(a) the details of lawsuits which have been filed against theNational Accountability Bureau (NAB) in InternationalCourts of arbitrations, since its inception along with presentstatus thereof separately;
(b) the grounds of each said lawsuit upon filed in
said Courts against the NAB along with expenditureincurred thereupon separately till now;
(c) whether NAB has conducted internal inquires at its own to
examine failures on their part that forced the other partyto file such lawsuits in International Courts of Law; if so,the details thereof; and
(d) the amount which has been paid by the NAB to
complainants parties as damage/fine or under the head ofany other nomenclature in view of decisions of InternationalCourts?

Will the Minister for Law and Justice be pleased to state:
(a) the procedure adopted for appoint of every officer workingin the NAB at present alongwith the prescribed method oftheir recruitment;
(b) details of each employee including their parent departments
absorbed in the bureau alongwith procedure adoptedtherefor;
(c) whether educational qualifications of each employee were
verified from respective educational institutions andregulatory bodies and such credentials wereexamined with reference to their service record; if so, thedetails thereof;

(d) the irregularities reported in the process of makingappointments in the bureau and fake educationalcredentials of several employees were also found; if so, thedetails thereof; and
(e) steps being taken by the Government to address the menace
of illegal appointments in the NAB and make accountablethose who have submitted fake educational credentials?
Minister for Law and Justice (Dr. Muhammad Farogh Naseem):(a) The initial appointments in NAB except first batch have been madeby NAB itself or through a testing agency as per criteria given in NABemployees Terms and Conditions of service (TCS) 2002 and Methodsof Appointment and Qualifications (MAQ) and amendments made thereinfrom time to time.
NAB has recruited officers in BS-16 to 21 in 08 Batches sinceits inception till to date. The summary of recruitment is attached asannexed.
(b) Officers:—
Inducted 38, Retired due to superannuation 11, Retired in thelight of judgment of the SCP in SCM 13/2016 are 06, Serving 18,Repatriated 02, expired 01.
(c) Officials:—
Inducted 82, Retired 15, Serving 63, Expired 04.
Details are annexed.
The respective degrees / certificates against which the officersare appointed against various posts in NAB are verified by the concernedinstitution or the Higher Education Commission.
(d) (a) 6 Officers were retired and 2 Officers were repatriated to theirparent departments in the light of irregularities pointed out by

Hon’ble Supreme Court of Pakistan in SMC 13/2016. (detailsannexed).
(b) One officer was dismissed by NAB due to fake degree.(details annexed).
(c) Mr. Asad Kharal, a journalist filed a CMA No. 7544/2017in SMC No. 13/2016 wherein he inter-alia challenged theMSC (Computer Science) degree possessed by Major (R)Shahzad Saleem, Director (BS-20) NAB. In reponse, NABfiled report and para-wise comments in the August Courtvide CMA No. 9591/2017 in SMC No. 13/2016. Inaddition, NAB requested Higher Education Commission forverification of said degree. In reponse, HEC vide letter, dated31st December, 2018 conveyed that the degree issued byAl-Khair University in respect of Mr. Shahzad Saleem hasbeen attested by the HEC on 20th October, 2015.
(e) The Hon’ble Supreme Court of Pakistan in Suo Moto videSMC 13/2016 regarding illegal appointments in NAB directed NAB tocomply with the findings of committee formed under SCP’s Order.Subsequently, NAB has submitted compliance reports in the August Court.

(a) the price at which petrol is being sold in the country atpresent; and

(a) the steps taken by the present Government to eradicatecorruption from Government departments so far; and
(b) the names of departments whose performance and financial
audit is planned to be under taken at present?

