MINUTES OF THE MOUNTSORREL PARISH COUNCIL MEETING HELD ON MONDAY 12 FEBRUARY 2018 IN THE PARISH ROOM,

The Chairman announced that this meeting is being recorded and passed on the Parish Council’s condolences to Councillor L. Haper-Davies on the recent loss.

123. APOLOGIES FOR ABSENCE

An apology for absence was received from Councillor P Maguire

124. MINUTES

The minutes of the meeting held on 8 January 2018 (copies of which had previously been circulated to Members) were confirmed as being a true record of the meetings and were signed as such by the Chairman.

125. PUBLIC PARTICIPATION

The current situation regarding the Paper Company at Rothley Lodge particularly in relation to the health hazard being created by the lorry drivers was raised by Mr Chaplin.

The Chairman advised that this situation had already been discussed at the meeting of the Planning and Highways Committee held on 5 February 2018 at which it was agreed that a letter would be sent to the Company and Charnwood Borough Council’s Environmental Health Officer expressing the Parish Council’s concerns

The Chairman agreed to include in the letter the suggestion that portable toilets be provided for use by the lorry drivers.

(Councillor N. Asher entered the meeting during the preceding discussion).

126. POLICE REPORT

The Clerk circulated the latest Police Report for January 2018. Members expressed concern that it had been some time since there had been a Police presence at a Parish Meeting.

RESOLVED that the Police report be noted and that the Clerk contact the Police raising the concern of the Parish Council regarding the non-attendance at meetings by a representative of the local Police and report back to the next meeting.

127. BOROUGH COUNCILLOR REPORTS

Councillor R. Shepherd advised the Parish Council that an appeal had been lodged by Rothley to the outcome of Charnwood Borough Council’s Community Governance Review in relation to the recommendations that affected Rothley and Mountsorrel.

RESOLVED that the report be noted.

128. CASUAL VACANCY – MOUNTSORREL WARD

The Chairman welcomed Councillor David Wilson to the Parish Council following his successful co-option.

Councillor David Wilson here signed his Declaration of Acceptance of Office.

The Clerk submitted a draft Annual Leave Policy (copies of which had previously been circulated to Members) and advised that staff contracts needed to be aligned in terms of annual leave particularly in relation to the carry forward of untaken leave from one year to the next as some members of staff were able to do this but others were not.

RESOLVED that the Annual Leave Policy be approved subject to the deletion of paragraph 5.

131. LOCATION OF PARISH COUNCIL MEETINGS

(a) The Clerk submitted an email received from Councillor F. Newitt dated 4 January 2018 (copies of which had previously been circulated to Members) raising concerns regarding the proposal to relocate the meetings of the Parish Council to the Memorial Centre and the use of the Parish Rooms by local groups.

(b) The Chairman reminded Members of the decision taken by Council at its meeting in April 2017 to support the creation of a heritage museum at the Parish Rooms subject to appropriate lease terms and funding from a lottery grant.

(c) Members discussed the issues raised by Councillor F. Newitt in detail.

Following which it was proposed by Councillor M. Lemon, seconded by Councillor D. Emmins that no further action be taken in respect of Councillor F. Newitt’s email.

RESOLVED that no further action be taken.

132. PARISH ROOM LEASE TO MOUNTSORREL HERITAGE GROUP

(a) The Chairman advised that in order for the Heritage Group to progress its bid for lottery funding it needed to be established the lease period for the Parish Rooms and suggested that this term should be aligned to that proposed for Church House (Library), namely 18 years

(b) Councillor Lemon reported on his meeting with the new Tarmac representative Mr C Pink particularly in relation to the Heritage Centre and Museum project but also in relation to the Halstead Road Project and the Memorial Centre.

(c) Members discussed possible rental income for the Parish Rooms. Mr W Antill on behalf of the new Charity being set up to administer Church House advised that any commercial advantage achieved from rental of the parish rooms would be subject to a similar arrangement in respect of Church House in terms of the Parish Council’s occupation.

RESOLVED that an 18-year term for the proposed Lease for the Parish Rooms to the Mountsorrel Heritage Group be agreed, in principle and that a meeting of the Major Projects Working Party be organised as soon as possible to progress the project.

