Hong Chen requested the TC members to update the officers’ list in the excel roster file and send to her.
2. Technical Committee Meetings Calendar for posting on PES web site H. Chen
PES Tech Council is now placing the technical committee meetings on the PES calendar. Please forward technical committee calendars to Hong Chen, and include names, dates, location and contact.
3. Annual Reports due by Jan. 31, 2018 to Tech Council Chair F. Rahmatian
Please send annual reports to Miriam, cc Farnoosh, by Jan. 31, to be considered for the Technical Committee of the Year Award. The annual reports need to use the PES template, and will be published in e‐News.
4. Each technical committee will develop a flyer V. Vittal/H. Chen
Hong Chen has received 10 committee flyers, and requested the rest of the committees to develop/send flyers soon. Flyers will be brought to PES meetings to advertise committee work.

Miriam welcomed Farnoosh to chairmanship. She will be working on PES awards, which Jeff Nelson is finishing up now. Miriam also mentioned that we need to promote senior membership, and fellows.

Vijay mentioned that GM 2018 planning meeting will be held tomorrow. The primary task is to go through the plans for the panel sessions and supersessions.
Update on PES standards tutorials M. Sanders
Miriam mentioned that PES financial committee had provided funding to develop standard based tutorials. There were one for 1547, one for lighting protection C62.2, presented in 2016 and 2017. There is no funding for 2018. Self‐support is needed.
Pat said that tutorial recordings are encouraged to be included in the Resource Center. Sue Koval is the one who coordinates tutorials with TC officers. For the live tutorials at conference, PES will not be recording any more. Tutorials need to be peer reviewed and current in terms of their content.
Farnoosh mentioned that the deadline for tutorials is August every year for the coming year, and need to coordinate with the education committee.

Saifur talked about IEEE globalization: our work and standards need to be known and visible worldwide: establish point of contact in the country, and engage global participation, need more big meetings outside of US and Canada, corporate memberships (such as State Grid China) IEEE needs to become more relevant and visible through education and conference
Vijay mentioned that lots of banned authors from IEEE were from Asia and Mid‐East. IEEE needs to educate what’s plagiarism. Could develop PES Webinar on this topic.
Dan said that there is time limit on the banned list, with start and end dates.
Saifur said that PES co‐sponsored conferences must pass cross check for papers. Open topics from PES Executive Director P. Ryan
Pat mentioned that the new program manager for resource center will start soon (1/15), to help with product development. PES is the leading society for IEEE Smart Grid, IEEE Smart Cities, and IEEE Smart Village.
Doug mentioned that each committee needs liaisons to attend coordinating committee meeting.
Farnoosh mentioned TC has the master roster sheet, which will get into 123signup.
Pat said that there were 3 free workshops, to get committees to produce white papers on potential solutions and best practices: IEEE Utility Cyber Security, IEEE Utility Big Data, and T&D. All three workshops were well participated.
Open Topics from PES President Elect F. Lambert
Frank said that he is privileged to be elected. PES has about 38,000 members. Our growth needs to reach down to next generation, reaching out to students for early involvement. Frank was VP of Chapters. We need to be open to the changes, do whatever we can to support the committees. Chapter information is on PES website. We can invite students from Chapters to committee meetings.

Bill said that he had been working with NERC on two 1547 workshops, and he meets with NERC on a quarterly basis.
Doug said that he had been working with members from NERC, DOE, potential from FERC (now real), Grid Modernization Lab Collaborative Task Forces (DOE) on various topics that will eventually require
standards (now real) for interoperability and other topics.
Pat mentioned that PES signed an MOU with the North American Transmission Forum. All MOUs are on PES website.
Education and Meetings & Conferences D. Toland
Don mentioned that Bill is the liaison for Technical Committees, to provide oversight to the planning of GM. There are many decision makings for events to stay within budget and maintain continuity. PES hired professional event planner to put sessions together. GM is continuing growing: all time high attendance of 7553 at 2017 GM, 62 countries represented, 511 meetings (increased by 100 in 5 years).
This is the last year for Don. The past treasurer of steering committee, Matt Stryge will take over. Technology J. Nelson/D. Niebur

Miriam is the incoming awards chair. She mentioned that annual reports are used for Technical Committee of the year award (based on 2017 activities). For PES technical report award, the report needs to be in PES Technical Report format, and already put on PES resource center.

Vijay mentioned poor responses on voting for O&P manuals, same for Technical Council O&P manual, which is still being updated based on the received comments.
Farnoosh said that each committee has its own O&P, which needs to be voted by all other committees. TC has its own O&P manual.
Miriam mentioned that PEEC report to VP of Education, therefore it is not voting member of TC, but can comment. Committee chairs should be responsible for committee comments.

