Preface

The Mizoram Public Service Commission has formulatedGuidelines for (Conduct of Examination) 2003 in consonancewith the Examination System followed by Union Public ServiceCommission and other State Public Service Commissions in thecountry. As per these guidelines, Written CompetitiveExaminations and Personal Interviews were conducted only forrecruitment of Organized Services having their own CompetitiveExamination Regulations while Recruitment of all other Serviceswere done through Screening Test and Personal Interview. ButScreening Test Marks were counted only for eligibility forInterview and Final Selection of the Candidates was determinedby Personal Interview Marks.

The Guidelines for (Conduct of Examination) 2003 wasrevised and a new Guideline was issued on 23.1.2007 bychanging the Examination System from Screening to GeneralCompetitive Examination and Technical Competitive ExaminationSystem for Direct Recruitment of all Services other than thoseOrganized Services. Personal Interview carries 12.5% marksof the Written Competitive Examinations as per the Supreme Courtdirection.

Again, due to the emergence of New Concept in theExamination System and procurement of Optical Mark Reader(OMR) by the Commission, the Commission has revised theGuidelines issued in 2007 and introduced Multiple ChoiceQuestion System (Objective Type Question) for all WrittenCompetitive Examination w.e.f. 15.5.2009 and subsequentlyintroduced Combined Services General Competitive Examinationsand Combined Services Technical Competitive Examinations forDirect Recruitment of all services other than Organized Servicesunder the Government of Mizoram w.e.f. 15.05.2010.

1. Short titleand Com-mencement

(a) These Guidelines may be called TheMizoram Public Service Commission(Conduct of Examinations) Guidelines,2011.

(b) They shall come into force from 1.2.2011.

In these Guidelines unless the context otherwiserequires -

(a) ‘Commission’ means the Mizoram PublicService Commission.

(b) ‘Chairman’ means Chairman of theCommission.

(c) ‘Secretary’ means Secretary of theCommission.

(d) ‘Controller’ means Controller ofExaminations in the office of theCommission.

For the smooth and effectivedischarge of the Constitutional obligations bestowed by theprovisions of Article 320 of the Constitution of India and tostreamline the process of conducting competitive examinationsand Personal Interviews for Direct Recruitment of all servicesother than Organised services under the Government of Mizoram,the Mizoram Public Service Commission hereby lays down thefollowing guidelines:

(e) ‘Deputy Controller’ means DeputyController of Examinations in the office ofthe Commission.

(f) ‘Assistant Controller’ means AssistantController of Examinations in the office ofthe Commission.

(g) ‘Confidential Paper’ means such paper(s)or documents considered confidential by theCommission.

(h) ‘Examination’ means competitiveexaminations or any other examinationsconducted by the Commission.

(i) ‘Centre’means the examination centre forholding any examination conducted by theCommission as may be alloted to it.

(j) ‘Supervisor’ means person(s) appointedby the Commission to superviseexaminations at a Centre and to act as linkofficer with the Controller.

(k) ‘Centre Superintendent’ means person(s)appointed by the Commission to conductand oversee examinations at a centre.

(l) ‘Assistant Centre Superintendent’ meansperson(s) appointed by the Commission toassist the Centre Superintendent in thesmooth conduct of examinations.

3. Proposal:

(m) ‘Invigilator’ means a person appointed bythe Commission to perform invigilation workat an examination centre.

(n) ‘Paper-setter, Moderator, Examiner,Head Examiner, Scrutiniser, Tabulator,Expert, Observer’ means personsappointed by the Commission under suchdesignations.

As soon as a proposal for direct recruitment ofpost(s) is received from the Government, theCommission’s Examination/Recruitment Sectionwill examine the proposal in detail and seek theapproval of the Commission for floating an openadvertisement.

When the Commission’s approval is obtained,advertisement will be floated. If the Service Ruleor Examination Regualtion does not specificallystate the time for submission of application,normally one month’s time will be given forsubmission of aplication forms. Theadvertisement so floated will be circulated widelythrough AIR/Doordarshan/Local Cable TV andDaily Newspapers which are approved by theCommission.

(a) Application form for the advertised post(s)may be obtained from the ReceptionCounter of the office of the Mizoram PublicService Commission and from the office ofDeputy Commissioner of various districtsof the state on payment of application feeof Rs.150/- and cost of application form

6. Documents tobe attachedwhilesubmittingapplicationforms:

Rs.10/- i.e Rs.160/- (for SC/ST/OBC).For General Category an application fee ofRs.200/- and cost of application formRs.10/- i.e Rs.210/- have to be paid. Thecost of Application Form is non-refundable.The above fees may vary if the ExaminationRegulations for the post(s) specify adifferent fee(s). The application form maybe obtained and submitted between10:00 AM and 3:00 PM on all workingdays.

(b) Online submission of application(s) for theadvertised post(s) may be done from theweb page of the Mizoram Public ServiceCommission(http://www.mpsc.mizoram.gov.in) onpayment of necessary fees and servicecharge. Details for mode of payment andother necessary information can be had fromthe web page.

