Dom Wilton and his wife on the birth of their new baby and to extend best wishes to him and his family. 74/05 Review of Draft Development Plan The Members considered submissions received in relation to proposed amendments to the Draft Development Plan and the Managers Report in relation to same. Following some discussion with regard to re-zoning of a portion of land fronting the Donore Road at Cedarfield as OS (Open Space and Recreational Area) and RP (Retail Park) it was agreed to address this issue at a further meeting to take place at 7.00 p.m. on Tuesday 19 th April 2005. 74/05Review of Draft Development Plan

The Members considered submissions received in relation to proposed amendments to the Draft Development Plan and the Managers Report in relation to same.

The Town Clerk read the text of the Amendment describing the restricted zoning RZ3 with regard to the site in question at Parkview which was agreed by the Members at a Council meeting on 24/11/2004.

Following a lengthy discussion with regard to the wording ‘two habitable floors’ contained in this description, and on the proposal of Cllr. F. Maher, seconded by Cllr. P. Bell, the Members agreed to omit the word ‘habitable’ from the Parkview RN (RZ3) zoning.

The Members queried the location of future Residential developments on a maximum 25% of the lands in question zoned BP (Business Park/New Economy Business) at Mell and were advised that new residential development must be located in the western and southern edges of the site and must be adequately screened from the remainder of the Business Park site.

Following some discussion the Members noted and agreed with the recommendation contained in the Manager’s Report.

SubmissionNo. 283 - Raymond Andrews - Buildings fronting St. Peter’s car park, Peter St.

The Members noted that the submission made by Mr. Andrews does not relate directly to the proposed Amendments to the Draft Development Plan and as such could not be considered.

SubmissionNo. 285 - P.J. & E.J. Doherty Ltd (RPS McHugh, Planning & Environment)

This submission is concerned with the amount of lands zoned to accommodate anticipated residential growth within Drogheda Borough during the plan period.

On the proposal of the Mayor, Cllr. G. Nash, seconded by Cllr. J. Mulroy, the Members noted and agreed with the recommendation contained in the Manager’s Report.

SubmissionNo. 286 - Frank Reilly (Ashfield Resident0Submission No. 287 – Liam & Joyce McKenna (Ashfield Residents)

These submissions are concerned with the proposed rezoning of a site forming the southern edge of the road junction between the Ashfield Estate and the North Road. The site in question has an existing zoning of RE (Residential Existing) together with a proposed zoning of LPS (Local Primary Shops).

The Members noted that the submissions do not relate directly to the proposed Amendments to the Draft Development Plan and as such could not be considered.

Submission No. 291 – Submission No. 291 – Tesco Ireland Ltd. (Development Planning Partnership)

The Members noted this submission, which makes specific comment on the text contained within the Amended Draft Development Plan dealing with local shops.

Submission No. 292 – Seamus McHale (O’Muire Smyth Architects)

This submission is concerned with land at Greenhills/Bredin Street zoned RN (RZ2) where land within this zoning is restricted to four storeys or less.

On the proposal of the Mayor, Cllr. G. Nash, seconded by Cllr. J. Mulroy, the Members noted and agreed with the recommendation contained in the Manager’s Report.

The Members noted the following 3 submissions which do not relate directly to the proposed Amendments to the Draft Development Plan and as such could not be considered;-

i) Drogheda Congregation of Jehovah’s Witnesses - Martyn Hunter The congregation of Jehovah’s Witnesses requires larger premises and this submission relates

to three possible solutions to the problem. The Members agreed that the Borough Council should endeavor to facilitate the Congregation in locating a suitable site.

ii) Mr. Hugh G. McCormack Mr. McCormack is the owner of a property at 13 Laurence Street which was not previously a

Protected Structure and was only added to the RPS during the course of the Development Plan. He is seeking to have the property in question removed from the RPS. An original submission of Mr. McCormack was detailed to the Members during the course of the preparation of the Development Plan. The Members noted this submission and agreed with the recommendation of the County Manager that the structure be added to the RPS.

iii) Mr. Raymond Andrews Mr. Andrews has an interest in three properties fronting onto the Marsh Road with curtilages

extending to the Dublin Road. His submissions suggests that the proposed TC (Town Centre) zoning should be extended to include all of those properties west of Poorhouse Lane thus creating a natural boundary for the Town Centre at Poorhouse Lane.While the Borough Council could not consider the submission, the Members noted and agreed with the Manager’s recommendation that an unacceptable precedent would be set by permitting the Town Centre to expand further than the proposed boundaries.

75/05Condolences

On the proposal of the Mayor Cllr. G. Nash, seconded by Cllr. J. Mulroy the Members extended a vote of sympathy to the family of the late Mrs. Hanratty, 2 College Rise, Drogheda.

A minute silence was then observed by the Members and those in attendance as a mark of respect.

This concluded the Business of the Meeting.