(Councillor M. Pirt declared a pecuniary interest in the following item and here left the meeting)

The Chairman advised that the quotations for the removal of the playing equipment had not yet been received and recommended that this matter be referred to the next meeting of the Recreation and Amenities Committee.

RESOLVED that this matter be deferred to the next meeting of the Council’s Recreation and Amenities Committee scheduled to take place on Monday 26 February 2018.

134. NON-DOMESTIC RATE RECOVERY – PARISH COUNCIL CEMETERY

Further to the meeting of the Council’s Cemetery, Conservation and Environment Committee held on 29 January 2018, the Clerk outlined the proposal received from Goodman Nash to reclaim potential overpayments made by the Parish Council in respect of its Non-Domestic Rates for the Cemetery.

RESOLVED that the Clerk contact Charnwood Borough Council to ascertain whether there has been any overpayment of Non-Domestic Rates and, if so, to reclaim any monies due.

135. REVIVAL 2018

The Chairman reported on the outcome of the meeting held between representatives of the Parish Council and the Mountsorrel Community Team regarding Revival 2018 held on Thursday 18 January 2018 and requested Council approval for the Revival Team to use all the Council’s recreation facilities as well as the Parish Rooms and the Memorial Centre.

RESOLVED that approval be given for the Mountsorrel Community Team to use all of the Parish Council’s recreational facilities as well as the Parish Rooms and the Memorial Centre for the Revival 2018 event in August 2018.

136. MOUNTSORREL CHARITY FAIR – 9 JUNE 2018

The Clerk reported the receipt of a request from the Mountsorrel Scout Group to use The Green on Saturday 9 June 2018 for its Charity Fair.

RESOLVED that permission be granted to the Mountsorrel Scout Group to use The Green for its Charity Fair on Saturday 9 June 2018 subject to The Green being left in a clean and tidy state.

137. MEMORIAL CENTRE WORKING PARTY

The Clerk submitted, for information, the following minutes of the meetings of the Memorial Centre Working Party held on 11 and 24 January 2018 (copies of which had previously been circulated to Members):

92. MATTERS ARISING – UPDATE PHASE 2

Mr W Antill

(a) confirmed that orders had now been for the tables for the auditorium and a meeting was being held with the prospective tenant of the café unit to discuss the furniture requirements on Friday 12 January 2018

(b) the lighting columns would need to be ordered via Stepnell because of warranty issues and a site meeting was being arranged to progress this

(c) Access to the site off the mini roundabout – Leicestershire County Council had confirmed that the work to re-instate the mini roundabout would not be progressed until Virgin Media had completed its works. Stepnell had confirmed that it was still waiting for confirmation from Virgin Media on when the work would be commenced.

(d) Tree guards and grills could now be ordered and this would be progressed.

93. THANK YOU EVENT AND OFFICIAL OPENING

IT WAS AGREED that this planned event would be deferred in view of the current budget and time restrictions. Mr W Antill on behalf of the War Memorials Trust and the Clerk on behalf of Mountsorrel Parish Council would draft a joint “thank you” letter to be sent to the parties involved with the project.

94. WWI ARMISTICE CENTENARY

The Clerk submitted the request received from Mr J Doyle on behalf of the Royal British Legion regarding proposals to commemorate the Armistice Centenary (copies of which had previously been circulated to Members).

Mr W Antill confirmed that a meeting had been organised with interested parties on Friday 19th January 2018.

IT WAS AGREED that representatives of the Parish Council would attend the meeting on Friday 19 January 2018 at 7 pm being organised by the Heritage Group to discuss the project.

95. CHARNWOOD VILLAGE PROJECT

Further to the Council meeting held on 8 January 2018,

(1) the Clerk submitted details of the proposed Charnwood Arts - Community Arts and Education Project (copies of which had previously been circulated to Members).

(2) the Premises Officer confirmed that a meeting was due to be held with Charnwood Arts week commencing 15 January 2018.

IT WAS AGREED to defer discussion of this matter until the next meeting on 24 January 2018 to enable the Premises Officer to report the outcome of his meeting.