Applicants are not required to submit anydocuments along with the OMR applicationform. However, candidates selected forinterview on the basis of written examinationsare required to produce their original certificateand mark sheet from H.S.L.C. onwards, SC/ST/OBC/Physically Handicapped certificate andany other relevant documents issued bycompetent authority well ahead of the date ofinterview. information will be summarily rejected andpenalised accordingly as per rules.

Application forms submitted by the candidateswill be received by the Receptionist and the dailyreceipt of application forms may be submittedto the Examination/Direct Recruitment Sectionhalf an hour before closing of the office. For thispurpose a register should be maintained whereinthe Receptionist should obtain the signature ofthe dealing clerk who receives the applicationforms submitted.

After the last day for submission of applicationforms the Examination/Direct RecruitmentSection shall scrutinise all the forms in minutedetails and incomplete applications shouldsummarily be rejected. After scrutiny, theExamination Section shall put up the concernedfile to the Commission for fixing of examinationdates alongwith a statement showing the numberof valid applications and those rejected.

For Age proof , only HSLC/HSSLCCertificates or other documents approved by theCommission will be accepted.

After obtaining the Commission’s approval forholding examination, Admit Card shall beprepared. If the Recruitment Rules/Regulationsclearly specify that an examination should beheld, then candidates will have to affix two

recent passport size photograph in theapplication form. The Admit Card will bedespatched to the candidates either by post orthrough Despatch Rider. Instructions forcandidates will clearly be appended on thereverse side of the Admit Card. While preparingthe Admit Card an Attendance Sheet wherecandidates’ signature has to be obtained at thetime of examination will also be prepared andone passport size photo be appended. If acandidate loses his Admit Card he should informthe Controller / Centre Superintendentimmediately stating clearly the reason for the lossand if the Controller/Centre Superintendent issatisfied of the genuineness of the loss, a duplicateAdmit Card will be issued on payment ofRs 50/-.

When there are applicants more than theprescribed number to be called for interview asindicated in Rule 24, a competitive examinationwill be held in the manner as indicated below.The competitive examination will be of two kindsnamely :

I. Combined Services General CompetitiveExamination and

II. Combined Services Technical CompetitiveExamination

I. Combined Services General Competitive Examination

Combined Services General Competitive Examination willbe held when recruitment for a certain post does not have aspecific guideline or when it does not require specific subjectwise specification but can be written by any graduate from arecognised university on five Papers as stated below. As far aspracticable the questions will be of multiple choice (objectivetype).

(1) General English Paper - I : 100 Marks

(2) General English Paper - II : 100 Marks

(3) General Studies Paper - I : 200 Marks

(4) General Studies Paper - II : 200 Marks

(5) General Studies Paper - III : 200 Marks

In the part relating to the role and impact of scienceand technology in the development of India, questionswill be asked to test the candidate’s awareness of therole and impact of science and technology in India,emphasis will be on applied aspects. It will also includegeneral knowledge relating to science, inventions anddiscoveries, terminologies, etc.

B. History, Cultural Heritage andTraditional Practices and GeneralKnowledge about Mizoram : 75 Marks

History, Cultural Heritage and Traditional Practices andGeneral Knowledge about Mizoram will include broadhistory of Mizoram including pre and post advent ofthe British, Colonial Era, the Lushai Chiefs, Politicalupheavals, famines, socio-economic and political eventsafter independence. Cultural and traditional practices,customary laws and practices including folk lore andsongs, dances and festivals. General Knowledge willinclude objective questions about Mizoram.

C. Aptitude Test : 50 Marks

II. Combined Services Technical CompetitiveExamination

Combined Services Technical Competitive Examinationswill be held when the relevant Recruitment Rules/Service Rulesdo not specify the mode on how an examination will be conductedbut invites an application from such persons who possess eithera Graduate or Post Graduation Degree on a specific subjectfrom a recognised university as specified in the relevantRecruitment Rules. The scheme of examination is as follows:-

i) General English Paper - I : 100 Marks

ii) General English Paper - II : 100 Marks

iii) Technical Subject Paper - I : 200 Marks(Objective Type)

iv) Technical Subject Paper - II : 200 Marks(Objective Type)

The detailed syllabus in General English Paper I and PaperII will be similar to that of the General Competitive Examination.The syllabus of technical paper and the standard will be basedon the Recruitment Rules/Service Rules of the said post. Themarks carried by the three papers will be 200 marks each andthe question will be of multiple choice objective type question.

The Examination programme will be displayedon the Admit Card/Attendance Sheet and alsoon the notice board of the examination centre.

Whenever an Examination is to be conducted,the staff of the Commission who has a closerelative appearing in the examination should makea declaration to the Controller stating that theirnear/close relative(s) is/are appearing in theexamination. On receipt of such declaration theController will decide whether to retain theofficer/staff or not on his own responsibility.

Two days prior to the commencement of theexamination, the Assistant Controller/CentreSuperintendent shall complete all the seatingarrangments of the candidates.The seats shouldbe so arranged that candidates, when seated,shall face one way and placed at sufficient

distance from one another so as to preventcopying, prompting or adopting unfair practices.The ratio of the number of Invigilators to thenumber of candidates should normally be 1:30subject to the condition that no room shouldhave less than two invigilators. A seat planshowing the Roll No. of candidates, their relativepositions, and distance between the seats ofcandidates shall be prepared and forwarded tothe Controller by name immediately after theseating arrangment is made in a separate covermarked “SEAT PLAN”. Full details of theseating arrangement in a diagram, should be hungup outside each room and hall whereexamination is held.

