Together 4 Kids (T4K)

The Together 4 Kids (T4K) program is a voluntary, comprehensive child development program available to all four-year-old children and their families within the Monona Grove School District (MGSD). T4K is a play-based program designed to nurture the social, emotional and early literacy skills of four-year-old children. It does not take the place of kindergarten. T4K is implemented using a community-collaborative model that builds on existing resources within our community. Partnerships between our elementary schools, child care centers and preschools are used to provide quality early childhood education for four-year-olds. Eligibility

A child must be four years old on or before September 1st to participate in the Together 4 Kids program. There will be no early admission to the program. A four-year-old who resides outside of the district will be able to apply through the Open Enrollment process if his/her home district offers a DPI-approved four-year-old kindergarten program. The student would need to meet all the criteria for Open Enrollment in order to be accepted into the program.

Curriculum of Together 4 Kids

All sites will follow the same curriculum. Houghton Mifflin Splash into Pre-K is a comprehensive and integrated bilingual early learning program designed to ensure success for today's 4 year old learners through the latest research and interactive learning philosophies. Splash into Pre-K helps teachers build a community of learners and includes all the core domains of learning including Emotional, Physical, Cognitive and Linguistic. Splash into Pre-K also integrates all of the curricular areas including Reading and Language Arts, Math, Science, Social Studies, Health, and Art into the daily instruction. Teachers can pick and choose activities depending on individual child interest. Children also have the opportunity to participate in extensive and fun real-world center activities that maximize their experiences with the real world around them as shown in recent Early Childhood research. Furthermore, the classroom management provides the right tools for success with large and small group activities.

Program Days and Hours

A program has to meet DPI requirements of a minimum of 437 instructional hours and 87.5 hours of parental involvement in the T4K program. All programs will operate Monday- Friday, except when noted on the calendar for training dates, vacations, in-services, etc. All sites will follow the Monona Grove School District calendar. T4K students may have a slightly different schedule than the K-12 student calendar.

Snacks at School

Each site will vary how snack break is handled during the T4K program. T4K sites will follow licensing regulations or established guidelines for snack. The Monona Grove School District recognizes that good health is related to student performance, growth, development, readiness to learn and overall physical well-being. Healthy eating patterns and regular physical activity are essential for students to achieve their full academic and life potential. If parents send food to school, the food items should be nutritious in value.

Reporting an Absence

It is an expectation that children enrolled in the Together 4 Kids program will attend school every day school is in session. School attendance laws of the state of Wisconsin require that children must attend school regularly. By state law, regular school attendance is the joint responsibility of the parents and the school. School authorities must enforce the law as cited in Statute 118.15.

Please call your child’s T4K school site by 7:30 a.m. (am session)/11:30 am (pm session) each day if your child will not be able to attend school or will be late. Please inform the person answering the phone of your child’s name, the length of and reason for the absence, and that the child is attending the T4K program. Your call is important to help us protect the safety of your child and to ensure accurate attendance records. If a student is absent and we do not receive a call from home, we will call your home/work or emergency contact numbers to verify the absence as part of our safe arrival policy. Attendance is taken every day and sent to the school district Together 4 Kids office. Prompt notification of absences helps keep the record keeping accurate!

Emergency Closing

Excusing Children Early

If it is necessary for a child to leave school early, parents or guardians need to make arrangements with the site office for the child’s release.

Students will only be released from the office to a parent or a person designated (in writing) by the parent. If the adult is unknown to office staff, identification must be presented.

Children will never be released directly from the classroom or allowed to wait in front of the school for pick up. If your child returns from an appointment before the end of the school day, please sign in the child at the school site office.

Changes in Dismissal Arrangements

To ensure student safety and clear communication, please call the office before dismissal time or send a note with your child if there is a change in transportation on a given day. Students will follow their normal dismissal procedure unless a call or note is received.

