ADVICE SERVICES
Advice services in the borough have
been reshaped as a result of Lambeth
Council decisions on strategy and
funding. More inside on how this
affects DASL and about the new One
Lambeth Advice service.

It has been far from “ business as usual” for DASL in 2014 and we
continue to grapple with the maj or changes in our own organisation and
to Council and other services which are increasingly affecting disabled
and older people and carers. We are working with the Council and our
voluntary sector partners on the design of the new Social Care Hub and
thinking about how the Care Act might affect us when it comes into force in 2015.
While we concentrate on reshaping our maj or services we are, nevertheless, trying
to develop new DASL proj ects for disabled people and are delighted to introduce you
to our new Into Sport service. We would also like DASL members and users to get
involved in a new initiative on Disability Hate Crime. More on all these issues inside.
As a result of the implementation of the Lambeth Financial Resilience Strategy
(see http: / / tinyurl.com/ k7zgugv) and funding pressures on the Council, our Lambeth
Resolve Advice Service closed
down at the end of June and the
team (above) has dispersed.
Allana, Esther, Silva and John
now work for the Every Pound
Counts service at Lambeth
Council and Richard has taken
up a post as a legal adviser with a
Government department. We wish them
every success for the future. Happily,
Debbie Hunte has stayed on with DASL,
continuing to work on her main j ob with our
Carers Hub team.

DISABILITY HATE CRIME
have JJj ointly organised a workshop for
anyone who would like to come and
discuss their experiences and how we
can work together to fight Disability
Hate Crime. There will be an
information stall, speakers including
Mark Healey , Corrina Hanley
(Lambeth Vulnerable Victims
Advocate) and Victim Support and
discussion about how we can
collaborate to develop reporting
arrangements. This event is part of
Hate Crime Awareness Week from
11th to 18th October.
DASL is working with We are 336,

Support and Mark Healey, Lambeth
Council Hate Crime Coordinator, to
give more focus to Disability Hate
Crime as part of the Lambeth Hate
Crime Action Plan.
Many Disabled People experience
hate crime or hate incidents
motivated by hostility or prej udice
based on their disability or perceived
disability but very few cases are
reported. Much more needs to be
done to raise awareness of the
problem, to train staff of agencies
which can help and to develop a
network of local centres where all
types of hate crime can be reported.

UPDATE ON LAMBETH SOCIAL CARE HUB
Work is now going on to develop a new single Social Care Hub for Lambeth. This
will bring together the main voluntary sector services for disabled and older
people, people with long-term conditions and adult and young carers into a new
service which, it is planned, should be in place by late 2014. The service will
provide information, advice, advocacy, support with Direct Payments/ Personal
Budgets and a range of other support services and activities.
The Council is working, through a
Steering Group, with the current
providers of services to these client
groups (DASL, Age UK Lambeth,
South Thames Crossroads, Lambeth
Mencap and Certitude) and with
Healthwatch Lambeth and NHS
Lambeth to “ co-produce” the new
Hub. This will be largely based on
what service users and other
stakeholders have told us through a
series of events and surveys which
took place between April and June.

INTRODUCING INTO SPORT
Into Sport
Worker Hi there! My name is Patricia Reilly but I like to be known as
Tricia. I am really excited to tell you about the new 3 year
DASL proj ect called Into Sport. It is funded by Sport England,
involves 4 other local Deaf and Disabled Organisations in
London and is led by Inclusion London with support from
Interactive. Our aim is to support more Deaf and Disabled and
people aged 14 and over to become involved in Sport and
Physical Activity. Tricia

Whether or not you think Sport and
Physical Activity (SPA) is for you, the
proj ect has something to offer
everyone. We can show that, with the
right support, disabled people can
enj oy these activities and benefit
from them. To achieve this:
● I can help you with information
a b o u t S P A o p p o r t u n i t i e s .
● I can work with you to develop your
own SPA support plan to reflect your
i n t e r e s t s a n d a b i l i t i e s .
● I can encourage and support you to
engage in regular activities and to
identify your own personal targets
a n d o u t c o m e s .
● I can assist you in identifying
suitable opportunities, accompanying
you on initial visits to facilities/
activities, liaising with providers to
track your progress, advocating for
you where access or services are
inadequate for your needs .
● I can support you to raise
additional funds (where available) to
enable you to take up SPA
opportunities and maintain your
i n v o l v e m e n t w i t h t h e m .
● I can provide you with tools and
techniques for you to assess your own
progress against your personal
outcomes whilst reviewing and
updating your support plan with you.
● I will also be co-ordinating a new
Access and Advocacy GGroup which
will give you the opportunity to meet
and support each other.
The proj ect has got off to a great
start. I have shared opposite photos
of our visit to the Liberty Festival. I

THE NEW SHAPE OF ADVICE SERVICES IN LAMBETH
One Lambeth Advice (OLA) is a new
service provided by the CAB and the
Council. It gives help and advice to
anyone in the borough on a range of
issues: Welfare benefits; Debt and/
or money; Work; Housing; Goods and
services.

PROFESSIONAL ADVOCACY SERVICE
THE CARE ACT 2014
The Care Act 2014 is
the single largest
change to health and social care
policy for a generation. It brings
together a number of existing laws
and introduces new duties for English
local authorities. It also takes into
account the findings of the Dilnot
Commission Report into the Funding
of Care and Support. The maj ority of
the Act will come into force in April
2015 with the remainder, concerned
with the cap on care costs, to be
introduced in April 2016. The Act:
● establishes the Well-being Principle to
guide councils’ overall approach.
Well-being covers outcomes such as
physical, mental and emotional
well-being and also participation in
work, education and training and social
and economic well-being;
● places a new duty on councils to
provide / arrange services which will
prevent, delay or reduce the needs for
care and support of adults.;
● requires councils to provide

of new referrals. A growing proportion
of cases concern support to disabled
parents of children who are subj ect to

proceedings. We are trying to balance
this workload with the support we need
to offer in relation to the wide range of
other types of issues - housing options,
access to community care and health
services, adult safeguarding matters -
about which our service is contacted.
The Care Act 2014 (see below) will
create a new statutory requirement for
independent advocacy
to be available in a
number of specified
situations and we
think it is vital that
the Social Care Hub takes this into
account when its resources are
allocated.
Meanwhile, to continue to improve the
quality of the service, we have applied
for the newly launched Advocacy
Quality Performance Mark and both
Anna and Claire are well advanced in
their studies for the recognised sector
qualification , the Certificate in
Independent Advocacy.

HOW WILL THE CARE ACT

Disability groups are disappointed that
it does not enshrine the principle of a
right to Independent Living but there
are many positive aspects to the Act.
Key services of the Hub which will help
the Council meet its obligations
(information, advice, advocacy, direct
payments , carers ’ support) are
covered. The Steering Group is asking
the Council for a dialogue about how we
work together to ensure that vulnerable
adults and carers really benefit from
the changes at a time of greatly
reduced financial resources.

UK DISABILITY HISTORY MONTH 22nd NOVEMBER — 22nd DECEMBER
of the Lambeth UK Disability History Month
programme 2013 we had hoped to be able to organise
a similar range of events this year. Due to a lack of
funding and the priority we are having to give to the
work on the Social Care Hub, this has not been possible. We aim to get this exciting
work back on track in 2015 and to build on the interest we have had in getting a
Lambeth Disability History Project off the ground. The national theme for UKDHM
2014 ties in with the centenary of World War 1 and is War and Impairment: the