(a) On the first day of the examination, theExamination Hall will be opened half an hourbefore the commencement of theexamination so as to enable the candidatesto find out the seats alloted to them. On theother days of examination they will beallowed to enter the examination hall/roomten minutes before the commencement ofthe examination.

(b) Candidate, whose name does not appearin the Roll Sheet shall not be allowed to enteror sit in the examination. However, this willnot include person or persons connectedwith the examination.

15. Questions:

(c) A candidate should not normally be admittedto the Examination Hall/Room or given aquestion paper more than 30 minutes afterthe commencement of examination. Onspecial circumstances, the CentreSuperintendent may/can extend this timelimit upto not more than 45 minutes.

(d) No candidate shall, in any case, be allowedto leave the Examiantion Hall/Room beforethe expiry of an hour from thecommencement of the examination. Acandidate, once given an Answer Bookshould, in no case be allowed to leave theExamination Hall/Room without submittingthe same.

(e) Candidates shall be permitted to take a seatonly at a Centre where he/she has beenallowed by the Commission to sit. TheCentre Superintendent shall, with the helpof his Invigilators, take all possible steps toensure that there is no case ofimpersonations.

(a) At least three model questions should beprepared for conventional type questions.

(b) If and when question papers are preparedin the Commission’s Office-

i) Conventional type model questionsreceived from Paper-setter(s) shall be

scrutinised by Moderator(s) formaking final selection.

ii) The final questions selected by theModerator(s) shall be submitted to theController and if any ommissions,mistakes etc. are found theModerator(s) should be informedimmediately for rectification. Afterhaving done this under the guidance ofthe Controller, the same will be storedin the computer of Confidential Sectionso that a copy of the questions can beprinted out quickly on demand.

iii) Copies of the final question papers, soentered will be made only one weekbefore the commencement of theexamination.

However, if the copies of the questionpapers are to be made in large amountit will be printed out ten (10) daysbefore the commencement of theexamination.

iv) Once the question papers are printedout, under the guidance of theController it will be counted and keptin a confidential bag and properlysealed. The sealed packets should bekept in a safe place e.g Thana/Treasury Strong Room orCommission’s Strong Room.

v) On each day of the examination, theController/Centre Superintendentalong with one Invigilator shall take outthe question papers from the Treasury/Thana Strong Room/Commission’sStrong Room under Police escort.

vi) The sealed packets of question papersshould not be opened earlier than 15minutes before the hour fixed for thecommencement of the examination.The sealed packets should be openedin the presence of at least twoInvigilators, who will endorse on theenvelope “Opened in our presence andseals are found intact”.

vii) The Centre Superintendent will give outexactly the same number of copies ofquestion papers according to the seatplan alongwith two spare copies forthe Invigilators.

viii) Those in connection with dealing ofQuestion papers must make adeclaration in a prescribed form and acopy will be submitted to the Secretaryby the Controller

(c) In case of Multiple Choice question,question bank shall be prepared well aheadof the actual time of examination or at leastone month before the examination.

(d) The question papers, if prepared outside theCommission’s Office, either inside oroutside Mizoram, Rule 15 (a) will not bebinding.

(a) The Supervisor/Centre Superintendent willmake a requisition of answer books/additional sheets required for his centre fromthe Controller and will be responsible forits safe keeping.

(b) The answer books/additional sheets mustbe distributed to each room every day, anda proper record of the same should bemaintained and will be kept with the CentreSuperintendent.

(c) Immediately after completion of a particularsubject or paper, the answer scripts mustbe sorted out and arranged in order of RollNo. of the candidates, the answer sheetsalong with two question papers should bepacked and sealed in the presence of theCentre Superintendent. The packed answerbooks must be kept in a safe place beforeother answer books are received from othercentre(s). Coding of the answer books willbe done by the Controller of Examinationby himself or only with a person authorisedby him when answer books from all thecentre(s) are received . A prescribed formmay be used for despatching answer books.

(d) Each answer book/packet must have aseparate Top Sheet. Three copies will bemade. One copy be firmly affixed outsidethe packet, another kept inside and the thirdsubmitted to the Controller separately.

Responsibilities for proper conduct ofExamination rest with the Controller and his/her duties and functions are as follows-

(a) Under the guidance of the Secretary,Mizoram Public Service Commission , theController will be the main personresponsible for proper and smooth conductof Examinations.

(b) Other than the Secretary, the Controller willhave access on all confidential papers.

Functions and Duties of Centre Superintendentare as under :

(g) The Centre Superintendent should remainat the examination centre until theexamination is over.

(h) The Centre Superintendent shall beresponsible for providing First Aid at hiscentre.