Minister for Law and Justice (Dr. Muhammad FaroghNaseem): (a) The present government is committed to eradication ofcorruption and corrupt practices. It is pursuing an agenda of accountabilityacross the board.
Federal Investigation Agency (FIA) is an anti-corruption agencyfunctioning under the ambit of FIA Act, 1974.
Chief Minister Inspection Teams, exist in all the provinces to dealwith the matters of anti-corruption in their respective provinces.
Prime Minister Inspection Commission has a vital role under thelaw to eradicate corruption in the country.
The NAB authorities are independent from the Government, butthey are doing their utmost to check corruption.
(b) This part of the question pertains to Auditor General forPakistan under Ministry of Finance.
141. *Syed Imran Ahmad Shah:(Deferred during 7th Session)
Will the Minister for Energy be pleased to state:
(a) the expected increase in the prices of POL products incoming months, particularly with reference to getting loansfrom international lending institutions; and
(b) the strategy of the Government to keep the prices of POL
products at affordable level for common man?

(b) if so, the time by which the said work will be completed
keeping in view the shortage of Sui Gas in the city?

(a) the time by which work of conversion of Thakot GridStation from 33 KV to 132 KV would be completed; and
(b) whether electricity connection from Alai Power House is
included in the Thakot Grid Station Program; if so, thetime by which it will be implemented; if not, the reasonsthereof?

Will the Minister for Communications be pleased to state:
(a) whether it is a fact that Northern by-pass of Karachi whichlinks the Karachi Port Trust to National Highway and SuperHighway is a single road due to which accidents areoccurring repeatedly;
(b) if so, the time by which the dual road will be completed?
Minister for Communications (Mr. Murad Saeed): (a) Presentlymost part of Karachi Northern Bypass is single carriageway. Level ofservice (LOS) is good and the accident ratio is not high.

(b) Its dualization has been planned. Procurement of consultantshas been initiated. Option of its dualization through PPP mode or itsfunding through PSDP are being considered. The construction work maystart after procurement of consultants and the contractor by the end ofyear 2019.
62. *Ms. Nafeesa Inayatullah Khan Khattak:
Will the Minister for Communications be pleased to state:
(a) whether it is a fact that Motorway Toll Tax is beingincreased biannually; if so, the justification for increasingthe toll two times in a year; and
(b) the name of authority that approved the said increase?

63. *Sahibzada Sibghatullah:
Will the Minister for Communications be pleased to state:
(a) whether it is a fact that road from Chakdara-Timergara,Akhagram-Dir and Kalkatak-Chitral of N-45 has beenapproved by the Government;
(b) whether it is also a fact that a portion from Timergara to
Akhagram is not included in the project; if so, the reasonsthereof; and
(c) the steps being taken by the Government to include the
said portion in the existing project?
Minister for Communications (Mr. Murad Saeed): (a) Yes it istrue that Government approved the PC-1 amounting to Rs. 17,423 millionincluding updated FEC cost of Rs. 16,030 Million equivalent toUS $ 153,1 Million proposed to be funded through Korean EXIM Bank forImprovement & Widening of road from Chakdara-Chitral (N-45) (130 Km)in following three sections.

1. Chakdara - Timargara Section (38.85 km)
2. Akhagram - Dir Section (43.39 km)
3. Kalkatak - Chitral Section (47.98 km)
The PSDP allocation 2018-19 is Rs. 542,149 Million,
(b) Timergara - Akhagram (26 KM) section of N-45 wasrehabilitated through Periodic. Maintenance scheme under AnnualMaintenance Plan (AMP) of NHA in 2015. It is a 2-lane single carriagewayand is in fair condition.
(c) Already built.
64. *Malik Sohail Khan:
Will the Minister for Energy be pleased to state the time by whichthe facility of Gas will be provided to village Pind Sultani andsurrounding areas of Tehsil Jand, District Attock?

