ATTENDANCE Daily attendance, active participation in each class, and appropriate behavior are critical parts of the learning process. Evidence shows that students who have good attendance, good behavior, and good participation pass their classes. These accomplishments also prepare students to be successful in the world after high school. Students, therefore, are expected to attend School everyday.

Attendance is primarily the responsibility of the student and parents. The school best serves the home by establishing clear attendance expectations and providing timely reporting of students’ attendance patterns. Both school board policy and North Carolina Law regulate attendance.

Absence from Class and from School A student is absent from class if his/her attendance is less than 75 minutes of a 88 minute class. A student is absent from school if his/her attendance is less than half of the school day.

A STUDENT MUST BRING IN A NOTE WHEN THEY RETURN TO SCHOOL FROM BEING ABSENT. PLEASE BRING YOUR NOTE IN TO THE ATTENDANCE OFFICE

ASAP.

Attendance Codes All students are urged to attend school on a regular basis. The staff at Mooresville High School strongly feels that good attendance is mandatory for a successful school experience. It is realized, however, that some absences cannot be avoided. The following are reasons for temporary non-attendance of students:

Excused Absences 1. Illness, injury, and quarantine 2. Death in the immediate family 3. Medical or dental appointments (with proper documentation) 4. Court proceedings 5. Religious observances with prior notification to the principal 6. Educational opportunities with prior approval from the principal

Unexcused Absences Absence that do not meet the requirements of an excused absence.

Suspension Denotes a student that is suspended out-of-school.

Submitting Documentation for Absences Documentation required to cover an absence should be submitted to the attendance office by the student or parent on the student’s first day back to school and absolutely no later than the third day. All “no note” absences are unexcused absences. As a consequence for not submitting a note on time, the student will be assigned consequences issued by the school administration. No late-documentation, that which is presented after the student’s third day back to school, will be accepted by the attendance secretary. All documentation must include the student’s name, specific reason for the absence, date(s) of the absence(s), and appropriate signature. A Parent Signature Card must be on file at the school before a parent note will be accepted as an explanation for a student’s absence.

Procedures for making up missed work In many instances, prior knowledge of certain activities provides an opportunity to inform teachers and to arrange assignments before the absence.

It is the responsibility of the student to contact each teacher to make up the work. Assigned work or tests missed must be made up within 5 school days after the absence or within a time frame agreed to by the teacher and the student. Long-term absences due to illness, injury, etc., will be given additional consideration.

Classes missed due to school-related activities Participation in athletic contests, field trips, state testing and other school related absences will not be coded as absences from class. However, the student is responsible for any and all work missed due to these absences. Since students know in advance of the school-related activities, it is the student’s responsibility to get all assignments prior to participating in the activity. Assigned work or tests missed during a school-sponsored activity must be made up upon return or within a time frame that is agreed to by the teacher and the student.

Absences and Course Credit Students who miss more than 6 days in a course will not receive credit for that course. ALL absences count towards the 6 day limit. Examples: Sickness Suspension from school (OSS) Cutting class/Skipping school Work Court procedures Funeral services Religious ceremonies Family trips Church trips College Days (after 2) Transportation problems Parent requests Medical/Dental Appointments

Appeal Process for Excessive Absences Students whose course credit may be withheld due to violation of the attendance policy have the right to appeal. In cases of extreme hardship (extended hospitalization, serious extended illness) the principal or appeals committee may decide to award course credit. Appeals packets may be picked up in the main office and must be returned by the specified due date near the end of each semester along with all appropriate and/or required documentation. The appeals committee will not waive absences due to routine illnesses (flu, colds, etc.), OSS, skipping school, or truancy.

Notification of Absences Parents will be notified of students being absent from school according to the following schedule: - For absences in violation of the Compulsory Attendance Law, notification will be given

by letter for the third, sixth, and tenth occurrence. - For all absences, notification by report card will be given every grading period. - Teachers will send home attendance letters when the student has missed 7 days in a

course. This letter will outline the attendance appeals policy.

