Since 1953, the MSA has watched over the Miramichi as a champion of conservation on behalf of anglers, outfitters, guides and all others with economic, environmental and recreational interests in the river. The net result has been a well-managed river system that today, thanks in part to the MSA’s championing of its cause, has more miles of salmon angling water and traditionally holds larger and healthier populations of Atlantic salmon than most salmon rivers in North America.

As compared to the historic low returns of the previous three years, 2015 was a much better year. According to DFO estimates, returns to both the SW Miramichi and NW Miramichi were up markedly in 2015, achieving minimum conservation limits of 92% and 82% respectively (as compared to only 70% and 22% in 2014). A most welcomed and encouraging change for sure.

Change also came to the recreational fishery, namely the mandatory live release of all salmon, including grilse, as well as the mandatory use of pinched/barbless single hooks. While a number of people felt these conservation management actions were excessive and may have negatively impacted the sport fishery itself, the fact that 2015 had the potential of being the fourth consecutive year where spawning requirement levels had not been met, and without a mechanism in place for any sort of mid-season review, the only responsible action was to in fact regulate total live release for the 2015 angling season, which the MSA supported. As stewards of the resource, our role is to be precautionary advisors - to be proactive and protective, rather than waiting to react to a crisis from which we may never be able to return. Any harvest, including that of any recreational fishery, must be based on abundance, which we clearly hadn’t seen over the past three years.

Another positive change occurred in 2015 when the First Nation community of Metepenagiag (Red Bank) elected to forgo using gill nets (which indiscriminately kill both grilse and large salmon) in favour of using traps nets, which allowed them to live release all large females. The First Nation community of Eel Ground reduced the mesh size of their gill nets so they would catch primarily grilse and restricted the placement of the nets to 10 days in July only. These significant conservation actions resulted in hundreds of large female salmon being able to complete their journey to upriver spawning grounds.

We saw positive change off the river, too. In July 2015, the Ministerial Advisory Committee on Wild Atlantic Salmon submitted their final report to the Minister of Fisheries & Oceans. The Committee’s 61 recommendations now provide all public, private and Aboriginal stakeholders with a focused direction on conserving our threatened wild Atlantic salmon stocks.

Of special note was the formation of CAST, a consortium of private, public and academia partners coming together to develop and pursue an innovative suite of salmon research and population enhancement projects in a coordinated and complementary fashion. Collaboration for Atlantic Salmon Tomorrow, which the MSA was a founding partner, is currently seeking funding, with hopes that it will be able to initiate program activity in early 2016.

Lastly, thanks to the support of MSA members, corporate partners, and other private/public funding agencies, the MSA was able to deliver another year of effective conservation action, thus creating even more positive and meaningful change for our cherished Miramichi salmon resource.

Advocacy In February 2015, at the urging of MSA and the Atlantic Salmon Federation (ASF), the then Federal Minister of Fisheries and Ocean appointed a Ministerial Advisory Committee on Wild Atlantic Salmon. The Committee’s mandate was to review and address the critical aspects affecting our wild Atlantic salmon resource, including conservation, enforcement, predation, science and strategies to reduce international fisheries that target salmon produced in Canadian rivers. In July 2015, the Committee submitted 61 recommendations to the Minister, with the MSA actively calling for action on their implementation. Also on the Federal level, the MSA continued to petition DFO to expand the Striped bass recreational fishery in the Miramichi estuary.

The MSA was also actively engaged with many different provincial government agencies as well. Of particular mention were discussions with the Dept. of Natural Resources, resulting in their commitment to continue funding the critically important barrier protection pools at headwater locations on both the NW Miramichi and Dungarvon Rivers. Additionally, meetings with Dept. of Environment and Local Government resulted in a commitment to review project permitting applications on a timely basis. Complementary to these efforts were regular meetings and discussions with local individual MPs, MLAs, First Nations Leaders, and Municipal officials throughout the watershed.