67. *Ms. Mehnaz Akber Aziz:
Will the Minister for Human Rights be pleased to state:
(a) whether it is a fact that Pakistan ratified ‘United NationsConvention on Rights of Persons with Disabilities (2006)’on 5th July 2011 but have not submitted its preliminaryreport by September 2011 for meeting deadlineor subsequent deadlines and so far has not submitted evena single report to the relevant UN Committee; if so, reasonsfor non-compilation and non-submission of initial reportand subsequent periodical reports by Pakistan on theimplementation of UN Convention on the Rights of Personswith Disabilities;
(b) the time by which Pakistan’s periodical reports on ‘UN’Convention on the Rights of Persons with Disabilities willbe submitted by sharing of its draft with Parliament beforesubmission to relevant UN body?
Minister for Human Rights (Dr. Shireen M. Mazari): (a) Yes,it is a fact that Pakistan ratified the United Nations Convention on theRights of Persons with Disabilities, (UNCRPD) on 5th July, 2011,however initial report was due after two years of ratification i.e.August, 2013.
It is mentioned that prior to 18th Amendment in the Constitution,matters pertaining to disability including UNCRPD were dealt by theDirectorate General of Special Education working under the then Ministryof Social Welfare and Special Education. After the devolution, UNCRPDalong with the following ratified Conventions were transferred to Ministryof Human Rights (MoHR):
i. International Convention on the Elimination of all Forms of RacialDiscrimination (ICERD);

ii. UN Convention on the Rights of the Child (CRC);
iii. Convention on the Elimination of All Forms of Discriminationagainst Women (CEDAW);
iv. International Covenant on Economic Social and Cultural Rights(ICESCR).
Besides, two Conventions [International Covenant on Civil andPolitical Rights (ICCPR) and Convention Against Torture and other Cruel,Inhuman or Degrading Treatment or Punishment (CAT)] were already withMoHR.
During this period, preparation of Obligatory Reports on theseConventions which were also due and pending, was considered on priority,keeping in view their significance for GSP+ Status. As a result, efforts weremade to clear the backlog. So, the MoHR prepared these Reports during2016-17 and submitted to the concerned UN Committees except CEDAW.These Reports have also been presented before UN Committees, whereas.5th Periodic Report on CEDAW has also been submitted which will bepresented during November, 2019. Besides, MoHR prepared and submittedPakistan’s 3rd Universal Periodic Review Report, which was reviewed inNovember, 2017 at Geneva. Updated Reporting Status of Human RightsConventions is annexed.
The European Union had granted GSP Plus Status to Pakistan on13th December, 2013. One of the conditions under GSP Plus relates toratification and effective implementation of twenty seven Conventionsmandatory for GSP Plus pertaining to Human Rights, Labour, Environment,Narcotics and Good Governance. These Conventions had already beenratified by the Government of Pakistan. However, submission of obligatoryreports was imperative to continuously enjoy the status of GSP+.
It is pertinent to mention that UNCRPD was not included in the 27Conventions mandatory for GSP+, therefore, process to prepare Pakistan’sInitial Report on UNCRPD started after submission of Obligatory Reportson the above mentioned Conventions, related to GSP+. As a result, InitialReport prepared with the coordination of relevant Provincial and FederalDepartments was forwarded to Ministry of Foreign Affairs in February,2018. As established practice, MoFA shared the subject Report with its

Mission in Geneva and proposed amendments. Last amended/updatedReport has been shared with MoFA on 14th January, 2019.
(b) Submission date may not be given at this stage, as MoFAwill decide the submission of Report in consultation with Pakistan’sMission in Geneva. As per previous practice, copy of the Report willalso be shared with the Parliamentary Committees on Human Rights.

Will the Minister for Law and Justice be pleased to state:
(a) the details of references of NAB and appeals filed by oragainst the NAB which are pending particularly inaccountability courts and other courts in general, at present,alongwith time since when each of said reference or appealis pending in respective courts;
(b) the last date of hearing of each said reference and appeal;
and
(c) details of inquiries pending in NAB alongwith time sincethe each inquiry is pending?

