BRIEF OF THE COUNTRY, MALAYSIA

The Federation of Malaysia consists of thirteen States, eleven of which aresituated in Peninsular Malaysia, and two, Sabah and Sarawak, which aresituated on the North coast of the island of Borneo (East Malaysia). Thecapital of the country is Kuala Lumpur. Map on page 48.

The country covers a total of 330,434 square kilometers and has a populationof approximately 22 million persons. The population is divided into three mainethnic groups: Malays, which constitute about 60 percent of the population;Chinese, which constitute approximately 30 percent of the population; and,Indian, which represent approximately 10 percent of the population.

The national language is Bahasa Malaysia. Several Chinese dialects andTamil are also spoken, and English is used widely. The official religion isIslam, however Buddhism, Hinduism and other religions are also practiced.

OVERVIEW OF THE MOTORCYCLE MARKET IN MALAYSIA

It is estimated that Malaysia has more than 5 million motorcycles on the road,compared to over 4 million motorcars. Traditionally, Malaysian motorcyclebuyers have liked smaller motorcycles in the range of 70cc to 115cc. It isestimated that approximately 85 percent of all motorcycles in Malaysia areunder 115cc. Large motorcycles are available but not very practical due toroad conditions (deep man-holes), and lack of courtesy among motorcardrivers towards the motorcycle users. The majority of motorcycle buyers/usersdoes not own a car and belong to the lower and middle-income group. Asignificantly larger percentage of motorcycle users in Malaysia are male.

Most motorcycle production companies in Malaysia are joint venturesbetween Japanese motorcycle manufacturers and local companies. Malaysiahas five joint venture motorcycles companies involved in production. Themarket leaders are Honda, Suzuki, Yamaha, Kawasaki and Modenas.

THE MALAYSIAN MOTORCYCLE INDUSTRY

The motorcycle industry in Malaysia comprises of mopeds, streets, cruisersand scooters in which the moped category comprises of 91% of the overallsales of motorcycles in 2000, followed by cruisers (4%), street (3%) andscooter (2%). As seen in the chart below, the motorcycle sector registered adecline of 5.1% in production and 4.2% in sales (comparing 1999 to 2000).As a result of this, there is an excess capacity, increasing to 41.2% ascompared with 39.7% in 1999.

Production

The overall production of motorcycles declined by 5% from 269,586 units in1999 to 255,731 units in 2000. Modenas maintained its position as the majorproducer, with 100,842 units, contributing 39.4% of the total production.Modenas production constituted an increase of 5% over that of 1999 whileother producers experienced a decline. The decrease in production wasattributed mainly to lower market demand.

Factors Affecting Demand of Motorcycles in Malaysia

The lower market demand for motorcycles is triggered by several factors:

1) Wider Roads – There has been many changes and developments inthe roads and highways in Malaysia. Although there is an improvementin the transportation standards due to construction of new highways,many of the new highways connecting/linking existing major highwaysdo not have provision for motorcycle users.

2) More Vehicles (Cars) Being Sold This Year – In spite of all the talkon economic recession, it appears that motor vehicle sales have notslowed down during the first six months of 2001. There has also been agrowth in the same period in 2000. For the first half of 2001, there hasbeen an 11% increase in vehicle registration over the same period in

2000. Coinciding with the increased volume was a higher productionoutput of 14% more than the first six months of 2000.

The affordability of locally manufactured cars I.e. Proton Tiara andPerodua Kancil also plays a role. The Malaysian car manufacturer,Proton (2 authorized distributors, Proton Edar and EON) and secondMalaysian car manufacturer, Perodua have been very active inReseach and Development (R & D). Both manufacturers have beenconstantly introducing new models to the automotive market for thepast 2 years. The latest addition to the Proton line is the new JuaraMulti Purpose Vehicle (RM40,000) and Waja (RM63,000). Perodua onthe other hand has the Kancil (RM 24,000 ++) Kenari (RM43,000), thenewly launched Kelisa (RM39,000) and another new modelcodenamed ‘X-690’ to be launched in 2002.

