCL: The 125 MVAr Bus reactors at400 kV Akola, Kolhapur, Solapur and Nanded were reportedly expected to be

    commissioned in Dec 2016 by MSETCLa. Capacitor switching off in LT system to be monitored in Maharashtra

    b. Utilization of LR of 765 kV Wardha-Aurangabad ckts at Aurangabad end as Bus

    Reactors through NGR bypass arrangement. PGCIL informed in last OCC that there

    is space constraint at Aurangabad to make the line reactors switchable. However,

    Engineers are working for exploring NGR by pass scheme to utilize the line reactor as

    bus reactor whenever line is kept out of service.

    c. Commissioning of NGR bypass scheme in Reactors at 765 kV Aurangabad –Solapur

    D/C at Aurangabad and Solapur end. 765 kV Aurangabad- Solapur line--OCC

    approved outages for A'bad-Sholapur D/C one by one are planned from 08.08.2016

    to 10.08.2016 . As informed from WR1, jumpering work to convert LR as BR at

    Sholapur and Aurangabad ends will also be done in same.

    d. Commissioning of STATCOM at Aurangabad, Gwalior, Sholapur and Satna--Award

    placed in June'15.

    MSETCL representative informed that voltage is high due to low demand in

    Maharashtra and high wind and hydro generation in southern Maharashtra. All

    capacitors are kept off on seasonal basis. Two units of Koyna are operated in

    condenser mode. Koyna Unit-3 could not run in condenser mode due to

    problem in Unit condenser. The problem is being attended.

    The Letter of award for 125 MVAR shunt reactors at Nanded, Akola, Solapur

    and Kolhapur has been finalized will be issued soon.

    GM WRLDC informed that to control high voltage several circuits including

    one ckt of 400 kV Kolhapur-Mapusa are kept open. In case of tripping of this

    ckt, Goa may face blackout because the 220 kV lines are often out of service

    and telemetry of those lines are also not available.

    He also informed that high unbalance has been noticed between the voltage

    of Y phase vis-à-vis R & B phases at Aurangabad, Parli, Lonikhand,

    Bhadravati, Solapur and Boiser. SLDC Maharashtra would coordinate with

    MSEDCL to review the single phase supply to consumers.

    In view of injection of MVAr from 220 kV to 400 kV side at Karad and

    Kolhapur, SLDC Kalwa would review the MVAr injection by RES wind farms in

    the area.

    CE, SLDC Maharashtra vide letter dated 12.08.2016 (copy attached at

    annexure 9.3) submitted their action plan to control the over voltage insouthern Maharashtra.

    9.4 Over Voltage issues in other parts of WR Grid

    Status of the prolonged outage of following reactors to be reviewed:

    a. The 50 MVAR Line Reactors of 400 kV Sujalpur-Bina ckt-1 and ckt-2 at

    Sujalpur end are out of service since 04.03.2016 for conversion from non-

    switchable to switchable reactor. WR-II,PGCIL informed that the conversion

    would take one year. Meantime the line reactors were taken into service as

    the work is not yet started.

    b. The Bus Reactor at 400 kV MB Power is out of service since 25.05.2016

    reportedly due to failure of LA. MB Power informed that it would be available

    by 25.7.16. But till date it is not available

    c. 125 MVAR Bus Reactors at Nagda and Indirasagar were expected to be

    commissioned in July 2016 by MPPTCL / NHDC respectively. MPPTCL

    informed in last OCC meeting that 125MVAR bus reactor at Nagda would be

    installed by Aug’16 and 50MVAR reactor would be shifted from Nagda to ISP.

