New Provinces: conflicts or start of a new era?

Provinces are divisions witin a state tat make administration easier! Provinces can be

created on administrative or etno-lin"#al basis! Pakistan is c#rrentl$ divided into %o#r

&rovinces, namel$ P#n'ab, Sind, ($ber Pakt#n (an )(P(* and +al#cistan! e

nei"borin" co#ntries s#c as ndia as 28 &rovinces, .%"anistan as /4 &rovinces, ran as /1

&rovinces wile ina as 22 &rovinces ).*! Pakistan is a m#lti-c#lt#ral, m#lti-lin"#al and

m#lti-etnic state, b#t des&ite its diversi%ied nat#re, te co#ntr$ as ad %o#r &rovinces since its

inde&endence in 194! ecentl$, te iss#e o% te creation o% new &rovinces in Pakistan as

"ained m#c im&ortance a%ter te 18tamendment in te constit#tion and te renamin" o% 3P

to (P( in 2010! e demands %or new &rovinces mainl$ incl#de a Seraiki &rovince in So#t

P#n'ab, a 6a7ara &rovince in (P( and a +aawalr &rovince!e ten coalition "overnment

led b$ Pakistan Peo&les Part$ )PPP* also created a commission %or te creation o% new &rovinces,

b#t it didnt acieve m#c d#e to te o&&osition o% Pakistan M#slim ea"#e 3oon )PM-3*!

e demand %or new &rovinces in Pakistan is not new, as it were &rovinces tat created Pakistan

in 194, as a new state and not vice versa! ;ven to#" man$ believe tat te creation o% new

&rovinces wo#ld o&en a Pandora bo< o% con%licts, owever, te constit#tion o% Pakistan so#ld

administration, %air distrib#tion o% reso#rces and economic develo&ment!

wo#ld be %oc#sed to a smaller re"ion! Pakistan is classi%ied amon" co#ntries wic ave &oor

administration s$stem and ine%%icienc$.e "rowin" &olation o% Pakistan as stressed #&on

te need %or te creation o% new &rovinces! . &olation o% almost 190 million &eo&le cannot be

accommodated in %o#r &rovinces! .s a res#lt, te &rovincial administrations are %ailin" to &rovide

ade=#ate services to te civilians! >Pakistan as too %ew &rovinces to become a balanced

%ederation? te n#mber o% constit#ent #nits in a %ederation does ave an im&ortant im&act #&on

make it easier %or te ta< collection a#torities to collect te ta

in te ta< reven#e, ence red#cin" "overnment b#d"et de%icits! n addition creation o% new

&rovinces wo#ld also im&rove te electoral s$stem! redibilit$ o% elections in Pakistan as

alwa$s been =#estioned! 3ew &rovinces wo#ld enable better administration d#rin" te elections

and minimi7e te cances o% ri""in"! 3ew assemblies wo#ld be created and lar"er constit#encies

co#ld be s&lit into smaller constit#encies res#ltin" in better re&resentation o% &eo&les voice o%

te &roblem o% scarcit$! e wants o% &eo&le are #nlimited, b#t te reso#rces to satis%$ tose

wants are limited! is conce&t also a&&lies to te &rovinces o% Pakistan in wic eac o% te

districts wants maotal b#d"et %or P#n'ab in 2009-10 was P(490 billion o#t o% wic onl$ P(5

billion was allocated %or Saraiki areas@ )C! .li et al /4*! is dis&arit$ in te distrib#tion o%

reso#rces and %#nds is te &rimar$ reason beind te demand %or new &rovinces! One o% te

ma'or reasons w$ +an"lades se&arated %rom Pakistan in 191 was also an #ne=#al distrib#tion

o% reso#rces! % new &rovinces are created, ten tere is a "reater &robabilit$ tat reso#rces are

likel$ to trickle down more e=#itabl$ to oter areas! #rtermore, >tere is a i"er &robabilit$

o% te reso#rces bein" s&ent in te ri"t &lace, since te b#rea#crac$ and administration will be
