The $40, million dollar STEC facility is .a 72-acre outdoor testsitethat allows the inspector to evaluate and explore potential vulnerabilities with Physical Protection Systems(PPS) via a series of challenge tests. The STEC has approximately 0.5 milesof Perime_ter Intrusion Detection and Assessment Systems• (PIDAS) in place. In addition, the students. in, this course Will tour and observe. SNL's Technical Area V Integrated Security Facility for evetluation. of additional. security systems which mimic tho,se ofa nuelear power plant Central Alarm Station (CAS).

Because NRC and Agreement State materials inspectors generally. have little or no experience iil physical security, the NRC and SNL formed the 8201 Materials Control, Security Systems, and Principles course. The main focus of this cours~ is: {1) Intrusion detection (sensor fundamentals, interior sensors, and vide.o assessment), (2) Access delay and entry control, and. (3) Response. SNLconducts· the learniqg modules and lead.s the hands-on exercises in the security lab at the TTC. Currently, the materials.security course is a five-day course offered attheTTC.

2.0 OBJECTIVE

The objective of this project is to, provide training to, NRC; Agreement state; Master Material Licensees (MML), and International 'Regulatoly Inspectors on physical: security systems, and NRC regulations relative to nuclear power plantand nuclecirmaterials licens$es. The training will enhance NRC inspectors' knowledge of existing and emerging security technologies employed at nuclear power plants and other faeiJities using or storing Category 1 and 2 radioactive materials, International Regulators are trained under the' US' NRC Foreign National Nuclear Regulation lnformatkm Exchange Agreement

______ ·- ~dfDinh~tered by the Office oflnterriational Programs~ This program facilitates the exch~nge oftechnical information and cooperation in nuclear safety and security matters-world-Wide. As a result of this, training program, 'iriSpector~n.Yill develop the, competencies needed to; p$rform regylatory inspections, recognize potential. vulnerabilities, in security systems, and ensure compliance with NRC regulations. ·

3.0 SCOPE OF WORK

SNL shaii provide all resou.rces neGessary to accomplish the tasks and deliverable.s descr.ibed in this· Statement of Work (SOW); including but not limited fo: condu.cting the training courses specified under each task, inclusive of rna:intaihing and presenting lectures. In addition, SNL shall conduct PowerPoint presentations; ,lab exercises~ field exercises; and maintaining a:nd printing stu.dent/instr1,1ctor manuals for three training courses on physical security systems relative to, nuclear power plant and nuclear materials• 'licensees forthe followfr1g courses: Materials Gontrol, Security Systems and Principles Course (S201); .Security Fungam¢ntals Course (8301 ); and the Advanced IDS (8503) Cour$e. ·

4.0 .SPECIFIC TASKS

SNL shaH perform the following tasks; as approved by the NRC COR:

Task 1-:Materials Control~ Security Systems, and Prihciples(S-201)

SNL •shall conduct the physical security le,arning modules to include; at a minimum, a; discussion on: (1) lntru~ion deteGtion (sensor fi.mdarnentals.; iht(;!rior 'sensors arid video assessment), (2) Aceess delay and

----·:entry· control, and '(3) Response .. In addition, SNL shall execute the hands:-ori lab exereises that ·· demonstrate physical security technologies. The modules and exercises are outlined on the coµrse schedule unqer Section 17,0 of this sow. SNL shall provioe and maintain course materials, for student~, with a maximum registration: of .30 stt1dents per class when the course is held at the TIC and a maximum registration of 40 ,students when the course •.is held ,at the SNL tra'iiiing facility in Albuquerqµe, NM~ The CQR will provide SN!,, with any upda.tes to th.e course modules; as necessary.

This five-day course shall be provided three times per fiscal year, with course. offerings atthe NRQ!s TT¢ or SNL's training facilitie$ in Albuquerque. NM. Tile NRC TTC QOR will be responsible for determining the course location, in coordination with the SNL Project Manager, and ensuring·the·correct l9catio.n is· listed in the agency's learning: management system - currently il,,earn.

Task 2 - Security Fundamentals ($-301) SNL sllall conduct the physical security learning modules, to include, ata minimum, a discussion on: (1) Intrusion detection (sensor fundamentals, interior sensors, exteriorsensors, and video assessment); (2) · Delay barriers and defensive fighting positions, and (3) Entry control for personnel and materials. In addition, $NL shall execute the hands-'on exercises that demonstrate physical security technologies. The modules and exercises are•o.utlin.ed in the course schedule under Section 1}.Q of thi.s SOW. SNL shall provide and maintain course materials for students, with a maximum registration of 30 students per class when the course is held at the TTC. The COR will provide SNL any updates to the .course. modules, ·as· necessary.

Task 3 - Advanced lntrusiOn .Detection Systems (S;.503)

In addition, the course shall.include hands~on field exercises atthe SNLsite where inspectors can learn proper application of the: systems flinctions. SNL shall execute adrninisfrative support as necessary, to assist wit.h the following: course demonstrations, training aids, exercises, scheduling and logistics, and course modification as regulations are revised or materials need to be updated/corrected.

6.0 TECHNICAL AND OTHER SPECIAL QUALIFICATIONS REQUIRED

The SNL, Principle Investigator (Pl), (Project Manager) and instructors shall maintain a broad area of knowledge and experience relative to: 1) physical security :fundamental concepts. ,2) sensor technologies used at nuclear power plants (NPP) and materials security licensees, 3) s.urveillance and
