A colleague and I were recently talking about what type of training or professional devel-opment HR professionals give to themselves. It’s hard to get training when you are usually the one delivering it – wouldn’t you agree?
I mentioned that our MCSHRM Chapter meetings and professional development seminars were good opportunities for training, available locally, and are very affordable. Our topics span from legal and legislative updates, to employee relations, to leadership development, and more. We work hard to ensure our programs provide HRCI recertification credits too so members and HR professionals who have their PHR, SPHR or GPHR certifications can continue to maintain their credentials.
I also mentioned how much I always got out of attending the SHRM Annual Conference. Have you ever been to the SHRM Annual Conference? This year’s conference, June 22 – 25th, is in Orlando FL. There are 10 concurrent sessions scheduled throughout the confer-ence where you can listen to speakers present on benefits and compensation, business management and strategy, talent management, employment law and more – you choose which sessions you want to attend so you get the most out of it. Concurrent sessions are also eligible for recertification credits. In addition to the sessions, there are key note speakers each day. This year some of the speakers include Tom Friedman, David Novak, and Mrs. Laura Bush. I might attend the conference just to hear these speakers!
If you cannot attend the annual conference, and are looking for more learning opportuni-ties, the Maryland SHRM State Council is planning a state conference in Ocean City this year. Scheduled for October 5 -7th at the Roland E. Powell Convention Center in Ocean City, MD this conference will offer multiple tracks of concurrent session and three keynote speakers. More details about speakers and sessions are expected soon.
I hope you are able to take advantage of these numerous learning opportunities to develop more knowledge in the breath of HR topics presented, and where necessary, maximize your HRCI recertification credits. I’ll be attending the Annual Conference in Orlando and the MD State Conference this year, if you will be there too, let’s try to meet for coffee or lunch and share notes!

There is a lot going on legislatively during these first few months of the year! The few big ones of which to take note are the following:
Affordable Care Act
The Federal Government released an extension to comply with the ACA until 2016 for employers with fewer employees as a result of 250 new
pages in regulations, which were recently released. This delay will allow some smaller employers (51-99 employees) additional time to comply with these new regulations (though this is not automatic – a certification of ex-emption must be filed with the Federal Government). The following items will receive clarifi-cation during the coming months:
New guidance on Employer size
New way of counting hours
Break in service rules
Monthly measurement period will be an option
New seasonal employee definition
Guidance on multiple employers (one control group with numerous divisions, etc…)
Definition of Rehire rules
Documentation of offering coverage rules

Affirmative Action for Individuals with Disabilities and Veterans
On March 24, 2014, the OFCCP’s final rule requiring affirmative action requirements for individuals with disabilities and veterans takes effect. The final regulations are full of new, complex require-ments that will substantially impact government contractors and their affirmative action plans for individuals with disabilities and veterans. Workplace Gossip: What Crosses the Line? No-gossip policies
may need review in light of NLRB ruling by: Dana Wilkie-SHRM Online
Is it gossip to spread the news that Ted and Rachel are getting married before Ted and Rachel have an-nounced so publicly? Is it gossip to speculate whether Carol in accounting is expecting her second child?
A December 2013 National Labor Relations Board (NLRB) ruling addressing workplace no-gossip policies raises this question: When does gossip cross the line from innocuous, garden-variety conversation to some-thing so potentially hurtful, harmful or liable that companies are within their rights to forbid it?

About the Program:
We give a great deal of ourselves to customers and clients, colleagues, friends, and family. This can take a toll on inspiration, enthusiasm, decision-making effectiveness, energy levels, and our sense of overall well-being. This is increasingly true for leaders, managers, and mentors who are looked to by others for motivation, guidance, and inspiration.
There’s a reason flight attendants instruct us to put our own oxygen masks on before attempting to help others. Self-care is critical to personal effectiveness and longevity. No oxygen, no life, no aid.
Masterful Living is a fun, interactive, insightful seminar appropriate for everyone who wants to:
Enhance self-awareness and sense of well-being
Increase energy level
Improve relationships
Enhance communication
Through interactive discussion and activities, attendees gain personal clarity about how to strengthen the heart, mind, and body connection for more intentional, joyful living. The session ends with a brief centering exercise that can be used any-time to refocus, reenergize and become more centered.

Is it Really a 60 Day Waiting Period? Starting January 1, 2014, for new group plans renewing January 1, 2014, the waiting period may be no longer than 90 calen-
dar days. For group renewing February 1, 2014 & later, the employers will need to change their waiting period at their re-
newal. This applies to new or newly eligible employees of all fully insured medical plans regardless of employer size. The
following carriers will be handling the update as follows:
Aetna – updating at renewal regardless if we receive a signed contract indicating the change.
CareFirst BCBS – brokers and clients to provide the request to change through account submission if small group or
through account manager if a large group. New contract must be completed through the vendor.
Coventry- updating at renewal regardless if we receive a signed contract indicating the change.
Cigna – brokers and clients to provide the request to change through account submission if small group or through
account manager if a large group and provide new contract if Cigna requires it.
Kaiser Permanente – brokers and clients to provide the request to change through account submission if small group
or through account manager if a large group and provide new contract if Kaiser requires it.
United Healthcare – updating at renewal regardless if we receive a signed contract indicating the change.
The two key dates of hire are June 3rd and November 3rd. That is because each of the following two months following those
hire dates have 31 days.
Example: If you are hired on June 3rd you will have 28 days of employment in June, 31 days in July and the 31 days in Au-
gust. So the 60th day falls on August 1st and the 1st of the following 60 days is September 1st. However, that is the 91st day
following DOH (date of hire) and not in compliance.
Options:
1. First of the month following 30 days.
2. Flat 30, 60 or 90 days.
3. First of the months following 60 days, not to exceed 90 days.
4. Make sure you don’t hire someone on June 3rd or November 3rd.
