IV. COMMUNICATIONS A. Oral Communications

1. Audience • Jack Franscioni, Community member addressed the Board to give

them a suggestion with a concerned he had regarding the consent calendar of the agenda. His concern was that the Board takes vote in one motion for everything. He said this might be a Brown Act violation and read a portion of the act. Again, he said everything is handled by consent calendar, waiving the Brown Act. He suggested the Board seek legal advice from the attorney to discuss this with him and takes it off the hook. Mr. Franscioni said the Board had made changes to their agenda, and they are on the right track and to keep it up.

School addressed the Board to voice her concerns regarding her son’s education. She said that her son is on the autistic spectrum and said she had concerns how the SpEd program is being run by administrators and that it needs to be reformed. She said they needed to start with a safety plan. They need to implement and accommodate the Special Education students in P.E. There is P.E. plan for these students. They dress up for P.E. but they sit and do nothing. She said her son sits and bites his nails. There is no material. All they have are 99 cent toys and that is not acceptable. The classroom staff needs to be well trained to deal with individual with special needs and to deal with these students. Mrs. Reeder also said that administrators need to follow the law and every Individual Education Plan (IEP) and that the students are being denied a free appropriate education. Her son has missed the last four (4) days of school.

2. Student of the Month a. Main Street Middle School

Ms. Swift introduced Olivia Fale as the Student of the Month.

b. Soledad High School Ms. Austin, Principal and Mr. Walker, Assistant Principal, introduced Matthew Zamudio as the Student of the Month.

c. Community Education Center Mr. Jeff Lopez, Principal introduced Joey Lopez, Jr. as the Student of the Month.

3. Student Council Report a. Main Street Middle School

Abril Alcala, ASB President and Cristian Lopez-Chavez, ASB Treasurer gave the following report of student activities:

• Currently, the administration team is leading Main Street into the 21st Century by “going green” and doing more work digitally.

• Ms. Swift has an exciting tech slam planned for teachers, as well as providing an e-newsletter each week

• Morning tardies for students are recorded completely electronic

Announcements:

• The first Pep Rally was held on August 28th and students were introduced to their houses and got everyone pumped up for the new school year

• Teachers have given out Trojan tickets for great behavior, completing work and academic challenges. Students can use the Trojan tickets to get prizes from the student tore and they will be entered into a monthly raffle drawing

• The Leadership class has been working hard on planning upcoming events in September. They will have Welcome Back Neon Lights dance on the 18th of September. They are also planning Good Guys Reward Day on September 2th.

Sports: Boys’ Soccer and Girls’ Volleyball kicks off next Tuesday the 15th, and they asked to come support them.

b. Soledad High School Courtney Galloway and Yesenia Hernandez, ASB gave the following report on student activities at Soledad High School Old News: ASB held a very successful Week of Welcome August 24th-28th. Dress-up days included Beach Day, Tie-Dye Tuesday, Wacky Wednesday, Heroes and Villains Day, and Purple and Gold Spirit Day. On Wednesday, August 26th, ASB had their first Spirit Rally for Portable C students. These students were able to meet the Aztec mascot and participate in games to earn prizes. At the end of the Rally ASB students and Portable C students all enjoyed popsicles provided by Mrs. Aldaco. The week culminated with our annual WOW Rally which was held at lunch in the Gym. Despite the hot temperatures of the gym, new Staff members were introduced to the student body, and squared off in their Annual New Teacher vs. Football team Tug-of-War. Despite their best efforts, Mr. B’s weightlifting program proved superior to the teacher’s muscles, winning them yet another tug-of-war victory.