(i) The Centre Superintendent of anexamination centre is responsible for theefficient performance of the Invigilators athis centre. If any untowards incident on thepart of the Invigilator is found like indulgingin intoxication etc, he will prepare a specialreport under sealed cover on the behaviourof the Invigilator and forward the same tothe Controller for further action.

(j) Due to any circumstances if the Invigilatoris unable to perform his/her duties, theCentre Supervisor may appoint any personfrom the panel of Invigilators in his/her place

(k) The Centre Superintendent is responsiblefor opening of question papers at his centre.The question papers may be opened byusing Form ‘A’and then it will be distributedby the Centre Superintendent to theInvigilators for opening it in their respectiverooms.

Duties of Assistant Centre Superintendent :

(a) To assist the Centre Superintendent forefficient and smooth conduct of theexamination.

(b) To take the responsibily of the CentreSuperintendent-in an examination centre ifthe Centre Superintendent has to leave theexamination centre for official works.

(c) To visit different examination room/hallwithin his centre.

Functions and Duties of Invigilators:

(a) It is the duty of the Invigilators to see thatthe candidates fill out their answer bookcorrectly. Only after such careful checkingshould they put their signature in the answerbook of the candidates.

(b) Invigilators appointed for an examinationshould reach the examination centre at least30 minutes before the commencement ofthe examination.

(c) Invigilators should take great care not todisturb or distract the candidates in any waywhile on duty. Reading materials like books,newspapers etc. must be avoided.

(d) It is the duty of the Invigilators to take stepsfor prevention and detection of unfairpractices on the part of candidates.

(e) No Invigilator should talk or communicatewith the candidates except underunavoidable circumstances.

(f) If any unfair practice is detected by theInvigilators, it shall be their duty to seize theincriminating document along with thecandidate’s statements accompanied bytwo witnesses’ signature and promptlyreport the incident to Centre Superintendentfor further actions.

(g) The Invigilators should not normally allowany candidate to go out of the examinationhall/room during the examination. If thecandidate has to answer the call of nature,he may be allowed to go out accompaniedby a IV Grade duty. He will also ensurethat two or more candidates do not meetoutside the hall or talk to each other.

(h) The Invigilators should ensure that eachcandidate sits in the particular seat allottedto them. If circumstances compelled acandidate’s seat to be changed, it will bearranged on the advice of the Centre

Superintendent and the same be reportedto the Controller.

(i) On receipt of the sealed packet(s) ofquestion papers from the CentreSuperintendent the Invigilators, using Form‘B’ shall opened it in their respective rooms

(a) Candidates will be admitted to theExamination hall on production of theirAdmit Card.

(b) Admission will ordinarily be refused to acandidate who is more than half an hour late.

(c) No candidate, shall be allowed to leave theexamination hall/room until an hour haspassed from the commencement of theexamination.

(d) Candidates will be alloted seats marked withtheir Roll Nos. Seats should be occupied 5minutes before the commencement of theExamination.

(e) Candidates should bring their pens, anyother special requirements such asmathematical boxes etc. for use in theExamination Hall. These will not be suppliedby the Commission.

(f) The candidates should not bring any articles(other than those specified above) such asbooks, notes, loose sheets, mobile phones,pagers, digital diaries etc. However, they will

be allowed to use battery operated pocketcalculator only.

(g) Candidate must write in his own handwriting.In no circumstances will he be allowed toavail the help of a scribe.

Answers should not be written in pencil.Pencils may, however, be used for maps,mathematical drawing or rough work.

(h) Candidates must produce their Admit Card,give their specimen signature and reply toquestions put by the Invigilator.

(i) The candiates must atempt questions inaccordance with the directions on eachquestion paper. If the questions areattempted in excess of the prescribednumber, only the questions attempted firstupto the prescribed number shall be valuedand the remaining ignored.

(j) Candidate(s) detected in using unfair meansor communicating with one another or foundin possession of unauthorised books andpapers during the examination shall beexpelled and their names struck off the rolls.They will be debarred from applying for allfuture examinations and selection to beconducted by the Commission.

(k) No candidate shall leave the ExaminationHall without prior permission of theInvigilator.

(l) They must not write or revise their answersafter the expiry of the alloted time.

(m) Silence must be observed at all time in theExamination hall.

(n) Smoking in the Examination Hall is strictlyprohibited.

(o) The candidates must abide by suchinstructions as may be specified on thecover of the answer-book or any furtherinstruction which may be given by the CentreSuperintendent of the Examination. If acandidate fails to do so or indulges indisorderly or improper conduct, he/she willrender himself liable to expulsion from theexamination or such other punishment as theCommission deem fit to impose.

(p) Any candidate found to be intoxicated withalcohol and drugs will be expelled from theExamination hall.

(q) Mobile phones brought to the Examinationhall will have to be left outside of theExamination Hall and the Commission willnot be responsible for its safe keeping.

(r) If a candidate loses his Admit Card heshould inform the Controller/CentreSuperintendent immediately stating clearlythe reason for the loss and if the Controllerof Examinations/Centre Superintendent issatisfied of the genuiness of the loss, a

duplicate Admit Card will be issued onpayment of Rs 50/-.

(s) If a candidate, under unavoidablecircumstances needs to change hisexamination centre, he should inform theController 15 days before thecommencement of the examination, failingwhich his plea will be rejected.

