In exercise of the powers conferred by the Government of Andhra Pradesh, through the reference 1st cited, I hereby approve the Mining Plan, for the ensuing balance period one (1) year i.e., 2017-18, in respect of Quarry Lease for Mosaic Chips, over an extent of 0.704 Hectares in Sy.No.285/25(P), 280/27(P) of Gamalapadu Village, Dachepalli Mandal, Guntur District, held by Smt. T.Annapurna under amended Rule 7(A) of Andhra Pradesh Minor Mineral Concession Rules, 1966 and G.O.Ms.No.56, Industries & Commerce (Mines-II) Department, dated:30.04.2016 of Andhra Pradesh. This approval is subject to the following conditions.

1. This Mining Plan is approved without prejudice to any other laws applicable to the mine area from time to time whether made by the

The quarry lease deed was executed on 14-08-2008 by the Asst. Director of Mines & Geology, Dachepalli, vide Proceedings No. 808/Q/2008, dated 14-08-2008 for a period of 10 years w.e.f. 14-08-2008 to 13-08-2018 (Annexure-ll).

The 1st, 2^ , 3rd and 4th year of this scheme period i.e. 2013 - 14 to 2016 - 17 are

The nding 500 M are active with quarrying operations for MOSAIC CHIPS. Most likely fall under Cluster. The existing quarry lease areas are to be ascertained from the Office of the Asst. Director of Mines & Geology, Dachepalli.

Further good potential exists for the employment of unskilled labour in the existing

Quarries and Allied Small-Scale Industries. The area experiences Semi - Arid Climatic Conditions with an average annual rainfall of 1000 mm. The local day

temperature varies from 25° C in November to 48° C in April & May Months. The general wind direction reported is SW to NE and SE to NW.

GENERAL DETAILS OF THE APPLIED AREA / QUARRY LEASE

1 Topography

The quarry lease applied area is located on a part of plain land over the rocky outcrop with a maximum elevation of 4 M above ground level within the quarry lease applied area with topo relief in NE direction. The lowest contour is 98 M (GL) and highest contour is 102 M in topo plan (Plate - III).

2 Drainage Sub-Dendritic Pattern in N - S direction

3 Vegetation Sparse with thorny bushes in the interstices of joints where soil is existing, areas around the barren rock land are cultivation lands

4 Climate

Semi-Arid. The area is falling under semi-arid tropical zone. The area is having dry climate. The temperature recorded in this area is 250C in winter and about 48dC in summer seasons. The wind direction is in SW to NE.

Regional Geology

The rock units, exposed in this region of the subject area belong to

Jammulamadugu formation of Palnad basin. This formation comprises of Owk Shales & Nargi Mosaic Chips. The following table shows the stratigraphy of the region.

Local Geology:

Nargi Mosaic Chips is the main rock unit available in and around the quarry lease applied area. The Mosaic Chips can be seen exposed to surface in between the

soil cover patches below 0.5 m soil cover in quarry pits. The Eastern face of the pit shows 6 m thickness of Mosaic Chips from RL 119 m RL to 113 m RL continuing further depth below the pit bottom. The Mosaic Chips shows a simple deposit with

a general strike direction of NE 15° SW and dipping towards SE with 5° to 15° angle.

Mosaic Chips

Single unit of Mosaic Chips is occurring as massive bedded, fine grained and gray

to dark gray in colour. This material will be separated from the Mosaic Chips before using Mosaic Chips in kilns.

Soil

Black cotton soil covers the quarry lease applied area on the surface with a

thickness of 0.2 to 0.5 m.

Detailed description of geology of lease area.

The subject area is formed by the sedimentary deposit of Jammulamodugu

formation and consisting of only Mosaic Chips. It is a simple deposit with a general strike direction of NE -SW and dipping towards SE with 10° - 15°. The Mosaic

Chips is seen exposed to surface and as well as in pit to a thickness of about 10 M without much overburden. The soil covers the Mosaic Chips at higher altitudes to a thickness of less than 0.5 M on eastern and western side of the lease area.

Soil Black cotton soil covers the Mosaic Chips of the lease to a thickness of less than 0.5 M.

Grey Mosaic Chips It is also massive thick-bedded in nature and it is grey in colour. It is inter-beaded with thin layers of shale. It has moderate silica and average 35-40% calcium.

Topographical Survey

Total Station {5 Cm accuracy) was deployed to capture the contours.

The temporary Bench Mark is fixed on Boundary Pillar - BP-4 in the East of the quarry lease applied area with its value of 98 M (Refer Surface Plan Plate-Ill).

Handheld GPS Garmin make was used for capturing the co-ordinates in WGS - 84 Datum.