Snow Days/Emergency Closings

The decision to close school will be made by the Superintendent of Schools. In the event that school would be canceled, delayed, or dismissed early due to inclement weather, please listen for the announcement on the following radio and television stations:

Information will be available beginning at 6:00 a.m. Announcements are made using our student information system, Infinite Campus Messenger. This system will alert families and staff regarding school announcements via telephone, email and the web. Parents are asked to have arrangements in place, in advance, for the care of their children if school should be dismissed before the end of the day. The plan should be discussed with your child so that they are prepared. Be sure to remind your child of this plan on days when ice or heavy snow are predicted. It is vital that parents keep phone numbers and emails up-to-date and provide emergency backup contacts.

Student Information System

Infinite Campus is a student information system used by the Monona Grove School District. One of the important features of Infinite Campus is the Campus Portal. Through the portal, parents/guardians can access their student’s schedules, grades, assignments and up-to-the-minute attendance information via the Internet. You may also receive messages from your student’s teacher(s) and will be able to email the teachers from this portal site. Each parent is given an activation key to create a user account to gain access to this feature that allows the parent to view their child(rens)’s information regardless what building they attend in the district. It is important that parents keep contact information current.

Family Outreach Program

An important component of Together 4 Kids is the family outreach program. The focus of the program is to provide parents and children opportunities to grow as a family. Throughout the year activities and presentations will be open to all families. Examples include, but are not limited to, family fun nights, potluck dinners, training workshops, parent-teacher conferences, open houses, and parent newsletters. Each family is encouraged to participate in the activities and trainings.

School Visitations

One of the best ways to understand the classroom is to visit. If you would like to visit, please make arrangements with your child’s teacher.

Volunteers

Volunteers share their time, skills, and interests with the students and teachers at school. These partnerships become a continuing exchange of information and are activities that benefit all children.

The safety and well-being of the students, staff, and volunteers of the district is important. Therefore, the district shall conduct criminal background checks on all volunteers who will be working with and/or have access to students if they are unsupervised by a staff member for any period of time to volunteering. Monona Grove School District has an on-line volunteer background check system.

Parent-Teacher Conferences

Student progress is communicated through a combination of written reports and the parent-teacher conferences. Parent-Teacher conferences are held in the fall and in the spring of each school year. The purpose of the conference is to provide an opportunity to discuss your child’s progress and special needs with his/her teacher. These conferences are a very important part of the school year and an effort should be made to attend. Teachers are available during a block of time and families are assigned a specific conference time. It will help you and the teacher if you come to the conference prepared with a list of specific questions that you would like addressed. The short time that you spend in a conference may prove to be the most valuable time you spend at school. By attending a parent-teacher conference, your child will see the importance you have placed on education and how valuable it is to obtain a good education.

Custodial/Non-Custodial Parents

In most cases, when parents are divorced, both mother and father continue to have equal rights where their children are concerned. If you have a court order limiting the custody, communication or visitation rights of one parent, please bring a copy to the school office. Unless the court order is on file at school, we must provide equal rights to both parents.

Child care arrangements Guardianship

Student Records The cumulative record is an individual report on each student, required by law. The records may be viewed by the school staff and parents or guardians, in the presence of the school principal or designee. Only appropriate T4K staff and the child’s parents/guardians may see the record unless the court subpoenas it.

Every family has the right to their privacy being respected and enforced. Each agency will help maintain privacy in the following manner:

Student records will not be left out for others to view Parents and staff are not allowed to discuss children and families with other parents Staff will not discuss children and families with other staff unless there is a direct

benefit to the family or child involved. Parents are asked not to talk about incidents observed in the classroom or at any other

activities that involve children other than their own.