New News: ASB will be holding their annual 9-11 ceremony this Friday in front of the flag pole located between the 300 and 500 buildings. Students invited Board members, community members, and SUSD staff to attend. The Ceremony will begin promptly at 8:15am and end around 9am. ASB will also be hosting their annual Back-To-School Mixer this Friday from 7-11pm in the Multi. Club Props: Band: Marching band is gearing up for another Great year. This year the Beginning band is in full swing, Students in both beginning band and Advanced Band have a brand new curriculum, and two guitar classes were started. FFA: The Agriculture Academy is in full swing as well as students prepared for the Monterey County Fair. This past week, 17 students competed with their hog, sheep, goats, and rabbit projects. There were numerous weight champions and reserve weight champions across the different species. The Career Development Event (CDE) team placed first in the Vegetable Judging contest. Soledad FFA also brought home 2nd place overall in the Monterey County Sweepstakes contest that adds up all the placing a throughout the fair. They announced that they had an active FFA Alumni and parent booster club and they held their first meeting on August 27th with 19 parents, alumni and community members present. The next Booster meeting will be held on September 17th, 6:30pm. FFA members are gearing up for the Fall public speaking contests that will take place later this month. SkillsUSA: held their first meeting which included 60+ students wanting to demonstrate and compete in their vocational studies and life skills. At this meeting, this year’s officers were elected. SkillsUSA will be selling lumpias and rice on September 18, 2015 and will partner up with NJROTC and participate in a community service project at Laguna Seca on September 26, & 27. Sports Props: Athletics: 246 athletes have cleared for participation for Fall 2015, which according to Mrs. K, might be a school record. Volleyball: hosted 3-home games back to back last week. They have a varsity tournament this weekend in Watsonville and JV the following weekend. League begins September 22 vs. Carmel High at home at 5:00 p.m. Cross-Country: Has reached a record number of students’ interest with over 60 runners. They will be competing in two scrimmages this week; the Gonzales Scrimmage with Gonzales, Greenfield and Soledad on Thursday and the Watermelon Run with Everett Alvarez and Soledad in Salinas on Saturday. They will open up their season next week. Football: This past week the Soledad

Football program opened up with their season at Seaside. JV won 41-20 as well as Varsity winning 26-6. There will be no game for the Aztecs this week as they have a Bye, but SHS will host their first game of the season next Friday night September 18th at Gene Martin Stadium against Monte Vista.

c. Community Education Center Matthew Ledesma, ASB member gave a brief report of activities at the Community Education Center: • Great opening this school year; • Engaged in character building, anti-bullying and

community services presentations • No referral Friday used as incentive for students to do good.

4. NASA/SEMAA Program Presentation Dr. Willard Lewallen, President of Hartnell Community College, introduced

Board Member, Erica Padilla-Chavez, who was in the audience and Maggie Melone-Echiburú, Director of K-12 STEM Programs at Hartnell College. He mentioned the great relationship/partnership Hartnell has with Soledad USD. Part of the commitment with Soledad is STEM education. Ms. Melone-Echiburú shared the following information on this program:

NASA SEMAA is an innovative, national project designed to increase the participation and retention of historically underserved and underrepresented youth in the areas of Science, Technology, Engineering, and Mathematics (STEM). MISSION: • Inspire a more diverse student population to pursue careers in

STEM-related fields • Engage students, parents/adult family members and teachers by

incorporating emerging technologies • Educate students utilizing rigorous STEM curricula, designed and

implemented as only NASA can. Participation June 2014- June 2015 • Direct Participation: 4,948 K-12 students • Gender: 50% girls

CoderDojo is a global collaboration providing free and open learning to young people, especially in programming technology. • Coder Dojo Steinbeck Country (CDSC) is a partnership between

Hartnell College and the Steinbeck Innovation Foundation. • A computer-coding class where young people can learn how to develop

websites, web apps, games and more.

Participation - Summer 2014-Summer 2015 for CoderDojo: • Successful applicants : 577 • Gender: 45% girls • Ethnic Background: 54% Hispanic/Latino • Cost to Participate: $0 • Cost to Operate: $80 per student per session. Hartnell College was one of 9 Minority Serving Institutions to receive a MUREP - Minority University Research and Education Project Grant for the next 3 years to create and operate a NASA MUREP Aerospace Academy in the nation MUREP awards promote STEM literacy and enhance and sustain the capability of institutions to perform NASA-related research and education. The goals of the program are to expand the nation's base for aerospace research and development, increase participation by faculty and students at minority serving institutions, and increase the number of undergraduate and graduate degrees in NASA-related fields awarded to students from minority serving institutions. The universities selected for Aerospace Academy grants are: California State University, Fresno Cuyahoga Community College, Cleveland Elizabeth City State University, North Carolina Hartnell College, Salinas, California Morgan State University, Baltimore