96. FEES AND CHARGES

Following concerns regarding some of the fees and charges that had been set by the Parish Council,

(1) Minimum staffing in the building should be 2 so that lunch time breaks can be covered(2) Premises Officer agreed to meet with Stepnell site foreman to discuss snagging list(3) The clerk to draft a Booking Policy for submission to the next meeting(4) The clerk/premises officer to investigate current practice re: bar policy(5) Petty cash float to be provided (6) Banking of receipts remains the responsibility of the Clerk(7) Premises Officer to order operational supplies but all delivery notes to be send to the

Parish Office. Any additional expenditure must be referred to the Clerk(8) Premises Officer is responsible for the day to day operation of the building. (9) The Premises Officer is the line manager for the staff employed at the Memorial Centre,

e.g. Receptionists and Cleaning Staff and the Premises Officer’s line manager is the Parish Clerk.

98. DATE AND TIME OF NEXT MEETING

The next meeting of the Committee would be held on the 24 January 2018 at 7pm at the Memorial Centre, Leicester Road, Mountsorrel.

102. UPDATE PHASE 2

Mr W Antill advised

(e) that orders had now been placed for the tables for the auditorium but no delivery dates had been advised. He confirmed he would chase this up as the tables were needed for an event on 10 February 2018.

(f) the specification for the lighting columns was awaited from Stepnell(g) Access to the site off the mini roundabout – Virgin Media were now on site and it was

anticipated that completion of the access would take place within the course of the next two weeks

(h) Tree guards and grills were now on order. As soon as these were installed Tarmac would need to be contacted to arrange for the white lining of the car park

(i) The wall is being progressed but this was not able to commence until the access had been completed.

IT WAS AGREED to note the progress

103. WEBSITE – VIDEO WALK ROUND PROPOSALS

The Clerk set up the demonstration of the contactor’s portfolio.

IT WAS AGREED that that this work could now be commenced as soon as possible and that the contractor liaise with the Premises Officer to arrange suitable dates.

104. FEES AND CHARGES

IT WAS AGREED that the 25% surcharge for weekend and evening hire would be removed.

105. BAR POLICY

IT WAS AGREED to defer this matter to enable the Premises Officer and Soar Valley Bar Supplies to discuss the bar supplies and to produce relevant costings.

106. HIRE AGREEMENT AND POLICY

The Clerk submitted a draft hire agreement and policy (copies of which had previously been circulated to Members) and confirmed that the Premises Officer was in agreement with its contents.

IT WAS AGREED that the subject to the inclusion of security personnel and a damage bond of £250 for appropriate events, the hire agreement and policy be approved for use with immediate effect.

107. CHARNWOOD ARTS PROJECT – UP-DATE

The Premises Officer confirmed that the meeting had not yet taken place. This matter was therefore deferred until such time as the meeting had taken place.

108. ANY OTHER BUSINESS

The following items were discussed:

19. PUBLIC PARTICIPATION

(1) A Member of the Mountsorrel Heritage Group

(a) raised concerns regarding the Council’s Mowing Contract in respect of The Peace Garden

(b) raised concerns regarding the condition of trees in the Peace Garden(c) raised concerns regarding the lack of ‘NO DOGS’ notice at the Peace Garden

(2) The Chairman advised that the issue of the Mowing Contract would be added to the agenda of the next CCE meeting and that the trees in the Peace Garden was an item for discussion on this evening’s agenda and agreed to allow the representative of the Heritage Group to speak at the appropriate time.

20. CEMETERY

(a) Non-Domestic Rates Recovery – the Parish Council had been approached by a company offering to work to secure a recovery of rates (for the Cemetery).

(b) Cemetery Gardener’s report – trees and bushes by the babies’ graves need pruning to keep at a manageable height.

(c) Cemetery Gardener’s report – the gravel in the area where ashes are scattered needs to be topped up.

A MEMBER OF THE PUBLIC COMMENDED THE CEMETERY GARDENER FOR HER DEDICATION TO THE CEMETERY WHICH HAD RESULTED IN A GREAT IMPROVEMENT – THE COMMITTEE UNANIMOUSLY SUPPORTED THESE COMMENTS

RESOLVED that

(1) Item 20 (a) above be added to the agenda for the Parish Council meeting on 12.02.2018 for consideration by the full Parish Council and that the figures for the full rates bill (for the Cemetery) and the charges of the proposed company be made available for such meeting.

(2) A quote be requested from Beaver Tree Work to prune the bushes and trees by the babies’ graves.

(3) Tarmac be approached for a ton of bagged Mountsorrel granite to top up the scattered ashes area.

