AGENDA ITEM NO. 241.1
240thConfirmation of the minutes of meeting of the Finance and Contract Committee held on 14.08.2014 at 3.30 p.m. in the Committee Room of the MC, Chandigarh.
The Secretary put up agenda item No.241.1 before the Committee for
confirmation.
The OSD-II pointed out that the resolution of table agenda Item No. 240.9
at page No.8 of the minutes of 240th meeting of F&CC was not recorded properly.
The members decided that a Committee consisting of Councillors and
officers be constituted by the Mayor for deciding the strategy to organize Diwali
Mela and tenders for 10 days be invited again alongside for auction of the ground.
“The Committee confirmed the minutes of 240th meeting of the Finance and Contract Committee held on 14.8.2014 at 3.30 p.m.”
AGENDA ITEM NO. 241.2
Hiring of tractor trolleys for Sector-16 to control Dog Menace.
The Secretary put up agenda item No.241.2 before the Committee for
consideration & approval.
The Commissioner apprised that due to the expiry of the contract, he
accorded extension for one month keeping in view the urgency of the matter and now the
proposal vide this agenda had come extension for one month from 24.8.2014 to
23.9.2014. He suggested one month extension is going to be expired, therefore, two
months more extension should be granted.
“The Committee considered & accorded three months extension beyond 23.8.2014 onward for hiring of 2 No.
tractor trolleys from M/s Malwa Engineering Works &
M/s Capital Security Services one from each at the rate
of Rs. 2376/- per tractor trolley per day three trips daily
on the previous terms & conditions.”

AGENDA ITEM NO. 241.3
Rough cost estimate for special repair of Back Service Lanes in Sector 8-A, B & C, Chandigarh.
The Secretary put up agenda item No.241.3 before the Committee for
consideration & approval.
The Chief Engineer apprised that the representation of the householders
Welfare Association, Sector-8, Chandigarh, has been received for the repair of back
service lanes of Sector 8-A,B & C, which had damaged due to leakage of water etc. he
further told that the complete back lanes require the concrete repair.
Sh. Saurabh Joshi explained the condition of the back lane of Sector-15,
Chandigarh and the deteriorated condition of Sector-15 market. He further told that the
leakage of water in the back lane was the problem of whole of the city, since the back-
lanes everywhere have already been concretized, there was no reason why they should
be left out.
The Commissioner said that the services are generally in the back lanes or
on the road berms, which have been paved, therefore, whenever the minor repair work is
to be done, the P.H. wing have to dig the portion and there remains the problem of
repair. He further said that that the public health wing should attend such minor repair
at their own level when they dig the back lanes and pavements.
“The Committee considered & approved the estimate
amounting to Rs. 25.02 lac for special repair of Back
Service Lanes in Sector 8-A, B & C, Chandigarh.
It was decided by the Committee that the P.H.Wing
would attend such minor repairs at their own level
when they dig the back lanes and pavements.”

AGENDA ITEM NO. 241.4
Leasing out of Mango Garden along Purv Marg touching Sector 28-29
and Industrial Area, Phase-I, Chandigarh.
The Secretary put up agenda item No.241.4 before the Committee for
consideration & approval.
The Chief Engineer apprised the Committee that the Mango Garden
located along Purv Marg touching Sector 28-29 & Industrial Area, Phase-I, Chandigarh,
was leased out for a period of six years from 2008 to August, 2014 @ Rs. 31.20 lac.
Now the lease period has expired on 31.8.2014.
Sh. Pardeep Chhabra asked why the agenda has been brought so late?
He further said that the garden was without any watchman or lessee and who would be
responsible for the loss if any during the intervening period? Why the agenda was not
brought last month? Whereas the office was well conversant about the expiry of the
lease.
The Commissioner also asked the Executive Engineer Horticulture why the
agenda was not brought in time. He further said that it should not be repeated in future
and a policy should be framed in this respect.
“The Committee considered & approved the reserve
price of Rs. 35.00 lac for leasing out Mango Garden
along Purv Marg touching Sector 28-29 and Industrial
Area, Phase-I, Chandigarh, for six years.
It was further decided that as proposed in the agenda
note, the method of manual tendering be adopted
instead of e-tendering.”
Engaging field staff on outsource basis.
The Secretary put up agenda item No.241.5 before the Committee for
consideration & approval.