(c) 959 inquiries were in progress as on 25-02-2019 at theregional Bureaus of NAB, which will be completed within due time framefixed for each or the time frame for such inquiries would be extended forthe purpose to trace out the evidences required for disposal / decision onmerit. So far 575 inquiries have since been finalized in the year 2018.
Keeping in view, initial stage of quasi judicial proceedings underNAO, 1999 under taken for inquiry and investigation provisions owingto fundamental rights under constitution, disclosure of identity of thealleged public office holders and other persons as well as further detailsmay cause undue prejudice to the person’s Facing inquires and theproceedings of NAB. Therefore, the details asked by Hon’able memberdoes fall under rule 78-(u) of the Rules of Procedure and Conduct ofBusiness in the National Assembly, 2007. The rule is as under:—
“it shall not ordinarily ask about matter pending before anystatutory tribunal or statutory authority performing any judicialor quasi-judicial functions or any commission or court of inquiryappointed to enquire into or investigate any matter but mayrefer to matters concerned with procedure or subject or stage ofenquiry if it is not likely to prejudice the consideration of thematters by the tribunal or commission or court of enquiry”.

Will the Minister for Communications be pleased to state:
(a) whether it is a fact that extension of Metro Bus Projectfrom Peshawar Morr to New Islamabad InternationalAirport is facing delay due to lack of interest bythe Government; if so, the reasons thereof;
(b) the steps being taken by the Government to complete the
said project; and
(c) the time by which said project will be completed?
Minister for Communications (Mr. Murad Saeed): (a)Government is taking interest in completion of Islamabad Metro BusProject. However, some adjournments have occurred due to delay inquarterly release of PSDP funds. Package 1,2,3 & 4 are substantiallycompleted.

(b) Government is taking keen interest in early completion ofthe said project. Continuous progress monitoring is being made on seniorforums. Progress Review Meetings are even held in the Prime Minister’sOffice and all possible steps are being taken by the Government for earlycompletion of the project.
(c) The expected completion date of Islamabad Metro BusProject for balance E/M works is 30th June, 2019.

(a) the details of importing cargo (R)LNG orders in the countrysince January, 2018 till date;
(b) whether it is a fact that such orders were later reduced to
half; if so, the justification thereof;
(c) the details and name of authority which made such decisionto reduce the number of cargoes of (R)LNG;
(d) whether it is also a fact that such reduction/cancellation/
rescheduling had forced the Government to pay millions ofdollars under the heads of rescheduling of idle terminalcharges etc. if so, the details thereof;
(e) if the answer to parts (a), (b), (c) and (d) above are in the
affirmative, is there any plan to investigate reduce/cancel/reschedule such orders and make the responsiblesaccountable for the same; if so, action taken; if not, thereasons thereof?

Will the Minister for Law and Justice be pleased to statewhether there is any proposal of the Government toestablish evening courts in the country; if so, when it will beimplemented?
Minister for Law and Justice (Dr. Muhammad FaroghNaseem): Presently there is no such proposal under consideration in thisDivision.

Will the Minister for Energy be pleased to state:
(a) whether it is a fact that Sui Northern Gas Pipeline Limitedand Sui Southern Gas Company Limited had posted/earnedprofit in recent years; if so, the details of last five years;
(b) if both the entities had posted profit in recent years, the
justification of deficit of 157 billion or so, as it is claimedby the Government alongwith components of such deficitin clear terms; and
(c) whether the amount of aforesaid deficit has been spent or
invested on some projects; if so, the details thereof; and
(d) whether the Gas entities or Government earned profitor are expected to earn profit on such spending orinvestment in coming years; if so, the details thereof;?

Will the Minister for Communications be pleased to state thelocation-wise new Motorways being constructed in Sindh bythe present Government?
Minister for Communications (Mr. Murad Saeed): A part ofSukkur-Multan (M-5) motorway is being executed in Sindh province;however this project- started on 05-08-2016. The present Governmentis ensuring its timely completion. The present Government is howeverpreparing the detailed design and commercial feasibility of Sukkur-Hyderabad (M-6) 300 Km motorway to be executed on BOT basis.The timeline for award of this project is December, 2019.

Will the Minister for Energy be pleased to state:
(a) the National Assembly Constituency-wise total number ofGas schemes approved for the province of Punjab duringthe last five years;
(b) the National Assembly Constituency-wise total number of
Gas schemes that will be approved for the said province inthe near future; and

(c) the National Assembly constituency-wise details of fundsreleased for the said schemes so far?

amount of loan despite lapse of time limit given by theSupreme Court for recovery of loans?

