I. INTRODUCTION
The Medium Term Development Plan of the city of Manila for the
period 2007 2010 presents the major development projects as well as the
strategies to be employed to achieve the desired goals and objectives of the
city. The City Planning and Development Office has been tasked to spearhead
and formulate the 2007-2010 MTDP. We shall attempt to highlight the major
issues and concerns that need to be addressed, the strategies that need to be
employed for the program to be effective and the detailed sectoral activities to
be undertaken to address these concerns.
The first three years of the first term of Mayor Alfredo S. Lim shall lay
the foundation and the groundwork that shall jumpstart the rehabilitation and
development of the city and ultimately achieve its vision of a vibrant and
flourishing city. A dream that can only be realized through dedicated service
and hard work.

II. THE PRESENT SITUATION
POVERTY! The problems of society is anchored on th
social malaise. The deterioration of peace and order, the continuin
problem on malnutrition and other health problems, the increasin
number of children that are not in school, unemployment an
environmental degradation are just some of the most pressing socia
problems we have. We try to seek the causes of poverty in econom
and political conditions, making up theories of development an
underdevelopment, and f inally proposing solutions.
We are also confronted with the problem of urban decay a
most highly urbanized cities experience. The proliferation of informa
settlers is a manifestation of urban blight as a consequence of povertThe indifference of government towards the plight of our less fortuna
brothers further aggravates their situation. There is insufficient provisio
of basic services that are necessary in alleviating their sorry state.
The most vulnerable groups that are mostly affected by th
social problem are the women and children.
But there is no theory, no explanation why children arpoor, or why they are out in the streets. The common explanation i
that their parents are poor or they live in a poor community. Accordin

to some analysts, its better to think of street children in terms of their
relationship to the street. Some come from street families. Others live
mainly in the street but may go back to their family in the evenings and
make sporadic visits. Others sleep in night shelters. And a proportion
endure periods in jail or institutions or spend their days in open-air
markets and talipapas. Here are some statistics: girls are more
vulnerable to violence, including sexual attacks (although this is a
problem for boys too). Many are lured into prostitution.
These problems posed upon our children if not addressed
will have a multiplier effect that may engulf us all to a point of
helplessness. We see all of these things NOW! It is up to us to change
this and transform our city into what we would like it to be.
What do we want Manila to be?
We see Manila as the countrys center for trade and
commerce by virtue of its business friendly environment, its residents
enjoying a peaceful and environment-friendly community, and a
responsive and dynamic local governance working together with all
sectors in shaping the citys destiny.
III. DEVELOPMENT FRAMEWORK
VISION STATEMENT

common understanding of its unique heritage and an appreciation o

We shall strengthen our citys prestige and nobility and i

The city government under the leadership of His Hono
Mayor Alfredo S. Lim is committed to transform the city of Manila into
flourishing and vibrant community. To achieve this, we have lined-u
eleven major development programs that shall address cross-sector
concerns. These are:

Strategies
In consideration of the PNP manning level standard
of one policeman per 500 population, the city
needs to hire additional policemen. Public safety is
also enhanced with increased visibility and mobility
of policemen. If motorcycles and patrol cars are
insufficient, study the feasibility of deploying cops
on bicycles.
Mobilize barangay tanods to help maintain peace
and order in the barangays. Monitor the
implementation of the Juvenile Justice Welfare Act
(RA 9344). Barangay officials need to coordinate
with the PNP on jurisdictional issue. Where possible, encourage the tearing down of
high walls and replace with see-through fences to
encourage more eyes on the street. Greater
visibility in streets and other public places deters
crimes. Additional street lighting should be provided
in crime prone areas.
Establish a security escort program for evening
students in coordination with barangay officials orstudent volunteers.

To be able to attain a more peaceful and orderl
community, we should focus on the maintenance of the citys peac
and order through strict and dynamic implementation of obstructio
clearing operations, traffic problem mitigations, anti-drug abus
campaign and an efficient and effective law enforcement agency
This policy shall also attempt to address societal issues such a
crisis intervention, disaster relief, legal assistance, senior citize
welfare, special protection for abused women and children and dru
prevention and rehabilitation for offenders.
This policy shall encompass the following criteria :
A drug-free, peaceful and orderly community;
Zero obstruction in the citys public domain;
Organized vending activities, orderly vehicular on-stre
parking and traffic flow
Ensures the well-being of Manilas citizens and addresses th
special needs of the disabled/physically challenged and th
elderly; A child-friendly, women-protected, elderly-catered an
barrier-free community.

Policy Considerations
The city government of Manila is giving full support to the
Manila Police Department (MPD) through the provision of supplies and
equipment to help the officers and men of the Manilas Finest to cope
up with the rising incidence of criminality and in its all-out war against
it. We shall continue to provide our police force with the needed
equipment.
Statistics will show that the incidence of crime
manageable. Credit must be given to the concerted efforts of the loca
government and the law enforcement agency. We shall continue t
strengthen the Peoples Law Enforcement Board (PLEB) to be
watchdog to probe anomalous practices of policemen. We shall als
continue to assess the relevance of the Manila Traffic and Parkin
Bureau (MTPB) as a barangay-based action team that helps in traff
control and peace-keeping in the streets.
We shall also continue to make every effort to eradicat
illegal drugs in the city through a comprehensive P.R.E. (Preventio
Rehabilitation and Enforcement) Program. This is implemente
through continuous campaign against drugs in all barangays an
schools and even providing alternative activities like sports and cultur
programs for the youth to keep them away from drugs.
For rehabilitation, we have the Bahay Bagong Buhay which wa
established to provide free rehabilitation program for drug dependen
who voluntarily submit themselves for treatment. For enforcement, w
shall continue to apprehend offenders and charge them in court.
The clearing of sidewalk obstructions, removal of illega
vendors and street dwellers shall be continued to be pursued.