Furthermore, due to the abundance of replacement spare parts forlocal made cars, the cost of maintenance is brought to a minimum.From the graph above, we can see that the locally manufactured carsdominate approximately 80% of the local market due to its affordability.

There are much fewer motorcycle sale branches, motorcycle repairshops, aftermarket motorcycle performance parts shops andmotorcycle tuning shops compared to that of automotive/motorcar. Theused motorcycle market is almost insignificant compared to theabundance of used car dealers. The used car market in Malaysia isgrowing rapidly due to the favorable demand and perception on usedcar.

3) Fatal Road Accidents Involving Motorcycles – The rising roadaccident rates in Malaysia have been a concern for many Malaysians.The Transport Ministry has failed to achieve its target of reducing the

death toll on the Malaysian roads by its goal of thirty percent by theyear 2000. According to statistics released by the Transport Ministry,the number of deaths which had occurred during the years were:

The majority of deaths were motorcycle riders and passengers.Even when special enforcements by the Ministry were made, withoperations like ‘Ops Static’, the number of accidents and death toll hasnot been significantly decreased.

4) Fuel Prices in Malaysia Among the Lowest in the Region –According to the latest comparisons, petrol in Singapore cost RM3.29(S$1.499) a litre, Thailand RM1.52 (16.79 baht), the PhilippinesRM1.43 (16.49 pesos) and Brunei RM1.16 (B$0.53). In Malaysia, thepetrol price was at RM1.10 a litre, making it the second lowest price inthe region, behind Indonesia’s controlled price at RM0.47 (1,000rupiah) a litre. With effect from 1 October 2000, the Government hasapproved an increase in domestic retail pump price of premium gradepetrol at RM1.20 a litre. Even with this price increase, the petrol price inMalaysia is still among the lowest in the region. This makes it veryattractive to own a car in Malaysia.

5) Easier Credit Facilities and Lower Interest Rate for Hire Purchaseof Passenger Cars - Due to the weakening financial markets andfierce competition, the banks and finance companies have beenreducing their criteria for credit facilities and offering special incentivesfor hire purchase of passenger cars, including very low interest rates(4-5.5%), longer loan periods and larger loan amounts. For a used car,it is possible to get up to 80%-90% loan and for new cars, between 80-100% loan of the purchase amount.

6) Motorcycle Theft – According to the latest report by a major insurancecompany, motorcycle theft claims have increased. A total of 14,394 (or40 per day) motorcycle theft claims were incurred in the year 2000 ascompared to 13,466 in 1999. This represents over RM52 million(USD13.68 million) in claims paid out in year 2000 as compared toRM50 million (USD13.16 million) the year before. Similarly, automobilethefts have also increased by 25% from 3734 private cars, equallingRM192 million (USD 50.5 million) in 1999 to 4548 private cars in 2000,equalling RM240 million (USD63.15 million). Motorcycle thefts are 3times more common compared to automobile. This is because anautomobile is physically larger and is harder to break into due to theavailability of many aftermarket security devices to safeguard thevehicle. The security devices are less effective on a motorcycle

because of its physical size, which allows for the motorcycle to beeasily transported away.

Motorcycles will sustain in the Malaysian market owing to the followingfactors:

1) Traffic Congestion - Due to the increase in motorcars on the road,traffic problems will arise, leading to congestions. Motorcycles willremain useful for commuting, especially within the city. It remains thefavourite choice for company despatch.

2) Rural Undeveloped Roads - There are still many rural‘kampung/village’ areas with small or undeveloped roads. Certainstates with narrow roads (Perak and Penang; see page 10) makes fora good use of the motorcycle.

