➢ France spent 1.5% of GDP for Higher Education
& 2.26% of GDP for Research in 2014 (45 billion € /
200 billion RM)
➢ 75,000 students registered in Doctorat (PhD) courses in France
➢ Every year, about 13,000 pass their degree
➢ 412 000 people working full time in the R&D field (2013), whose 30%
women, 60% of researchers hired by private companies. 10% of
researchers are from outside France
➢ 42 % PhD students are foreigners

Why and how?
- Incentive to launch new collaborations between a research team in France and a research team in a partner country
- Funds researchers’ mobility, fostering participation of PhDstudents and young fellows to the exchanges
- Co-financing: MOFAID and Ministries of Research and HigherEducation of partners countries; equal funding from France and from the partner country
- Yearly call for proposals, double submission and review of the proposals.

➢ Over 125 identified cooperation programs (+ 40% in two years) involving:
• 29 Malaysian universities and colleges
• 78 universities, French engineering schools and research institutions (CNRS , CIRAD, IRASEC , INSERM, World Fish Centre, etc.)
➢ 40 PhD students in France coming from Malaysia, including 18 co-supervised or joint-PhD studies within the frame of joint research projects producing scientific co-publications. 3 French doctoral students were linked to Malaysian institutions in 2013 and 2014
➢ France is 3rd European partner countries of Malaysia (behind Germany and UK) as part of FP7 . No project under the program Horizon 2020.
➢ Malaysia is 2nd partner country in the Bio and STIC-Asia programs after Vietnam and Japan.

➢ Establishment of an agreement between the French and Malaysian Universities, French doctoral school and the Malaysian Faculties and between the French and Malaysian Supervisors
➢ On presentation of a short project, French Embassy may top-up the PhD grants in France
• Project: short abstract, scientists involved in the project, objectives, schedule, budget, and nature of the request.
• Basic grant “boursier du gouvernement francais (615 € / month, equivalent to 2795 RM /month)
• Basic French classes before the stay in France can be partly refunded once (up to 400 RM)
➢ In addition, air tickets could be provided for the supervisors attending PhD Defense