Student Nondiscrimination

The Board of Education is committed to providing an equal educational opportunity for all students in the District. The Board does not discriminate on the basis of race, color, religion, national origin, ancestry, creed, pregnancy, marital status, parental status, sexual orientation, sex (including transgender status, change of sex, gender identity, gender expression, or gender nonconformity), or physical, mental, emotional, or learning disability ("Protected Classes") in any of its student program and activities. This policy is intended to support and promote nondiscriminatory practices in all District and school activities, particularly in the following areas: 

A. use of objective bases for admission to any school, class, program, or activity; 

B. prohibition of harassment towards students and procedures for the investigation of claims (see Policy 5517); 

C. use of disciplinary authority, including suspension and expulsion authority; 

D. administration of gifts, bequests, scholarships and other aids, benefits, or services to students from private agencies, organizations, or persons; 

E. selection of instructional and library media materials in a nondiscriminatory manner and that reflect the cultural diversity and pluralistic nature of American society;

F. design and implementation of student evaluation practices, materials, and tools, but not at the exclusion of implementing techniques to meet students' individual needs;

H. opportunity for participation in extra-curricular and co-curricular activities, provided that separate programs for male and female students may be available provided comparable activities are made available to all in terms of type, scope, and District support; and 

I. the school lunch program and other school-sponsored food service programs.

This policy also prohibits discrimination under related federal law, including Title VI of the Civil Rights Act of 1964 (race, color, national origin), Title IX of the Education Amendments of 1972 (sex), Section 504 of the Rehabilitation Act of 1973 (handicap) and Americans with Disabilities Act of 1990 (disability). Children of homeless individuals and unaccompanied homeless youth (youth not in the physical custody of a parent/guardian) residing in the district shall have equal access to the same free, appropriate public education, including comparable services, as provided to other children and youth who reside in the district. Homeless children and youth shall not be required to attend a separate school or program for homeless children and shall not be stigmatized by school personnel.

Students who have been identified as having a disability, under Section 504 of the Rehabilitation Act or the Americans with Disabilities Act, shall be provided with reasonable accommodations in educational services or programs. Students may be considered disabled under this policy even if they are not covered under the district’s special education policies and procedures. The district shall also provide for the reasonable accommodation of astudent’s sincerely held religious beliefs with regard to examinations and other academic requirements, in accordance with Board policy.

The district encourages informal resolution of complaints under this policy. If any personbelieves that the district or any part of the school organization has failed to follow state or federal law or in some way discriminates on the basis listed above, he/she is directed to follow the district’s complaint procedures.

Student Services Personnel and Programs

Services Offered to Children with Special NeedsChildren who have been identified as having a need for special education services are included in the T4K classrooms. In partnership with the Monona Grove School District Special Education department, T4K is able to offer a wide range of services for students. To receive services the child must have a need that is identified on the child’s Individual Education Plan (IEP).

Services Offered to English Language LearnersAn English Language Learner (ELL) is any child who has significant exposure to a language other than English (home language) in a home or care environment. The child may or may not speak the home language, but will understand when another person speaks that language. Children who have been identified as having a need for ELL services will be included in the T4K program. To receive ELL services the child must have a need that is identified.

School PsychologistThe school psychologist’s role includes consultation, individual assessment, program planning, and intervention on an individual, family or classroom level. We are currently emphasizing a pre-referral intervention program in dealing with a student’s learning or behavioral challenges. The school psychologist, may as a member of a team, discuss a student’s behaviors and learning styles with parents and teacher while considering options for change.

School NursingT4K sites will follow licensing regulations or established guidelines for nursing/health care issues.

Qualifications of Teachers

Federal law requires that we share with you the qualifications of teachers in our program. There is information to which you are entitled. There are questions you may ask to obtain this information including the following:

Is my child’s teacher licensed to teach the grades or subjects assigned?

Has the state waived any requirements for my child’s teacher? What degrees does my child’s teacher hold? Are there instructional aides (paraprofessionals) working with my

child? If so, what are their qualifications?

Please know that all teachers have at least a bachelor’s degree in all the Together 4 Kids programs. In addition, there are number of paraprofessionals and they are considered qualified for this work according to the licensing at their site.

If you want to see the state qualifications for your child’s teacher, you may find it in the District Office or on the Wisconsin Department of Public Instruction (DPI) website at https://dpi.wi.gov/tepdl/licensing.

Transportation

Transportation is provided for the T4K program. Transportation is available during the hours of the T4K program, but not for “wrap-around” or extended care. For more information about the transportation services, see Board Policy 8600 (Transportation).

