Intourist: A Pleasant Experience
Romer's letter (23 Apr., p. 326),complaining about his experiences withIntourist in the U.S.S.R. should be con-
sidered in relation to general conditionsin that country and to the conditionsencountered by any tourist not speak-ing the native language. I spent Mayand June 1970 in the U.S.S.R. on theexchange program of the U.S.S.R. andU.S. national academies of science.After traveling once to Norosibirsk on
my own, I was thereafter most pleasedto have the -help of Intourist. Thanksto this organization, the foreign touristbenefits from a special waiting room atairports with uncrowded meal facilities,on domestic airlines he can board theplane (one class, with no reservations)before the Russian travelers and thuscan select the preferred seats and staywith his friends, and finally, he doesnot have to stand in line for eitherreservations or baggage registration.Thanks to the representative of Intour-ist in the Moscow hotel of the U.S.S.RAcademy of Sciences where I was stay-ing, I was provided, on short notice,with tickets for the opera or the balletat the Bolshoi Theater, for concerts,and so forth. These events could notbe attended without the help of Intour-ist because of the great demand fortickets.
Considering the still-limited touristaccommodations in the U.S.S.R. andthe existing bureaucratic procedures, Ifound that Intourist was most helpful inrelieving the foreign tourist of the nu-
merous difficulties found when travel-ing alone. Is Romer aware of the vex-
ations of the non-English speaking for-eign tourist who, on arrival in theUnited States, attempts to book a flight
or a hotel room, or reserve a seat atthe Metropolitan Opera? It is evendifficult for him to call home, sincethe New York operators handling theinternational lines to Europe do notspeak or understand the foreign lan-guage involved.

I have twice visited the U.S.S.R.,once as a tourist in 1958, and againas a representative of the U.S. govern-ment to the 9th International Confer-ence of Wildlife Biologists in 1969.For that conference Intourist arrangedfive tours and handled groups of 30 to75 biologists flawlessly.
I personally took two tours, one nearMoscow, another to eastern Siberia witha group. In 20 years of traveling aroundthe world, I have never seen groupsbetter handled. For example, after wevisited l ake Baikal, Intourist informedus that the next day we would be flownto Brask to tour its massive hydroelec-trical development. We, being biolo-gists, objected and indicated that wewould much prefer to spend time inprimitive woodland habitats (the taiga).After some discussion, Intourist agreed,flew us to Brask, bussed us to the taiga,turned us loose there for half a day,fed us, and then gave us a quick tourof the hydroelectrical development. Wewere all flown back to Irkutsk, and thetour returned to Moscow while mvwife and I took the Trans-Siberian rail-road to the east coast. Accidentally, oneof our bags was returned to Moscowwith the tour group. Four days laterat Khabarovsk our bag had been lo-caited, shipped across the U.S.S.R. byair, and returned to us.A curse-yes, if the meeting orga-
nizers have not communicated theirwishes effectively; a tremendous boonif mnatters have been properly arranged.

would be small compared to inputs andvery small compared to amounts al-ready accumulated in sediments or
solution.For example, input of phosphorus
into Lake Erie is estimated to be2.3 X 1010 g/year, with 24 percent fromrunoff and 76 percent from municipaland industrial wastes (1). Loss toLake Ontario is a small fraction of thisamount. Photosynthetic production ap-
proximates 1.7 X 1012 g of carbon per
year (I) and this productivity (66 g
of carbon per square meter per year)compares well with Ryther's estimateof 100 g of carbon per square meterper year for productive coastal areas
(2). An average mass ratio ofC:N:P=40:7:1 applies to phy-toplankton (3). Thus, primary produc-tion could sequester as much as
4.3 X 1010 g of phosphorus per year
or an amount about double input.It seems unlikely that more than a
few percent of this quantity could beharvested on a sustained basis. Har-vesting of phytoplankton is clearly im-practical, and harvesting of animalspecies would involve trophic levelsnear 2 at best. Commericial fishing now
removes only about 1.4 X 108 g ofphosphorus per year or about 0.6 per-
cent of input. This corresponds to an
average trophic level of about 3, if thecalculation is based on carbon and thecurrent catch of 4.5 x 109 g (dryweight) per year is assumed to repre-
sent the maximum sustainable yield(1). The harvest of lake organismsmight depress biological productivity,however, by removing the growth-limiting nutrient, provided the nutrientaccumulates only slowly in the lakeand is neither nitrogen nor phosphorus.We are unaware of data which clearlydetermine the growth-limiting nutrientfor Lake Erie.
It would seem more efficient in termsof energy and technology to interceptnutrient elements from cities and in-dustr'ies before they become part ofthe lake system.