Signing-In to School Whenever a student arrives on campus after 7:45 am the student should report to the office on the campus of their 1st block class (Main, Magnolia, or Woods) and sign in. An attendance secretary will give the student a pass to class. If the student arrives on campus after 7:30am, but before 7:45am, they are to report directly to their 1st block class and they will receive their tardy.

Signing Out/Early Dismissal Once a student arrives on campus for a regular school day, he or she may not leave school prior to 2:15 pm unless he or she has an approved Early Dismissal Pass or the permission of an administrator. Students who fail to properly sign-out will face disciplinary consequences.

Parents must enter the school building to physically sign their student (regardless of the student’s age) out of school. Text messages to students or calls into the office will not be accepted.

Students participating in Co-op classes must leave campus after their last class. If these students need to pick up students at the end of the day, they must pick them up in front of the school. Students who must return to school for athletic practices or any other reason, must do so after the school day ends (2:15). Failure to follow these procedures could result in the loss of participation in the Co-op class.

TARDIES It is vital that our students report to school on time and prepared for the day’s events. Any student who is tardy to class must obtain a Tardy Admit before entering class.

Any student who is tardy to school for one of the following valid excuses should bring a note and submit it to the Attendance Office, within 3 days. Notes for tardies will not be accepted after this time period. Excused tardies will not be counted into the tardy discipline plan unless it becomes a chronic problem that interferes with class instruction.

Punctual, reliable transportation to and from school is a student’s responsibility. Students can achieve this by riding a school bus. Students who choose to provide their own transportation accept full responsibility for getting to school on time. The following is a list of valid excuses for tardiness: Illness Medical or dental appointments Injury Court proceedings Daycare responsibilities Religious observances School-related activities Others w/ approval of administrator

NOTE: The following circumstances are not valid tardy excuses: missed bus, missed ride, late ride, oversleeping, and routine traffic delays.

Tardy 10 - Full Day of Out of School Suspension & student will not be allowed to attend the Prom and/or any other senior privileges for the year.

The above list of consequences will reset at the end of each semester. * Each afternoon a team of adults will do a “round-up” at 2:10pm for those students that

need to attend after-school detention. * Detention is served in Room 103. Detention begins promptly at 2:25 p.m. Failure to

serve detention by the assigned deadline will result in further disciplinary action and loss of privileges. Students are not excused from detention for extracurricular activities, work, etc.

Detention Rules: 1. Students must arrive promptly at 2:25 p.m. No one will be admitted after 2:25 p.m. 2. Students must bring their own books and work to do during detention. 3. Students must keep their heads up and eyes open. 4. Students may not write notes and letters or draw pictures. 5. Students may not talk or make any unnecessary noises. 6. Students may not have food, candy, gum or drinks. 7. Students may not use their laptops during detention. 8. Students must follow all other school rules.

DISCIPLINE The following summarizes the discipline polices of Mooresville High School. For a more complete and official description, refer to the STUDENT CONDUCT AND DISCIPLINE HANDBOOK of Mooresville Graded School District distributed to all students at the beginning of each school year.

Student Conduct There exists a general knowledge of how one should behave while at school. The Mooresville Graded School District publishes a code of discipline, which outlines certain behavioral guidelines. Mooresville High School outlines the various penalties for student misbehavior. A student found to be in violation will receive discipline as outlined in these guides. The principal or his designee will review each instance of student misbehavior and decide on the most appropriate discipline (parental conference, after school detention, in-school suspension, suspension out of school, or OSS Center placement). The code of conduct remains in effect at all Mooresville High School and district functions.

General Information Mitigating or Aggravating Factors: Any violation of the policies described in the disciplinary code may involve mitigating or aggravating factors which will necessitate consequences other than those listed. The administration shall make any changes in the consequences that it deems necessary.

