events. Currently, the only vehicle the Stormwater equipment operators have to use for such work is a dump truck. This purchase will save fuel by using a smaller vehicle to provide these services. The request for additional appropriation is to continue improving energy efficient cost saving efforts. The funds will be used as needed for various lighting upgrades (switches, bulbs, ballasts) or other cost saving equipment throughout county buildings.

Request for Creation of New Budget Line 8127-000 Medical Reserve Corp./BHPP 30.0007 Educational Event
The Health Department is requesting a new line in Fund 8127, Medical Reserve Corp/PHPP. The new line is for educational events and is to be used for event costs. Examples are booth space at events to recruit MRC volunteers and/or provide educational information and build awareness. The department will do an In-House transfer from the background check line into this new line. No additional appropriation is needed. XI. PROBATION/COMMUNITY CORRECTIONS, Linda Brady/Troy Hatfield
A. Request to Fill Juvenile Probation Officer Position Due to a resignation, a juvenile probation officer will no longer be employed with our department after July 11th. This leaves a vacant position paid from the Juvenile COIT and within the Juvenile Division. Juvenile probation officers (PO) provide the Court with necessary investigation, supervision and programming that decreases the chances a youth will reoffend.

Juvenile POs work with families, schools, and other concerned parties to target the greatest risks and needs of each youth by referring these families to appropriate services within our community. Juvenile POs also provide evidence based programs to youth and their families utilizing cognitive behavioral techniques that teach and practice the necessary skills proven to reduce recidivism. The Circuit Court respectfully requests the Council approve filling this necessary position immediately upon vacancy.

This Justice Assistance Grant was awarded by the Indiana Criminal Justice Institute (ICJI) to pay 100% of the salary of the Drug Court Coordinator to support the overall functioning of the Drug Treatment Court. An amendment was submitted to ICJI, but denied, attempting to allow the payment of fringe benefits associated with this position without increasing the total amount awarded. Thus, the request to create a budget and appropriate the grant funds reflects 100% of the salary only. The remaining balance will be paid from appropriated money in fund 1121-226 though the Council was made aware there will still be a shortfall of $3,734.

Volunteer-s in Medicine
Annual Report Presented to the Monroe County Council
June 10, 2014
Volunteers in Medicine of Monroe County (VIM) is a non-profit, 501(c)(3) community-owned, communityoperated, and community-financed free health care clinic for uninsured adults in Monroe and Owen Counties. It is our mission to provide at no cost: 1) easily accessible, quality primary and preventive healthcare, 2) treatment for both acute and chronic conditions, and 3) health education that empowers individuals to take responsibility for their own well-being.
The vast majority of clinic patients (88%} are residents of Monroe County; 12% residents of Owen County. Funding from the Monroe County Council has been instrumental in enabling VIM to meet the medical needs of people living in poverty over the past seven years. In 2013, VIM conducted nearly 30,000 patient visits. This includes approximately 10,000 medical appointments, 500 dental, 550 mental health
appointments, and 6,500 eligibility visits to assist individuals to determine if they meet criteria for VIM services.
During 2013, VIM moved forward as a healthcare facility in several important ways. First, beginning last May the clinic developed several new services to safely and effectively help patients find relief from pain. After an eight month period of gradually decreasing patients' medication dosages, effective January 1, 2014, VIM successfully transitioned to a medical clinic that does not prescribe long-term narcotics. We are proud of this forward-thinking and medically responsible achievement.
2013 was also an extraordinary year for breast cancer services. With the financial support of three grants and one private donor, VIM referred 185 women to the Southern Indiana Radiological Associate for screening mammograms and diagnostic procedures. The result is a good news/bad news situation: the bad news- four patients were diagnosed with breast cancer; the good news- four patients, who otherwise would not have been screened, were diagnosed with breast cancer. As a result of the VIM clinic's ability to offer easily accessible free medical services, these four women are alive today.
Finally, through the City of Bloomington's Jack Hopkins grant, VIM improved the efficiency and effectiveness of the clinic's medication room through the purchase of an automated medication refill system. By handling routine tasks for pharmacy staff, the automated system has freed up time for pharmacy staff to spend with patients and increase service for our patients.
Looking ahead ... 2014 is shaping up to be a very interesting year for healthcare. I am frequently asked: How will the Affordable Core Act (ACA} affect VIM? The short answer is, our patient base will change, but our mission will not. Over time, we expect (and hope) that many VIM patients will become insured- this is a good thing. With the ACA, we can now actually help some number of our patients get insurance, while we continue to care for those who can't. For those that enroll, VIM ensures a smooth transition to a new medical home with seamless continuity of medical care.
I am very grateful to the Monroe County Council for its ongoing support of Volunteers in Medicine Clinic. Please know that your funding makes a huge difference in the lives of many, many individuals.

2013 TAX ABATEMENT COMPLIANCE FINDINGS
WHEREAS, the Monroe County Economic Development Commission (MCEDC) has met for the purpose of reviewing Compliance with Statements of Benefits documentation submitted by companies holding tax abatements granted by Monroe County for certain increased assessed valuation of personal property and/or real property values due to investment in the County; and
WHEREAS, upon completion of its review, the MCEDC forwarded recommendations that the Monroe County Council that certain of the companies be found to be in substantial compliance with their Statements of Benefits and any applicable Memoranda of Understanding, along with recommendations that Council seek and review additional information regarding certain other companies; and
WHEREAS, upon completion of its review, the MCEDC forwarded certain companies to the Monroe County Council with no recommendation; and
WHEREAS, the Monroe County Council has reviewed Compliance with Statement of Benefits information on the above companies, and has taken into consideration the current economic situation and the Council's statutory authority to find compliance where technical non-compliance may be ascribed to "factors beyond the control of the property owner (such as declines in demand for the property owner's products or services)" (I. C. 6-1.1-12.1-5.9),
NOW THEREFORE, The Monroe County Council finds that the companies listed below, and noted with an "X" are in substantial compliance with their Statements of Benefits and any applicable Memoranda of Understanding, and authorizes the Council President to sign the Compliance with Statement of Benefits form for each.
