Capital expenditure for the next financial year has been slashed by almost 50 per cent, from $50.1 million to $25.4 million. Capital works allocations include completing projects such as the Bridge Road Reserve Athletics and Hockey Centre and pavilion, the Burnside Community Centre and Early Years City budgets for long haul facility and redevelopment of the aged-care precinct in McKenzie Street. Mr Tori said the proposed capital works budget could not be compared with the 2014-15 budget because it had included works carried over from the previous budget. “In that $50 million [2014-15], there was a significant carry-through from the previous year of works that we weren’t able to complete,” Mr Tori said. He said about $15 million was carried over and added to what would have been a $35 million capital works budget – in line with this year’s $25 million proposed budget. “ere’s no such thing as enough; we could spend $200 million without blinking an eyelid,” he said of capital works expenditure. Mr Tori said a high-level strategic resource plan for 2015-16 to 2017-18 had been developed to help the council develop a budget within a longer-term financial framework. He said a significant capital works program would be sought in the future. “It’s a fiscally responsible budget that has an eye out to the future, but it maintains the high standard of service delivery that council has traditionally provided to the community,” Mr Tori said.     Its good to be the king. Just ask Sam Warren.e Melton teenager was crowned King of the

    Mountain aer being the overall winner of last weekends Cycling Australia Junior Mountain Climb Championships under-15 event.

    Sam, 13, came second in the individual eight-kilometre time trial category and won the gruelling 23-kilometre road race up Mount Bualo by one minute and 43 seconds.

    His combined results in the two races earned him the title.

    Sam took up the sport three years ago aer being inspired by his father, who also cycled competitively.

    He said he learnt a lot from his dad, including how to ride a bike.

    Hes come a long way since those days and Sam now prepares for his races by training ve times a week, alongside his father. ey ride on average 40 kilometres per night.

    Its good to get out on the bike and have a chat on the road, Sam said.

    He admits the training can be intense but said he managed to juggle training and school.

    Its pretty tough, he said. I get home from school and go for a ride, do

    what I need to on the bike and then come back, have dinner and get my homework done, then go to bed early.

    e year seven Bacchus Marsh Grammar student said he looked forward to riding in more competitions and hoped to qualify for the Victorian cycling team and eventually the national team.

    Id love to go to the Commonwealth Games one day, Sam said.

    An ice helpline has opened as part of a $45.5 million state government action plan to help families and drug users.

    Mental Health Minister Martin Foley said the Ice Help Line would direct users and families to the treatment and support services they need.

    e ice advice line will give users the treatment they need and families the support they deserve, Mr Foley said.

    People in rural and regional Victoria are suering disproportionately from the eects of this vicious drug.

    rough the helpline, were making it easier for families to get advice and easier for their loved ones to get treatment.

    e helpline 1800 ICE ADVICE (1800 423 238) is now taking calls, which are free from landlines.

    e service also oers clinical advice to health professionals working with ice users.

    e helpline launch coincides with that of a new website, www.ice.vic.gov.au, which provides updates on the state governments eorts to stop ice on the streets and its source.

    e website details treatment services and how the community can get involved in tackling this drug.

    e Department of Health and Human Services has also released tenders for the governments new Family Drug Education Program to help families recognise when someone has a drug problem and what to do.

    A Hillside man was le shaken and feeling lucky to be alive aer a road rage incident on the Western Ring Road on Tuesday morning.

    John Montalto, 48, was travelling south in the right-hand lane of the Western Ring Road near Airport West about 11.20am when a truck driver started to tailgate him.

    Mr Montalto said he was rammed three times by the truck, with the nal hit forcing him to veer o the road into the centre median strip and into a light pole.

    It was scary, I could have been killed. Im lucky it was only me in the car; if there was someone else he could have killed them, and I was lucky I didnt kill anyone else.

    Mr Montalto was treated at the scene by paramedics for shock and whiplash. He described the truck driver as an idiot and a gutless wonder.

    Aer the ramming, the truck driver accelerated rapidly, veering across three lanes and exiting at the Calder Freeway overpass, taking the Keilor Park Drive exit.

    Police are investigating the incident and are

    One in every seven people killed on regional roads last year was not wearing a seatbelt, Victoria Police say.

    On what marks the 45th anniversary of the introduction of mandatory seatbelt laws, police are still warning drivers to buckle up.

    Road Policing Command Super- intendent Michael Grainger said it was a tragedy to see so many needless deaths.

    We know country Victorians are three times more likely to be killed on the road than those living in metropolitan areas and we also know that the majority of people killed on country roads are locals, Superintendent Grainger said.

    We need the community to do all it can to help reduce this trend, which is why I appeal for all drivers to remember to buckle up and make sure their passengers do the same, he said. Seatbelts take two seconds to put on and halve the risk of serious injury or death.

