    Moretele Municipality to be placed

under Administration?KEYWORD Te New MECfor Local Government andtraditional affairs wants toput the municipality underAdministration PAGE 1

It is rumored that the new MEC for local government andtraditional affairs Manketse lhape is considering evoking

a section 139 of the constitution on Moretele municipality, which will place the management of the municipalityunder administration and control of the MEC. If ithappens it would follow Madibeng and Te Moses kotanemunicipality under Te Bojanala district, which are alsoplaced under administration. Tis follows the allegation ofcorruption and the lack or service delivery that continuedto plague the municipality since its inception. But is this the answer to the problem? Moses Kotane,Madibeng, Mogwase and Ditsobotla Municipality has beenunder administration, they have not received a qualiedaudit ever since, the number of disclaimers are increasingevery year. Before section 139 was evoked on above themunicipalities they where receiving qualied audits, now few years later they have received on average of 4disclaimers each every audit.Te rot in the Moretele Municipality is common knowledgeamongst community members and provincial governmentwho were on a fact-nding mission few months ago. Butwhy are the councilors not standing up to it? Are theypersonally benetting or are they scared for their lives andpolitical careers? Or Is there something sinister or groundbreaking which is happening in lokwe, that we are yet tolearn? If you ask anybody about the state of the MoreteleMunicipality everybody emphasize the rot and thedysfunctional state in which they are in. most agree to thefollowing as the sign of a municipality that is not workingfor the people,- Te lack of investment in many villages, the lack of waterand poor state of roads and lack of basic infrastructure.- Te many projects that failed because of poor oversight bythe Municipality and awed tender processes.

-Te number of disclaimers against the municipality andtheir inability to get their nances in order.- Te suspensions of managers in key positions and their

alleged dismissal of staff members before even the outcome oftheir disciplinary hearings.- Te River park project and the amount said to have beenspend on the development compared to whats physicallythere.- Using budget meant for developmental project to buy 2010World cup tickets.Te Democratic Alliance in Moretele, held a press briengon the 3rd February 2012 in which they expressed theirdissatisfaction in the Municipalitys administration.According to Mr Shangy Mbekwa, their concerns includewhat he calls fruitless and wasteful expenditure: there is ahigh mast light project that cost taxpayers R12 millon that hassince come to a halt due to the missing bolt nuts. Tere is alsoR2.8 million that was allocated to improve Mmakaunyane. Now the municipality owes R90 million to the city of shwanefor Water Supply. Mbekwa said the community must wantto know more in terms of accountability for R12 millionthat Bojanala District Municipality gave to Moretele to helpreduce the shwane Debt. Mbekwa says the MakapanstadStadium, that was renovated at undisclosed gures forpurposes of public viewing during the World Cup, had sincebeen vandalized. Continues Mbekwa: Ngobi bakery, thatwas constructed to minimize the youth unemployment rate, has since become a white elephant, and again taxpayersmoney was used. Mbekwa told the media available at thepress conference that the recruitment processes was awedat the municipality: nepotism is rife and that is the reasonwhy the municipality is under-performing. In response tothe allegations, Moretele local Municipality Mayor Cllr SelloLegabe said that he is aware of the situation at the municipalityand that they have a remedial strategy in place: I only came inas the Mayor in June 2011. Names play an importantrole in our lives. You can-not live without a name.

Usually parents decideon a name before a child is born.here are times when parents name

children according to the situationsthey are going through after birth. It is very important for the child tohave a name that has meaning but itmust not resemble a sad situation. If the name resemble a sad situa-tion there is a huge possibility thatthe child will always be sad evenwhen they are old. Some may beproblematic, some always crying, complaining, some may lack con-fidence .

If you give your child a happymeaningful name the child willalways be happy, will be victo-rious, prosperous, have confi-

dence .Some of us are named fromour elders or ancestors. he prob-lem with naming a child from an-other person is that the person mayexpect the child to live like them.Itusually happens when that personhas died but the child is carryingtheir names. Sometimes if this an-cestor used to be an alcoholic thenthe child become an alcoholic justlike the person he was named from.If the name carrier was a woman-izer there is a possibility that the

child will also be a womanizer.Sometimes the name carrier (espe-cially if they are dead ) may send a

spirit and try to control the life ofthe child carrying their name. Weusually hear people saying yourgrandma whom you are namedafter is not at peace. She want youto become a sangoma like she wasor she want you to slaughter a cowthen she will release your blessing. My advice is that name your childaccording to greatness of God, joyand something that will not makehim hate his name.

Try something that has ameaning and a great pur-pose. Avoid naming chil-dren from other people.Your children are their own indi- viduals and unique. Grant them thechance to be themselves.>>>

If you are old and have a sadname or you have been namedfrom your womanizer uncleor just from any other persondont worry. Remember Jabez in1chronicles 4:9 in the Bible. Hisname meant sorrow and nothing inhis life worked. He was living a sor-rowful life until he made a decision.if you are old and have a sad nameor you have been named from yourwomanizer uncle or just from anyother person dont worry. >>>>

Remember Jabez inchronicles 4:9 in theBible. His name meantsorrow and nothing inhis life worked. He was liv-ing a sorrowful life until hemade a decision. He prayed toGod to turn his life around. He didnt change his name

but asked intervention fromGod .God answered him andturned his life around. Whatever name you may be namedyou must just lift your eyesupon God and seek his inter- vention. He is able to changeit .Remember he is the Cre-ator of heavens and earth, theAlpha and Omega -is thereanything too hard for him?Who are you? What is yourname? What does it mean? How did you get this name? Are you aware that you maybe facing challenges becauseof your name?