Land Use

Throughout 2015, MSA’s Land Use Committee continued its active and engaging role in monitoring, reviewing and providing input and feedback on a number of significant and large scale private and/or public resource development projects that could possibly impact and/or effect the Miramichi Watershed. Of notable mention, the MSA met with TransCanada Pipelines on numerous occasions, resulting in an agreement to review the proposed routing of their Energy East Pipeline in order to avoid and/or minimize the number of proposed river crossings in the Miramichi watershed. Additionally, the Land Use Committee and Executive Committee met with the Province of New Brunswick to discuss their new Crown Lands Forestry Policy, with specific interest in assuring buffer zones along rivers and streams will be maintained and protected. This same interest and concern was also explored in a separate meeting and discussion with industry officials.

Communication and Public Outreach

The MSA continued as one of the media’s ‘go-to’ sources for opinion and comment on salmon related topics and issues, resulting in the MSA’s conservation mission continually being elevated to top-of-mind positioning with residents of New Brunswick and beyond. To insure the same with its membership, the MSA annually publishes and distributes a full size wall calendar to all MSA members, with the theme of its 2015 calendar focusing on popular hand tied Miramichi salmon flies. Additionally, the MSA continued to aggressively promote its informative Website and Facebook pages, as social media continues to play a growing and vital role in communicating the salmon conservation message. Finally, in late Fall 2015, the MSA installed and linked a new River Cam to its website, providing viewers with moment-to-moment live footage of the SW Miramichi River as it flows through Home Pool at Bullocks Lodge in Boiestown, NB.

Education – Engaging our Future Conservation Leaders

In 2015, the MSA’s annual school-based art contest, renamed the Bruno Bobak Art Contest in honour of this famous Canadian artist, avid salmon fisherman and long-time MSA patron, received over 400 entries. The MSA’s annual Printing and Writing contest generated a similar number of entries. Closer to home, the MSA hatchery once again provided salmon eggs to the Fish Friends program in schools throughout the Miramichi region and eastern New Brunswick. This classroom activity provides a fun, hands-on experience where students see young Atlantic salmon and brook trout hatch from eggs and grow into fry before being released into streams. The MSA also held another successful MSA First Cast event in June 2015. Organized by a small group of hard working MSA volunteers, this always popular two-day weekend event matches newcomers with mentors to experience the sport of fly fishing. And finally, in 2015, the MSA hosted the NB High School Fly Fishing Fair at the MSA Hatchery (June) as well as successful Science Symposiums during Board meeting weekends in both Boston (January) and Boiestown (April).

The expression that you can’t manage what you don’t measure certainly applies to fisheries management. Knowing the health and status of any population is a critical first step to being able to identify and deliver the conservation actions and regulatory policies that will ensure protection and sustainability over the longer term.

A science-based estimation of the total smolt population migrating out of the Miramichi River system to the ocean is a key component to understanding and managing Atlantic salmon in the Miramichi watershed. To determine if adequate juvenile production is occurring, the MSA has conducted ten years of estimates on the Southwest branch (2001-2010) and three years on the Northwest branch (2011-2013). Efforts in 2015 marked the second year of a new program that focused on the river as a whole, as concerns that the exceedingly high spring water experienced in some tributaries in the past few years was resulting in smolts being missed and not counted, resulting in the smolt estimates being artificially low.

In mid/late May 2015, a total 1,965 smolts were tagged at 4 upriver collection sites, with 3 of these smolts being recaptured downriver in our trap net located near Chatham. Using the Peterson ‘mark and recapture’ model, and applying the 60% mortality rate learned through our smolt tracking research, the 2015 smolt estimate was 1,717,148 (note - the Miramichi River needs 1.8 million smolt migrating to the ocean every year in order to sustain a healthy adult population – roughly 1.2 million from the Southwest branch and 600,000 from the Northwest).

In an effort to help the Department of Fisheries and Oceans more accurately estimate the size of the returning adult population, for the second consecutive year, the MSA applied external carlin tags to adult salmon captured in its Chatham trap net. A total of 517 adult salmon (348 grilse, 169 large salmon) were tagged by the MSA in 2015, resulting in significantly more fish being included in the tagging program, thus helping make the adult estimate more accurate.