    Twenty-one drivers or passengers who were not wearing seatbelts died in vehicle crashes in Victoria in 2013; last year the number was 14.

    Drivers caught not wearing seatbelts or with passengers not wearing seatbelts face a ne of $295 and three demerit points.

    We dont want to ne people for not wearing a seatbelt but, even more so, we dont want to go to a crash where someone wasnt wearing one, Superintendent Grainger said. Save yourself the ne and buckle up it could save your life.

    e four training sites of a new Western Edge Cluster Trade Training Centre opened in Melton last week.

    e cluster centre will teach vocational skills and oer qualications in electrotechnology, building and construction, engineering and hairdressing at four locations across Melton.

    e four centres were declared open at Kurunjang Secondary School on Wednesday by Senator Scott Ryan, Parliamentary Secretary to the Minister for Education and Training.

    e facilities were built with a $10.5 million contribution from the federal government.

    ey are an electrotechnology facility at Kurunjang Secondary School, an engineering faculty at Catholic Regional College Melton, a hairdressing salon at Melton Secondary College and a building and construction workshop at Staughton College.

    e new facilities at Kurunjang Secondary College and the cluster schools will give students the best chance to learn workplace skills, Senator Ryan said.

    Skills training at secondary school provides a basis for students to pursue further training aer school or to enter the workplace.

    Kurunjang Secondary principal Sandra Eglezos said it had been a long journey since the schools original application back in 2008, but the centre was now in place and running successfully. Our students and teachers are using the spaces extremely well, Ms Eglezos said. ey have the latest machinery and a wonderful learning area equipped with the needs of the 21st century student.

    Already we have full classes in hairdressing and building and construction, she said.

    Melton residents are being urged to check their blood pressure ahead of Australias Biggest Blood Pressure Check next week.

    Chemmart stores across Melton are joining the National Stroke Foundation to oer free blood-pressure checks to residents through to Australias Biggest Blood Pressure Check on May 6.

    Melton Chemmart Pharmacy Superstore pharmacist Tony Cox said the checks were fast and simple.

    He said the checks, along with a cardiovascular and diabetes risk assessment, could help identify those at risk of stroke.

    Were calling on locals to stop in for a free blood-pressure check, Mr Cox said. It will only take ve minutes.

    More than 30,326 residents in the Lalor electorate are living with high blood pressure, according to a recent study by the National Stroke Foundation.

    High blood pressure is among the most important known risk factors for stroke, causing damage to blood vessel walls, which may eventually lead to a stroke, Mr Cox said.

    High blood pressure has no symptoms the only way to know your blood pressure is to have it checked.

    National Stroke Foundation chief executive Erin Lalor said the aim of the promotion was to deliver 15,000 free blood-pressure checks across the country and raise awareness of stroke and stroke risks.

    Last year, we delivered blood pressure, along with a cardiovascular and diabetes risk assessments, to more than 10,000 people and discovered around a quarter were at risk of having a stroke, Dr Lalor said.

    Help is at hand for Melton residents needing support and information about mental health and the services available to them locally.

    New mental health services oered by Break ru People Solutions a not-for prot organisation oering employment and training programs have had an immediate impact, with many residents signing on.

    Mental health practitioner Patrick said Break ru had a range of programs available for individuals, their carers and families.

    who are severely aected by mental health. He said the program looked at ways to work with participants to support them in managing daily activities, developing independence and reducing barriers and the impacts of mental health problems on their lives.

    Patrick said the program focused on support and recovery and had already proved a great success in Melton. He said more and more people were becoming aware of the impacts of mental health problems on their lives and were seeking help for themselves.

    Break ru oers a range of mental health

    We recently opened up in Melton, he said. Clients who have access range [in age] from 16 upwards, said Patrick, who works in a personal helpers and mentor program (PHaM).

    He said the program did not require its clients to have a formal mental health diagnosis, but it aimed to help people gain a diagnosis and nd the relevant support needed by each participant.

    In recent years, weve been working with a lot of clients addressing dierent barriers to mental health, Patrick said. PHaM aims to provide increased opportunity for people

    programs that are funded by the state government.

    Patrick said the PHaM program also supported people in other areas, such as oering respite care and helping people access dierent services oered in the community.

    Everyone should have the opportunity to live a fruitful life, Patrick said.

    A Gallipoli oak tree will rise in front of Melton South Primary School and serve as a link between the school and Gallipoli.

    A seedling was received last week and planted by pupils in time to mark the centenary of Anzacs landing in Gallipoli.

    As it grows, it will serve as a symbolic link between pupils and the Anzac centenary, Gallipoli and the people of Turkey.

    Gallipoli oak grandparent trees were grown from acorns originally sent to Australia by soldiers ghting at the Gallipoli Peninsula in World War I.