1964-1965, and to the tail end of amini-epidemic of thalidomide em-bryopathy in 1962. This is because, inadvance of these events, specific ru-brics for limb reduction deformitiesand cataract or eye malformations hadbeen included in the coding.
A. Gittelsohn (Johns Hopkins) dis-cussed the possible use of computer-ized hospital records for monitoringmalformations. Discharge abstracts arealready extensively computerized inmany hospitals (and in one entirestate) for the purpose of characterizingmedical care. The greatest limitationto efficient use of these data for sur-veillance is lack of patient identifiersuch as social security number (orname) with the abstract provided.Sensitivity to confidentiality currentlyprecludes this. It is thus difficult tomatch abstracted hospital summariesfor the same anonymous individual forwhom little identifying data is avail-able. However, the more demographicvariables that are specified the greaterthe likelihood of linking any two rec-ords. In one small state with about10,000 annual births, use of just sex,birth date, residence, and birth weightprovides a high degree of accuracy ofmatches. Inclusion of information de-rivable from hospital records increasedthe ascertainment of malformations250 percent over that from just birthcertificates alone. A main advantage ofrecord linkage is its low cost comparedto other methods of monitoring.
In Metropolitan Atlanta hospitalsare visited systematically, and defectsnoted in the charts or otherwise re-ported by nurses or physicians arerecorded. There have been three tem-poral clusters of defects since 1967,but investigation has not revealed anysuggestive environmental causes (J. W.Flynt, Center for Disease Control,Atlanta).The higher incidence of mental re-
tardation in children with minor birthdefects such as low-set ears or wide-set eyes strongly implies that mentaldeficiency in such affected individualshad its onset in prenatal life (D. W.Smith). The possibility of using grossminor defects in newborns as indirectmarkers of environmental insult is en-hanced by the fact that there is arelatively high frequency (10 to 15 per-cent) of defects in the newborn popu-lation. Significant trends could thus bedetected more easily than with the useof less frequent markers (E. B. Hook,Birth Defects Institute). The outstand-ing question with this approach is the

unknown sensitivity of such defects toenvironmental insult.
In discussion of some problems inthe biochemical approach to monitor-ing mutations, it was pointed out thatalthough it is relatively easy to auto-mate screening for deficiencies of pro-tein associated with disease states, it isa much more formidable task to auto-mate monitoring of qualitative pro-tein changes (I. H. Scheinberg, AlbertEinstein College of Medicine). It wassuggested that zone electrophoresis ofcord blood is one of the more promis-ing methods of detecting fresh muta-tions in the human population. How-ever, the current electrophoretic tech-niques may detect only 10 percent ofallele variability, the rate of (electro-phoretically) detectable mutations fora protein coded by 1000 nucleotidesmay be 5 X 10-6 per protein per gen-eration, and the error rate for typingand other procedures is likely to be ata minimum 1 per 1000 or at least 100times greater than the mutation rate.Furthermore, the rate of nonpaternityin the United States is vastly higherthan the frequency of a new mutantat any particular locus. These apparentproblems could be overcome by limit-ing the investigation of the possibilityof new mutation to individuals withvariants with a collective gene fre-quency of less than .0005. In thisevent, an estimated 400,000 bloodsamples must be screened for 30 pro-teins to obtain enough variants to de-tect 60 mutants (the number requiredstatistically to document a change ofabout one-third above the backgroundrate). Automation of electrophoretictechniques is probably the only possi-ble approach to a task of this magni-tude (L. Weitkamp, University ofRochester).The high correlation of chromosome
breakage with mutation in lower or-ganisms as well as the increased rateof breakage in irradiated individualssuggests that these markers may begeneral signs of mutagenic environ-mental insult (A. Bloom, Universityof Michigan, and M. Cohen, StateUniversity of New York, Buffalo).However, the significance of breakagein vitro after addition of drugs to cellsin culture is harder to assess and maybe indirectly influenced by a host ofunknown culture conditions. The maindrawback to large-scale monitoring ofchromosomal breakage in human pop-ulations is the tedious task of examin-ing metaphase plates and scoringbreaks. Cohen was optimistic about the

