    Windfarm noise regulationThe Nationals are taking positive steps to create an environment where local people, farmers and windfarms can co-exist in peace ... and quiet. The partys Buninyong branch sponsored a successful motion at the May 2 Victorian conference requiring that the Environment Protection Authority (EPA) regulate windfarm compliance with noise levels set out in the planning permits.

    At the moment windfarm companies self-monitor and self-report. It makes sense that the EPA is the watchdog for windfarm compliance.

    Using the EPA to monitor compliance will introduce a neutral umpire to help reduce conflict, improve communication between parties and result in the best outcome for our communities.

    For development to be sustainable it is absolutely vital to involve and empower communities. For many people in my electorate, the roll out of the wind farms did and still does not meet that criteria.

    We must put in place the necessary changes to make sure that development is sustainable and empowers communities.

    Local Government Minister Tim Bull made a timely visit to Moorabool last week, as councillors prepared to release their draft budget tomorrow. Mr Bull stopped for a coffee and bite of breakfast at Ballan Bakery, before meeting with Moorabool mayor Paul Tatchell to talk rates. We discussed the current system and how it needs to be brought in line with peri-urban structures, Cr Tatchell said. Hes a country boy himself so hes interested in rate reform, and thinks its best to work through rate issues with flexibility. Owner of the Commercial Hotel in Ballan, Joc OConnor, enjoyed a chat with the politician, and said it was great to see he was keen to get to know locals. Priscilla Moca

    Inner-city lifestyles are popping up around Lake Caroline where three, four and five-storey apartment blocks, boasting boutique living, take advantage of lake views and a variety of shops and restaurants at their doorsteps.

    Among them are the Belise Apartments, offering 35 two and three-apartment blocks over five levels; Springwater Apartments, Lakeview Square and Aqua Lakeside Apartments, the last one being due for completion at the end of June.

    Apartment blocks have traditionally been an inner-city concept, with people flocking to the suburbs for their own homes, bigger blocks and more space.

    But a change is afoot.Paul Bird, of the Real Estate Institute of

    Victoria, said apartment living was expanding from its CBD roots and changing the traditional make-up of suburbs.

    Its certainly clear that the spread of apartments in Melbourne has grown in the past five years, with Melbournes middle and outer regions now seeing apartment construction, Mr Bird said.

    Part of the drawcard is the lower entry cost for a unit with purchase prices normally lower than for houses and the low-maintenance lifestyle.

    REIV figures reveal that in the 12 months to the end of March, the median apartment price in Caroline Springs was $380,000.

    The median price for a house in Caroline Springs is currently $447,500.

    Of course, it depends what kind of apartments buyers are seeking.

    Shae Joiner, from Caroline Springs Real Estate, said there were about 10 apartments still on the market at Aqua Lakeside, each commanding about $450,000.

    Ms Joiner said low-maintenance living was a big drawcard for buyers.

    You get a lot of singles or professionals wanting apartments. You dont get a lot of families, who are too busy working and are looking for a turnkey out that way, she said.

    They dont want the maintenance of a yard and stuff like that.

    For single people, they like the security of a building.

    You also get a lot of investors and people who are buying apartments out of self-managed super funds.

    Debbie Beattie will get her first taste of apartment life later this year.

    Ms Beattie, her partner and son have chosen to downsize from their four-bedroom house in Caroline Springs to a two-bedroom apartment on the top floor of Aqua Lakeside.

    We both work and we just havent got the time to maintain the garden, she said.

    Hundreds of Melton families enjoyed an evening of fun and face painting at Melton Primary School last Thursday, to support the schools new KidsMatter program.

    Melton Primary School teacher Daniel Roberts said the government initiative was a way of making sure we stay connected with pupils and their families.

    We want every child to feel positive about themselves at school.

    The free night started with a barbecue, and continued with games aimed at engaging children with their parents and siblings.

    This evening was just about having fun, creating a positive environment for families, Mr Roberts said. He said the school was grateful for donations from stores such as Bakers Delight and Melton Fresh Meat and Poultry for the night.

    A Melton singing group may be forced to disband if it continues to lose members.

    The Melton Melody Makers, an all-inclusive group that boasts singers of all ages and abilities, has been running since 2008 but is on its last legs, according to member Val Billington.

    Ms Billington said singing with the group had been a lifeline for her and she would be devastated if it folded.

    It is a known fact that singing can help people with depression and anxiety, she said. For many of us the group is a lifeline if we have no singing group there will be a huge gap in our lives.

    Ive always had a love of singing, its very therapeutic we have all sorts of people within the group were just not getting enough people to turn up regularly.

    Ms Billington said if more members got on board, the group would be able to maintain its musical director, who drives from St Albans each week.

    She encouraged keen singers to try out, regardless of their singing ability.

    Just come and have a listen once you get over the initial barrier its great fun and cheap therapy at only $8 a week, she said.

    We are looking to people from all walks of life. Everyone can sing, it is hard to be depressed or think about anything else when a person is singing. There are no auditions or formalities.

    Its the only thing I do out of the home. Ive tried other groups but they are all too formal.

    The group meets every Tuesday at the Melton South Community Centre from 10-11am.

    More than 100 Melton residents showed their support for Rotarys epic mower ride around Australia when Ride To the Other Side passed through Hannah Watts Park last Thursday. Rotarian Craig Alford manned the mower for this leg of the 15,000 kilometre fund-raising journey. Ride to the Other Side secretary, Kim Larsen, said the journey had so far raised $180,000 for the EJ Whitten foundation and Australian Rotary Health. The Bacchus Marsh and Melton branches of the Rotary Club pledged their support and gave two cheques to the cause.     Inner beauty triumphs in this home even if its public face is a tad quirky.