(a) Where a candidate is found guilty ofmisconduct or malpractise or any offencehe shall be expelled and shall not be allowedto continue the examination. In such casesthe Centre Superintendent shall submit areport in the prescribed form to theController, stating in full the facts andsituation accompanied by the evidenceagaints the candidate in a sealed cover.

(b) When a candidate is suspected of usingunfair means during the Examination by theCentre Superintendent but lacking in proofof the candidate’s misdeeds to warrantexpulsion, the Centre Superintendent mayallow him/her to continue the examination.However, the Centre Superintendent has tomake a special report enclosing the answerbook and any other incriminatingdocuments, if any, in a sealed cover to theController, clearly indicating in red ink theportions wherein unfair means is suspectedto have been practised.

(c) Any candidate threatening or intimidating anyInvigilator will be expelled from theexamination hall/room immediately and thematter will be reported to the Commissionas well as the local police.

(d) On the morning of the first day of theexamination, all candidates should beinstructed to go through the rules ofexaminations carefully, giving them duewarning regarding offences which may entailexpulsion from the examination.

In the event of any contigencies arisingwhich may call for immediate action, actionwill be taken on the candidate under TheMizoram Prevention of Malpractices atExamination Act, 1990 and further actionwill also be taken under Code of CriminalProcedure, 1973.

Candidate(s) charged under Regulation 22 (a),(b) and (c) found guilty may be debarred fromappearing in any examinations/recruitmentconducted by the Mizoram Public ServiceCommission. The Commission will maintain arecord of this and the same shall be sent to UnionPublic Service Commission. Candidate(s)debarred by the Union Public ServiceCommission shall automatically be debarred bythe Mizoram Public Service Commission.

As soon as the examination is over, the CentreSuperintendent should submit the following itemsto the Commission’s office:

(a) Any unused Answer books, additionalsheets and other articles

(b) Statement showing the number of Answerbooks distributed.

(c) Attendance Sheet showing the candidate’ssignature.

(d) Absentee list in the prescribed form.

(e) List of expelled candidates in the prescribedform.

(f) One copy each of Top Sheet of varioussubjects/Papers.

(g) Confidential Report on the conduct ofexamination at the Centre.

Soon after all the answer scripts are receivedback from the examiner and all other necessaryprocedures had been done by the HeadExaminer, Scrutiniser and the Tabulator, theController will submit the result to the Secretaryclearly highlighting the numbers of candidate thatcan be called for an interview according to theprocedure laid down by the Central as well asthe State Government to the Commission forfixing of interview date and appointment ofexpert. And at the same time the bio-data of thecandidates as well as their academic grade will

have to be prepared. If the Commission feelsthe need for group discussion or resume writingit will have to be done by the candidates.

Interview call will be made purely on the meritposition base of the candidates. Unless regulatedby the Examination Regulation the maximummarks carried by an interview will be 100 whichis 12.5% of the total marks of 800 in the writtenexamination. Marks awarded in the PersonalInterview shall be not less than 40% and notmore than 80%. The final result will be basedon the total of marks a candidate obtained in thewritten as well as in the personal interview.Recommendation shall be made in order of meritfor the number of vacancies available.

In cases where the number of applicants for apost or posts is less than the numbers ofcandidates to be called for interview, recruitmentwould be done by means of Personal Interviewonly, and it will carry a maximum marks of 100.In this kind of Direct Recruitment theCommission will have the authority to appoint aTechnical Expert to assess the candidates on theirfield of expertise. This will also hold good in caseof Competitive examinations like MCS, MPSetc where the candidates have the option ofchoosing the subject of their choice. TheCommision has the authority to invite a personof high integrity with experienced retired orotherwise to take part in the interview to assesthe candidates. However, if the number ofapplicants for a post is more than the number ofcandidates to be called for interview theCommission will conduct a written examinationfollowed by personal interview.

The written marks obtained by the candidateswill be kept in confidential bag by theConfidential Section until the Interview is over.After the conclusion of interview the Comissionwill publish a final merit list based on theperfomance of the candidates in the writtenexaminations and personal interview and theirsutabillity for the post. In case of candidatessecuring equal marks in the final merit list, theirmerit position will be determined givingweightage to the older candidate on the basis oftheir date of birth. Out of the merit list prepared

the Commission will recommend candidatesagainst the vacant posts in order of merit forappointment. However, if the candidates selectedare more than the post can hold they will haveto be put on a reserved panel. This panel listwill hold only in case of the decline ofappointment, resignation or death of a candidatefor the post they are recommended. The validityof the reserved panel will be 1 year. In any caseit should cease to be in force on the expiry of apanel of 1 year & 6 months or when a freshpanel is prepared, whichever is earlier.Recommendation for a post from the reservedpanel will have to be accompanied by anapplication and justification for appointment fromthe concerned department.

The final result declared by the Commission willbe displayed on the notice board of theCommission clearly showing the candidate’sname, father’s name and their adresses. The samewill be given to electronic as well as print mediafor the speedy spread of the result.

The answer books of the selected candidateswill be kept ready for verification if theCommission considers it necessary.