Vijay already mentioned that the meeting will be tomorrow, mainly for panels.
Claudio asked about the possibility for GM to extend one more day?
Don said that it will not be for 2018 GM. Intelligent Grid & Emerging Technologies Coordinating Committee D. Houseman
Doug said that he received input from 12 committees on the white paper, which highlighted 27 technologies. The draft will be ready in February 2018. If there is any missing technology, let Doug know. They are also working on rewriting grid vision and create two roadmaps, one for technical committee and one for needed research topics. Participation is welcomed. He has also been coordinating gridwise technology council.

Analytic Methods for Power Systems Alex Schneider Electric Machinery Kay Chen
The following write up provided by John Yagielski (GE Power) [email protected] On behalf of the Electric Machines Committee, I’d highlight key actions accomplishments on Electric
Machines standards and collaboration regarding renewables integration and electrification. On the standards front, after significant update to 4 of our 29 standards and guides in 2015, Our 11 Working Groups are poised to update several more in 2018, all ahead of their re‐affirmation date. Conference highlights for 2017 include EMC lead sponsorship of the highly successful International Electric Machines and Drives Conference (IEMDC) in Miami, FL. 2018 will see the second joint conference with IEEE Transportation Community and the American Institute of Aeronautics and Astronautics (AIAA) on electrification of commercial aircraft, following the inaugural session in 2016. Finally EMC is engaged in new electric machines technologies in renewable generation, electrification, and the impact of power electronics on motors and generators, while helping adapt more traditional generation to rapid changes in the power system architecture and operation, with an eye toward maintaining reliability. Thank you for your time and attention.
As previously raised by others, the EMC would also point out concern regarding coordination, particularly related to the IEEE 1547 standard on Interconnecting Distributed Resources with Electric Power Systems. As it is clear the Tech Council does not want to review the complete list of points developed by the EMC during this session, I would focus on the difficulties created when the scope of the revision to the IEEE 1547 expanded during the draft development, and beyond the associated PAR. Unfortunately, as the scope increased, representatives of other affected committees and standards were not engaged. This resulted in a very late scramble, following initial balloting, in an attempt to partly address the most egregious conflicts with other standards. We thank those on the EMC and the 1547 WG for their tremendous last‐minute efforts. Earlier involvement would have avoided delay, and resulted in a better standard. It is also clear from today’s previous discussions that consideration of alignment of the IEEE 1547 standard to a PES Committee, rather than the SSSC21, has a long history, and appears to be rejected.
The EMC is hopeful that the Tech Council will review and consider improvements in the coordination process. Finally, we invite all, including those on the IEEE 1547 to participate in the revision of the EMC equipment standards (such as IEEE C50.12, C50.13) to ensure they adapt to the changing power system.

2 TF on classification and definition of stability in power systems (PS) and microgrids (MGs), with converter‐interfaced technologies currently active.
MG stability TF report should be completed in 2‐3 months.
PS stability TF is carrying out discussions and structuring a report relevant to TC NERC Task force on Impact of Renewable Integration and Low Fault Current; one of our TF members is co‐chairing the NERC TF.

o PSIM Committee is working to improve organization and awareness of our committee. We have met jointed with the following committees to interface on revision to IEEE Std. 4 and related documents on Uncertainty. These meetings have been jointly held with Transformers, Insulated Conductors, Switchgear, and Surge Protective Devices. The PSIM Main Committee meetings are now held at the JTCM Meetings.

Successful reorganization with diversified membership, 5 subcommittees, 16 Working Groups, and 10 Task forces
To advertise committee activities and bring values to the industry, 5 Webinar proposals were submitted in 2017. One was delivered in October 2017, two were under scheduling process, and the other two were under review process.
Very successful technical program at 2017 GM: 22 best papers, with two won the best of the best paper prizes; 67 paper forum papers, 136 poster papers, and 64 transaction papers.
Expanded Award representative to Award Subcommittee.

Miriam mentioned that 123Signup is already approved, in the purchasing process, should be available
prior T&D. PES covers 123SignUP. Each committee gets 3 representatives for online training. Should be
available no later than June. There will be no cost to individual committee. But there is cost for
registering entities, such as fee payment. 123SignUP will replace spreadsheet and keep updated
information in one place. It is web‐based, and most likely has no security impact. Advanced functions
such as collecting registration fees are not covered by PES.

Farnoosh said that there were discussions between PES and CIGRE leadership, at TC level too, to be aware of each other’s WGs, and share with sister organizations. One outstanding task is to map technical committees and map projects.
4:15 – 4:35 FELLOW NOMINATIONS UPDATE Mladen Kezunovic
For Fellow class 2018, PES elevated 17 fellows out of 59 nominations. The problem was that PES had
fewer nominations than other societies. PES was too conservative on the nominations. Also, need
STRONG references.
IEEE will relax number of reference requirement next year.

Miriam mentioned that there were not many technical reports in 2017 submitted to PES Resource
Center, with the PES template.
Claudio mentioned about new products initiative to provide tutorials to resource center, including data
(test system). The efforts need coordination from technical committees.
Susan asked if any release is needed for resource center for the library of tutorials
Dan said that standard copyright release is needed.
Miriam added that these tutorials cannot present in the PES template elsewhere, just PES, and no
commercial use.