Will the Minister for Postal Services be pleased to state:
(a) whether it is a fact that the recruitments were made on theposts of Post Master and Runner in Postal Services by thelast Government in Mansehra, Batgram, Kohistan andTorghar;
(b) if the answer to part (a) above is in the affirmative, whether
merit was observed in this regard; and
(c) the details of number of persons recruited alongwithnames?
Minister for Postal Services (Mr. Murad Saeed): (a) Yesrecruitment to the post of Mail Peon / Runner (BPS-01 to 04) in PostalServices was made during the last Government in Mansehra, Battagram,Kohistan and Torghar. However no recruitment against the post ofPostmasters (BPS-09) has been made
(b) The recruitment was made after taking proper examination underthe rules and on merit.

Minister for Communications (Mr. Murad Saeed): There isno crossing at Hingorja because National Highway Authority has constructeda New Jersey Barrier (NJB) in urban area to streamline the traffic.
A U-turn has been provided at 1.6 KM from Hingorja.
Crossing/ U-turn within the congested urban area will presenta traffic hazard and further increase congestion.

Minister for Communications (Mr. Murad Saeed): (a) NHAhas entered into an agreement with M/s Motorway Operations andRehabilitation Engineering (Private) Limited (a subsidiary owned by FWO)for “Overlay & Modernization of Lahore-Islamabad Motorway (M-2)” undera BOT based Concession Agreement signed on 23rd April, 2014 for a periodof twenty (20) years. Operation, Management and Maintenance of MotorwayM-2 including Motorway Service Areas (MSAs) is the responsibility of M/sMORE which is subsidiary of M/s FWO.
In accordance with the Concession Agreement Schedule-E, Page-184,all the 10x Service Areas on Motorway M-2 has been handed over to theConcessionaire (M/s MORE) and now being maintained by theConcessionaire. Moreover, all the lease agreements within the service areaswith different vendors/ licensees etc. are directly made by the Concessionaire(M/s MORE).
Hascol fuel stations on Motorway M-2 are being operated throughrental agreement with M/s MORE (Pvt) Ltd. Following facilities are beingprovided at petrol pump:
i. Rs. 1/Ltr rebate to all commuters on OGRA rates.
ii. Free/General public bathrooms maintained by Hascol.
iii. Fully stocked Air Conditioned rest rooms offered at discountedrates Rs. 50/person entry.

iv. Free Air check / oil change facility.
The reservoir (oil storage /distribution facility) is part of developmentof strategic storage of Pakistan under Ministry of Petroleum. It is owned/established by M/s Frontier Oil Company (Pvt)Ltd. located along M-2 nearChakri. The land for this facility has been purchased /leased by M/s FrontierOil Company (Pvt)Ltd from private land owners and no land acquisition /purchase undertaken through MoC/NHA.
(b) Neither any direct access to oil storage facility has been providedthrough Motorway M-2 nor any direct access is contemplated. The facilityis being served through already established Chakri Interchange. Land hasbeen purchased / leased by FOC Pvt Ltd from private land owners.No establishment of colonies has been undertaken, nor any such facility isrequired / planned.

Minister for Science and Technology (Mr. Fawad Ahmed): 60officers working in the allied organizations of Ministry of Science andTechnology including PCSIR, NUST, PSQCA, and CUI have dualNationality. The detail may be seen at Annex-I. However, no officer hasdual domicile in MoST and its subordinate organizations.
In this regard, it is to be clarified that no action has been initiatedagainst those officer who have dual nationality, as there is no clear cutdirection by the Federal Government regarding the action against officerswho have dual Nationality.