Candidates selected or otherwise can be issuedhis/her marksheet not less than fifiteen days fromthe publication of the final result with a paymentof Rs.50/- accompanied by a formal applicationand Admit Card to the Controller. In case ofanswer book, no citizen can seek disclosure ofthe evaluated answer sheet as per the judgement

In order to ensure elimination of every elementof bias, Chairperson/Members of the SelectionCommittee whose relatives are being consideredby the Selection Committee should not take partin its deliberations. Therefore, every Memberof the Selection Committee is required to furnisha certificate to the Chairman/Chairperson of theSelection Committee before commencement ofthe meeting stating that none of his/her closerelative is being considered by the SelectionCommittee and that he/she is otherwise also notinterested in any particular candidate. Chairman/Chairperson of the Selection Committee shouldalso furnish similar information.

The marks that can be scored in different subjectsmay vary as there can be scoring subjects andnon-scoring subjects. In order to rectify thisproblem and if the Commission considers itnecessary moderation/scaling shall be done.

Remuneration will be given to all personsinvolved in the conduct an examination as statedbelow. However, if they fail to abide by theinstructions and guidelines of the Commissionor fail to fulfill their duties Remuneration will notbe given to them.

(a) Duties of the Paper-setter:

(i) to prepare manuscript of a modelquestion strictly in accordance with thesyllabus of the subjects and also withthe directions given by theCommission.

(ii) to submit the manuscript in a sealedcover marked “CONFIDENTIAL” tothe Controller personally.

(iii) he should not retain copy of themanuscript either digitally or in theform of hard copy.

(b) Duties of the Moderator :

(i) The Moderator by himself or a panelof Moderators shall moderate themanuscripts for subjects and finalisethe manuscripts of the question papers.

(ii) The Moderator shall submit the finalmanuscripts in a sealed cover marked“CONFIDENTIAL” to the Controllerpersonally.

(iii) The final manuscripts of the questionpapers shall be personally handed overby the Convener of the panel ofModerators to the Controller.

(c) Duties of the Examiners and Head Examiner:

(i) The Examiners shall examine theanswerscripts strictly in accordancewith the guidelines and instructionsissued by the Commission.

(ii) The Examiners shall receive the answerbooks from the Controller or anyanother person authorised by theController. The Controller or theauthorised person should obtain tworeceipts showing the number of answerbooks given out by him.One receiptwill be kept by Confidential Sectionand the other given to the Examiner.The, Examiner should also see that thenumber of answer books given to himare the same as mentioned in the TopSheet.

(iii) The Examiner shall personally submitthe answer books to the Controllergiving confidential marking in theprescribed despatch form. Thereceiver of the answer books from theExaminer shall ensure that the numberof answer books given out and thosereceived are the same.

(iv) It shall be the duty of the HeadExaminer (if appointed) to convenemeetings of the examiners and discussguidelines for evaluation of answerbooks.

(v) The Head-examiner shall satisfy himselfin regard to proper evaluation of theanswer books by the examinersthrough a test check which willgenerally be done on 10% of answerbooks submitted to him.

He shall have the right to re-examinethe marginal cases and any re-assessment made by him shall bedeemed valid.

(vi) The Head-examiner shall have thepowers necessary for rectification ofdiscrepancies, wrong totalling,ommissions, double markings andother errors, under intimationconfidentially to the Controller and ifany discrepancies are noticed and heshall make remarks in the answerbooks and such cases shall be deemedvalid.

(vii) It is the duty of the Examiner to seewhether the candidate has attemptedbeyond the prescribed limit. If noticedthe Examiner shall evaluate upto theprescribed limit only.

(viii) It is the duty of the Examiner toprepare Statement of marks from theanswer books he has evaluated clearlystating the range of the highest markand the lowest and submit the same tothe Controller.

(d) Duties of the Scrutinisers:

(i) to scrutinise all answer books in regardto totalling, ommissions of marks andother errors.

(ii) to compare and verify the total marksawarded in the answer scripts with thequestion.

(iii) to verify any Over-marking/Under-marking.

(iv) Any other errors that can occur.

If any such errors etc. are noticed theScrutiniser shall inform the Controller and thesame will be rectified.In such cases theController and the Scrutiniser will append theirsignature respectively on the answer books.

(e) The duty of the Tabulators shall be totabulate the marks obtained by thecandidates in a manner prescribed by theCommission and submit the same within thestipulated time for preparation of results.

(f) After the announcement/preparation of thefinal result as such, re-evaluation of answerbooks/scripts is not permitted under anycircumstances.

31. The Secretary or the Controller, with the approval of theChairman shall be competent to issue detailed instructionsin regard to all affairs connected with the conduct ofexaminations, provided that such instructions are notinconsistent with these guidelines. It will also be their dutyto approach the DGP/IGP for detailing security personnelat the Examination Centres.

32. The Chairman shall be competent to issue any furtherinstructions in this regard and if any question arisesrelating to the interpretation of these guidelines, thedecision of the Chairman shall be final.

33. All previous Guidelines shall stand repealed on and from thedate of the commencement of this Guidelines.

Provided that any action or actions taken under such Guidelineshereby repealed shall be deemed to have been taken underthese Guidelines.

