MINUTES OF THE MEETING OF THE SCREENING COMMITIEE HELD ON sm NOVEMBER, 2014 TO CONSIDER NEW PROTECT PROPOSALS AND ALSO PROPOSALS FOR RENEWAL UNDER THE DEENDAYAL DISABLED REHABILITATION SCHEME

(DDRS)

A meeting of the Screening Committee was held on 5th November, 2014 under the Chairmanship of Shri Awanish Kumar Awasthi, Joint Secretary (DD) to consider the proposals of NGOs received through State Governments for setting up new projects under Deendayal Disabled Rehabilitation Scheme (DDRS). Dr. Bhushan Punani and Shri Ashok Bhagat, Members of the Committee were present in the meeting.

2. The Screening Committee was informed that as per t!t~ "detailed guidelines regarding streamlining the procedure for sanctioning of grant-in-aid issued vide this Department's letter No. 22-33(20)/2014-DD-Il . Dated 16th July, 2014, the proposals duly considered and recommended by the State level Grant-in-aid Committee for supporting the voluntary organizations have to be considered by this Committee. In this connection, notional allocation of funds has already been intimated to all the State Governments within which they are expected to recommend proposals indicating inter se priority.

3. The Committee was informed that the new proposals received which are being screened and approved, may be considered for release of funds subject to receipt of recommendations/ proposals. The funds in these new cases recommended by the Committee are to be given from prospective effect only. The Committee agreed to the same.

4. A copy of the guidelines of the Scheme was provided to the Committee.

5. The Committee considered the proposals in the light of the recommendations of the State Grant-in-Aid Committee. Among the other factors, the Screening Committee screened the proposals keeping in view the projects in each of the district of a particular State i.e. the unserved character of District. The new project proposals were screened and approved provided they fulfill other re uirements of the scheme and sub'ect to submission of deficient documents if an wherever it is

necessary.

6. The Committee made the following general recommendations:

(i) lt should be made obligatory upon all the organizations seeking grant-in-aid for running Special Schools, to submit a valid recognition/ permission from concerned authority in the State Education Oeparbnent and under PWD Act, 1995. Further, their teaching staff should also conform to the requirements under the RCI Act.

(ii) It should be made obligatory upon organizations seeking grant-in-aid for running Vocational Training Centers to submit a valid recognition/ permission/ sanction from concerned Technical Education Boards or NCTVT (National Council for Technical and Vocational Training)/SCTVT (State Council for Technical and Vocational Training) as the case may be. Further, they should also be called upon to ensure strict compliance of the provisions of the RCI Act in respect of the professionals/ trainers employed for those projects.

(iii) Processing of already recommended new cases in the previous and current meeting should be taken on priority on receipt of requisite documents & State Govt. Recommendations for the

current year.

(iv) In respect of cases recommended by the Screening Committee in its earlier meetings held on July 2011 one case, on 13-14 September, 2012 a total 48 cases and in respect of meeting held on 12-13 March, 2013 a total 115 cases and which are under process, the validity of the recommendations of the Screening Committee in these cases is extended up to 2015-16. (v) In respect of cases screened by the Screening Committee in its earlier meeting held on 23rd and 27th November, 2013, the following correction has been approved:

Maharashtra: Proposal at sl. No. 27 may be read as "Manav Vikas Sanstha".

(vi) The Committee desired that list of proposals being considered and a brief status may be informed to the-Members prior to the Meeting in future.