The school bus is considered to be an extension of the classroom; therefore, the School District requires students to conduct themselves while on the bus in a manner consistent with established standards for classroom behavior. The School District has developed a set of bus rider rules.

In cases when a student fails to conduct him/herself properly, the bus driver notifies an administrator at the student’s school of the misconduct. Where continuing or extremely serious problems exist, the student’s bus-riding privileges may be suspended. Guidelines for proper notification of parents/guardians and due process have been established.

The District shall not discriminate in standards and rules of behavior or disciplinary measures on the basis of sex, race, national origin, ancestry, creed, pregnancy, marital or parental status, sexual orientation or physical, mental, emotion or learning disability. Discrimination complaints shall be processed in accordance with established procedures.

All buses are equipped with video cameras for the primary purpose of reducing disciplinary problems and vandalism.

The following rule applies to any school-sponsored transportation by bus:

Loading/Unloading

1. Students shall ride on their assigned buses.2. Students shall get on and off the bus at their assigned stop for am/pm routes.3. Riders are expected at the bus pick-up point five minutes prior to the schedule

pick-up time and shall help keep the bus on schedule. The bus will stop only if the students are at the designated pick-up point.

4. Riders should stay off the roadway at all times as well as practice safe and courteous behaviors to other riders and to passerby’s vehicles while waiting for the bus. Students shall walk on sidewalks and if no sidewalk is available the student shall walk on the side of the road facing traffic to get to the bus stop.

5. Riders should wait until the bus has come to a complete stop and the driver has signaled them before moving towards the bus. The riders should be in single file before entering the bus. If children must cross the roadway to get to the bus, they may cross the road only after the bus driver has signaled that it is safe to cross.

6. After getting off the bus and checking to be sure that no traffic is approaching, and after receiving the signal from the driver, riders may cross the road. Riders should cross the road 10 feet in front of the bus so that the driver can see them cross and for other safety reasons. Riders should be alert to the danger signal, a steady blast of the horn, from the driver. Should that danger signal be sounded, the students should return to curbside (the right hand side/door side of the bus).

7. Students shall be courteous, behave in an orderly fashion, and help look after the comfort and safety of small children.

8. Guest ridership is prohibited.

Conduct While on the Bus

1. Students shall respect and follow the direction of the driver. All school rules apply on the bus.

2. Students shall assist in keeping the bus safe and sanitary at all times. 3. Students shall sit and remain seated while the bus is in motion. If applicable,

students will be seated in their assigned seats.4. Students shall not throw anything inside the bus or out of the bus windows and

should keep hands and head inside the bus at all times.5. Students shall never tamper with the bus or any of its equipment. Damage shall

be paid for by the offender. 6. Riders should keep the volume of their talking and laughing at conversational

levels. Loudness and unnecessary confusion could divert the driver’s attention and result in an accident. When approaching a railroad crossing stop, riders shall remain silent.

7. Students shall remain in the bus in case of road emergency, unless directed to do otherwise by the driver.

8. Transporting animals or glass articles, are prohibited. 9. Transporting rollerblades, skates, scooters or skateboards are prohibited, unless

fully enclosed in a backpack.10. Students shall keep personal items out of the aisles.11. Disrespectful, obscene or vulgar language and gestures are not allowed.

12. Food or beverages are not to be consumed on the bus, and use of tobacco is prohibited.

13. Students on trips must respect the instructions of the chaperones who have been appointed by school officials to accompany the bus drivers.

Notifying the bus contractor of absences (Nelson’s Bus Service, 608-221-8417)

1. Parents/guardians should notify the bus contractor by 6:30 AM if their student(s) is not riding the bus that day. The bus contractor has a 24-hour voice mail as well as e-mail allowing the parent/guardian to report the absence at his/her convenience.

2. Should a student(s) not be riding the bus for an extended time, the parent/guardian should notify the bus contractor the days the student(s) will not be using the bus service.

