Division of SolidWaste Servic-es provides refuse collectionservices to a portion of thecounty’s single-family house-holds, predominantly in thedowncounty area. Residentsliving in the remainder of thecountymust subscribe forrefuse collection services withprivate collectors or obtainservice through their home-owner associations. RECYCLINGTheMontgomery County

Division of SolidWaste Ser-vices provides recycling col-lection services to all single-family households in thecounty, with the exception ofhouseholds inmunicipalitieswhere their local jurisdictionor a private collector providesrecycling collection services.

In the blue recycling bin,residents can recycle glassbottles and jars, aluminumcans and foil products, bi-metal steel/tin cans, aerosolcans that contained non-hazardous or non-automotivematerials, and plastic bottles,containers, jars, tubs, lids,caps, trays, deli containers,plastic clamshell containersand deli containers, pails,buckets and flower pots.

In the bluewheeledrecycling cart, residents canrecycle cardboard boxes,newspaper,magazines, officeand copier paper, telephonebooks, paperback and hard-cover books, shredded paper,coated paper items such asmilk and juice cartons, andfrozen food boxes.

Residentsmay also recycleall of these paper and card-

board items by placing themin a cardboard boxwith a lidor a paper bag or by bundlingthemwith string or twine andplacing the bag/box/bundlebeside their blue bin at thecurb.

By using reusable con-tainers or paper lawn bags,residentsmay recycle grassclippings, leaves, gardentrimmings and brush. Or,try backyard composting ofleaves and grass, or grass-cycling, by leaving grassclippings on the lawn aftermowing.

To recycle scrapmetalitems such as appliances,bicycles,metal furniture, lawnmowers, filing cabinets andmore, call 240-777-0311 by 7p.m. the business day beforeyour recycling collection dayor go online to schedule aspecial scrapmetal recyclingcollection by 11:59 p.m. theday before your recyclingcollection day. Curbside re-cycling collection is once perweek and recyclablesmust beset out at the curb by 7 a.m.

The county also recyclesother items such as comput-

ers, televisions and other con-sumer electronic items,motoroil, antifreeze, tires, textiles,used cooking oil and reus-able building supplies. MONTGOMERY COUNTYANIMAL CONTROL

InMontgomery County,animal-related issues andconcerns are primarilyhandled by theMontgomeryCounty PoliceDepartment’sAnimal ServicesDivisionlocated at the Animal Servicesand Adoption Center, 7315MuncasterMill Road inDer-wood. It is the law inMont-gomery County that all dogs,cats and ferrets fourmonthsof age or older receive a cur-rent rabies vaccination and

that dogs and cats be licensedthrough the county or a localmunicipality. Residents of thecities of Rockville andGaith-ersburgmust license theirpets with theirmunicipality.

Animal ServicesDivisionofficers are responsible forresponding to and investigat-ing calls seven days aweek,24 hours-a-day for animalsat-large, cruelty and neglect,nuisance and noise com-plaints, injuredwildlife, andrabid or other aggressive ordangerous animals. Theyalso conduct inspections ofanimal-related businesses inthe county.

The Animal Services andAdoptionCenter serves all an-imals in need fromdogs andcats to farm animals, wildlifeand exotic animals. It offersadoptions, lost and found petassistance, vaccination clin-ics, education and outreach.The county alsomanages adead animal removal pro-gram that disposes of deaddeer or other large animalsthat are beside or obstructingroadways.

Potomac Edison (aFirstEnergy Company)and Baltimore Gas &Electric (BGE) alsoprovide electric ser-vice in some areas ofMontgomery County.

As of May, Ex-elon Corp. is seekingregulatory approval toacquire Pepco’s par-ent company, PepcoHoldings Inc. If thedeal goes through,Chicago-based Exelonwould own Pepcoin addition to BGE,which it currentlyowns.

Washington GasCo. supplies naturalgas in the county.

Verizon provideslocal telephoneservice in the county.Long distance serviceis provided by AT&T.

The Montgomery CountyPolice Department has morethan 1,133 patrol officers,most of whom work out of sixdistrict police stations andnumerous substations in themore populous regions of thecounty. The department is ledby Chief J. Thomas Manger.

Police headquarters arelocated in Public Safety Head-quarters, 100 Edison ParkDrive, in Gaithersburg.

Operations for the policedepartment’s Rockville districtalso were relocated to the newcounty public safety head-quarters.

PARK POLICEThe Montgomery County

Park Police is the law enforce-ment arm of the Maryland-National Capital Park andPlanning Commission, a bi-county agency responsible forpark property in Montgomeryand Prince George’s counties.