The Guiding Principle and Policy Framework
It is perhaps the most opportune time to re-evaluate our
capacity to respond to emergency situations such as fire. We must put
in place a mechanism that would identify areas and structures that are
fire-prone and propose interventions through local legislation. We shall,
however, continue to support our firefighting personnel through the
provision of needed firefighting equipment.

administration. We shall focus on the program formulation an

A health insurance for qualified beneficiaries is wor
considering. The health benefits shall include free medical services
the four (4) public hospitals in Manila namely: Ospital ng Maynila,
Ospital ng Sampaloc, Gat Andres Bonifacio Memorial Medic
Center and Ospital ng Tondo. It shall also include giving discounts ihospital room, laboratory examinations and procedures, medicine
operating room fees, and professional fees.

Hospital services improvement and accessibility program
aims to upgrade the facilities and equipment of all public hospitals and
health centers of Manila to provide better medical services. There are
currently 44 health centers strategically located in the six districts of
Manila. The city government of Manila through the different line
agencies is conducting regular feeding programs benefiting some
10,000 malnourished children and a regular health progress
monitoring system. We also encourage volunteers from the barangays,
schools and city hall employees to donate blood to augment the blood
supply.
We shall adopt an open door policy in all city-owned hospitals
that would accept anybody needing medical services and treatment.

problems. When I became the mayor in 1992, there was only one
hospi tal -Ospi tal ng Mayni la. I opened three more hospi tals:
Ospi tal ng Sampaloc in the 4thdistr ict , Ospi tal ng Tond o in the 2n d
distr ict and the Andres B oni facio Medical Center in the 1stdistr ict .
I intend to bui ld two more hospi tals in my three-year term.

The provision of quality education shall be the backbone of ourjourney towards development. Access to this most basic service must
be assured especially to those underprivileged sector of our society.
This shall be guided by the following criteria.
A quality education to produce quality graduates
A relevant basic education
A responsive Early-Childhood Care and Development
Policy Considerations
One of the top priorities of this administration is th
provision of quality education to qualified school-aged children. To th
end, a little less than 500 day care centers and 20 learning center
were established to cater to the needs of more than 20,000 pre-scho
children mostly coming from poor families. For parents who failed t
earn a diploma, they are given a chance to earn one through the NON
FORMAL & EQUIVALENCY LEARNING PROGRAM which gives the
an opportunity for better employment. Public schools in the city ar
considered child-friendly. To some extent, students are provided wi
free school supplies, uniforms, school bags, shoes and other schoo
essentials and a totally free tuition fee. An additional education aid fo
honor students is also provided. At the Pamantasan ng Lungsod n
Maynila, two new buildings were constructed to improve its campu
and provide better learning environment to its students. We sha
continue to provide free education from elementary to tertiary level.

Policy Considerations
Vendors belonging to the informal sector must be given
attention. They are active partners of the city government in generating
revenues through their economic activities. They must be encouraged
to secure permits and licenses to operate that they may be covered by
the citys regulations in line with its development program. To
encourage business, the Business Permit Liberalization has been
institutionalized whereby permits are released within an hour. Indigent
families must be given access to capital assistance to enable them to
put up small income-generating activities.

Policy Considerations
Conversion of open spaces into playgrounds and
parks enhances the aesthetic appearance of the surrounding
areas. The eco-tourism along the bay, by virtue of city
ordinance no. 7777, was developed wherein pedestrians and
plain on-lookers can witness the world-famous Manila Bay
sunset. The Baywalk has been transformed into a world-class
promenade, enticing people to sit and take a better view while
increasing their business at the same time.
We shall continue to encourage the planting of
trees and ornamental plants in all available space in the city.
It will not only be environmentally sound but shall also
beautify the city.
The efficient collection of garbage is critical in the
preservation of the environment. The city government and
some church-based organizations conduct comprehensive
garbage recycling and disposal program that addresses
segregation and proper disposal to achieve zero waste.

city hall. This perception must be reversed. We shall instill courteous
behavior by all city hall personnel in all our transaction with the public.
Complaints must be acted upon with dispatch and customer
satisfaction must be our ultimate goal.

Policy Considerations
A waste management program is currently being
implemented by the Department of Public Services. The main purpose
of this program is to ensure the cleanliness of the city through an
efficient garbage collection. A regular clean-up drive by city hall
employees, school officials and teachers, as well as barangay officials
is conducted to instill cleanliness among the people.
We shall also continue to cleanse our bureaucracy of
misfits through moral cleansing by initiating transparency in all
government transactions.