Beaver dams are known barriers to adult Atlantic salmon migrating upstream to spawn. Beavers typically build their dams on smaller streams and tributaries which are excellent rearing areas for juvenile salmon due to the habitat quality, fewer predators and cooler stream temperatures. Female salmon caught below beaver dams are often forced to dig their nests on top of each other, possibly killing the eggs in any underlying nests, resulting in reduced juvenile productivity in the following year.

The MSA’s beaver dam removal program has proven to be an effective salmon conservation activity, as electrofishing has shown improved juvenile counts in areas upstream of where beaver dams had been

removed and/or breached during the previous year’s critical salmon migration period.

In late summer/early fall 2015, using fixed wing aircraft and donated helicopter time, the MSA flew a large portion of the watershed and identified a total of 55 dams that needed to be breached, of which 35 were later breached by MSA field staff and the other 20 breached or washed away due to excessive flooding from heavy fall rains.

The MSA continued its electrofishing program in 2015 to assess juvenile Atlantic salmon populations in the smaller tributaries of the Miramichi River watershed. A large focus of the work is placed on surveying areas above beaver dams torn out the previous fall, and in 2015 fry were observed above nine different dam removal sites.

The MSA also worked co-operatively with the DFO Science Branch on another survey using historic baseline sites that are monitored on an annual basis to assess Atlantic salmon juvenile abundance on the Miramichi River system. All 58 sites surveyed in 2015 contained fry.

StockingStockingStockingStocking

Stocking first-feeding Atlantic salmon fry can improve the juvenile production capacity of the Miramichi River by targeting areas that are under-seeded or not accessible to wild spawning adults. The majority of these areas are located in small tributaries and headwaters of the Miramichi River, as small brooks and streams often have good quality habitat and lower numbers of predators than larger downstream locations.

In 1997, the MSA took over operations of the Miramichi Salmon Conservation Centre (MSCC), which first opened in 1873 and today remains the oldest continuously operating hatchery in North America. From this (upgraded) facility, the MSA hatches out wild salmon eggs, spawned from Miramichi brood stock collected the previous year. In 2015 the MSA grew and released approximately 230,000 first-feeding salmon fry into 80 sites in seven tributaries of the Miramichi River. An additional 21,000 fry were taken to satellite tanks for future release by local conservation groups. The MSA also grows brook trout for the Province of New Brunswick’s stocking program, which generates income for the organization.

Salmon Conservation - Cold-Water Refuge As climate change promotes increasing water temperatures, wild Atlantic salmon are now having to tolerate an ever increasing number of stressful and life-threatening warm water occurrences (i.e. 20°C and above). Consequently, cold-water thermal sanctuaries are fast becoming a key limiting factor for Atlantic salmon during their time in the Miramichi River system. Therefore restoring and maximizing the long-term influences and contributions of cold-water brooks and seeps for thermal refuge and protection has become a priority conservation management action in the efforts to maintain a healthy river system for returning adult salmon, growing juveniles, and for other temperature sensitive endemic fish and aquatic species. In 2015, the MSA restored and/or enhanced the following four different cold water refuges.

Confluence of Otter Brook and the LSW Miramichi River Confluence of Otter Brook and the LSW Miramichi River Confluence of Otter Brook and the LSW Miramichi River Confluence of Otter Brook and the LSW Miramichi River - To render this area more effective as a thermal refuge for both juvenile & adult salmon, trout, and other aquatic organisms, deeper water was required throughout the plume of the brook. To achieve this, a rock V-weir was installed upriver of the confluence, at an elevation that will create scour at the mouth of the brook. This will direct flow from the shallow river into a concentrated area where cold water meets the river. High water flows throughout the year will also perpetually scour this location, making the structure a sustainable solution to enhancing the refuge.

Also, rock spurs were installed downriver of the confluence to help keep the cold water plume turned away from the shallow riverbank as well as help to scour and maintain deeper water.