The Cadastral Map certified by the Asst. Director of Mines & Geology, Dachepalli, was stitched on the Surface Plan (Plate - III).

Geological Sections on natural scale at suitable interval across the tease area

or applied area

Geological traverses in the quarry area and the existing quarry pits in the vicinity of quarries facilitated to access the shape and size of the deposit in the area. It is a

rocky outcrop rising 4M above ground level within the quarry lease applied area (The lowest contour is 98 M and highest contour is 102 M.

Method of Estimation of Reserves

The deposit is found to be irregular bedded form. Hence cross sectional method adopted for Estimation of Geological Reserves. 2 Sections A-A1 to B-B1 were drawn at equal distance perpendicular to the trend direction of the formation to

estimate the reserves (Plate - III).

The cross sections were drawn perpendicular to the trend direction, the cross sectional area of the individual sections are calculated to arrive at sectional area,

the area thus arrived is multiplied by the sectional influence of 23.5 M (average) to arrive the volume of Mosaic Chips.

Open Cast Mining

Description of existing / proposed method for excavation with all

design parameters indicating on plans / sections.

The Mosaic Chips in the quarry lease applied area is exposed on the surface

with sheet. Hence, it is proposed to quarry the sheet by open cast, semi-

mechanised method by developing the bench of 3 M height and 3 M width.

The general practice is to fragment the ore by shallow drilling and breaking.

The development of benches in the sheet rock will be maintained @ 60°

safety slopes.

Therefore, quarrying operations are to be carried out in this area in 2 stages.

The weathered Mosaic Chips will be removed so that the underlying fresh mineral will be exposed for quarrying.

The Mosaic Chips beds exposed will be subjected to drilling and blasting

and extracting the fragmented ore from mother rock.

hammers aided with compressor and shallow blasting to fragment the mass.

a) Production Proposed for the next one years (2017 -18)

It is proposed to produce 26,433.00 Tons/10,573.00 M3 of Mosaic Chips during next

one years plan period from an area of 3,916.00 M2. Benches of 3 M height and 3 M width will be developed during the plan period.

The waste that will be generated will be to the tune of 10% in the form of

intercalated waste generated from the joint planes in the rock and dust generated during the drilling of holes.

The waste generated will be dumped in the 7.5 M buffer zone. (Plate - V).

Stock Yard

Temporary stocks will be maintained on day to day basis, entire ROM will be

cleared within days (i.e. 4 to 5 days).

Existing Land Use Pattern

The quarry lease applied area is surrounded by plain agricultural lands, comprising Mosaic Chips of good quality. The surrounding area of the quarry lease are quarries for Mosaic Chips and beyond are agricultural lands

ii Water Regime

The ground water occurs under unconfined to confined conditions in both hard rock and alluvium which are shallow In nature.

No impact on surface water or ground water is foreseen due to quarry operations.

iii Flora and Fauna

The whole area is occupied by scattered sparse vegetation of thorny trees and small bushes. In the quarry lease applied area no wild animals are witnessed as per the statements collected from the local population, since 50 years

iv Quality of Air, Ambient Noise Level and Water

• Air quality is good but at quarries it is filled with dust, due to haulage on the road, blasting etc.

• The noise generated mostly due to blasting, drilling, vehicular traffic

• Mosaic Chips quarrying will not affect water quality.

V Climatic Conditions

The area is falling under semi-arid tropical zone. The area is having dry climate. The temperature recorded in this area is 250C in winter and about 480C in summer seasons. The wind direction is in SW to NE. The average annual rainfall of the area is 1000 mm.

Quarrying shall be carried out as per MMR 1961 & Rules and regulations applicable

the project in charge is having a mobile communication for quick intimation of information if need arises.

The applicant is committed to identify the possible causes for potential disaster and draw a code of emergency measures and procedures to deal with such disasters, which is otherwise also advised by DGMS through their Circulars.

The quarry is located at 500 Km from State High way having good transport and

communication systems.

The quarry is having good communication like telephone & mobile facility. In case of any minor / major accidents within the quarry, the same will be communicated to

the Agent by the Mines Manager and intern he will inform to the Revenue

Authorities, Police, Fire Department, DGMS etc for action.

A vehicle is kept all the time at the quarry site for conveyance.

At quarry level first aid will provided and person(s) shall be shifted to nearby

hospital at Guntur which is having all basic amenities.

CARE AND MAINTENANCE DURING TEMPORARY DISCONTINUANCE

The quarry workers are taken on contract basis on need based orders, the workers always get Employment / Contract in similar quarries existing around. During monsoon these labour are busy with agricultural activities.

