3. Disclosure of pecuniary interest

The Reeve indicated that the meeting was held by Council under Section 34 of the Planning Act to consider a proposed amendment to By-law 2038 the zoning by-law for the Municipality of Shuniah. The proposed amendment is site specific and applies only to the lands subject of this application.

The Reeve asked members of the audience if anyone wished to speak in favour of the proposed amendment.

Todd Christie Chief Development Officer on behalf of White Cedar Pharmacy- Mr Christie reviewed the history of White Cedar Pharmacy from its beginnin~ in Toronto. They moved to Thunder Bay and are now proposing to open their 2n location in Shuniah.

He explained that the Pharmacy would be dispensing all kinds of drugs including controlled narcotics. They are under very strict guidelines with respect to security which they have a multilayered security system.

They had determined that Shuniah was an very underserviced area and they had many people who are in support of White Cedar opening at the Crystal beach location.

He indicated that it was a hub for Shuniah with its liquor store, gas bar and restaurant.

He stated that unequivocally that White Cedar would not be operating a methadone clinic. He was in full support of the prohibition that is written into the by-law which precludes the use of any type of treatment facility or clinic.

Mr. Christie indicated they would be filling prescriptions and would also be selling some other over the counter drugs but it would not include other non drug associated sundries.

Council asked if there would be a physician present.

Mr. Christie indicated that there would not be a physician present.

Council asked about the methadone and their association with that particular drug. \~L

Mr. Christie indicated that a patient would have to be treated at their respect treatment facility and not at the White Cedar location.

Reeve Landry asked again if there was anyone present to speak in favour of the proposed amendment.

Sherry Jarvis 2120 Hwy 11/17- Ms. Jarvis indicated that she and other members of her family now work for White Cedar and supports the business in our community.

The Reeve asked if there was anyone else present to speak in favour of the proposed amendment.

The Reeve then asked if there was anyone present to speak against the proposed amendment.

Mr. Jerry Simpson 1869 Mackenzie Beach- Mr. Simpson indicated that he had questions he would like answered and was not really opposing the amendment.

Reeve Landry indicated that she would allow Mr. Simpson to ask Mr. Christie a few questions for clarification.

Mr. Simpson asked about the methadone and the packaging of the methadone. How much methadone was on sight and the percentage of volume that methadone represented.

Mr. Christie indicated that often a person taking methadone also took other medications. White Cedar supplied several Thunder Bay methadone clinics with the drug. It would be packaged on site and delivered. Mr. Christie indicated that he would have to review his information to give exact answers to the percentage that methadone represents.

Mr. Smith asked Mr. Christie how many prescriptions he thought might come from community?

Mr. Christie indicated that he could not determine that number.

The Reeve asked if there was anyone present to speak against the proposed amendment.

Jill Edwards 2009 Crystal Beach- Ms. Edward indicated that she had researched White Cedar. She had gotten some of the information from their website which indicated that the concept of White Cedar is as a treatment facility. Also the location seems odd. She was skeptical that a person would transfer their prescriptions to White Cedar since their packaging fee is 12.00 and in town is 2.00, 3.00, and 4 dollars.

Todd Christie confirmed that the website still contains information that is outdated. He reiterated that unequivocally they will not be opening or running a methadone clinic or any treatment facility.

Mr Christie addressed the concern over the waste disposal of drugs. Mr. Christie indicated that disposal of pharmaceutical waste is very regulated and disposal is done under strict guidelines and is not deposited in the septic system.

Ms. Edwards asked Mr. Christie if White Cedar is being funded by Addictions Ontario Mr. Christie said that White Cedar was a contractor to facilities being funded by they themselves were not funded by any outside agency. They are being funded by the drug benefits from patients.

Reeve Landry asked if anyone else would like to speak against the proposed amendment.

Mr. Black, 2037 Sunnyside Beach- Mr. Black indicated that he was concerned with potential increase in crime and increase in policing costs. If it gets robbed will Shuniah have to buy more police time and presence.

Mr. Christie indicated that White Cedar has a multi-layered security system and that they employ a private security company.

Reeve Landry asked if anyone else would like to speak against the proposed amendment.

Mr. Paularinne, 2017 Sunnyside Beach- Mr Paularinne stated that he was unequivocally opposed to any facility that dispenses this narcotic.

Councillor Giardetti asked Mr. Christie if he would be in agreement that if White Cedar ever tried to operate a treatment facility or a methadone clinic that he would agree that Shuniah would shut them down.

Mr. Christie agreed and stated that they will not be operating a methadone clinic.

Reeve Landry asked if anyone else would like to speak against the proposed amendment.