Disciplinary Procedures

Since safety is a prime concern, appropriate behavior is the expectation. Students not following expectations shall be subject to disciplinary procedures which may include:

Written warning Student conference Parent conference Restorative Practices Suspension of riding privileges Suspension in school Suspension out of school Law enforcement referral Expulsion Other

Co-Curricular and Special Activity Trips

1. The above rules and regulations apply to any trip under District-sponsorship. However, in certain circumstances, with permission, and under the supervision of chaperones, food and beverages will be permitted. The riders are responsible for picking up any litter that results from food and beverages.

2. Bus conduct on co-curricular and special activity trips is the responsibility of the supervising chaperones.

3. Riders making a co-curricular or special activity trip must return on the same bus, unless written authorization from parents/guardians has been presented to the supervising employee in advance of the activity.

Governance Structure

The Early Learning Coordinator (ELC) will meet with a number of groups to ensure the quality and consistency of the 4K programs across all settings:

4K teachers and/or directors of preschool sites to facilitate discussions on curriculum, student data, outreach programming, and other topics (monthly meetings).

Directors of the preschool sites to discuss needs and concerns, determine programming needs at sites, management issues, enrollment and other topics.

Other administrators from the MGSD may be asked to attend specific meetings to coordinate programming.

Director and teacher(s) at each site to discuss the environment rating scale twice during the first year and once every year after.

Director of Pupil Services to ensure quality programming for children with special needs.

Director of Curriculum & Instruction to address curriculum needs and programming issues.

Director of Business Services to develop the 4K budgets. Coordinator of Continuous Improvement & Assessment to develop data collection for

individual students and overall 4K program. Transportation Coordinator to work on bus routes and transportation needs for the

program. Superintendent to discuss site options and contracts for collaborative preschool

programming.

Protections of Pupil Rights Amendment (PPRA)Notification of Rights

The Protection of Pupil Rights Amendment (PPRA) affords parents and students who reached the age of majority or emancipated minors (“eligible students”) certain rights regarding the Monona Grove School District’s conduct of surveys, collection and use of information for marketing purposes, and certain physical exams. These rights include:

ConsentConsent is required before students are required to submit to a survey that concerns one or more of the following protected areas (“protected information survey”) if the survey is funded in whole or in part by a program of the U. S. Department of Education:

1. Political affiliations or beliefs of the student or the student’s parent;2. Mental or psychological problems of the student or the student’s family;3. Sex behavior and attitudes;4. Illegal, antisocial, self-incriminating, or demeaning behavior;5. Critical appraisals of others with whom respondents have close family relationships; 6. Legally recognized privileged relationships, such as with lawyers, doctors, or ministers;7. Religious practices, affiliations, or beliefs of the student or parents; or8. Income, other than as required by law to determine program eligibility.

Receive notice and an opportunity to opt a student out of1. Any other protected information survey, regardless of funding;2. Any non-emergency, invasive physical exam or screening required as a condition of attendance, administered by the school,

except for hearing, vision, or scoliosis screenings, or any physical exam or screening permitted or required under State law; and

3. Activities involving collection, disclosure, or use of personal information obtained from students for marketing or to sell or otherwise distribute the information to others.

Inspect, upon request and before administration or use1. Protected information surveys of students;2. Instruments used to collect personal information from students for any of the above marketing, sales, or other distribution

purposes; and3. Instructional materials used as part of the educational curriculum.

The Monona Grove School District has developed and adopted policies, in consultation with parents, regarding these rights, as well as arrangements to protect student privacy in the administration of protected surveys and the collection, disclosure, or use of personal information for marketing, sales, or other distribution purposes. The Monona Grove School District will directly notify parents and eligible students of these policies at least annually at the start of each school year and after and substantive changes. The Monona Grove School District will also directly notify parents and eligible students, such as through the U.S. mail; or electronic mail, at least annually at the start of each school year of the specific or approximate dates of the following activities and provide an opportunity to opt a student out of participating in:

Collection, disclosure, or use of personal information for marketing, sales, or other distribution. Administration of any protected information survey not funded in whole or in part by the U.S. Department of Education. Any non-emergency, invasive physical examination or screening as described above.

