in Blountville and Kingsport desire to conduct their offices according to T.e.A. 8-22-104 (3)

which prescribes that all interest. penalty and principal collected on delinquent taxes

by the Clerk & Master plus all fees and commissions collected be transferred to the

C01!oty Tn15tee upnthly and that all authorized expenses of the office including the

nearing rapacity and the COJloty desires to improve our environment by

eliminating possible sources of water and air pollution; and

WIIEREAS. there is a need for a cost-effective method for solid waste

disposal with facilities to offer regional servicet and

WHEREAS the Tennessee Solid Waste and Recovery Act ~f 1989 and forth-

coming regulations from the EPA require recycling and material recovery,

THEREFORE. be it resolved that Sullivan County soiicit proposals for a

solid waste recycling and resource recovery facility to ac~ept the solid wast

from Sullivan County and other interested municipalities and counties in the

area.

ALSO BE IT FURTHER RESOLVED, that the responsibility for solid waste

management be assigned to the Board of Public Utilities with Commissioner