Repeated Violations: Repeated violations of the rules shall result in more severe consequences up to and including placement in an alternative educational setting or long-term suspension from school.

Disciplinary Consequences: The purpose of disciplinary consequences is not merely punitive. Consequences are also used to help students make a positive change in behavior. All disciplinary consequences used are in accordance with the Student Conduct and Discipline Handbook approved by the Mooresville Graded School District Board of Education and the superintendent.

General Student Expectations

Maintenance of a Safe and Orderly Environment: All students should engage in behaviors that contribute to a safe and orderly school environment; otherwise, corrective action will be taken.

Respect of all School Personnel: All students should respect the authority of teachers, administrators, and other school personnel. Otherwise, corrective action will be taken.

Respect of all Other Students: Students should respect the rights and dignity of fellow students; otherwise, corrective action will be taken.

Respect of Property: All students should respect school property and personal property; otherwise, corrective action will be taken.

Conduct on a School Vehicle: Students should behave appropriately on a school vehicle otherwise, corrective action will be taken.

Fights/Physical Violence: All students have the right to attend school in a non-threatening environment. No student shall assault or cause physical injury to, or behave in such a way as could cause injury to any other person. Students should do all they can to avoid fights even when others seek to provoke fights. Any student who violates this policy is subject to disciplinary measures as outlined in the MGSD Student Conduct and Discipline Handbook, Rule 4. A student who is confronted by another student should walk away and notify an administrator immediately.

Compliance with School Rules: Students should comply with all other school rules designed to maintain a school environment that is conducive to teaching and learning.

Dress Code The Mooresville Graded School District requires students to adhere to standards of dress compatible with a safe and orderly learning environment. All students are expected to be groomed and dressed appropriately for school and related activities. Student dress deemed by the school principal to be inappropriate, disruptive, offensive, vulgar, obscene, provocative, revealing, profane, or endangering the health/safety of others is prohibited.

The school dress code is in effect once the student enters the school building. The specific standards listed below are not all inclusive, but serve as a basic guideline for all students as to appropriate school attire.

. . . cannot be of an inappropriate length or fit

. . . cannot show underclothing in any way

. . . cannot be excessively tight or loose fitting

. . . cannot show bare midriff and/or cleavage

. . . cannot be pajamas or other sleepwear

. . . cannot wear hats/headgear inside the school building at any time

. . . cannot advertise products prohibited by school system

. . . cannot have adornments that could be used as a weapon (i.e. chains)

. . . cannot be/or have perception as gang related

In addition... -Students’ tops must have sleeves that completely cover the shoulders This means no tanks-tops, spaghetti strapped dresses, or cut-off tees -Students’ pants/shorts may not have any rips, tears, or holes in any location that is below their fingertips when their hands are extended fully at their sides -Students’ shorts/skirts must have a length that is longer than the students’ fingertips when their hands are extended fully at their sides

Telephones Students will be allowed to use their cell phones during class change and during lunch to check the internet or text, but they are not to place or receive calls on their phones at any time during the school day. Furthermore, students are not allowed to display, use, or operate cell phones, beepers, pagers, walkie talkies, or other electronic devices on during class. All electronic devices will be confiscated and a parent is required to attend a conference in order to gain possession of the item. Refusal to give your cell phone or electronic device to a staff member will result in suspension. Other discipline action may be warranted based on MGSD Student Code of Conduct - Rule 4. The school will not be responsible for missing or stolen phones or other unauthorized items. Parents should refrain from calling, emailing, and texting their children during the school day.

Office telephones are for official school business and not for general use. Students will not be released from class to make personal calls. Students should make prior arrangements regarding work schedules, rides, etc., to eliminate the need to use the telephone during the school day.

Parents should refrain from calling their child at school to deliver messages. Students will not be allowed to come to the phone unless an emergency exists and an administrator authorizes the call.

In-School Suspension (ISS) The in-school suspension program is an alternative to students being suspended out-of-school. The purpose of ISS is to improve behavior without removing the student from the school environment. ISS is assigned at the discretion of the principal/designee.