    DGP Gym at Dike-bu, Village.

    We werefo r tuna t ee n o u g hto get free

transport to get there. Therst thing that made itmore interesting was howthe Dikebu Golden Palacemembers sang, the songsthey sang as well as theirperformance while sing-ing. You can see from theirperformances that they arehappy, enjoying and theylove what they are doing.

It was on the 17th dayof May 2013 when allheaded to Dikebu forthe grand opening of the

gym. This is the rst gym ina rural area under MoreteleMunicipality district. It wassuch a beautiful day as theweather was favourable. Itwas a sunny day. All specialguests received a warmwelcome as members ofDikebu Golden Palace (DGP)sang for them from theircars to the hall. The memo-rable moment was whenthe DGP members car-ried Hekkie Budlerup in the sky as well

as his champion-ship belt. HekkieBudler is a profes-sional boxer. Theevent was held ina new hall whichwill be the gym. Itis believed the gymwill be named DikebuGolden Palace. It was awonderful experience towalk on a red carpet and tobe in such a beautiful place. Before the program started, there was rst few ques-tions asked by the MC andthe community answered. Those who correctly an-swered won ve (5) 30cmrulers each. Some of thequestions asked was ;whois the mayor? What Ward isthat and more. It was goodto see full participation ofthe community in the com-petition quizz. Both youngand old took part. Then theprogram started. It startedas expected by everyone .Imean with songs followedby prayer .It is always advis-able to start a program orservice -to seek the pres-

ence of God,one spirit andfor guidance .

There were guestsfrom the local mu-nicipality, Goldengloves (palace )

Daily Sun,the communityand more There were lotsof speeches but the hand-ing over was done by theMayor, Mr JS Lehari. Heeven promised that he willprovide oor mat, air-con-ditioning ,pavement and acleaner. It is not possible toclean then practice. It is bestto get a cleaner to help.Thisis also helping in creating a job opportunity he said .The municipality donatedvarious gym equipment. The DGP members were sohappy that they could notwait anymore, they imme-diately used them and dem-onstrated to us how theywork. Most o these problems date backto 2002-2006, I inherited them, butlike I said, we have a plan o action toremedy the situation, concluded Le-gabe. Moretele Municipality is hometo 28 Wards, 26 o which are ANC ledwith DA accounting or the remain-ing 2 Wards. (Rise News)

When I asked the said person iany o this is true, why isnt there any-body doing anything about it Teguy reminded me about the tragedythat be ell Moses Phakoe a Rusten-burg councilor. He was murdered in

2009 just two days aferhanding over documentscontaining allegations ocorruption at the Rusten-burg Local Municipality tothe then Minister o Coop-erative Governance SiceloShiceka.

In lokwe it is said thatthe councilors did not wantthe Maphetlha Maphetlhaas mayor because o theallegations o corruptionand mismanagement lev-eled against him. So theywere to pass a vote o nocondence at an upcom-ing council meeting, therewas a split at the meetingwhere some councilorswere in support and some

o them were not in a- vour. Tose who were notin avour staged a walkoutwhich lead to DA becom-ing a Majority in the coun-cil and Da Member AnneteCombrink became mayor.Te Provincial ANC Excopromised to remove themayor, i during the byelection the councilors can vote him back so that theANC can have the major-ity again in that district.Te Exco renegatedon the deal andthe councilors

responded bycolluding withthe DA and vot-ing Maphetlhaout at the saidcouncil meet-ing, which Mayoremphasize that hehad postponed a daybe ore it was to be held.

In short here is a groupo councilors who arestanding up or their con-stituency, or the truth.Which I will say is beyonddemocracy in action, it isleaders taking responsibil-ity o making sure Govern-ment is seen to be work-ing or the people, and theproblem o corruption isnot an accepted principle. So you have to ask your seli the councilors have thatmuch power and they candisplay such responsibility, why are they not doing somore ofen? Why wouldthe council allow a rot oa particular municipalityto happen until to a pointthat the Provincial Gov-ernment has to step in and

try to rescue?A person closed to the

Moretele Municipal Coun-cil, explains it this way inmost council where a par -ticular party is the major-ity the regional executivewill choose people whowill tow the line and sup-port the mayor and theparty agenda.

So as we have seen theANC does not want theirmembers to question theirleaders (Malema and theANC youth league being acase in point) or the Mbo-mbela Municipal managerwho was allegedly killed

or exposing corruption inthe council. It means that

an average councilor willlet the looting happen evenhe or she does not ben-et rom it, because theydo not want to be chasedaway rom the party, or tobe killed. Which made mequestion the logic o the

lokwe councilors, whoseems to have put theirhonor and integrity andthe mandate rom their

    constitu-e n c y

    abovetheir per-

sonal benets or their ownsa ety as they have beenred rom the ANC ortheir stance.

Will this problem end?Can we stop the rot by us-ing our vote in the upcom-ing election? Well it is stilla long shot but everybodyagrees that somethingneeds to be done, and verysoon.
