Welcome to Moffat County School District RE-1. As our new school year begins, opportunities for new classes, new faces, and new schedules will generate much excitement. We’ve had the opportunity to make new goals, design new strategies and began to develop new strategic plans for achieving our goals. We have set high academic goals at Moffat County School District RE-1 this year.

We can be proud of what we have achieved at Moffat County School District RE-1–in our classrooms, on the playing fields and in many other school activities - but our achievements are not due to complacency but to a staff dedicated to the vision, mission and common goals. We must evaluate what has been done, determine what we can do to improve, and identify what we need to make improvements on. Oliver Wendell Holmes said: “The greatest thing in this world is not so much where we are, but in what direction we are going. Unless you set big goals, worthwhile goals, you’ll never move beyond your current abilities.”

I simply believe that MCSD is on the forefront of a major shift in public education. MCSD is a unique district that offers opportunities for students that can’t be captured in other school districts. We are all fortunate to be part of such a dynamic learning community.

ASBESTOS NOTIFICATIONMoffat County School District has conducted all necessary inspections, and continues to conduct post response activities including periodic re-inspections and surveillance. 1. Causing or attempting to cause damage to district property or stealing or attempting to steal district property.

2. Causing or attempting to cause damage to private property or stealing or attempting to steal private property.

3. Willful destruction or defacing of district property.

4. Commission of any act, which if committed by an adult would be robbery or assault as defined by state law.

5. Committing extortion, coercion, or blackmail, i.e., obtaining money or other objects of value from an unwilling person or forcing an individual to act through the use of force or threat of force.

6. Engaging in verbal abuse, i.e., name calling, ethnic or racial slurs, either orally or in writing or derogatory statements addressed publicly to an individual or a group, that precipitate disruption of the district or school program or incite violence.

7. Engaging in “hazing” activities, i.e., forcing prolonged physical activity, forcing excessive consumption of any substance, forcing prolonged deprivation of sleep, food, or drink, or any other behavior which recklessly endangers the health or safety of an individual for purposes of initiation into any student group.

8. Violation of the Board’s policy on bullying prevention and education.

9. Violation of criminal law, which has an effect on the district or on the general safety or welfare of students or staff.

10. Violation of any Board policy or regulations or established school rules.

11. Violation of the Board’s policy on weapons in the schools. Expulsion shall be mandatory for bringing or possessing a firearm in accordance with federal law.

23. Making a false accusation of criminal activity against a district employee to law enforcement or to the district.

24. Behavior on or off school property that is detrimental to the welfare or safety of other students or school personnel, including behavior that creates a threat of physical harm to the student exhibiting the behavior or to one or more other students or school personnel.

25. Repeated interference with the district’s ability to provide educational opportunities to other students.

26. Continued willful disobedience or open and persistent defiance of proper authority including deliberate refusal to obey a member of the district staff.

StudEnt codE of conductThe Moffat County Board of Education believes that the school environment should be safe, conducive to the learning process, and free from unnecessary interruptions.

In accordance with applicable law and Board policy concerning student suspensions, expulsions and other disciplinary interventions, the principal or designee may suspend or recommend expulsion of a student who engages in one or more of the following activities while in school buildings, on district property, when being transported in vehicles dispatched by the district or one of its schools, during a school-sponsored or district-sponsored activity or event and off district property when the conduct has a nexus to school or any district curricular or non-curricular event.

craig ElEmEntary SchoolSEast, Ridgeview, Sandrock and SunsetGrades PreK - Five

Elementary registration for students new to the district or not registered at the end of the last school year is August 6th through August 8th, and August 11th from 8:00 AM to 3:00 PM.

Parents may register their children at any time during pre-registration hours. An appointment is not necessary. To determine which school your child will attend, please refer to the map on page two of this newsletter.

To register students, parents should provide their children’s birth certificate, proof of residence (i.e. utility bill, lease) immunization record, and any record of a physical examination within the past three years. Although the physical examination is not required, it is strongly recommended. Students are eligible for kindergarten if they reach the age of five years on or before August 31, 2014.

Elementary students (K-Five), new and returning, will start school on Monday, August 25, at 7:55 AM. All students will receive an informational packet on the first day of school. All forms should be completed, reviewed and/or corrected before returning them to the school office.

craig middlE SchoolGrades Six - Eight

Craig Middle School students new to the district will register on Thursday, August 14 from 9:00 AM to Noon and 1:00 PM to 3:00 PM. Parents who are unable to register their child on August 14 may contact the Guidance Office at CMS to arrange an appointment. The annual Back-to-School Night will be held on Thursday, August 21st from 4:30 to 6:30 PM. All 6th, 7th, and 8th graders should report for the first day of school on Monday, August 25th no later than 8:05 AM.

moffat county high SchoolGrades Nine - Twelve

Students new to the district may register from August 18 to August 22, 2014. Call the high school (824-7036) any time from 8:00 AM to noon, and 1:00 to 3:00 PM to make an appointment to register. Evening hours for registration will be available. “New Student Open House” will be Thursday, August 21, from 3:00 to 6:00 PM. Freshman parents meeting at 5:30 PM on August 21st. Those students new to the district and incoming freshman are urged to attend. Schedules, locker assignments, and school maps will be available for students to informally walk the building to meet their advisors and teachers.

concurrEnt EnrollmEnt at cncc and mchSJuniors and Seniors who will be taking dual-enrollment classes at Moffat County High School in the Fall of 2014, will register for those courses on the first day of school, August 25, 2014.