The park system in Mont-gomery County includes 420parks covering 36,000 acres,100 miles of hiking and bikingtrails and 219 playgrounds,swimming pools, camp-grounds, golf courses. horsestables, soccer stadiums andstream valleys.

tion continues to grow in numbers and diversity.The 2014-15 enrollment in county public

schools is about 154,000 with students attendingone of 202 county schools.

The school system’s population representsseveral ethnic groups, as of the 2014-15 schoolyear: 31 percent white, 28.3 percent Hispanic,21.5 percent black and 14.2 percent Asian. Schoolsystem students come from about 158 foreigncountries.

Of the county’s school-age children, about 86percent are enrolled in public school. The rest at-tend private schools or are home-schooled.

Each school serves students who live withinthe boundaries of one of the county’s high schoolclusters. Clusters include one or more highschools, one or more middle schools and several

From its begin-ning as a small farm-ing community to itssuburbanization in themid-20th century, thehistory of the Bur-tonsville area is one ofperpetual change, as itsresidents have contin-ued to keep pacewiththe times.

Founded by IsaacBurton and his wife,Keturah, in the 19thcentury and known asBurton’s, the areawashome to a small groupof farmers with a storeand blacksmith shop.

The area haschanged throughoutthe years, becominga bedroomcommu-nity for thousandsof peopleworking inmetropolitanWashing-ton, D.C.

Most of the indus-trial activity in the areahas centered aroundU.S. 29, whichwasbuilt in 1816with fundsdesignated by thefederal government.Today, the area has acluster of growing andincreasingly developedsurrounding commu-nities, includingWhiteOak, Fairland, Cloverlyand Spencerville.

The origin of thename “Silver Spring”comes from a springdiscovered by Fran-cis Preston Blair, aneditor of the formerWashington Globenewspaper. He and hisdaughter, Elizabeth,were horseback ridingthrough a woodedarea near what now isGeorgia Avenue whenBlair was thrown offhis horse.When he found the

horse, its reins werecaught on a bush neara stream that Blairthought looked silver.Blair liked the

area so much that in1842, he bought 1,000acres surroundingthe stream and built amansion on it, callingit “Silver Spring.”Silver Spring’s re-

developed downtownarea is gaining atten-tion from around theMetro area, anchoredby the world head-quarters of DiscoveryCommunications,Round House Theatreand the AmericanFilm Institute’s SilverTheatre and CulturalCenter.Officials continue

to work on complet-ing the Silver SpringTransit Center, whichwill bring all forms oftransportation togeth-er where the SilverSpring Metro stationcurrently stands.

Wheaton was named by RichardT. Mitchell, who owned a tavernon the northeast corner of GeorgiaAvenue and University Boulevard,where the Wheaton Pharmacy stoodfor 50 years until 1996.

The man who provided thecommunity’s current name wasMaj. Gen. Frank Wheaton, who wascommanding officer of the Army ofPotomac and led the defense of FortStevens during the Civil War.

From 1890 to 1910, while thepopulation in the rest of Montgom-ery County declined or grew onlyslightly, Wheaton doubled in size.When Gov. Theodore R. McKeldinopened the “new” Georgia Avenue in1952, Wheaton expanded.

With the construction of Whea-ton Plaza in the late 1950s and early

1960s, Wheaton further enhancedits influence as a regional center ofmajor importance in MontgomeryCounty.

In the late 19th century, real es-tate developer Benjamin FranklinGilbert wanted an alternative tothe malaria-polluted air and dirtywater of Washington, D.C.

He looked north, purchasing100 acres straddling the Mary-land-Washington, D.C., border.Marketing what he called the“Sylvan Suburb,” Gilbert namedhis 1883 purchase Takoma, an In-dian name meaning “high up, nearheaven.” He later added “Park”to emphasize the bucolic atmo-sphere. Takoma Park incorporatedin 1890, and not long after, theSeventh-day Adventist Churchmoved its world headquarters tothe town. In the coming decades,Adventist missionaries spreadTakoma Park’s name around theworld.

The cultural upheaval of the1960s brought another flood ofresidents, including artists andmusicians. Once again, TakomaPark’s name spread, this time forprogressive social policies and amayor who lay in front of a bull-dozer to stop an interstate high-way.

Today, Takoma Park is a diverse“Main Street Maryland” commu-nity of more than 17,000 people.

In 2003, Utne magazine cited thecity as “probably the leftiest ’burbanywhere,” a badge of honor formany city residents.