The proposed mining operations are by Open Cast Semi Mechanized Method and

hence the cost of reclamation & rehabilitation is calculated as per the provisions of MCDR, 1988 @ 125,000/- per hectare or part thereof.

heads and arriving for Financial Assurance to be paid by the applicant.

This amount works out to be ? 12,075/- for 0.483 Hectares area.

Basing on the orders in the reference 1" and 2nd cited, permission is hereby accorded to Sri. T. Lakshminarayana to commence of the Quarrying operations for extraction of Mosaic Chips over an extent of 1.74 Acres / 0.704 Hectare in Sy. The lessee should not use any explosives or if circumstance is so prevails to use the explosives, the lessee should appoint a mine mate / a qualified person to supervise the quarrying operations safely to prevent untoward incidents after obtaining proper license from the competent authority.

Further, the lessee is hereby informed that the Government reserve the right to cancel the Quarry lease granted and executed under Rule 13 of A.P.M.M.C. Rules, without assigning any reasons and giving notice.

The lessee should pay the interest @ 24% per annum for the dela future as required under Rule 19 of A.P.M .M.C Rules, 1966.

ANNEXURE - III

FEASIBILITY REPORT

The deposit is economically viabie for exploitation of Mosaic Chips 4 m above the ground level. As the demand for Mosaic Chips is consistently increasing year by year. The Feasibility Study of this deposit is discussed in the following paras.

General Quarry Description :

The quarry lease area can be approached from State Highway - 2 after crossing Dachepalli. A diversion from Dachepalli to NW towards Piduguralla after crossing Dachepalli (Busstand) by 4.00 km. A diversion due West by 350m will leads to quarry lease area. The location of the area is indicated in Key - Cum - Location Map (Plate -1)

The quarry lease area is located on a part of plain land over the rocky outcrop with a maximum elevation of 4 M above ground level within the quarry lease area with topo relief in NE direction. The areas around are habitation and rich cultivable lands.

Exploration :

a) Quarry Opening

Benches of 6 M height and bench width of 1.5 with drilling and blasting.

b) Core Boreholes

Core bole hole drilling is not required. One DTH bore hole is sufficient under general exploration to ascertain the Depth Persistence of the deposit.

Reserve Assessment:

a) Sampling:

The samples were collected by the lessee for ascertaining the quality for utilization for Mosaic Chips.

e) Tonnage Factor Assessment

The Tonnage Factor will be calculated based on the measurement of known volume of material and then weighment is done (only for transportation tonnage will be mentioned in way bill / transit form only).

In case of Mosaic Chips is factor is not considered as the material is sold on volume i.e. cubic meters.

4) Production Schedule:

Quarry Capacity, ROM : In this plan period the proposed average annual rate of production is about 2,100.00 M3. The life of the quarry at the proposed rate of production is calculated to be about 1 year for Mosaic Chips.

5) Quarrying Method :

The Mosaic Chips In the quarry lease area is exposed on the surface with sheet. Hence, It is proposed to quarry the sheet by Open Cast Semi Mechanized Method by developing the benches of 6 M height and bench width of 1.50 M with drilling and blasting. The development of benches in the sheet rock will be maintained @ 60° safety slopes.

6) Beneficiation:

No beneficiation is required for Mosaic Chips excepting sizing of metal to the requirement of user agency.

7) Marketing:

• The average Mosaic Chips sale price of 2,000 to 2,500 Per Cubic Meter.

The lessee intends to sell the sized ore to construction purpose.

8) Infrastructure:

The quarry lease area can be approached from State Highway - 2 after crossing Dachepalli. A diversion from Dachepalli to NW towards Piduguralla after crossing Dachepalli (Busstand) by 4.00 km.

9) Environmental Requirements:

Proper planning of Approach Roads, Cms, management and water sprinkling of haul roa Closure and Reclamation program shall exhaustion of ore in the quarry.

10) Legal Parameters and Others :

The quarry (ease is valid upto 13-08-2018 and granted over in Govt. Land. The quarry is under operation since 2008 without any hindrances, which indicates the public acceptance for quarrying. The quarry is providing an employment for focal labor of about 25 members. The quarry authorities / owner has to strictly adhere to future forthcoming any new rules and regulations. The area is not situated in tribal area and any national parks are nbVsituated in the surrounding area.

11) Economic Evaluation :

Minimum optimum production of 2,100.00 M3 has to be achieved to meet regular cash flow for salaries, machineries, royalty and inflation. Proper budget for quarry closure and rehabilitation has to be planned in the last five years period of quarry. The production cost varies from 1,250/- to K. 1,650/- Cubic Meter. In the present scenario, the quarry is assessed as highly feasible.