    During last OCC meeting, WRLDC informed even after taking all measures for

    controlling high voltage , many stations in southern Maharashtra viz., 400 kV Solapur,

    400 kV Kolhapur, 400 kV Parli, 400 kV Pune GIS, 400 kV Lamboti, 400 kV Parli(MS) and

    400 kV Mapusa recorded very high voltage during June. Same condition is also

    prevailed in July’16. The following measures have to be taken by all on priority:-

    1. Expedition of commissioning of Bus reactors at Kolhapur,Nanded

    ,Sholapur and Akola. – Action by MSLDC

    2. Since there is MVAR injection from 220kV side , ICT tap changing

    may be explored at Chandrapur, Kolhapur (3x315 MVA, Karad

    (3x315 MVA,Nanded (2x500 MVA) Chandrapur (2x315 MVA) -

    MSETCL and at Pune(PG) (2x315 MVA) - POWERGRID

    3. All generators at the state control area may be instructed to absorb

    MVAR to contain high voltage.

    It was observed that the Regional entity IPPs viz., DB Power,Essar Mahan,GMR

    EMCO,Jhabua Power,JP Nigrie ,MB Power and NTPC mouda units were injecting

    MVAR during high voltage period in July’16 . WRLDC has already issued letters to them

    for necessary action. Following State Generators are injecting MVAR into the grid.

    meeting. Member Secretary, WRPC requested MSETCL to expedite the commissioning

    of above SPS scheme . Chief Engineer, MSLDC has written to NLDC for arranging a

    meeting of all concerned to discuss the SPS where backing down by MSPGCL

    generators are envisaged.

    Representative from WRLDC once again explained that the SPS is designed forsecurity of the Maharashtra system as well as WR system. The triggering criteriahad been revised by NLDC and it would be met for contingencies greater than N-1.Member Secretary proposed for a meeting between NLDC, MSETCL, MSEDCL,MSEGCL, WRPC and WRLDC to find amicable resolution to settle the disputebetween MSETCL and NLDC.The Sub-Committee noted as above.

    9.6 Implementation of Web-based Scheduling softwareThe Web-based Energy Scheduling (WBES) software was launched w.e.f. 00:00 hrs of

    01.07.2016. All Users have been given a unique User Name and Password for

    coordinating the scheduling. The old software has now been discontinued w.e.f. from

    01.08.2016. The experience in the first few days have been highly encouraging barring

    few issues. The present status are as under:

    software, all efforts will be taken to address the issues.

    GM WRLDC thanked the all stakeholders for the cooperation extended in rolling out the

    scheduling software. He informed that a meeting was held in end of July at WRLDC,

    wherein NTPC, Gujarat and M.P. had requested for the web interface to automatically

    transmit the schedule data in real time. It was also informed that the data will be

    transmitted to concerned utilities in a secure IP address. He also stated that AMC of 5

    years had been given to the service provider to take care of the ongoing development

    needs.

    9.7Frequency Response Characteristic of Major Generators in WRThe FRC of the major generating stations (500 MW and above) is being reviewed

    regularly since DEC 15 starting with 478th and during 479th, 480th, 481st, 482nd, 483rd,

    During last OCC, it was agreed that each SLDC will also monitor FRC of 500 MW

    and higher units in their intra OCC and share the details in the regional OCC.

    Gujarat and Madhya Pradesh have computed their state Generator Frequency

    response and shared the data with WRLDC for the event 25th June,2016.a. Mahrashtra SLDC-- Details awaited. Maharashtra to share the action plan. There

    were more than 10 units of 500 MW and above.

    b. Chattisgarh SLDC – details awaited.

    On any event of generation and load loss of more than 1000 MW, WRLDC informed

    all regional entity Generators to submit the archived time series data (at least 1

    second interval at least) of Grid Frequency vs MW pertaining to their generating units

    (that were ON BAR) in excel sheet. Following generating stations have submitted

    data to WRLDC.a. Sasanb. JPL-Ic. JPL-IId. KSKe. Moudaf. EMCOg. Jhabuah. DB power

    OCC may deliberate on the following issues:i) Regarding submission data to WRLDC

    ii) To appraise the actions being taken to tune their governor in compliance with provisions of

    IEGC.

    Iii) SLDCs to intimate the response of major generating units within their jurisdiction.

