Non-proliferationofWeaponsofMassDestruction.

TheSecurityCouncil,
Gravely concerned that the proliferation of weapons of mass destruction
constitutesathreattointernationalpeaceandsecurity;
Reaffirmingitsprevious resolutions1540 (2004),1673 (2006)and1810 (2008)
onthenon-proliferationofweaponsofmassdestruction;
Recalling itspreviousresolutions1737(2006)and1929(2010),aswellas1874
(2009) regarding theneed for Iran andKorea to comply respectivelywithnon-
proliferation;
Reaffirming its absolute commitment to take effective measures to combat all
threatstointernationalpeaceandsecuritycausedbytheproliferationofweapons
ofmassdestruction;

Expressing its total support of multilateral treaties with a view to ending the
proliferationofthiskindofweapons;
Beingawareoftheproblemthatwouldresultforthenon-proliferationofweapons
ofmassdestructionifsomecountriescontinuetobereluctanttosigninternational
treaties;
RecognisingthefundamentalimportanceoftheIAEAinthecoordinationofefforts
thatwouldleadtoaworldwithoutnuclearweapons;
TakingnoteofrecenttensionsresultingfromthenuclearprogrammeoftheIslamic
RepublicofIran;
Warmlywelcomingtheprogressmadetodateinmattersofdisarmament;
Profoundlyalarmedby events in thepast suchas thePeople’sRepublicofChina
withdrawingfrominternationaltreaties;
Emphasising and supporting the work carried out by the Committee set up
pursuanttoresolution1540(2004);
Concernedbytheuseofclustermunitionsthataredangerousgiventhehighriskof
injuriestheyposetociviliansinarmedconflict;
Aware of the inexistence of an international agency to take charge of the final
verification of the application of safeguards in the convention on biological
weapons;
Takingnoteof the fact that a large number of countries have already included
measuresintheirnationallegalframeworkstocombatproliferation;
Acknowledging the progress made in the destruction of chemicalweapons and
recognisingtheworkthatremainstobedone;

ActingpursuanttotheprovisionsofChapterVIIoftheUnitedNationsCharter;
Nuclearweapons
1. Furtherinvitesall countries to join theTreatyon theNon-ProliferationofNuclearWeapons(NPT);
2. UrgesthecreationofanegotiationtablebetweenIndiaandPakistan,which,under themediationof theSextetpowers,wouldaim toresolve tensionsbetweenthetwocountrieswithaviewtobothjoiningtheNPT;
3. AdvocatesthesettingupofanegotiatingtablebetweentheSextetandthe
DemocraticPeople’sRepublicofNorthKorea for the reintegrationof thiscountryintheNon-ProliferationTreaty;
4. CommendsIsrael to state its commitment that itwill join theNPTonce it
obtains guarantees from this Council that the nuclear programme of theIslamicRepublicofIranarepurelycivilianwithpeacefulends;
5. Emphasisestheneed that thenegotiationsstartedbetween theSextetandIranshouldcontinueuntilthereisaresolutionofthetensionscaused;
6. Urges Iran to complywith the safeguards towhich it committed itself in
signingtheNPT;
7. Requests the IEAE to revise every three months the conflictive nuclearstations in the IslamicRepublicand submit the corresponding reportsontheresultsobtained;
8. DecidestocreateaNuclearGuaranteeCommission(NGC),which,underthe
supervisionof the IEAE, shallbeentrustedwith reporting to thisCouncilannuallyonthecollaborationandguaranteesofferedbyconflictivenuclearprogrammes;
9. UrgesallcountriesthathavenotalreadydonesotojointheComprehensive
Nuclear-Test-BanTreaty(CTBT);
10. ExhortsthePreparatoryCommissionsetuptoensurecompliancewiththe
CTBTtoshowgreaterthoroughnessandefforttoensurethatviolationsoftheTreatydonotoccur;
11. CallsforthecreationofaNuclear-Weapon-Free-ZoneintheMiddleEast;