Any student assigned to ISS will not have the option of choosing OSS as an alternative. A student removed from ISS for misbehavior will be suspended from school.

Outline of ISS Program 1. Temporary removal of student from his regular educational program to another in-school program. 2. Only school administrators shall assign students to ISS. Written notice of a student’s assignment to ISS shall be sent to the parents. 3. Academic work will be structured as similar as possible to what the student would be receiving in his regular class (including remedial work, if needed.) 4. Isolation from the student’s peers and other socializing aspects of school (i.e., times for breaks, lunch will be served in the room away from other students). 5. Students who have chronic disciplinary problems will be recommended for either suspension for the remainder of the school year or placement in an alternative educational setting. 6. Students will not be allowed to use any electronic devices while in ISS, except for their laptops during the designated time

FACILITIES AND GENERAL INFORMATION

Student Services Department The goal of our counselors is to aid students in developing a better understanding of themselves and their relationships with other people. Counselors will help students plan a course of study while at MHS, assist with time management skills, help to set realistic goals, learn to handle social problems, learn about scholarships, understand testing requirements, and maintain quality grades. In addition, there are many other areas where counselors can play a role in productive development of students who attend MHS.

Lockers Lockers are available to students for the purpose of storing books, coats, school supplies, etc. during the school year. If a lock is lost, a replacement is available through the main office for a $5.00 fee. They are available at the beginning of the school year by seeing Ms. Wilson.

The locker should not be a “dumping area.” Students, not the school, are responsible for the contents of the locker assigned to them. Student lockers and their contents are subject to administrative search if there are reasonable grounds to believe that drugs, alcohol, stolen property, or other contraband may be present.

Student Medication Students requiring the use of medication (prescription and nonprescription) during the school day must have a written request from the parent or physician that shall include the following:

1. Name of the medication 2. Purpose of the medication 3. Allowable dosage 4. Time and procedure for administering 5. Any other appropriate information

All prescription medication must be sent to the main office in a container labeled by a pharmacist and must include the pre-scribing doctor’s name and telephone number. Medication and paraphernalia shall be kept and administered under the super-vision of the main office. The unauthorized possession and use by students of prescription or nonprescription drugs or other medications during the school day may result in disciplinary action.

Media Center The Media Center is open from 7:15 am to 3:00 p.m. on Mondays through Fridays. On these days, students are able to make up test and to complete homework assignments/projects after school. During school hours, students must have teacher permission for individual admittance to the Media Center. All students are welcome in the Media Center during their lunches as well as before and after school! Students are asked to request a pass from a teacher, counselor, administrator, or Media Specialist in order to leave the cafeteria and to work in the Media Center during lunch. Fire Drills State regulations require fire drills throughout the school year to prevent accidents that could result in injury. Adherence to rules is vital for safety. An exit plan is posted in each room. When the fire alarm is sounded, students need to move swiftly and quietly to the designated exit.

Visitors All visitors must report to the main office upon arrival to Mooresville High School and teh Magnolia Building. Visitors will be issued a visitor’s pass that must be worn while on campus. The school day must be free of unnecessary interruptions and so visits to the school must be for important business and not of a social manner.

Lunch/Cafeteria Lunch is scheduled during 4 different periods at Main & Magnolia Magnolia within the regular 3rd block class. All students are encouraged to participate in the school lunch program. Breakfast is also offered in the morning on our Main Campus before the beginning of the school day and serving ends at 7:25am.

Students are required to remain in the cafeteria or the amphitheater during their lunch period. Students are not to be in the gym, recreation room, hallways, or the parking lot at anytime during lunch. Passes can be obtained to go to the library and the counseling office. Students leaving campus or found in an unauthorized area during, lunch are subject to school disciplinary action.

