NEW DELHI, May 17: Noting that there is lack of coordination between local administration and the Central Water Commission (CWC), a parliamentary panel has "strong- ly" recommended for upgrading the present flood forecasting infrastructure. The report of the Standing Committee on Water Resources, which was tabled in Parliament recently, said the Committee is amazed to note that though CWC faces no bottlenecks in providing forecast to the local administration as well as uploading on CWC website, still there is "lack of coordination between the local administration and CWC in the matter flood forecasting". "The Committee, therefore, strongly recommend the min- istry to take steps so that the present flood forecasting infra- structure of CWC is upgraded effectively to disseminate the news of impending floods well in time so as to avert havoc caused by floods," the report said. Further, the Standing Committee also felt that timely warnings do not reach people, while adding that there has been no decline in the number of casualties occurring due to sud- den onset of floods. "The Ministry in its reply has admitted that in areas which do not experience frequent floods or where the flood gener- ation time is very less, the flood forecasting network of CWC is not considered and therefore, no warnings are formulated by CWC in event of unprecedented floods in such areas," the report stated. The Committee observed that the present flood forecast- ing infrastructure needs to be modernised and broadened to the entire country such that tan- gible improvements are visible even in non-flood prone states. This apart, the report said that around 219 stations of exist- ing flood forecast networks are yet to be modernised by the Government. The Committee recommended that all stations should be modernised with telemetry system. (PTI) NEW DELHI, May 17: Various service associations of All India Services and allied services have represented to the 7th Pay Commission seeking pay parity with IAS officers and adequate representation in Central Government’s policy making positions. Officers associations of Indian Police Service (IPS), Indian Revenue Service (IRS), Indian Audit and Accounts Service (IA&AS) and Indian Forest Service (IFoS) have made detailed presentations to the Pay Commission about their grievances and suggestions for the future. Though made separately, the associations’ presentations unanimously voiced their demand for ensuring pay parity with IAS officers and a share in Joint Secre-tary-level posts at the Centre. The Indian Revenue Service officials demanded that top level posts be increased to accommo- date them on par with IAS offi- cers. Asserting that they were involved in the important task of collecting revenue for the Government, the IRS officers association said the superiority of IAS and Indian Foreign Services (IFS) officers should go as they did not face any hardships. Listing out the “disparities”, the associations complained about delay in empanelment of officers of their services as Joint Secretaries at the centre vis-a- vis IAS officers. For example, they said, while a 1997 batch IAS officer is empanelled as Joint Secretary, for empanel- ment of an IPS officer he has to be of the 1993 batch, 1994 batch for IA&AS and 1989 for IFoS. These organisations depre- cated IAS officers deciding the fate of other All India Services and Allied services officers. The IRS officers also demanded positions ranging from Superintendents of Police to Joint Directors in the CBI for its offi- cers, claiming they were equipped to deal with economic crimes. IA&AS memorandum also sought equality in rules govern- ing central deputation and allowances. In its representation, the IPS Officers Association deplored that its demand for pay parity with IAS and IFS has been ignored by successive Pay Commissions. “But the same (their demand) has not found favour with the Commission. Unfortunately, the reasons for turning down the request were never based on merit but through direct acceptance of flawed arguments made by the other side on the basis of specious premises,” it said. The IPS officers also demand- ed that there be more options for them in central staffing and policy making, especially police-specific jobs like internal security division under the Union Home Ministry. There are hardly any joint secretary or secretary level offi- cers in the bureaucracy from IPS. The memorandum also said that out of 111 posts of Central Vigilance Officers, only 21 were occupied by IPS officers. It also spoke about the duty of a police officer which went beyond his ordinary scheduled work hours. “A police officer is subject to restrictions on his pri- vate life, one of which is the obligation to obey an order to return to duty,” it said. The duty hours spanned more than 16 hours a day and, there- fore, there was a need to intro- duce an ‘Overtime Allowance’ for police personnel. Previous UPA regime had announced the Seventh Pay Commission which was consti- tuted on February 28, 2014. Chaired by Justice Ashok Kumar Mathur, it has Vivek Rae as full-time Member, Ratin-Roy as part time Member and Meena Agarwal as Secretary. The Commission has been given 18 months to submit its rec- ommendations and its term expires in October this year. Abdul Rahim lost both his hands during demining operations in Kandahar three years ago. His will be perhaps the first case of twin-hand transplant on any citizen in Afghanistan. Abdul Rahim approached Amrita Institute of Medical Sciences four months ago, after scouting for hand transplant in several countries. The donor was a 54-year-old brain dead accident victim from Kerala. The transplant was carried out in a marathon surgical procedure lasting for almost 15 hours with more than 20 surgeons and eight anaesthetics participating in it last month. “Rahim has regained considerable amount of function of both his hands using them for day-to-day activities. He will need inten- sive physiotherapy for another 9 to 10 months, for which he will have to stay back in Kochi,” said Subramania Iyer, Professor and Head of the Plastic Surgery department. “Each hand required connecting two bones, two arteries, four veins and about 14 tendons. The immune suppressant drugs were start- ed before the start of the surgery and continued after it,” he said. Prem Nair, Medical Director of Amrita Institute of Medical Sciences & Research Centre said, the family of the accident victim was counselled for the donation and they agreed after confirming that the hands will be replaced by prosthetic limbs to reduce deformity of the dead.(PTI) Parliamentary panel bats for upgrading flood forecasting infrastructure

Afghan military captain gets Indian hands in transplant

KOCHI, May 17:

A 30-year-old Afghan military captain from Kandahar, who lost hishands while defusing mines in the war-torn country, now has two Indianhands - thanks to a successful transplant carried out an institute here.

Abdul Rahim lost both his hands during demining operations inKandahar three years ago. His will be perhaps the first case oftwin-hand transplant on any citizen in Afghanistan.
