Money Smart Week celebrates its fifth anniversary this year and once again o�ers outstanding sessions on a wide range of financial topics. On behalf of Governor Doyle’s Council on Financial Literacy, I invite you to take advantage of the campaign’s many educational opportunities. I encourage you to use this calendar to choose topics you find most useful.

As we in Wisconsin continue to work through di�cult economic times, education is the key to work through di�cult economic times, education is the key to financial survival and success. The programs in this calendar o�er a wise way to gain skills and knowledge. Nearly all are free!

Consumers and financial services professionals across the country watched and waited as the new financial reform bill took shape. Now that the final package has been approved by both the House and Senate and signed by President Obama, how will the new rules a�ect you as a consumer?

“Consumers may stand to benefit from many provisions of the reform,” says J. Michael Collins, family and consumer economics specialist with the University of Wisconsin-Extension and director of the Center for Financial Security at the UW-Madison. “Implementing the law will take time, but we will all see changes in our everyday interactions with financial institutions over the next year.”

Here are some of the highlights for consumers.

Consumer protection

rules for banks and other financial service providers, such as mortgage lenders, credit card and student loan companies. The new institution will be part of the Federal Reserve and will be headed by a director appointed by the President and confirmed by the Senate. Smaller banks and credit unions (those with assets of less than $10 billion) will be required to follow the bureau’s regulations, but responsibility for enforcing them will remain with existing regulators. Car dealerships are the only businesses exempt from these new regulations.

The Federal Reserve will now be able to restrict the fees card issuers can collect on these transactions. However, the law applies only to big banks that issue cards—not to Visa and MasterCard. Businesses say they might be able to lower costs if they don’t have to pay transaction fees, but banks may find other ways to pass along the cost to consumers, such as by limiting “rewards” cards or perks such as free checking.

Mortgages

from inflating loan amounts or rates, and more fees and terms must be disclosed. Lenders will

now be required to check borrowers’ income and assets and also hold on to five percent of the loan, rather than sell all of it to investors. The law assumes that if lenders maintain a financial stake in the loan, they will exercise more caution in approving new mortgages.

Credit scores

due to a bad credit score, the lender must now reveal the credit score to the borrower at no charge. Consumers have always been legally entitled to three free credit reports, but traditionally it has been di�cult for borrowers to find out their credit (usually FICO) scores, which play a major role in determining loan eligibility.

Protection for investors

means they may not steer clients to investments that will profit their own commissions or firms. They must also inform clients of fees or potential conflicts of interest they might have.

Borrowers in distress

as authorizes $1 billion to help unemployed homeowners cover their mortgage payments. The law also creates a new O�ce of Financial Literacy to coordinate work across federal agencies.

All of the changes brought about by the new law come on top of 2009’s CARD Act, which has resulted in reforms to credit card statements and disclosures. “Consumers--and industry--are just now getting used to those changes,” says Collins. “Changes in fees and billing cycles have generally been well received. But more changes are in store in the coming year.”