Minister for Human Rights (Dr. Shireen M. Mazari): (a) Anine-year old girl, namely Ayesha Jamil, was murdered on 18th December2018 in precincts of Police Station Lohari Gate, Lahore. According to thepolice report FIR was registered and maternal uncle was found guilty duringinvestigation and he is in police custody. The complainant Tariq Jamil statedthat he had married Fatima Fardos and has one son and a daughter from thismarriage. From the last one and half years, he was having strained relationswith his wife, who along with the children was living in her parents’ house.His wife had gone to perform Umrah when his sister-in-law informed himtelephonically on 18th December 2018 that his daughter had been strangulatedto death .On his complaint, FIR No. 367/18 dated 19th December 2018under section 302 of PPC was registered. According to the Police report,during investigation, deceased’s maternal uncle, and aunt (mother’s sister)

were interrogated. Their DNA tests were conducted. On the report of DNA,the maternal uncle of the deceased, Tamjeed Taimoor, was found guilty.Therefore, the uncle of the deceased was nominated in the case and hisphysical remand was obtained. He is in Police custody and was sent onjudicial remand on 1st February 2019. A Challan had also been submittedbefore the court.
(b) In the wake of 18th Constitutional Amendment, the subject ofminors has been transferred to the Provinces. However, various measureshave been undertaken/being taken by the Ministry of Human Rights. In thewake of 18th Constitutional Amendment, the subject of minors has beentransferred to the Provinces. However, various measures have beenundertaken/being taken by the Ministry of Human Rights to save the lives ofminors. The detail is as under:
The Zainab Alert Response and Recovery Bill, 2019 hasbeen drafted for establishment of Zainab Alert, Response andRecovery Agency (ZAARA). The ZAARA will be mandatedto introduce alert, response and recovery mechanism of missingchildren so that incidents like murder of Zainab, a nine-year oldresident of Kasur do not occur again. The said bill has beenrecently passed by the Cabinet.
A commission is being established under the NationalCommission on the Rights of the Child Act, 2017. Theselection of Chairperson and Members of said Commission isin process. The Commission will examine existing child relatedlaws relating and propose such legislations which will ensureprotection of children’s lives.
The Criminal Law (Second Amendment) Act, 2016 hasbeen enacted to criminalize child exposure to seduction, childpornography, cruelty to a child, trafficking in human beings andproposed strict punishments for perpetrators so that such actscould be prevented.
Children who experience violence, maltreatment and abuse aremost vulnerable and at higher risks of committing suicide or

murder. For protection of such vulnerable children, a ChildProtection Institute is being established under ICT ChildProtection Act, 2018 which has mandate to rescue, providecare and protection of vulnerable children. The case for creationof the posts for the said institute is in process with ManagementServices Wing, Establishment Division.
At ICT level, Police Helplines 15 & 8090 are functional forearly reporting and response in case of kidnapping etc.Moreover, a free legal advice helpline 1099 in the Ministryof Human Rights is also functional to provide free legal advicein cases of human rights violations.

Grass has been planted in median and other plants/ trees have beenplanted from shoulder to fence within the ROW of M1. These plants in the

shoulders and grass in the median are Maintained by NHA in its RoutineMaintenance Contracts awarded on yearly basis. Moreover flowery andother plants are planted in the median & shoulders by Forest DepartmentKPK in close coordination with Afforestation Wing NHA.
Motorway (M-2)
Motorway M2 is on BOT with M/s MORE (FWO) plantation andmaintenance (Maintenance of green belts area) is a part of their agreement.
Motorway (M-3)
Eleven (11) contact for one year planation and four years maintenancein the ROW from Pindi Bhattian to Gojra Section, work commenced in July2018.Green belts of Median of Pindi BhattianFaisalabad being maintainedthrough contractor on yearly basis.
(b) Motorway (M-1)
The total expenditure incurred on cutting of grass in median, removalof wild plants in shoulders and overall maintenance of green bells on M1 isRs. 136 Million during last five years.
Motorway (M-3)
The Cost incurred on removal of unwanted growth/ weeds isRs. 31,792,883.00 for Pindi Bhattian Faisalabad and Rs. 4,640,000.00 forFaisalabadGojra Section.
(c) Motorway (M-1)
The green belts are maintained by NHA by incorporating them inRouting Maintenance Contracts or separately on yearly basis throughContractors. The performance of the Contractor has been satisfactory sofar.