Sh. Saurabh Joshi asked the timings of night patrolling and demanded the
list of staff on night patrolling. He further suggested that the vehicles should be provided
to the staff on night patrolling.
The Executive Engineer Electrical apprised that the J.Es Electrical go on
the night patrolling with an electrician.
“The Committee considered & approved the amount of
Rs. 30.00 lac for hiring 10 Electrician & 10 Helpers for
one year on D.C. rates through outsourcing.
AGENDA ITEM NO. 241.6
Procurement of Anti Rabies Serum.
The Secretary put up agenda item No.241.6 before the Committee for
consideration & approval.
procure 5000 No. of anti rabies serum @ Rs. 328/- each
+ VAT as applicable on ESIC rate contract from M/s
Bharat Serum Vaccines Ltd. through their authorized
distributor at the total cost of Rs. 16,40,000 + VAT.”
AGENDA ITEM NO. 241.7
Granting ex-post-facto approval to run paid parking areas by the licensees concerned till the allotment of the same after completion of auction process.
The Secretary put up agenda item No.241.7 before the Committee for
consideration & approval.
The Commissioner apprised the Committee that Sh. Gurnam Singh,
Licensee of Sector 35-C along Himalya Marg, Chandigarh, Sh. Sukhdev Kumar
Licensee, Fun Republic & Tourist Buses parking Manimajra & Randhir Singh Nain,

Licensee of Fully Automatic PPA of Empire Store, Sector-17, Chandigarh, had given
three months notice for premature termination of licence, but before the expiry of three
months period, they requested to allow them to run their paid parking area till the further
allotment of the same. Still, they have been working on the paid parking areas allotted to
them and ex-post- facto approval of the committee is required.
“The Committee considered & granted ex-post-facto
approval to run the paid parking areas by the licensees
i.e. Sh. Gurnam Singh, Licensee of Sector 35-C along
Himalya Marg, Chandigarh, Sh. Sukhdev Kumar
Licensee, Fun Republic & Tourist Buses parking
Manimajra & Randhir Singh Nain, Licensee of Fully
Automatic PPA of Empire Store, Sector-17, Chandigarh,
till the further allotment of the same.
AGENDA ITEM NO. 241.8
Acceptance of Condemnation Report and Reserve price.
The Secretary put up agenda item No.241.8 before the Committee for
consideration & approval.
The Commissioner apprised the Committee that the matter had been
negotiated by the Additional Commissioner-II with the Insurance Company and an
amount of Rs. 2,04,522/- had been settled and the same had been deposited in the
account of M.C. on account of insurance of the vehicle by the New India Insurance
Company and the vehicle has been declared as condemned by the Condemnation Board
and its reserve price has been fixed as Rs. 41,000/-.
“The Committee considered & approved the negotiated settlement amount of Rs. 2,04,522/- with the insurance company and approved the reserve price of Rs. 41,000/- for auction of condemned Toyota Corolla Car bearing Registration No.CH01-G1-0057.
It was further decided that a new Toyota Corolla Car be purchased for the Mayor at the earliest.”

AGENDA ITEM NO. 241.9
Permission for weekly carnival on every Saturday and Sunday at the venue Sector-17 Plaza, Chandigarh.
The Secretary put up agenda item No.241.9 before the Committee for
consideration & approval.
The members suggested that the LED Screen should be installed at the
stage of carnival and the case should be referred to the Chief Architect for the approval
of site for fixing the LED screen.
The Commissioner said that the stage should be shifted at the back side
adjoining to the green belt and these all formalities should be completed at the earliest,
so that inauguration can be done.
“The Committee considered & approved the weekly carnival on every Saturday and Sunday at the venue of Sector-17 Plaza, Chandigarh. It was also resolved that the case be referred to the Chief Architect for earmarking the site of stage to be shifted at the backside adjoining to the green belt along with the LED Screen.”

Procurement of spare parts for 03 No. of Large Road Sweeping Machines.
The Secretary put up table agenda item No.241.10 before the Committee
for consideration & approval.
The MOH distributed the schedule of working of 3 No. of large road
sweeping machines from M/s Dulvo India Limited. He further said that some
consumable parts are required for these three machines as these parts have been
Sh. Saurabh Joshi suggested that these machines should be operated in
double shifts early in the morning and late in the evening.
The Commissioner suggested that the schedule of working should be from
4.00 a.m. to 10.00 a.m. in the morning and 4.00 p.m. to 10.00 p.m. in the evening. He
further said that these drivers would be required for each road sweeping machine. He
further apprised that the manual road sweeping should be done by placing the
hoarding/barrier or by other means, so that accidents could be avoided.
“The Committee considered & approved the expenditure of Rs. 17,31,730/- approximately for the purchase of spare parts for 03 No. of Large Road Sweeping Machines. Further, it was also resolved that 3 No. Drivers & 3 No. Helpers be recruited/outsourced for running these machines in two shifts.
The Committee also approved an additional expenditure of Rs.7000/- per day on POL for running in two shifts. It was further resolved to approve the purchase of additional consumables items required for running machines in two shifts.”