3) Parking Rates - The parking rates for motorcars in Malaysia arereasonable compared to other developed and developing countries,however, motorcycles park free of charge in most areas in Malaysia. Inmajor towns, the hourly parking rates for motorcars can get quiteexpensive but most building still provide parking spaces formotorcycles at free of charge. This remains an attractive incentive forcost savings.

4) Preferred Choice for Lower Income Group - The lower income groupstill depend heavily on motorcycles for transportation. However, withthe Asean Free Trade Agreement (AFTA) projected for 2005, importedmotorcars and motorcycles will be cheaper and more affordable. Thetrue picture of the effects of AFTA is still unknown.

Capacity Utilisation

The installed capacity of the Motorcycle sector was 450,000 units in year2000, while capacity utilised was only at 58.8%, compared with 60.3% in1999. The decline in production level is again attributed to lower demand.

Employment

Due to the decline in Motorcycle production levels, the motorcycle sector hasseen an employment reduction of 8% to 2,137 employees in 2000 from 2,325employees in 1999. The employment rate for 2001 has not improved.The cause of lower employment in this sector is due to cutbacks from thedecline in production, resulting from lower demand.

Sales

In the first quarter of 2001, motorcycle sales dropped by 14.1% to 57,069units from 66,475 units in the same period last year, indicating a continuing

contraction in the Malaysian motorcycle market. The overall sales ofmotorcycles decreased by 4.2% to 247,977 units from 258,805 units in 1999.The mopeds dominated the motorcycle market, with a share of 90% of totalsales.

Modenas, Malaysia’s national motorcycle producer, was strong in the mopedssegment, due to its price advantage. However, overall Modenas, which servesmainly the domestic Malaysian market, lost market share to its competitorsand its share of the Asean market decreased to 4.2% from 5.5%

The decrease in sales was partly due to competition, as a result of shiftingconsumer preference to motor vehicles, following easier credit facilities andlower interest rate for hire purchase for passenger cars.

Exports

Exports of the sector decreased to RM131.4 million (USD34.58 million) fromRM140.6 million (USD37 million) in 1999. Modenas started to export the firstMalaysian made motorcycle in 1997 with a volume of 1,133 units. Thenumber has increased to 10,782 units in 1998 and was exported to Cambodia(its major market), Greece, Turkey, Argentina, Mauritius, Egypt, Botswana,Singapore, Malta, Vietnam and Iran.

In 1999, Modenas exported 7,735 units of motorcycles, valued at RM33.7million (USD8.87 million). Modenas currently exports only one model, Kriss110 Electric Starter.

Imports by the sector increased to RM10.9 million (USD2.87 million) fromRM9.6 million (USD2.53 million) in 1999. The biggest source of imports wasJapan, at RM7.7 million, followed by Singapore and the United States ofAmerica. Most of the imported motorcycles consisted of CKDs (CompletelyKnocked Down) for motorcycle with engine capacity of more than 50 c.c. butnot exceeding 250 c.c., which were assembled locally.

Motorcycle Registered

The number of newly registered motorcycles in Malaysia increased by 8.3% to390290 units in 1999 compared to 363186 units in 1998. However, only anincrease of 5.4% (274131 units) was recorded for the year 2000.

For motorcycles with smaller cc, there is a greater concentration in the statesof Penang, Perak and Johor while the higher ranges can be found more in thecapital of Malaysia (Kuala Lumpur) and Selangor followed by Penang andJohore.

Owners of higher range motorcycles are normally car owners also and themotorcycle is regarded as a weekend hobby or a “second car”.Higher range motorcycles also incur heavy import duty (100%-120%) and wedo not expect much relaxation from the government in the near future as theyare considered luxury goods.

Therefore, these owners are more of the higher range income and this reflectthe concentration of this type of motorcycles in major cities/towns such asKuala Lumpur.

In comparison, the demand of the lower range of motorcycles is for individualswith a lower income (who cannot afford a car) and therefore is more evenlyspread among all the states.