    CM (SO), WRLDC informed that the frequency deviation had improved with deployment

    of ancillary services and primary response from generators is essential for arresting the

    frequency fluctuations. He requested the generators to ensure compliance to the IEGC

    provisions.

    CGPL informed that software modification is required, however it will take time for

    implementation.

    KWPCL informed that issue is pending and has taken up with their OEM department.

    Maharashtra and Chhattisgarh SLDC agreed to do similar exercise for generators within

    their jurisdiction.

    GM WRLDC advised SLDCs to take up FRC regularly in their state OCC forum to

    sensitize their major generators.

    The Sub-Committee noted as above.

    9.8 Commissioning of 2nd transformers at 765/400 kV Tiroda and AkolaBoth Tiroda and Akola substations were N-1 non-compliant and concern were being

    raised. Now MERC order amending the Licensee has been received. APML informed in

    last meeting that MERC order was issued on 30.6.16 and APML would submit DPR

    shortly to MERC for approval .

    Representative from APML inform that DPR was submitted to MERC for approval.

    The Sub-Committee noted as above.

    9.9 Mock Black Start Exercise in Western RegionAs mandated by IEGC 5.8 (b), the Black start capable units need to conduct mock black

    start exercises once in every 6 months. Western Region has 29 generating stationswith black start capability. Though six months of 2016 have already been passed,

    mockdrill was conducted in only one station at Gandhinagar, Madhyapradesh. The joint

    mock black start exercise for Kawas and Jhanor generating stations was postponed

    from June to August,2016. The details of procedure was finalised in consultation with all

    stakeholders.

    Committee may finalise the date to conduct the mockdrill in the month of August and

    complete the Joint mock exercise.

    9.10 AUTOMATIC DEMAND MANAGEMENT SCHEME(ADMS) AS PER IEGC5.4.2(D)

    Hon’ble CERC has issued the order on dt.31.12.2015 in the matter of Non-complianceof Regulation 5.4.2 (d) of the Central Electricity Regulatory Commission (Indian

    Electricity Grid Code) Regulations, 2010 . which provides for implementation of demand

    management schemes by State Load Despatch Centre through their respective State

    Electricity Boards/Distribution Licensees.

    Considering the request of the respondents to grant more time to implement ADMS,

    Commission has granted the time till 30.6.2016 to implement ADMS, failing which

    defaulters shall be liable for action under Section 142 of the Act for noncompliance of

    the Regulation 5.4.2 (d) of the Grid Code and order of the Commission. RLDCs are

    directed to submit the report in this regard by 31.8.2016.

    As per the WRLDC record, in Western Region, Gujarat have completed the

    implementation of ADMS successfully. In Madhya pradesh, it was completed in 173 nos.

    substations and was under progress in 125 nos. sub stations as on Feb,2016.

    Maharashtra have tested one pilot project but no information received regarding total

    implementation of ADMS. As per letter no 03-02/SLDC/RA/ADMS/NLDC/PSDF

    /2016/1076 dated 22.08.2016 (Copy enclosed as annexure 9.10), CSPTCL is submitting

    ADMS proposal to NLDC for funding through PSDF and requested WRPC for

    recommendation to NLDC in Form-5. So far no status of ADMS implementation in the

    state GOA, UT of DD and UT DNH received at WRLDC.

    PGCIL representative informed that the repeater is not available in the six ULDCfibres between Raipur and Raigarh. Repeater is being requested for ULDC fibreand may take time.

    Representative from Madhya Pradesh informed that ADMS was implemented

    successfully in all stations. Report submitted to WRLDC.

    Representative from Maharashtra SLDC informed that 94 stations of 33/11kV identified

    for ADMS implementation, but RTU’s were not available in these station. The project

    worth 43 crores was given to MSETCL/ MSEDCL which is under approval for PSDF and

    implementation of the scheme will take another 18 month after the approval of PSDF.

    9.11 ANY OTHER ITEMS:

    SA-1 Shifting of 400kV D/C SKS Power Transmission Line for KWPCL RailwaySiding for 10-11 days.