Hiring of 08 No. of Tractor Trolleys for collection of door to door household waste in Sector-22, Chandigarh.
The Secretary put up table agenda item No.241.11 before the Committee
for consideration & approval.
“The Committee considered & granted extension of three months beyond 1.10.2014 for hiring of 08 No. Tractor Trolleys for collection of door to door household waste in Sector-22, Chandigarh from M/s Malwa Engineering Works on the same rates, terms and conditions.”

Making policy for imposing service tax on paid parking areas.
The Secretary put up table agenda item No.241.12 before the Committee
for consideration & approval.
Sh. Saurabh Joshi read out the contents of the last page of agenda
regarding recommendation of the Committee that the space for the private buses be
earmarked in the parts of the city by charging prescribed parking fee. He further said
that there was unauthorized parking of the buses on Municipal land. He further said that
the space be provided in Sector 25, 39, 40 and 43 for the tourist buses just like the Idle
truck parking, Sector 26.
The Law Officer told that the matter pertaining to the tourist buses was
subjudice. Therefore, the policy in this respect cannot be framed at this stage as the
rates of parking have been stayed by the Court.
The Commissioner said that the matter be resolved according to the order
of the Hon’ble High Court.
“The Committee considered and approved the amendments as under:-

The collections received because of sale of city parking passes will be

Further it was also resolved that the space be identified for the tourist buses and commercial vehicles like catering etc. and hazard parking be banned.”

Representation from the Market Welfare Association, Sector-22D, for permission to install podium to display gifts, help desk, table chairs, entrance gates, tents, banners & flexes, decoration material, showing festival programmes etc.
The Secretary placed table agenda item No.241.13 for consideration and
approval.
The Commissioner said that the immediate decision could not be taken in
this respect as all facts are not available at present. He suggested that a Committee
consisting of Councillors & Officers should be constituted for the modalities. He further
said that the tents would not be allowed by digging the road or road berm. He further
suggested that permanent podium should be constructed in the markets.
Sh. Pardeep Chhabra suggested that the tents should be allowed only for
the shopkeepers and the space should be provided to the residents of the same sectors.
He further suggested that a committee be constituted in this respect and a detailed
agenda should be brought in Finance & Contract Committee’s meeting with detailed
activities.
Sh. Saurabh Joshi suggested that there should be night patrolling for
encroachment also.
“The Committee considered and resolved that a Committee be constituted in this respect and an agenda be brought in the next meeting of Finance & Contract Committee with detailed activities.”
TABLE AGENDA ITEM NO. 241.14
Funeral Van Services of Punjab State Red Cross Branch.
The Secretary placed table agenda item No.241.14 for consideration and
“The Committee considered & granted permission for parking of two Funeral Vans of Indian Red Cross Society, Punjab State Branch, Sector 16, Chandigarh in the premises of Cremation Ground, Sector-25, Chandigarh without any parking charges.”
Sh. Pardeep Chhabra said that in the recent meeting it was resolved in
table agenda item No.240.8 that two Toyota Cars be purchased against the condemned
maruti Gypsy. He further said that in this way the number of Toyota Innova vehicle
would increase to three.
The Commissioner told that the vehicle was purchased for the Mayor which
was declared as condemned against Mahindra Bolero Jeep and now these two Toyota
Innova would be against the Maruti Gypsys and number of vehicles would not increase.
He further apprised the Committee that as per order of Central Government, no new
vehicle could be purchased. Only the new vehicle can be purchased against the
condemned vehicle.
Sh. Pardeep Chhabra said that the electricity bills of toilets in markets had
not been deposited and Market Associations had been calling to the Councillors.
The Executive Engineer P.H. division No.4 said that the payment would be
made after the signing of MOU.
The Commissioner said that it was resolved that the payment would be
made from the date of handing over of the toilets. He further said that the payment
should be done with immediate effect and the arrear would be paid later after
confirmation of the minutes.
The meeting ended with a vote of thanks to the Chair.