MAJOR DEVELOPMENTS

In 2000, the manufacturers concentrated on improvements of current modelsand facelifts. Modenas is currently undertaking R & D efforts towardsproducing a more energy efficient and low pollution vehicle. In addition to that,Modenas has also embarked on a cost reduction programme to remaincompetitive.

The Department of Environment is the process of ratifying a regulation onmotorcycle emission, which is based on the EU standards. The draft of theregulation was formulated with consultations with industry associations,namely the Motorcycle and Scooter Assemblers Association of Malaysia andPersatuan Pengimport Kenderaan Melayu Malaysia, as well as Modenas.

PROSPECT AND OUTLOOK OF THE INDUSTRY

The outlook for the motorcycle industry is a not as bleak as it seems. With themoderate economic growth forecasted for 2001, the motorcycle industry is stillexpected to grow, in terms of production and sales.

As the motorization rate for the motorcycle industry is the highest in theASEAN region, with 223 motorcycles per 1000 people, the industry’s growthwill largely depend on its ability to export. In this regard, efforts need to beintensified to diversify its current market. The industry must also prepare itselfto remain competitive, once the market is liberalized through implementationof AFTA (Asia Free Trade Agreement).

The motorcycle market in Malaysia is yet to reach its saturation stageespecially for the moped segment. Moped is the primary mode of transport for

people with earning below RM1,000 a month including those who are in thegovernment sector, direct workers in the industrial and manufacturingindustries, workers in the agriculture industry and lower level staff in theprivate industry.

With the government effort to boost the industrial/manufacturing industry andthe increase in the demand for agriculture products, the demand for mopedwill continue.

As for other segment, the most potential segment is the 150cc - 250ccsegment. This segment provides the alternative to moped. The demand willcome from those in the higher income bracket but yet unable to afford a car.

Greater efforts will be required to support the development of a strongmotorcycle industry cluster to facilitate the industrialization process. In orderto achieve economies of scale for both the motorcycle and componentmanufacturer, the export-oriented strategy will continue to be implemented.The efficiency and competitiveness of the industry will have to be improved tofurther tap market opportunities in the regional and global markets. To supportthis, the key strategies will be to develop capabilities and productiontechnologies, improve R&D and design work as well as to strengthen thedistribution network and marketing expertise. Locally produced componentsand parts will be upgrade through joint R&D activities and technicalcollaborations between component manufacturers and larger firms. This givesa great opportunity for foreign countries to be part of the R&D and to formtechnical collaboration with local producers for the mutual benefit of bothparties. This effort to undertake and to forge strategic alliances with globalmotorcycle and component manufacturers will enable the local motorcyclesector to achieve world-class standard and capabilities.

GLOBALISATION AND MARKET LIBERALISATION

The globalization and the market liberalization provide both the opportunityand threat to the Malaysian motorcycle manufacturer and the motorcycleindustry.

The opportunity can be viewed from the perspective of potential growth in themanufacturing output for export market. ASEAN countries alone provide apotential demand of 3.5 million units of motorcycle. The biggest segment isthe small cc (100 - 125cc) moped with an estimated 2.7 million units.Competitive specifications and price are the major factors fur success.

On the other hand, it is also a threat to the Malaysian motorcycle industry ifthe manufacturers are unable to reduce cost to remain competitive with thatmotorcycle from the neighbouring nations such as Thailand and Indonesia.

This is under the jurisdiction of the Ministry of Finance, Customs and ExciseDepartment and subject to change during annual budget reviews (usuallyduring the month of October).

The following import duty / sales tax table incorporates the 2001 Budgetreview. There were no changes in import duties of motorcycles from the pastyear.

Modenas and Honda control almost 87% of the 4 stroke moped, and thebalance is shared by Suzuki (10%) and Yamaha (3%).