12. Requests theholdingofanannual conferenceon theNon-ProliferationofNuclearWeaponsatwhichreportsofprogressmadewillbesubmitted totheIEAE;
13. Exhorts UN Member States to include provisions against nuclear
proliferationintheirlegislation;14. Urgescountriestojoinaglobalinitiativeagainstnuclearterrorismthatshall
beasourceofguaranteesforallcountrieswithterrorismandwhoseaxiomshouldbetheprotectionofnuclearenergyagainstnon-Stateactors;
15. DecidestosetupanobservercommissioninSyriacomprising50Members
oftheUnitedNations,foraperiodofsixmonths,whichcouldbeextended,entrusted with guaranteeing the security of nuclear reactors and plantsregardlessofanyarmedconflict,whichmayormaynotbetakingplace inthecountry.(UNMNSS)1;
16. Urges Syria to adhere to and put into effect the guarantees of the
ConventiononthePhysicalProtectionofNuclearMaterialasameasuretoprotectitsnuclearmaterial;
17. Determines to continue trusting the 1540 Committee, as a body of the
SecurityCouncil,toensurecompliancewiththeclausesofresolution1540onthenon-proliferationofthesekindsofweapons;
18. DecidestocreateanInternationalVoluntaryFundtoincreaseinvestmentin,andthebudgetfor,thecreationof,regionalcentresoftheIEAE;
Biologicalweapons
19. Decides to create an International Agency entrusted with the final
verificationoftheapplicationofsafeguardsintheconventiononbiologicalweapons.(OPBW)2;
20. RequeststheannualsubmissionofreportsbymemberstatesofOPBW;
21. Recommendscountries to includemeasures in theirnational legislation tocombat the development by non-State actors of biological weapons;furthermore it recommends thorough vigilance in order to guarantee thenon-developmentofthesekindsofweapons;
22. Urgesallcountriesthathavenotalreadydonesoto jointheconventionon
biologicalweapons;

23. ExhortstheSextetnationstosetupnegotiatingtableswithnon-signatory
countrieswithaviewtothesejoiningtheTreaty;
24. Demandsthedismantlingoflaboratoriesthatelaboratebiologicalweaponsandtheimmediatediscontinuationoftheirproduction;
Chemicalweapons
25. Furtherurgesnon-signatorycountriesoftheChemicalArmsConventiontojointhetreatyinaclimateofnegotiationanddialogueinordertoendtheprobleminapeacefulmanner;
26. Exhorts countries that possess chemical weapons to comply with the
safeguardsoftheconventiononchemicalweapons;
27. Urges the United States and the Russian Federation to continue thedisarmamentprocessthroughbilateralandmultilateraltreaties;
28. Assigns to the OPCW (Organization for the Prohibition of Chemical
Weapons)thetaskofaskingthenationalbodiesofeachcountrytosubmitbiennialreports;
Anti-personnelmines
29. Urges countries to subscribe to Protocol V of the convention on certainconventionalweapons,concerningtheendingofhostilities;
30. Requestsallcountries tosupply information to theSecurityCouncilabouttheuseofthesekindsofweapons;
31. Decides to create an International Voluntary Fund whose funds shall beused forthepurchaseofequipment forthedetectionandclearingofanti-personnelmines;
32. Exhorts countries to make greater efforts to improve the methods and
techniquesofmineremovalinzonesthathavegonethroughwarfare;
Clustermunitions
33. Urges countrieswith stockpiles of theseweapons to substitute them forintelligentmunitions (with thecapacity toself-destructwhen theydonothittheirtarget);

34. Furtherexhorts,countries tosubscribe toProtocolVof theconventiononcertain conventional weapons, which includes clauses that make of thatconventionapossiblesolutiontotheproblemofclustermunitions;
Depleteduraniumammunition
35. Urgesallcountriesthathaveusedthiskindofammunitiontorecognisetheseriousdangersthatitinvolves;
36. Holdsthosecountriesresponsiblefor thecleaningupofplaceswhere thisammunitionwasused;
37. Exhorts the same countries to cooperate humanely in the task ofundertaking health checks on citizens of those countrieswhere depleteduraniumhasbeenusedinconflict;
38. Furtherurgescountriestoceasetheproductionofthesekindsofweapons;
Finalprovisions
39. Expresses its intention of closely monitoring the implementation of the
presentresolutionand,attheappropriatelevel,adoptwhateveradditionalmeasuresmaybeneededtothisend;
40. Decidestocontinueactivelyaddressingthismatter.