Tennessee State University, Nashville Texas State University, San Marcos The University of Texas at El Paso York College, City University of New York More information on program at: www.facebook.com/HartnellSEMAA www.facebook.com/CoderDojoSteinbeckCountry Comments/questions: Trustee Barrera asked once students transfer to Hartnell what happens. Ms. Melone-Echiburu stated they go everywhere. She said this program was the best kept secret in STEM. Then students can access the MUREP higher education. The opportunities are endless. Trustee Fernandez asked if transportation was available for our students. Ms. Melone-Echiburu said no, not at this time. Parents are responsible for transporting their students. But she said it was a great opportunity as kids as young as 11 are designing and creating games that other people buy at the store. Trustee Ledesma agreed this was the best kept secret and said she heard about it through Hartnell Trustee, Erica Padilla-Chavez. Ms. Melone-Echiburu agreed this was a great opportunity for students as the only other district in the county, that she is aware of, that has a Computer Science class if only at Carmel. Few students have this opportunity. If parents were to pay for a one-week boot camp it would cost approximately $1,700. Hartnell College has a Pathway and if we start our students early, they can go far. Ms. Josie Aguilera, community member asked how many students from Soledad participated. Ms. Melone Echiburu said she did not bring the numbers with her, but Soledad students did participate. They have a Family Café, astronauts have come and spoken to students; thus exposing them to this environment to encourage to pursue this pathway. Trustee Massa mentioned that with Project Lead the Way, Soledad does offer a Computer Science class to our students. Mr. Guzman, Associate Superintendent thanked Dr. Lewallen, Mrs. Padilla-Chavez and Ms. Melone-Echiburu for coming and presenting at the meeting.

5. Employees of the Month Classified: Aurora Ortega, Outreach Consultant, San Vicente Elementary Certificated: Helen Esparza, Teacher at San Vicente Elementary

6. Recognition of Captain Pete Gomez by the Board of Trustees for his work

with Soledad High School NJOTC Cadets and for being selected as the

Monterey County Veteran of the Year. At this time a motion was made by Trustee Barrera and seconded by Marie

Berlanga to move and approve resolution No. 9-01-15 for approval. 5 Ayes, 0 Nays, 0 Absent – motion carried.

Captain Gomez was presented with the official resolution no. 9-01-15, a

plaque, and a medal in recognition for this service.

7. Board Member comments • Trustee Fernandez commended the students of the month and said

they set a high bar for others to follow and also congratulated the Employees of the month and said they make a huge impact on our students. Trustee Fernandez also congratulated Captain Gomez for his dedication to our students.

• Trustee Barrera thanked Mr. Franscioni for trying to help the Board and said it was about being transparent and maybe making sure the consent calendar is not so loaded. To Mrs. Reeder, he said they are about meeting every students needs and making sure that we stay within the students’ IEP. He also suggested making sure the Adaptive P.E. teacher work with the students. Trustee Barrera also congratulated the students and employees of the month. He also thanked Mrs. Padilla-Chavez for coming to the meeting.

• Trustee Massa also dittoed congratulatory words from the Board members and to the parents who support our students.

• Trustee Ledesma thanked teachers and administrators and for the awesome Back to School Nights. She also mentioned that unfortunately they cannot respond to comments/concerns made by parents but they will look into their concerns. She also applauded Jack Franscioni Elementary staff for the $25,000 grant they won. She also commended the MOT staff for the work they did at Frank Ledesma Elementary. The parking lot was resurfaced.

• President Berlanga commended everyone who presented. She said it was not easy for students to speak before a crowd. She applauded students who come and speak before the board and the parents and staff who come and support what they are announcing. She also thanked the staff for being here for the students, just like the board is here to support them. She also reiterated Trustee Ledesma in letting Ms. Reeder know they will look into her concerns.