LOCAL PRODUCTION OF MOTORCYCLES

There is one national motorcycle manufacturer and three motorcycleassemblers in Malaysia (all Japanese models). Since 1999, MODENAS, thenational motorcycle manufacturer has started producing JAGUH, the 175 ccMade-In-Malaysia bike in addition to the series of KRISS motorcycles and10,081 units were sold in Malaysia. Modenas is the national motorcycleproject with technical input from Yamaha.

Kawasaki has closed their factory and stopped their assembly work since1998. The other assemblers remain and have increased their production in1999 compared to the previous year. After a slow 1998, the local motorcyclemanufacturer, MODENAS, once again regained its position as the topproducer (35.7% share) compared to HONDA (32.7%) with an increase inproduction of 72.6% compared to the year before. YAMAHA also increased itsproduction by 43.4%, with a 16.8% share of domestic production.

The higher range of motorcycles assembled in Malaysia are the YAMAHAXV535 which has a cylinder capacity of 535, HONDA VT 600C (583.1cc). TheKAWASAKI EN500 with a cylinder capacity of 500 has ceased to be producedin Malaysia.

DRIVING LICENCEAll new riders will be issued a Probrationary Driving Licence and they willhave to undergo a two-year probationary period before they can obtain aCompetent Driving Licence.

During this period, these riders will have to place their “P” plate above orbelow the headlights and above or below the registration plate at the rear.Other conditions for probationary riders are:

1) ensure that the proportion of alcohol in his breath, blood or urine is at 0.00level.

2) at all times carry his probationary driving licence while riding

Those who fail to display their “P” plate and other conditions could be fined upto RM 1000 and jailed up to 3 months for the first offence. They will also begiven a 10 demerit point penalty under the Kejara Demerit System for failureto display the “P” plate and 5 demerit points each for the violation of the othertwo conditions. Probationary drivers who record 10 demerit points will havetheir licence revoked.

The type of probationary driving licence for motorcyclists are:

Converting a foreign driving licence to a Malaysia probationary driving licence

For holders of valid domestic licences from countries with reciprocalagreement with the Government of Malaysia, the required documents are:

EXHIBITIONS/EVENTS

There are a number of motor shows in Kuala Lumpur held by differentorganizers during the past few years (Malaysian International Motor Show1998 and 1999 by PROTEMP Exhibition and Malaysian Motorsports by LeProton). This is because for the past five years, the Malaysian Motor TradersAssociation has not organized a Motor Show – largely due to the slump in themotor trade.

In the year 2000, the KL International Motor Show was held and under theauspices of the Malaysian Motor Traders Association and will be the mainevent to participate in. The next event will expect to be held at the end of2002.

Malaysia is also one of the legs for the Motorcycle Grand Prix which will beheld from October 19-21, 2001. The Malaysian Motorcycle Grand Prix and isthe biggest motorcycling event in Malaysia

For the local importer of APRILIA, they normally organise for the owners ofAPRILIA bikes to support the APRILIA riders and at the same time,contributing to some PR work.

Another effective method used by several car/bikes distributors is to rent aspace at a major departmental store (the most popular being the shoppingcentre at base of the twin towers SURIA KLCC) for a week. This allows thepublic to have direct access to the motorcycles and related parts. Salesmencan offer promotional prices or other attractive packages in conjunction withthis exhibition. Several performance shops, like Sparco, HKS have also takenup a permanent place in the major shopping centers for showcasing theirproducts with little intention of selling. Potential buyers are directed to propergarages where installation can be done.

The reason why shopping malls are chosen is because it effectively gets youin contact with a wide cross-section of the public that are potential motorcycleenthusiasts.

MAGAZINES

There are no special local English magazines for motorcycles in Malaysia.ASIAN AUTO, which is a popular local based auto magazine, concentratesmore on motor vehicles with one special edition on motorcycles. Other times,there is occasional advertisement (one page KAWASAKI SUNROCK or thenational motorcycle). The Malaysian Motor Trader magazine (priced at RM3.50) is a simple edition advertising both cars and motorcycles.
