NEW DELHI, May 17:
Noting that there is lack ofcoordination between localadministration and the CentralWater Commission (CWC), aparliamentary panel has "strong-ly" recommended for upgradingthe present flood forecastinginfrastructure.
The report of the StandingCommittee on Water Resources,which was tabled in Parliamentrecently, said the Committee isamazed to note that thoughCWC faces no bottlenecks inproviding forecast to the localadministration as well asuploading on CWC website, stillthere is "lack of coordinationbetween the local administrationand CWC in the matter floodforecasting".
"The Committee, therefore,strongly recommend the min-istry to take steps so that thepresent flood forecasting infra-structure of CWC is upgradedeffectively to disseminate thenews of impending floods wellin time so as to avert havoccaused by floods," the reportsaid.
Further, the StandingCommittee also felt that timelywarnings do not reach people,while adding that there has beenno decline in the number ofcasualties occurring due to sud-den onset of floods.
"The Ministry in its replyhas admitted that in areas whichdo not experience frequentfloods or where the flood gener-ation time is very less, the floodforecasting network of CWC isnot considered and therefore, nowarnings are formulated byCWC in event of unprecedentedfloods in such areas," the reportstated.
The Committee observedthat the present flood forecast-ing infrastructure needs to bemodernised and broadened tothe entire country such that tan-gible improvements are visibleeven in non-flood prone states.
This apart, the report saidthat around 219 stations of exist-ing flood forecast networks are
yet to be modernised by theGovernment. The Committeerecommended that all stationsshould be modernised withtelemetry system. (PTI)

Various service associationsof All India Services and alliedservices have represented to the7th Pay Commission seekingpay parity with IAS officers andadequate representation inCentral Government’s policymaking positions.
Officers associations ofIndian Police Service (IPS),Indian Revenue Service (IRS),Indian Audit and AccountsService (IA&AS) and IndianForest Service (IFoS) havemade detailed presentations tothe Pay Commission about theirgrievances and suggestions forthe future.
Though made separately, theassociations’ presentationsunanimously voiced theirdemand for ensuring pay paritywith IAS officers and a share inJoint Secre-tary-level posts atthe Centre.
The Indian Revenue Serviceofficials demanded that top levelposts be increased to accommo-date them on par with IAS offi-cers. Asserting that they wereinvolved in the important task ofcollecting revenue for theGovernment, the IRS officersassociation said the superiority ofIAS and Indian Foreign Services(IFS) officers should go as theydid not face any hardships.
Listing out the “disparities”,the associations complainedabout delay in empanelment ofofficers of their services as JointSecretaries at the centre vis-a-vis IAS officers. For example,they said, while a 1997 batchIAS officer is empanelled as
Joint Secretary, for empanel-ment of an IPS officer he has tobe of the 1993 batch, 1994 batchfor IA&AS and 1989 for IFoS.
These organisations depre-cated IAS officers deciding thefate of other All India Servicesand Allied services officers.
The IRS officers alsodemanded positions ranging fromSuperintendents of Police to JointDirectors in the CBI for its offi-cers, claiming they were equippedto deal with economic crimes.
IA&AS memorandum alsosought equality in rules govern-ing central deputation andallowances.
In its representation, the IPSOfficers Association deplored thatits demand for pay parity withIAS and IFS has been ignored bysuccessive Pay Commissions.
“But the same (their demand)has not found favour with theCommission. Unfortunately, thereasons for turning down therequest were never based on meritbut through direct acceptance offlawed arguments made by theother side on the basis of speciouspremises,” it said.
The IPS officers also demand-ed that there be more options forthem in central staffing and policymaking, especially police-specificjobs like internal security divisionunder the Union Home Ministry.
There are hardly any jointsecretary or secretary level offi-cers in the bureaucracy fromIPS. The memorandum also saidthat out of 111 posts of CentralVigilance Officers, only 21were occupied by IPS officers.
It also spoke about the duty
of a police officer which wentbeyond his ordinary scheduledwork hours. “A police officer issubject to restrictions on his pri-vate life, one of which is theobligation to obey an order toreturn to duty,” it said.
The duty hours spanned morethan 16 hours a day and, there-fore, there was a need to intro-duce an ‘Overtime Allowance’ forpolice personnel.
Previous UPA regime hadannounced the Seventh PayCommission which was consti-tuted on February 28, 2014.Chaired by Justice AshokKumar Mathur, it has Vivek Raeas full-time Member, Ratin-Royas part time Member and MeenaAgarwal as Secretary.
The Commission has beengiven 18 months to submit its rec-ommendations and its termexpires in October this year. (PTI)

All-India Services Associations seek parity with IAS from 7th pay panel
Afghan military captain gets Indian hands in transplant
KOCHI, May 17:
A 30-year-old Afghan military captain from Kandahar, who lost hishands while defusing mines in the war-torn country, now has two Indianhands - thanks to a successful transplant carried out an institute here.
Abdul Rahim lost both his hands during demining operations inKandahar three years ago. His will be perhaps the first case oftwin-hand transplant on any citizen in Afghanistan.
Abdul Rahim approached Amrita Institute of Medical Sciences fourmonths ago, after scouting for hand transplant in several countries. Thedonor was a 54-year-old brain dead accident victim from Kerala.
The transplant was carried out in a marathon surgical procedurelasting for almost 15 hours with more than 20 surgeons and eightanaesthetics participating in it last month.
“Rahim has regained considerable amount of function of bothhis hands using them for day-to-day activities. He will need inten-sive physiotherapy for another 9 to 10 months, for which he willhave to stay back in Kochi,” said Subramania Iyer, Professor andHead of the Plastic Surgery department.
“Each hand required connecting two bones, two arteries, fourveins and about 14 tendons. The immune suppressant drugs were start-ed before the start of the surgery and continued after it,” he said.
Prem Nair, Medical Director of Amrita Institute of Medical Sciences& Research Centre said, the family of the accident victim was counselledfor the donation and they agreed after confirming that the hands will bereplaced by prosthetic limbs to reduce deformity of the dead.(PTI)