However, the deliveryservice in these areas has not been disturbed.
(b) Necessary steps are being taken for opening of ExtraDepartmental Branch Offices in (Kalas Sharif & Ali Pur Syeddan).

It is expected that Concession Agreement shall besigned by January 2020.

Minister for Human Rights (Dr. Shireen M. Mazari): Thoughthe subject of women development and empowerment has been devolved tothe province as a result of 18th Amendment in the Constitution, efforts areunderway to address the issue of violence against women including honourkilling. Significant initiatives in this regard are as under:
1. Criminal Law (Amendment) (Offences relating to honour) Act,2016 has been enacted to prevent crimes in the name/pretextof honour. In this regard, amendments have been made inseveral sections in Chapter XV of PPC to broaden the legalambit of honour crimes. Crimes committed in the name ofhonour, now also include hurt and determine stringent punishmentfor such offences as well as it includes the definition offasaadfilarz for which the sentence is life imprisonment(25 years) which cannot be waived or compounded.
2. National Action Plan to improve Human Rights situation in thecountry prepared by the Ministry of Human Rights is beingimplemented with the collaboration of relevant stakeholders.

The Plan sets protection and empowerment of women as apriority area for intervention including national policy guidelineson Gender Based Violence, review all discriminatory legislationagainst women, establishment of new crisis centres for womenand strengthening of existing centres/ services at district leveland designing and execution of Men Engage Model programto eliminate Gender Based violence.
3. The Gender Crime Centre (GCC), National Police Bureau,Ministry of Interior, gathers and analyze data on violence againstwomen, especially cases of gang rape, rape, abduction,kidnapping and “honor killings” on regular basis. This dataguides the relevant stakeholders to take requisite measures(Administrative, policy and legislative) to address violenceagainst women.
4. Women Protection Centres established all over the countryincluding Shaheed Benazir Bhutto Human Rights Centers forWomen in Islamabad provide free legal, psychological andmedical aid to the women victims of violence including womenhaving fear of honour killing.
5. A Model Policy on Violence against Women and Girls has beendrafted wherein remedial measures have been proposed toaddress all forms of violence against women as well as honourkilling.
6. Women Police Stations have been established in major citiesall over the country wherein women police staff has beenappointed to deals with issues of violence including womenhaving fear of honour killing.
7. Women and Child Protection Centre has been established atWomen Police Station, G7, Islamabad on 29th January 2018to monitor incidents of violence. Human rights and gender watchcommittee has been put in place to monitor and handle suchcases. 8. A Helpline (1099) for Legal Advice on Human Rights Violationsand to provide referral system has been established in theMinistry of Human Rights.
Similar initiatives are being taken by the Provincial Governments tocombat all forms of violence against women including honour killing.

VIP treatment to different inmates in recent times; if so,the justification thereof; and

Minister for Human Rights (Dr. Shireen M. Mazari): (a) Theissue of inmates in jails relates to the Ministry of Interior and ProvincialHome Departments. However, the Ministry of Human Rights and NationalCommission for Human Rights (NCHR) take notice of the condition ofinmates in jails and conduct visits of jails in different parts of the country.The Ministry of Human Rights arranges visits of different prisons in orderto monitor human rights situation of inmates in jails. Recently a team fromMinistry of Human Rights visited Central Prison, Haripur and found awoman imprisoned along with her three year old daughter for want ofsureties. She was released on production of sureties arranged by DistrictPolice Officer Haripur, after intervention of the Ministry of Human Rights.Similarly, two children who were living in Jail with their convicted mothersof life imprisonment u/s 302109147149 PPC, had been identifiedduring the visit. In order to protect future of both children and to providethem with their right to education, the Ministry arranged for the custodyof children and shifted them to Zamang Kor Institute, Peshawar establishedby Khyber Pakhtunkhwa government under Khyber Pakhtunkhwa ChildProtection and Welfare Act, 2010.

During the visits of the jails the Ministry of Human Rights andNational Commission for Human Rights (NCHR) both gaverecommendations to the jail administration that there should be enoughqualified staff as well as essential medicines for the inmates.
