• political: joint promotion of water management related topics towards
policymakers and general public, e.g. European Water Framework Directive

Blue DealHelping 20 million people in 40 catchment areas around the world to gain access to clean, sufficient and safe water. That is the
ambitious goal behind the Blue Deal, the new international programme of the Ministries of Foreign Affairs and of Infrastructure
and Water Management and all the Dutch water authorities.
Successes and main barriersSuccesses: Official launch on World Water Day (22 March 2018): all parties committed to the Blue Deal
21 submitted proposals for the programme by 1 November 2018

Setting the next step in professionalising the international affairs of Dutch Water Authorities
Ambition for the coming year(s)The Blue Deal programme will be prepared over a period of a year and will start in 2019. It will be implemented in three phases:
2019-2022, 2023-2026, 2027-2030. The Blue Deal is a programme that will grow. The first phase will largely be implemented
through partnerships in which the water authorities already participate. In the years that follow, more and more new partnerships
and projects will be added.

• FMO is the Dutch bilateral development bank that finances businesses, projects and financial institutions in developing and emerging markets, with the aim of supporting sustainable private sector development for long-term impact. FMO’s NL Business Department strives to intensively collaborate with Dutch organisations and focuses on export, investments and catalysing partnerships for shared value.
• In November 2017, FMO and the Netherlands Water Partnership (NWP) engaged in a Memorandum of Understanding (MoU) to intensify collaboration in the initiation and development of bankable water projects in developing countries.
• The aim of the MoU was to accelerate the Water Kickstarter concept, which focuses around financing operational improvement and efficiency in utilities in developing countries and identify opportunities to finance water initiatives that have potential for Dutch Water Sector involvement.

Results and Impacts to date• Succesfully engaged with relevant stakeholders on the Water Kickstarter initiative
and actively working in 3 countries with relevant Dutch Water Sector partners.
• Strengthened involvement on the Canal del Dique project in Colombia through joint
engagement and facilitation of NWP.
• Embarked on a joint market analysis to understand better how the Dutch Water
Sector positions itself for international projects and how best to fill in the gaps to
strengthen positioning and have the required financing in place.
• Water is already 36% of the project development pipeline portfolio of FMO’s NL
Business (75 projects), thanks to the joint efforts.

Continuing the Partnership (1/2)• With a global financing gap for water infrastructure of $1.200 billion up to 2030, Finance for Water is of key concern to the water sector,
hence a strategic theme for NWP
• The Netherlands Water Partnership is thé network for Dutch organizations in the water sector with international ambitions. It is the first point of call for anyone seeking Dutch water expertise. NWP’s members include companies, government agencies, knowledge institutions and NGOs with one thing in common - to join forces for sustainable water solutions worldwide.
• After a positive analysis of the first 12 months, today FMO and NWP will sign the extension of the MoU for another 12 months

The ambition for the next 12 months:
• Fill pipeline with more international projects
• Increased focus on matchmaking with the Dutch Water Sector and other financiers
• Continued knowledge creation, documentation and dissemination of successful cases
• Agenda setting and creating an enabling environment for financing international water initiatives