Confluence of Indiantown Brook and the SW Miramichi Confluence of Indiantown Brook and the SW Miramichi Confluence of Indiantown Brook and the SW Miramichi Confluence of Indiantown Brook and the SW Miramichi River River River River – the first real cold-water refuge that salmon encounter once entering the river, this easily accessible holding pool provided resting fish with little cover to escape predation by man and other predators, especially during the times when adult salmon gather there during low warm water events. To enhance the safety and protection that this critical habitat must provide, 21 different boulder clusters were placed in the cold water plume to improve cover and escape for congregating fish.

elevation to create scour at the mouth of the brook. This will direct flow from the shallow river into a concentrated area where cold brook water meets the river. Channel material was removed downstream of the V-weir to also encourage flow direction and create greater depth immediately in the refuge. Rock spurs installed in conjunction with the V-weir downriver of the confluence will also help keep the cold water plume turned away from the shallow riverbank and directed toward the deeper pool. They will also help to scour and

maintain deeper water in the upper section of the refuge zone.

Confluence of Doak Brook and the SW Miramichi River Confluence of Doak Brook and the SW Miramichi River Confluence of Doak Brook and the SW Miramichi River Confluence of Doak Brook and the SW Miramichi River – Over the years, the mouth of the brook has widened, resulting in lower kinetic energy in the water flow thus preventing its colder water from entering laterally far enough out into the river to the location where salmon typically hold in deeper water. To increase the energy, the mouth of the brook was narrowed by installing a rock toe along the right bank as it merges with the riverbank. In conjunction with narrowing the mouth, a nature-like point bar was built on the downriver side of the confluence (right bank of the brook) to help guide cold water into the deep area of the river where salmon typically like to hold during periods of low, warm water. An additional component to this project included the installation of a concrete boat ramp to reduce erosion and/or siltation caused from tire-spinning during launching/retrieving of boats as the boat launch area is within the cold water plume of Doak Brook. ©

Salmon Conservation - Research and Discovery The use of acoustic and satellite tracking technology is an effective way to estimate the survival of a fish population in a river, estuary and/or marine environment.

Juvenile Atlantic salmon migrating from freshwater to saltwater are referred to as smolt. On the Miramichi River, smolt movements typically start in early May and continue for 4-5 weeks. Unfortunately, and for unknown reasons, smolt survival rates out of the river have been decreasing at an alarming rate over the last decade. To better understand this dynamic, the MSA has initiated an acoustic tagging study on the NW Miramichi during the annual smolt migration to better determine smolt survival rates as well locations of high mortality. In 2015, the MSA tagged 80 smolts, of which 29 (39%) survived to exit the estuary and 17 (21%) survived to the Strait of Belle Isle. This ongoing smolt tracking research will also help in determining whether the growing Striped bass population may be excessively predating on smolts, as the timing of the Striped bass migration to their exclusive spawning grounds in the lower stretches of NW Miramichi River closely coincides with the timing of the annual smolt migration.

Information on marine mortality, feeding behaviour, and migratory routes of Miramichi salmon is limited and could be of considerable value in the creation of conservation strategies to ensure the continued health of our native salmon population. Understanding areas of high mortality may shed light on predation sources, the impact of marine commercial fishing on salmon bycatch, and the effects of trophic shifts and climate change on salmon populations.

In an effort to garner better insight into the behaviour of salmon foraging and migrating through marine waters, the MSA worked together with ASF to tag 24 kelt (adult spring salmon returning to the ocean to recondition) - 11 were tagged with satellite pop-off tags and 13 others with acoustic tags only. Data collected from this 2015 research project determined that 100% of the tagged kelt successfully made it out of Miramichi Bay, with 10 of the 24 actually crossing the Strait of Belle Isle. Four returned to the river in 2015 as consecutive spawners. This kelt tracking data, combined with those ascertained from previous year tracking studies, is starting to give researchers a much clearer picture and understanding of the marine ecology of the adult Miramichi salmon and the type of conservation strategies that must be employed to protect and sustain our salmon populations while they are at sea.