    COO, KWPCL informed that 29 KM Railway line for 1x600 MW(KWPCL) Thermal

    Power Plant set up in District Raigarh of Chhattisgarh, is in advance stage of

    commissioning.

    400 kV Transmission Line of M/s SKS power, which is connected to Kotra POWERGRID

    needs to be shifted to maintain the clearance as per Railway Safety norms.

    The proposed railway line is crossing SKS’s 400kV D/C transmission line in between

    Tower No 62 and 63. Tower No 60 and 70 of SKS line are Tension type towers and

    Tower No 61 to 69 are Suspension type towers.

    To facilitate the construction / lying of the required railway line shut down of a 400 kV

    line from SKS to Kotra is required.

    Number of meeting with SKS management has taken place, to discuss various

    alternatives the discussion remained inconclusive till date.

    Considering the urgency of the requirement we need a shut down in from 20 Dec 2016

    to 31 Dec 2016.

    SKS power was invited as special invitee, but no representative was present during the

    meeting.

    Member Secretary, WRPC suggested to convey a separate meeting between KWPCL,

    SKS Power, WRPC & WRLDC.

    The Sub-Committee noted as above.

    SA-2: MOUDA UNIT-1 SCHEDULE FOR BOILER PG TEST.DGM (OS), NTPC informed Mouda Commencement of PG test of Boiler & ESP for

    Unit#1 is planned in 2nd week of September 2016 a ,as all the preparatory work for PG

    test have been completed and BHEL PG test group along with test instruments are

    waiting for commencement of test. Therefore, it is requested to arrange for generation

    schedule for full load operation during day hours (09:00 hrs to 21:00 hrs) and at least

    tech-minimum load during balance period for 10 days.

    Also informed that BHEL has requested advance intimation regarding preparation

    /readiness 10 days in advance for mobilising their team and instruments .

    Therefore, he requested to provide Generation schedule for conductance of contractual

    mandatory PG tests of ESP and Boiler packages of Mouda U#1 so that necessary

    planning can be done at our end. After completion of Unit-1 PG test, Unit-2 PG test will

    be done.

    Member Secretary, WRPC requested that beneficiaries shall support for theMouda Units-1 PG test, constituents agreed to provide generation schedule forcommencement of PG test from 19 September 2016 onwards.The Sub-Committee noted as above.

    SA-3: MOUDA STAGE II POWER EVACUATION 400KV MOUDA –BETUL PG LINESREADINESS.DGM (OS) NTPC informed : Mouda Stage II ,Unit-3 test synchronised and COD likely

    by September 2016 and Unit-4 by the year end. Presently Mouda power evacuation is

    only by Mouda-Wardha 400KV double ckt lines. Mouda –Batul DC line is under

    erection. Early readiness of the lines may please be ensured to facilitate reliable power

    evacuation.

    DGM, PGCIL Nagpur informed that the line is likely to be ready by Dec 2016.

    Representative from NTPC requested for early readiness.

    Member Secretary, WRPC requested Power gird to adhere to schedule commitment

    given by them so as to facilitate the reliable power evacuation from Mouda.

    The Sub-Committee noted as above.SA-4: UNAVAILABILITY OF 2ND LINK FOR MOUDA - WRLDC DATA.DGM (OS) NTPC informed : As per scheme we have two gateway servers for providing

    data to WRLDC. The data of both stage-1 and stage-2 of NTPC Mouda has been

    configured and checked at these servers. The reliability of both these systems for

    availability of data to WRLDC through one link via Mouda- Wardha line-1 has been

    checked. We are having two modems installed at Mouda for these two gateways.

    However, presently due to limitation of extra channel at Wardha end, only one link via

    Mouda- Wardha line-1 is available for data transmission. Hence reliability of data

    availability to WRLDC is reduced. He requested readiness at the earliest.

    Representative from PGCIL informed that 2nd channel will be made available at the

    earliest.

    ensuring redundancy / availability and provision of second channel so that reliability of

    data can be ensured.