21. CONSERVATION

(a) Tree work on The Green and Peace Garden – a report from Nola O’Donnell, Senior Landscape Officer to CBC, was circulated. The committee noted that all the

recommended works to the trees would need to be approved by the Local Planning Authority as both sites are located within the Conservation Area.

RESOLVED that tree surgeons be requested to quote to ascertain the work that would be required and to quote to carry out such work. Tree surgeons to be approached are George Walker, Page at Quorn and Roecliffe Tree Surgery. The report from Nola O’Donnell is to be made available to each of the tree surgeons.

22. ENVIRONMENT

(a) Provision of Grit Bins at the Parish car park and Memorial Centre car park – costs for the provision of bins, grit and spreader were referred to.

(b) Provision of Additional Bins on Kingfisher Estate/Speedwell Road – request circulated.

(c) Defibrillator Kiosk, Danvers Road, Mountsorrel – action is currently being taken to decommission the kiosk outside 217 Loughborough Road in readiness for the Community Heartbeat Team to remove the defibrillator from the kiosk at Danvers Road/Rothley Road and relocate to the kiosk outside 217 Loughborough Road.

RESOLVED that

(1) 20kg bags of rock salt (x 10 for Memorial Centre, x 5 for Parish car park), a shovel for each of the Memorial Centre and Parish car park plus a builders’ tub for each of the Memorial Centre and Parish car park be purchased - a committee member volunteered to do this.

(2) Provision of additional bins – deferred to next CCE meeting (the area referred to on the map supplied by the complainant appears to be within Rothley Parish).

23. DATE AND TIME OF NEXT MEETING

The date of the next meeting was agreed for Monday 19 February 2018 at 7 pm. Items for agenda to include mowing contracts/trees in Peace Garden and on The Green/request for additional dog bins

61.1 Provision of a late-night bus service from Leicester The Chairman referred to a request from a member of the transport sub-group for the NPAC for assistance regarding this provision.It was unanimously resolved to take no action.

61.2 It was reported that the speed table on Market Place at the top of Sileby Road is in need of remedial work as it is falling to pieces. ACTION: Report to Highways

61.3 Concerns were raised regarding the Paper Company at Rothley Lodge i.e. the Number of vehicles and the manner in which the vehicles are parking on the publichighway while waiting to access the site; the behaviour of lorry drivers regarding their ‘toilet habits’ which are creating a health hazard.It was unanimously resolved to write to the Paper Company expressing the above concerns and to copy the letter to Highways, CBC, County Councillor and Borough Councillors.61.4 Temporary Traffic Regulation Order – Rothley Road, Mountsorrel Lane andThe Green will be closed on Monday 12th February 2018 (Half term) for up to 3 days. The roads will be closed from the junction of Walton Way to The Green. The proposedalternative diversion route will be via Bier Way, Leicester Road and vice versa.

62. REPORT OF MATTERS FOR INFORMATION

1. Email from Dr Alistair McQueen’s daughter thanking whoever is responsible for naming McQueen Drive (off Linkfield Road) after her father.

2. Email from resident asking the Parish Council to be made aware that Leics County Council will not grit Bier Way as it is a private road.

3. Email from resident of Little Lane asking if it is possible to find out who keeps parking large vehicles on Little Lane.

4. Triangular traffic sign lifted out of the ground at The Navins – Highways effected a make safe repair on 13.12.2017. A replacement sign is awaited.

5. Request for bollard opposite the Post Office on Leicester Road – Highways have confirmed that a bollard will be put in on the build out.

6. Mini roundabout at the bottom of The Green – Highways will carry out improvements to the roundabout in due course and before the end of the financial year.

7. The Services and Facilities Audit Settlement has been updated and emailed to CBC.8. Road signs on Swithland Lane, Rothley – further to the concern raised by Mr Kinch.

Highways have confirmed that the sign was turned around on 30.11.2017.9. Planning & Regeneration news December 2017 had been circulated.

The Chairman suspended Standing Orders to allow Ms I Daniels to speak as she had been led to believe that the Public Participation section was at the end of the meeting rather than at the beginning and accordingly had missed her opportunity to request the Council to consider the current issues that have arisen regarding booking the memorial centre for performance based arts particularly in relation to availability.

RESOLVED that Ms Daniels be invited to the next meeting of the Memorial Centre Working Party to be held on 15 February 2018 to discuss the issues raised.