B. Educational Services – Dr. Dianne Witwer & Mr. Antonio Garcia Dr. Witwer and Mr. Garcia shared the SBAC results. It is the first time results of the

California New State Test and our baseline data.

Comments:

Dr. Witwer read a quote from Dr. Kotowski’s letter to districts, that the test is a “rigorous curriculum to reach goals for 21st century.” She said the in ELA: made it through it but need some work to do. Mr. Guzman said this was going to be our baseline data. There are some pockets of success we want to drill in. There is no subgroup data and we will analyze and share information with principals and is connected with the LCAP and goal 1, which is proficiency for all. Mr. Garcia presented the following report regarding WASC

What? • The Western Association of Schools and Colleges (WASC) is an

international organization that collaborates with the CDE to ensure every public school provides a high quality educational program. Who?

• Pinnacles and the Soledad High School Staff are working with District Personnel to ensure both schools have a successful visit and are accredited. When?

• April 2015 both schools Why?

• Assures a school community that the school’s purposes are appropriate and being accomplished through a viable education program — a trustworthy institution for student learning

• Validates the integrity of the school’s program and transcripts • Facilitates transfer of credits to other English-speaking schools — critical

for college/university acceptance worldwide • Fosters the ongoing improvement of the school’s programs and operations

to support student learning • Provides valuable insight from fellow educators visiting the school • Benefits schools that choose joint accreditation or other collaborative

processes, e.g., ACS WASC/CDE.

WASC Process Initial Visit Process

• The purpose of the one- or two-day visit by a two-member team is to understand the school’s purpose, its program, and operations based upon the ACS WASC criteria and detailed school description.

• If the Commission grants initial accreditation or candidacy, the school addresses recommendations from the visiting committee report and completes first full self-study by the end of the third year.

Self-Study Process/Full Visit • Involvement of all stakeholders in the self-study process. • Clarification of the school’s purpose and the school-wide learner outcomes. • Assessment of the student program and its impact on student learning with

respect to the ACS WASC criteria. • Development of a school-wide action plan that addresses identified areas for

improvement. • Visiting committee validation and enhancement based on accreditation criteria

and standards, self-study, and findings from the visit.

Follow-Up Process • Annual assessment of the action plan progress and refinement of the plan as

needed. • Completion of progress reports and/or reviews, e.g., annual reports. • Celebration of success. Ms. Austin and Mr. Lopez, with their respective teams, are immersed in the Labor of Love that is the WASC Accreditation Process!

Trustee Fernandez’s concern was that it would restrict the playing fields for the students. Trustee Barrera was concerned that just because there had been one incident with a student, it did not mean we had to put up a fence. Rather, he thought it was more of a supervision issue. The fields have been open for years and there have been no major issues. Everyone agreed to leave as is and table item #13.

VII. NEW ITEMS OF BUSINESS

• Trustee Ledesma asked Mr. Vega, CBO to be sure to provide training for ASB to all staff who handles the accounts. Mr. Vega said that was one of his priorities now that the books are closed.

• Trustee Barrera also asked about providing bus transportation for students who live on the upper zone of town. It would help alleviate some of the traffic congestion at the sites. Mr. Guzman said our policy calls for a 2 mile radius in order to provide transportation. Mr. Vega said this was another of his priorities, to look at the bus fleet, types of services provided and asses the program.

• Trustee Barrera commented on how many students spend their summers reading and it would be good to find some way that from the first day of school, AR is ready to go at the school sites and school libraries.

• Trustee Barrera suggested having the recordings from the board meeting posted on the website.

• Trustee Barrera commended Ms. Austin, Principal and Mr. Walker, Assistant Principal for returning for a third year at the high school.

• Trustee Ledesma brought back the subject from the iPad rollout and the issue of some families lacking Internet access in their homes. They had spoken about placing

buses in different areas of town with hot spots for kids to connect in their neighborhood. Mr. Vega, CBO will also look into it and do analysis to see what the best alternatives are and what programs are available.
