At the outset, Additional Chief Secretary and Development Commissioner and
chairperson of the committee welcomed the members and initiated the discussions.
The Principal Secretary Horticulture briefed the meeting about the discussion he and
Agriculture Commissioner had with Joint MD of GGRC. The GGRC had discovered the base
rate (actual market rate) in the year 2006 by taking all relevant parameters into
consideration. Thereafter every year (or even earlier) these rates are revised by GGRC
depending upon the input cost. Detailed guidelines have been worked out by GGRC for
periodic revision of these rates. GGRC is ready to share those guidelines with our state
Government. The GGRC uses this uniform rate to pay to al empanelled vendors. Along with
these rates (which are quite lower to rates of most of Kamataka vendors), the GGRC gives
25% advance to vendors (after taking Bank Guarantee) or after ensuring that their payments
are more than this advance amount) and has a well working software system to bring
transparency. He suggested that GGRC system with all its features can be adopted for
Karnataka.
The committee, after discussion with Joint Mp decided to use the strategy of GGRC
to fix uniform prices and to start using GGRC present rates as base rate for Karnataka.
However it also decided to constitute a Committee under the chairmanship of Agriculture
Commissioner to validate the appropriateness of GGRC rates as the base rates for
Karnataka by validating the parameters on the basis of which GGRC has finalized their rates
and to suggest modification to those rates or to the parameters if required.
The Principal Secretary Horticulture and Agriculture Commissioner suggested to
continue with present system till the end of this financial year. However chairman decided to
bring the new uniform rates immediately. The rates would be uniform rates or rates quoted
by a vendor, whichever is lower.
The chairperson also was of the view that advances may not be appropriate to be
given to the companies.
The Agriculture Commissioner was directed to immediately call all the vendors and
take their consent for the above new system to be adopted for Karnataka. The Agriculture
Commissioner would immediately convene the next meeting of the committee and before
end of this month.

Meanwhile Principal Secretary Horticulture was advised by Chairperson to bring the
proposal before cabinet for decision on 90% subsidy.

At the outset, Additional Chief Secretary and Development Commissionerand chairperson of the committee welcomed the members and initiated thediscussions.
The Commissioner for Agriculture briefed the committee about the excerptsof proceedings of meetings of the Technical Committee to work out Cost ofinstallation of Drip and Sprinkler Irrigation systems held on 05-11-2014 &07-11-2014.
The Joint Director (Drip Irrigation) Horticulture Department brought to thenotice of the meeting that the Action Plan for Rs. 175 crores as Central share(accompanied by appropriate State budget) was approved in the erstwhile SMICmeeting held on 19-7-2014. He then informed that now the Govt. of India hasreduced its share from Rs. 175 crores to Rs. 124.25 crores. The Joint Director(Drip Irrigation) Horticulture Dept. requested the Chairperson to approve theaction plan limiting the Central share to Rs. 124.~5 crores.
Later, the Director of Agriculture briefed the committee as below:
• Components and 2014-15 Karnataka state's action plan of NationalMission Sustainable Agriculture
• Govt. of India has given administrative approval only for RainfedArea Development (RAD) and On-Farm Water Management(OFWM) components for the year 2014-15
• Govt. of India has released Rs. 15.00 Crore as a first installmentunder the scheme
• Grants are not released from the State Govt. due to non receipt ofHead of Account and proposal has been submitted to Finance Dept in
•this regard
After detailed discussions the following decisions/su~ns were made:
• The committee to have discussions with the Joint Managing Director,Gujarath Green Revolution Company (GGRC), Gujarath about qualityparameters, requirements, costing and prices of different micro irrigationsystems on 13th ovember 2014.
• The Committee authorized the Principal Secretary, Horticulture Dept. torevise the action plan limiting Central share to Rs. 124.25 crores underOFWM component of NMSA in respect of Horticulture, Agriculture &Sericulture Department.
• Principal Investigator & Professor, PFDC, UAS, Bangalore to provideper ha. requirements of materials of Sprinkler/ Drip Irrigation systems
for various crops

• Climate Change and Sustainable Agriculture: Monitoring, Modeling andNetworking (CCSAMMN) component of NMSA to be assigned to theEnvironmental Management and Policy Research Institute (EMPRI) insteadof University of Agricultural Sciences, Bangalore.
• Commissioner, Watershed Development Department to participate in thereview meeting ofNMSA to be held on 13-11-2014 along with one Officerfrom the Department of Agriculture.
• Commissioner for Agriculture brought the issues to the notice of committeemembers regarding no progress made under Rainfed AgricultureDevelopment (RAD) and no action being taken till now to implement thescheme in the field by watershed development department. Chairmaninstructed watershed officials to immediately speed up the fieldimplementation and Rs. 15.00 Crores released from Government of India tobe released to Watershed Development department for implementation ofRAD