All lunches, even if brought from home, must be eaten in the cafeteria. Students are responsible for removing all trash and remaining food items from the table and placing them in the trash receptacles. Failure to do so may result in disciplinary action. No outside food from restaurants are allowed on campus during the school day.

Insurance As a service, the school provides insurance applications to students. All students participating in athletics are automatically covered by a state secondary insurance policy at no extra cost. The athletic policy only covers school sponsored athletic events.

Books Books, supplementary materials, etc. are the property of the State of North Carolina and are provided free of charge for student use. Students will be charged a damage/replacement fee for books under their care, which are not properly maintained.

Clearing the Building For cleaning and security reasons, it is important that students clear the building and leave campus by 2:25 p.m. This includes the commons areas, recreation room, and student and faculty parking lots. Students should establish daily prearranged times for transportation so they will not need to use the phone. Only students who are under the direct supervision of a teacher or coach are allowed to remain on school grounds past 2:25 p.m. Students waiting on rides must wait in the front of the school and remain outside (weather permitting).

Student Transportation

Student Automobiles All automobiles parked on school grounds must be registered with the school and must display the current parking permit. Only students who have valid MHS parking permits are allowed to drive to school. Parking passes are sold separately for the MHS campus and the Woods campus. The cost of a parking permit is prorated on a quarterly basis for MHS.

Parking Permit Rate Schedule: 1st Quarter $60 2nd Quarter $45 3rd Quarter $30 4th Quarter $15

Mooresville High School has limited student parking. Permits will be sold first to Seniors and to students taking CCP classes, Co-op, or Internship. Juniors will be given next priority. Sophomores may have an opportunity to purchase a parking pass, if spaces are available.

Students must have a signed Parking Contract on file in the main office before they can purchase a parking permit. Once all spaces have been sold, students will be placed on a waiting list and sold a permit once a space becomes available. The school is not responsible for the automobile or its contents.

All students who drive must be licensed and properly insured. Cars parked illegally in the student parking lots and/or not displaying a valid parking permit may be searched, booted or towed at the owner’s expense.

There is to be no loitering in the parking lot or visitation in the area without permission. Students must gain approval from an administrator to go to their car during the school day. Students’ vehicles are subject to search if there are reasonable grounds to believe that drugs, alcohol, stolen property, or other contraband may be present. Students parking in the B lot (Magnolia Street) must enter and exit by E. Center Avenue.

Transportation – School Bus The Mooresville Graded School District transportation office is located in the maintenance warehouse on the campus of Mooresville High School (Blue Devil Blvd.) It works to ensure that a safe and efficient transportation service is provided. Riding the school bus is a privilege not a right. If there are questions or concerns about riding a bus, contact the transportation office at 704-658-2634.

It is important that students: 1. Ride on their own bus. 2. Refrain from loud talking, eating, drinking, or moving about the bus while it is in motion. 3. Be courteous to the bus driver and obey all MGSD policies and rules.

Regulations for student drivers to/from NF Woods and MHS These rules are for the benefit and safety of all students who commute to/from NF Woods. All students should drive safely and follow speed limits and city laws for drivers. The following rules apply to/from NF Woods:

1. No student shall drive to NF Woods during the day without a proper permit from the Woods office or Principal. (No other exceptions are permitted.) Driving to Woods without a pass will result in disciplinary action.

to Woods. CCP students needing to drive must get permission at the beginning of the year from the Woods office (see Rule 5 for early dismissal/late arrival exceptions). 3. Only car owners who have a parking sticker are allowed to drive to Woods 1st period. Students may only park in parking spaces away from sidewalks. Do not leave valuables inside cars and keep cars locked at all times. 4. No passengers are allowed to ride with students who drive to/from Woods to MHS. Exceptions must have written approval from the principal at Woods. 5. Students who leave campus before dismissal times will violate the cutting class policy. A principal’s written approval with signatures and early dismissal/late arrival slips are expected. 6. Students who have back to back periods at NF Woods cannot leave that campus for any reason. 7. Students traveling from Woods to MHS must come directly to the school. Do not stop at businesses, homes, etc. Students who are late will have to follow the MHS Tardy Discipline Plan (admit slip, detention, etc.). 8. If a student misses the shuttle bus to Woods, he/she must report to the Student Affairs Office. Do not drive to Woods. If a student misses the shuttle bus from Woods, he/she must report to the office.