The Family Educational Rights and Privacy Act (FERPA), a federal law, requires that the Monona Grove School District, with certain exceptions, obtain your written consent prior to the disclosure of personally identifiable information from your child’s education records. However, the Monona Grove School District may disclose appropriately designated “directory information” without your consent, unless you have advised the district to the contrary in accordance with district procedures. The primary purpose of directory information is to allow the Monona Grove School District to include this type of information from your child’s education records in certain school publications. Examples include:

A playbill, showing your student’s role in a drama production; The annual student yearbook; Honor roll or other recognition lists Graduation programs; and Sports activity sheets, such as for wrestling, showing weight and height of team members.

Directory information, which is information that is generally not considered harmful or an invasion of privacy if released, can also be disclosed to outside organizations without a parent’s prior written consent. Outside organizations include, but are not limited to, companies that manufacture class rings or publish yearbooks. In addition, two federal laws require local school districts receiving assistance under the Elementary and Secondary Education Act of 1965 (ESEA) top provide military recruiters, upon request, with three (3) directory information categories: names, addresses, and telephone listings, unless parents have advised the district that they do not want their student’s information disclosed without prior written consent. {These laws are: Section 9528 of the ESEA (20 USC 7908), as amended by the No Child Left Behind Act of 2001 (PL 107-110), the educational bill, and 10USC 503, as amended by section 544, the National Defense Authorization Act for Fiscal Year 2002 (PL107-107), the legislation that provides funding for the nation’s armed forces.}

If you do not want the Monona Grove School District to disclose directory information from your child’s education records without your prior written consent, you must notify the district in writing by September 15, 2019. The Monona Grove School District has designated the following information as directory information:

Student’s name Address Telephone listing Date and place of birth Major field of study Participation in officially recognized activities and sports Weight and height of members of athletic teams Dates of attendance Degrees and awards received Photographs Name of the school most recently attended by the student Electronic mail address Grade level attended

The McKinney-Vento Act provides protections for children and youth and for unaccompanied youth that lack a fixed, regular, and adequate nighttime residence. The information outlined below provides a summary of the rights of homeless children and youth, including unaccompanied youth.

The McKinney Vento Act defines homeless children and youth as individuals who lack a fixed, regular, and adequate nighttime residence. The term includes children and youth (and unaccompanied youth) who:

Share the housing of other persons due to the loss of housing, economic hardship, or a similar reason.

Are living in motels, hotels, trailer parks, or camping grounds due to the lack of alternative adequate accommodations.

Are living in emergency or transitional shelters. Are abandoned in hospitals. Are awaiting foster care placement. Have a primary nighttime residence that is a public or private place not designed for or ordinarily

used as a regular sleeping accommodation for human beings. Are living in cars, parks, public spaces, abandoned buildings, substandard housing, bus or train

stations, or similar settings. Migratory children who qualify as homeless because they are living in circumstances described

above.

Homeless children and youth, their parents, and unaccompanied youth are afforded the following rights and protections under the McKinney-Vento Act:

Immediate enrollment and school participation, even if educational and medical records and proof of residency are not available.

Access to and participation in educational and related opportunities which may include special education, programs and services for students with gifts and talents, programs and services for English Language Learners, Title I services, and the like.

Enrollment and transportation rights, including to the school of origin if that is the parents or unaccompanied youth’s choice and is in the best interests of the child. School of origin is defined as the school the child attended when permanently housed or last enrolled.

A written explanation as to the reason(s) a homeless child or unaccompanied youth is placed in a school other than the school of origin or school requested by the parent and the right to appeal the decision within the local dispute resolution process.

Meaningful opportunities for parents to participate in the education of their children.

The Monona Grove School District is required to locate, identify, and evaluate all children, with disabilities, including children with disabilities attending private schools in the school district, and homeless children. The process of locating, identifying, and evaluating children with disabilities is known as child find. This agency conducts child find activities each year at kindergarten and 4K registrations. This notice informs parents of the records the school district will develop and maintain as part of its child find activities. This notice also informs parents of their rights regarding any records developed.
