Charter1. Mission –Embrace the dignity and utility of labor by engaging students in a work experience that is

student and learning centered, promotes work well done, and serves the college and broader community.

2. Burning platform – Continually improve the program infrastructure, systems, educational outreach, and processes to: 1) enable students, faculty and staff to recognize and intentionally utilize the opportunities that labor has in supporting a student’s academic, career and personal goals, 2) meet the changing work and service needs of the institution, and 3) eliminate the waste in the present time consuming processes.

3. Process Description –To enroll all degree seeking students in the correct labor position, assign the student to the correct Labor Supervisor and Labor Department, and upload and maintain the data as part of the educational college record.

4. Problem Statement – The present Labor Status Form paper completion, scanning and filing processes are time consuming; accurate data entry dependent on staff/faculty staying informed and cognizant of their timesheet org/acct and department position codes/titles; signatures/hand written names are at times non-legible; and at times data inaccuracies and incomplete forms are returned for correction before processing can occur.

Labor Status FormsSWOT ANALYSIS

STRENGTHS•Labor Program Staff – Knowledgeable and capable leadership•Labor Program Student Workers – Knowledgeable and motivated student workers•Process – Similar process with few changes has been in place for over 30 years. Staff and faculty knowledgeable about the rationale and purpose behind the process and the present paper form.

WEAKNESSES•Labor Supervisors – Do not always keep up with there labor department position titles/codes and at times enter them incorrectly into the form.•Staff /Student Workers– Limited time period for bulk entries of forms (see process below) makes it difficult to check / verify that the submission meets program requirements (e.g. allocations, WLS levels, students on probation etc.)•Process – Paper process with a ~30% incompletion/return rate because of data inaccuracies, incomplete sections, incorrect supervisor name entry, and/or hand written signatures ineligible. A very time consuming process - present process and limitations of Banner requires bulk entry into the Banner Administrative database, within a couple of weeks, of between 300 to 550 status forms at the start of Summer, Fall term, Spring term and breaks (Thanksgiving, Christmas, & Spring); and over 1100 status forms of continuing students towards the end of spring term. Bulk entry requires at times participation of all labor Program staff/student workers.

OPPORTUNITIES•Streamline Process – implement a online status form that includes providing direct access and selection of active labor department and staff/faculty entry data directly from the Banner administrative database in real-time.•Student Software Engineering Team – provide the opportunities for select students to develop real-world programming experiential knowledge and experience that ties directly to their academic and/or career goal. Put in place a student programming team that can design/develop/implement institutional unique electronic apps/forms for other departments across campus.•Labor Program Staff / Student Workers – Provides the opportunity to focus on program processes and requirements that need attention.

POSSIBLE THREATS•Student Software Engineering Team – loss of support to continue providing the essential student workforce &/or resources for continue support/maintenance of the electronic status form.•Leadership – Loss of leadership position for the Student Software Engineering Team - presently the position is held by a Computer Science professor that is engaged part-time in teaching and part-time in providing the leadership for the student software engineering team.

Process Improvement How it has impacted Staff and Students

• Staff and Faculty – Time savings has been absorbed into other responsibilities and reduced frustrations that have occurred in the past. Below are two emails received from staff members regarding the new electronic form.

Process Improvement How it has impacted the Labor Program Office

The 2010 economic downturn forced a reduction of staff position across the campus. The Labor Program Office staffing was reduced as a result of that downturn. Unfortunately, the work remained. LEAN was applied to the processes within and outside the labor department in attempt to alleviate the impact of the workload sharing. As a result of this LEAN event 90% of the shared work has been reduced by eliminating the waste in the process.Additional LEAN initiatives involving other forms used in the labor department will build on what was accomplished with this project that will result in additional time freed to absorb the remaining work load from the eliminated position.