Candidates detected in using unfair means or communicating with one another or found inpossession of unauthorised books and papers during the examination shall be expelled andtheir names struck off the rolls. They will be debarred from applying for all future examinationsand selections to be conducted by the Commission.

11. No candidate shall leave the Examination Hall without prior permission of the Invigilator.

12. They must not write or revise their answers after the expiry of the allotted time.

13. Silence must be observed in the Examination Hall.

14. Smoking in the Examination Hall is strictly prohibited.

15. The candidates must abide by such instructions as may be specified on the cover of the answer-book/response sheet or any further instruction which may be given by the Centre Superintendentof the Examination. If a candidate fails to do so or indulge in disorderly or improper conduct,he/she will render himself/herself liable to expulsion from the examination and/or such otherpunishment as the Commission deem fit to impose.

16. Any candidate found to be intoxicated with alcohol and/or drugs will be expelled from theExamination Hall.

17. Mobiles phones, if any, brought to the Examination will have to be left outside the ExaminationHall and the Commission will not be responsible for their safe keeping.

18. Any one who applies for his/her Marksheet should enclose original or attested copy of AdmitCard with their application.

i) Seals on the packet(s) of question papers shouldbe carefully examined and tallied with the specimen seal as sentto you by this Commission in a separate packet/cover. No packetfor a particular subject (paper) should be opened until 15 minutesbefore commencement of the examination in the subject/paper.

ii) The packet(s) of Question Papers should be openedby the Centre Supervisor himself/herself in presence of therepresentative(s) of this Commission and at least one AssistantSupervisor, two Invigilators and two witness from amongts thecandidates of the centre who should put their signature on theprescribed certificate for opening of Question Papers and suchcertificate should be sent in a separate sealed cover to theController of Examination, Mizoram Public Service Commission,through the Inspecting Officer deputed by this Commission atyour centre.

iii) BEFORE OPENING THE PACKET(S) OFQUESTION PAPERS, THE SUBJECT, DATE AND TIMEOF EXAMINATION PRINTED ON THE COVERSHOULD BE CAREFULLY STUDIED TO ENSURETHAT THE CORRECT PACKET IS BEING OPENED ATTHE MATERIAL TIME.4. After distribution of question papers to thecandidates, the balance question papers should be counted andtallied after half-an-hour of the commencement of examinationin each paper. Such unused question papers should be returnedto the office of this commission alongwith the Answer Scripts ofthe respective paper.5. APPOINTMENT OF ASSISTANTSUPERVISOR / INVIGILATORS ETC.:

You are requested to appoint reliable persons asAssistant Supervisor/Invigilators. In this connection you arerequested to see that adequate number of Invigilatos are posted

in each room to ensure fair and smooth conduct of theexamination. Generally, one Invigilator should be appointed forevery 25-30 candidates. In every room, however, there mustbe at least two Invigilators even if the number of candidates isless than 25-30 so that if one invigilator has to go out of theroom, driven by circumstances, the room is not left uninvigilated.For effective and efficient invigilation it is essential that theInvigilators should be fully conversant with the duties expectedof them. The Invigilators may kindly be told that if they have anydependant and relation appearing at the above examination athyour centre, they should not accept the ofer of appointment.They should neither read nor engage themselves in any personalwork in the Examination Hall. The required number of Waterman,Duftry and other Class - IV staff may also be appointed by you;6. ARRANGEMENTS FOR THE EXAMINATION:You are requested to complete all necessary arrangements forthe examiantion, viz. arrangments of seats, fixing of roll numberson the tables/desks, display of seating plans, purchase ofstationery articles such as packing paper, sealing wax, threadballs, candles, needles, water glasses etc. as required a daybefore the date of examination.

The seats should be comfortable. There should besufficient light in the room. In this connection it may please benoted that not more than two candidates should be allowed tosit in a bench of seven or eight feet.

YOU SHOULD ENSURE THAT ANSWERBOOKS AS WELL AS SUPPLIMENTARY ANSWERBOOKS TO BE DISTRIBUTED TO THE CANDIDATESARE STAMPED WITH YOUR FACSIMILESIGNATURE. THE STAMPS SHOULD BE AFIXEDAFTER THE SAME ARE DISTRIBUTED TO THECANDIDATES. IF THE FACSIMILE SIGNATURE IS

NOT AVAILABLE THE RUBBER STAMP OF THEINSTITUTION MAY BE USED. A SAMPLE OF THEFACSIMILE SIGNATURE OR THE RUBBER STAMPOF THE INSTILTUTION SO USED SHOULD BEFORWARDED TO THE UNDERSIGNED SEPARATELY.

IT MAY BE ENSURED THAT THECANDIDATES PUT THEIR SIGNATURE IN THESPACE PROVIDED FOR THE PURPOSE ON THEANSWER BOOKS.