Students who will be taking course work at the CNCC campus will need to request approval from Counselor Paula Duzik at the high school beginning August 25 and then will complete registration at CNCC.

Students taking dual credit must take and pass the appropriate accuplacer (math and/or English) test for these classes BEFORE the class begins. CNCC will be testing in August. Call 824-1101 to make an appointment.

SpEcial EducationSpecial Education services are available to

students in Moffat County School District who qualify based on state and federal

guidelines. The district continues to identify and provide appropriate programs and services for students ages three - 21 with special needs in order for them to develop their learning potential.

Ell (EngliSh languagE lEarnErS program)

Moffat County School District provides a language acquisition program for any

student whose home language is other than English. Students are assessed on

English language proficiency with services being determined based on the student’s English language acquisition and academic needs. ELL staff is available at each school to help with registration and to answer any questions.

prESchool and Early childhood programSThe School District provides services for children birth to five years old through the Colorado Preschool Program, Child Find, preschool and early intervention services for children with delays and disabilities. Free tuition options are available for those who qualify. Free developmental screenings and evaluations are available for children birth to five years old. Preschool education is available at all elementary schools for some children who live in those attendance areas and are eligible. The first day for preschool classes, across the district, will be Tuesday, September 2, 2014. The preschool director, regardless of location in the district, manages all early childhood programs, including preschool. Enrollment, registration and information can be obtained at the Early Childhood Center located in the district administration building (775 Yampa Avenue), via email [email protected] or by calling 970-824-7457.

StudEnt fEES, finES and chargESStudents shall not be charged an instructional fee as a condition of enrollment in school or as a condition of attendance in any class that is considered part of the academic portion of the district educational program except tuition when allowed by law. However, the district may require students to pay textbook fees, fees for expendable materials and other miscellaneous fees.

Among the fees the board has authorized are the following:

Textbook fees are mandatory. Payment of the textbook fee will allow Craig Middle School students free admission into middle school sponsored athletic events excluding tournaments. Fines for Lost, Damaged or Defaced TextbooksFines for lost textbooks will be replacement cost. Fines for damaged or defaced textbooks will be computed on the following basis:

Waiver of Fees and Fines

Students eligible for a free or reduced price lunch under the federal guidelines may request an information release from the Food Service Department which must be given to the building principal for consideration of waiving of school fees. All fees, fines and charges may be waived for such eligible students.

parEnting programSIn collaboration with other community agencies, the school district will continue to offer parenting programs designed to encourage nurturing and effective approaches to parenting. The Nurturing Parent Program will be offered centrally at the school administration building for parents of children, birth to five years old. The Incredible Years Program will be offered at different times throughout the school year for parents of children in elementary school. The format of all programs includes a meal, a parent support group, childcare and some skill development activities for children. Parenting programs will be offered throughout the school year. For more information contact Lila Douglas (826-6279) for The Nurturing Parent Program or any elementary school counselor for The Incredible Years programs.

thE mcKinnEy-VEnto homElESS aSSiStancE actWho are homeless children and youth? Children and youth aged birth - 21 years old that lack a fixed, regular, and adequate nighttime residence. This includes children and youth who:

• Share housing with other persons due to loss of housing, economic hardship, or a similar reason

• Live in motels, hotels, trailer parks, or campgrounds due to the lack of alternative adequate accommodations

• Live in emergency or transitional shelters

• Are abandoned in hospitals

• Are awaiting foster care placement

• Have a primary nighttime residence that is not designed for, or ordinarily used as, a regular sleeping accommodation for human beings

• Live in cars, parks, public spaces, abandoned buildings, sub-standard housing, bus or train stations or similar settings

• Are migratory children living in the aforementioned circumstances

• Are unaccompanied youth not in the physical custody of a parent or guardian

Influenza (Flu) Flu vaccine is recommended for individuals 6 months of age and older to prevent respiratory illness, and sometimes death, cause by the flu virus.

Hepatits A (Hep A) 2 doses of this vaccine prevent the disease that can affect the liver caus-ing fever, fatigue, loss of appetite, stomach pain, vomiting, and in rare cases, death.

Rotovirus (Rota) 3 doses of the vaccine are recommended for children (2 to 8 months of age) and protects against an illness that can cause fever, irritability, vomit-ing, and diarrhea.