Driver’s license eligibility-Drop Out Prevention Legislation The North Carolina legislature passed a law that requires students to stay in school and maintain “adequate academic progress” in order to receive or maintain their driver’s permit or license. 1. Students must pass at least 70% of their courses each semester (3 out of 4 each semester; A/B students must pass 4 out of 5). 2. Eligibility is determined only at the end of each semester (January and June).

ACADEMICS Graduation Requirements Students must meet all requirements for state testing, complete the Senior Project, and earn the following course credits to be eligible for graduation. Students who do not complete all graduation requirements will not participate in the graduation ceremony in June.

Students must meet proficiency (level 3 or 4) on all three end-of-course tests (English I, Algebra I, and Biology) prior to graduation.

Exams A final exam will be administered after each semester is completed. State End-of-Course exams and MSLs will be administered as the final exam in applicable courses. Final exams will count as 25% of the course grade. Any student enrolled in a course with an EOC or MSL must take the exam during the regularly scheduled time.

Examination Policy Students taking the exams will remain in class during the entire exam period. All exams will be taken at the scheduled time except for hardship cases that must be presented to the principal for prior approval.

Exam Exemptions Seniors who have an “A” average in a course and do not exceed 6 absences in the class are exempt from a final exam in that course. That is the only exam exemption that MHS offers and it applies to all courses (i.e. AP courses still have a teacher-made final exam). This does not apply to courses that require an End-of-Course test or MSL.

Exam Make Up Students who are absent will need to make up the exam with the prior approval of the principal and the classroom teacher.

Criteria for Special Academic Recognition

Honor Roll: Honor Roll – student must have an A average (92.5 average or above) for the quarter or the semester and not have failed a class.

Academic Excellence (Superintendent Recognition) Student must have a 3.5 cumulative GPA (92 average or above) as of February 1st of each year.

Junior Marshals The top 12 students of the junior class are selected as active junior marshals. To be eligible to be a Junior Marshal a student must be in attendance for at least 3 consecutive semesters at Mooresville High School.

Honors Graduates Senior must have a 3.6 cumulative GPA (93 average or above) for all 8 semesters.

North Carolina Scholars Program Graduating senior must have a 3.5 unweighted cumulative GPA and complete 22 credits in specific course work as defined by the State Board of Education.

Note: Weighted GPA is used in all calculations.

Bonner Scholars Program The Bonner Scholars Program is a service project conducted by Davidson College students to provide tutoring services to Mooresville High School students. The program is open to all Mooresville High students. Information on the Bonner Scholars Program is available in the Counseling Office.

Transfer Policy Mooresville High School uses a standardized transcript system in an automated format. The standardized transcript includes grade point average, class rank, end-of-course test scores and uniform course information.

Students who transfer to Mooresville High School from another administrative unit will receive credit for all transferable courses. If a student has completed weighted courses in another school (Honors, AP or AG) which are not offered at MHS, the quality points will transfer as is. Course titles from another high school which do not match course titles in the Mooresville High School course code data base will be matched as closely as possible with a substitute course title on the MHS transcript.

Seniors who are eligible to be selected as salutatorian or valedictorian at the conclusion of their senior year must have been enrolled at Mooresville High School no less than three consecutive semesters prior to graduation.

Athletic Eligibility The North Carolina High School Athletic Association requires that all athletes meet the eligibility requirements in order to participate in any athletic event. These requirements have been in place since 1999.

Athletes must be in attendance 85% of the semester. Students must pass 3 out of 4 courses for the semester and be promoted.