It may kindly be noted that arrangements for andconduct of this Commission’s examination e.g. opening of questionpaper packets, distribution of question papers, collection of sparecopies thereof, collection and accounting scripts are theSupervisor’s personal responsibility and these duties should notbe entrusted to clerks appointed by the Supervisor. He/She maykindly be particularly vigilant so that no candidate can leave theexamination centre without submitting his/her answer script to theinvigilator on duty.7. ADMISSION TO THE EXAMINATION :TIMINGS REGARDING ADMISSION TO / LEAVINGEXAMINATION HALL:

No candidate shall be allowed to enter theexamination hall 30 minutes after commencement of theexamination. No candidate should be permitted to leave theexamiantion hall before the expiry of 1 hour from thecommencement of examination in each paper.

The identity of each candidate should be checkedwith the photograph pasted on his/her attendance sheet. In caseswehre the photographs pasted on the attendance sheets are notalready signed by the candidates, they may be asked to signthese. If a candidate whose name is not included in the attendanceand produces his/her admission certificate (even of anotherexamination centre) he/she may be allowed to take the

examination at his/her own risk. A statement to this effect shouldbe obtained from him/her and a report made to the Commission.In such case(s) the name(s) of such candidate(s) may be enteredin the attendance list supplied to you and his/her signature maybe obtained in a blank attendance sheet and the same be sent tothe Commission along with the attendance sheets of othercandidates. The Invigilators on duty should be carefully instructedto see that the candidates put their signature int he space providedfor the purpose on the front page of the Answer Books distributedto them while taking their signature on the attendance sheets(with photos) and the Invigilator should countersign anycorrection made by the candidates on the front page (i.e. coverpage).

If any candidate for this examination who is anemployee of your institution or dependent on or related to youis allotted by the Commission to take his/her examination at yourcentre, the fact may be immmediately reported to the undersignedso that he/she may be allotted to different examination centre.8. (a) DISTRIBUTION OF ANSWER BOOKS/QUESTION PAPERS:

i) The invigilators will distribute the answer booksto the candidates 10 minutes before commencement of theexamination in each paper so that the candidates may fill upvarious particulars on the cover page of their respective answerbooks before commencement of examination.

ii) The question papers should be distributed to thecandidates 3 minutes before commencement of examination ineach paper.9. RECORDING OF ATTENDANCE OF THECANDIDATES IN ATTENDANCE LISTS WITHREFERENCE TO ATTENDANCE SHEETS:

Just 30 minutes after the commencement of theexamination in each paper the invigilators should start to obtain

the signature of the candidates on the attendance sheets as wellas on the attendance lists as supplied by this Commission. Atthe same time the Answer Books of the candidates should bechecked to ensure that these have been properly filled in by thecandidates. The Attendance Sheets of the absentee candidatesmay be filled in by the Invigilators on duty as per the instructionslaid down in the Attendance Sheet.

Each Invigilator should also append his/her signaturein the appropriate column of attendance sheets of the candidatesunder his/her charge.

With reference to the attendance sheets, theattendance lists should be carefully checked. For absenteecandidates only the Invigilators must write “ABSENT” in REDInk in column 4 and initial in column 5 of the attendance lists.N.B. : For each paper of examination separate set of attendancelists will be supplied by this Commission.10. METHOD OF PACKING OF ANSWERSCRIPTS/UNUSED QUESTION PAPERS ETC.:

As soon as the examination in any paper is over, thescripts should be checked with the Attendance List of thecandidates. The scripts together with all spare copies of questionpapers, the Attendance List and ‘Absentee Slip’ for the papershould be tied securely and wrapped up in packing paper andsealed. The number and name of the centre and subject and thenumber of scripts sent in the packets should be written on thetop sheet of the packets after sealing.

For the paper in Bengali/Hindi/Urdu/Nepaliseparate bundles of the scripts in Hindi/Urdu/Nepali should bemade and all such bundles should be tied up with the pacfket forscripts in Bengali so that there may be one composite packetwith four inner packets each for Bengali/Hindi/Urdu/Nepali,which may be prepared in the manner stated above. The roll

numbers of the candidates offering Hindi/Urdu/Nepali shouldbe indicated on the top sheet of the packet.For the paper(s) of examination in which two separate answerbooks are supplied to each candidate, two separate packet ofanswer scripts must be prepared.

The Plan of seats for the entire examination shouldbe sent inside the packet of answer scripts for the last session ofexamination on the concluding day.

THIS OFFICE WILL ARRANGE FORCOLLECTION OF PACKETS OF ANSWER SCRIPTSON EACH DAY AFTER CONCLUSION OFEXAMINATION FROM THE CENTRE SUPERVISORS.

SUBMISSION OF A REPORT ON THECONDUCT OF THE EXAMINATION:You are requested to prepare a report in Proforma-’B’ as to theconduct of the examination at your centre and the same mayplease be sent to the undersigned through the Inspecting Officerdeputed by the Commission to your centre.14. CASE(S) OF UNFAIRMEANS ADOPTED BYCANDIDATES:Any case of unfairmeans adopted by the candidates during theexamination should be reported to the Commission through theInspecting Officer furnishing the particulars mentioned in theprescribed form as sent to you by this Commission for this purposealongwith the incriminating/unauthorised papers seized, if any,from the candidate(s).Incriminating/unauthorised papers (if any), seized from anycandidate should contain :-