To comply with state law one of the following must be provided to the student’s school:

1. A completed Certificate of Immunization. If a student’s Certificate of Immunization is not up to date, the parent, guardian or emancipated student has 14 days to provide documentation that the next required immunization was given or an appointment made to receive the required immunization(s) and submit a written plan for completion of all required immunizations. If the plan is not fulfilled the student shall be expelled or suspended from school according to state law.

2. A completed Statement of Medical, Religious or Personal Exemption to Immunization Law printed on the reverse side of the Certificate of Immunization and signed every school year.

Students with Life-Threatening AllergiesIf your child has a known life-threatening allergy, you must contact the school nurse and/or health tech at your student’s building.

Medication at SchoolStudents who need to take medication at school must go through the Health Office. Over-the-counter medication must be in the original container and requires a note from parents. Prescription medications require a signed note from the doctor and must be in original container with child’s name and dosing instructions. Medication cannot be dispensed if these requirements are not met.

Combined fees for activities and athletics during each school term shall not exceed $365.00 for an individual family with children in grades nine - twelve. Students eligible for a free and reduced price lunch under the federal guidelines will be responsible for a $35.00 fee per sport that shall not exceed $120.00 for an individual family with children in grades nine - twelve.

MCHS fall sports practices will begin Monday, August 11, except golf, which starts August 4, 2014. There will be a golf pre-season meeting on Monday, July 28th 7 p.m. at the high school. Athletic Participation Packets will be available and may be turned in on this night.

All middle school and high school students planning to participate in athletics during the 2014-2015 school year must have a current physical and a signed insurance form. TMH Clinic (in old hospital building on Russell Street) will offer sports physicals July 24th from 4:00 PM - 7:00 PM. The cost is $15.00. Forms can be printed from the Moffat County School District website (www.moffatsd.org). Forms can also be picked up at the Moffat County High School Athletic Office, CMS Administration Office and the Yampa Building Administration Offices @ 775 Yampa Ave.

tranSportation

A successful pupil transportation system depends on students, parents and school district staff working together. As we strive to meet the objectives of safe transportation, parents can help us by reviewing these eight simple safety tips with their children.

1. Wear clothing appropriate for winter weather conditions.

2. Be at bus stop at least 5 minutes early.

3. Wait until you hear the air brake noise before trying to board.

4. If crossing in front of bus, wait for signal from driver.

5. Obey the bus driver and know the rules for riding the bus.

6. When boarding the bus, go to your seat and sit down.

7. Be aware of the danger zones around the bus.

8. Treat everyone like you would like to be treated.

Perhaps in no other phase of education operations does a school district accept more responsibility for student life and welfare than during the mass movement of children in school transportation vehicles. Therefore, it is essential not only to provide adequate equipment, but to strive constantly to improve operational safety and efficiency.

2014 - 2015 Meal Prices

BrEaKfaSt & lunchmEal programSThe district serves breakfast and lunch each school day. Eligible children may receive both breakfast and lunch free or at a reduced price.

BREAKFAST

• Full pay elementary students K - 5th — $1.50

• Full pay 6th - 12th grade students — $1.75

• Free and reduced qualifying students get breakfast at no charge.

• Adult breakfast — $2.50

LUNCH

• Full pay elementary students K - 5th — $2.75

• NEW K - 5th grade reduced qualifyingstudents — NO CHARGE

• 6th - 12th grade reduced qualifying students — $0.40

• Full pay 6th - 12th grade students — $3.00

• Adult Meals — $3.75

Students receive one free or reduced priced meal per day. Any additional meals will be at full pay and may not be charged.

Meal substitutions or alterations are available for students with medical conditions. No substitution or alteration will be made until a current year medical doctors request has been submitted to your child’s school.

The food service department of the Moffat County School District complies with all federal guidelines for a reimbursable meal. Current guidelines require that meals contain no more that 30% total fat, 10% saturated fat and contain no Trans Fat. 51% or more of grains offered in our meals are whole grain. Student meals contain an assortment of dark green and red/orange vegetables, beans and peas, a limited amount of starchy vegetables, fresh and canned fruit, reduced fat and low sodium entrees. Both non-fat chocolate and 1% regular milk are offered daily.

New to Craig Middle School this year will be a self-serve salad bar. Snack items will no longer be offered at the middle school site, however milk may be purchased. The middle school will again offer a 2nd choice of entrée each day as well as a limited amount of peanut butter and jelly sandwiches daily.

Parents and guardians, please keep your student’s accounts current. Elementary school sites will send home weekly bills for any accounts that owe $5.00. Middle and high school students, will be informed by the cashier when they have a negative balance on their account. Middle and high schools students will receive bills monthly for any meal money owed.

Charges will remain on student accounts until they have been paid. Please contact Judy Baker or Karma Willbanks if you have any questions, or need help in completing a meal application form.

Students who qualified for the program the prior school year are only eligible for a limited time to receive meals in the new school year. If you have not received a letter from this department, stating that your household qualifies for the 2014-2015 school year from a direct certification process or approved current year application, you will need to fill out an application and submit it. Any meal charges accumulated between the lapse of the prior year eligibility and current year approval, your household will be required to pay.