prospects for successfUl automation inview of the current status of severalsystems for either scoring from photo-graphs of plates already picked out byhuman examiners, or else by automaticexamination of slides without previoushuman selection of metaphase plates.A histochemical method uLsing
2-deoxyglucose-6-phosphate as a sub-strate for detecting variants of glUcose-6-phosphate dehydrogenase in leuko-cytes was discussed as a possible means
of monitoring somatic cell mutations.The wild-type enzyme lacks this prop-
erty, but at least two known variaintsof the enzyme possess it. In peripheralblood of middle-aged people about one
per 1000 cells strongly express thevariant phenotype, in agreement witha hypothesized mutation rate of 10-7amino acid substitutions per cell gen-
eration and about 104 divisions of leu-kocyte stem cells duLring the middle-aged life-span. The heritable nature ofthe phenotype in white cells is yet tobe establislhed, however. This or sim-
ilar approaches for detecting individ-ual cell variants (if proven to be dueto somatic mutation) will permit as-
sessment of the mutational exposure of
an individual through his lifetime. as
well as fairly immediate evaluation ofmutagenic effect of acute expos'Ure toa suspect environmental factor (H. E.SLutton, University of Texas).
In closing, remarks, Hirschhorn feltthat too liltle attention had been de-voted to the problem of the confi-dentiality of information acquired dur-ing monitoring. He cited misLlse ofDutch genetic records by the Nazisduring World War II as an exampleof the problems which record gather-ing for research purposes can entail.In reply, others commented that reg-
istries obtained from vital records use
already collected data which have stat-utory protection and simply tabullatethem in a different way. Colectioni ofconfidential information from any partof the population (as is currently man-dated by law for censuses and incometax purposes, as wcll as for vital sta-tistics) entails a certain personal riskwhich is accepted by society becauseof the presumed social benefits of use
of this information.Several participants briefly consid-
ered the problems of identifying theresponsible environmental agent once

A series of national biological meet-ings of a new style has been inaugu-rated in which biologists talk notmainly to fellow-specialists but to thosein other disciplines and to the public.The idea, conceived by WilliamMcElroy when he was president of theAmerican- Institute of Biological Sci-ences, is to bring biology to the public,somewhat as the AAAS meetings bringall of science to the public. Since thefirst of three projected meetings of thistype, held in Detroit last November,was such a success, plans were immedi-ately put in motion for the second,which is to be held 23-26 October inMiami Beach. The theme of the seriesis Man and Environment, and partici-pating biologists are expected to presentand discuss environmental biology andmany related topics before an audiencedrawn from a variety of disciplines, or
even laymen. Needless to say, this isnot an easy assignment, and no doubtsome of the meetings may becometransmuted into technical discussions;but the goal is there, and everyoneagrees that it is high time biologistsmet with those in other scientific fieldsand shared their plans and their secretswith them.At a time when taxpayers are becom-
ing skeptical about financial support ofscience, and indeed about support ofeducation (as every university officialknows), it is essential that the public bewell and carefully informed as to whatbiologists are doing and planning. It isequally important, -and even more
stimulating, for those of us who are
active in one area of biology to knowat least something about what our col-leagues are doing in other areas. To
this end the program for the congress
covers a wide sweep. It includes more
applied bioloey than the regular AIBSmeetings, since it reaches over into