    Primary schools across Victoria have registered to receive an oak, and Melton South Primary was one of the rst of300 schools in the state to receive its treelast week.

    Classroom teacher Sandra Hawkins said the oak was a special way for the school community to remember the fallen and returned servicemen and women.

    She said the oak would also be a focal point in future discussions and study of Anzac Day.

    Its something tangible the students can go and see. eyre very excited that we have that link with Gallipoli. ey all know about Gallipoli and understand what happened there.

    Last Friday pupils held a special assembly in honour of Anzac Day. As part of the assembly, they discussed the importance of having the oak tree at their school.

    Kurunjang Primary School pupils acknowledged the 100th anniversary of the Anzac landings at Gallipoli at a special ceremony last week at the school.

    Pupils prepared for the ceremony by making wreaths, writing speeches and learning poems.

    Grade six pupils Stephanie and Challese prepared a speech together for the ceremony and said it was important to remember all those who fought in the war.

    Its about respecting and remembering all the soldiers who fought in the war because they put in all their eort to ght for our country, so our country can be safe, Stephanie said.

    Its important to us especially because its the hundredth anniversary.

    Challese said a lot of research went into their speech and the pair worked together at lunch times in preparation.

    Were going to talk about remembering all the soldiers and what they did for our country, and also the nurses, Challese said. Some of them didnt come back.

    Classroom teacher Melita Calleja said the whole school community learned about Anzac Day in the lead-up to the ceremony.

    We really want to teach the students about respecting and understanding the importance of what our Diggers and what our war veterans did for us, Ms Calleja said.

    Hundreds of people braved early morning rain to pay their respects at the Anzac Day dawn service at Caroline Springs.

    e showers stopped just aer the ceremony began about 6am as veterans and families gathered to hear dignitaries speak in honour of the Anzacs and those who have served since.

    Speakers included Caroline Springs RSL president Peter Berquest, Koroit MP Marlene Kairouz, Melton mayor Nola Dunn, Alan Godfrey and naval Warrant Ocer Clinton Hall from HMAS Cerberus.

    RSL member Rod Quarrell, resplendent in a coat adorned with poppies, led the proceedings and Father John Tollen, from St Catherine of Sienna parish, performed the opening and nal prayers.

    Large crowds also attended the Melton dawn service and later gathered along High Street for the Anzac Day parade.

    Melton councils dra budget has put the spotlight back on the state governments commitment to introduce a fair rate capping system.

    e governments Fair Go rates cap is expected to come into eect for the 2016-17 budget to ensure a fair go for all ratepayers.

    Watts ward councillor Lara Carli was last week the only councillor to oppose Meltons dra budget for 2015-16, maintaining her support for capping rates at the consumer price index (CPI).

    Since Ive been on council, I have opposed rate increases above CPI levels, Cr Carli said.

    Im a strong advocate for capping rates as its the only method to give our residents some nancial relief through the council.

    e Essential Services Commission (ESC) is running extensive community consultation with councils and ratepayers on the Fair Go rates proposal.

    Melton chief executive Kelvin Tori and mayor Sophie Ramsey, who have been involved in the consultation, said the council would make a submission to the ESC about issues unique to growth councils such as Melton.

    Mr Tori said the council did not support capping rates at an articial gure.

    CPI is not a good indicator when the core business of council is really about delivering services, which relates more to wage growth and less to CPI, and delivering infrastructure, which relates more to contract index rather than consumer price index, Mr Tori said.

    He said the councils submission would draw on the fact that, as a growth council, Melton needed infrastructure in place before its community was fully developed.

    We have the need to fund that and therefore it is not possible to fund it by a CPI-cap rate increase, he said.

    Cr Ramsey said every council was dierent and a one size ts all approach would not suit all municipalities.

    We will advocate for this community as best we can but, at the end of the day, its very hard to put a blanket CPI rate cap right across because every council is fundamentally dierent.

    Cr Ramsey said that council was willing to work in partnership with the ESC and everyone involved to develop a suitable strategy.

    According to data from the Australian Bureau of Statistics, capping rates at the consumer price index, based on December 2014-15 gures, equated to a 1.7 to 2.2 per cent rise, about half Melton councils proposed increase of 4.4 per cent.

    Melton MP Don Nardella said the Fair Go rates cap would encourage councils to focus on things that mattered most to communities.

    Larissa Davine is proving the naysayers wrong with her entry into Moorabool Shires art competition. e 19-year-old entered a detailed drawing of US screen actor Morgan Freeman into the shires art competition, which was part of its National Youth Week festivities. e artwork was a crowd favourite and Ms Davine won the Peoples Choice Award aer having her work displayed at the Bacchus Marsh public hall and online through the Moorabool Youth Services Facebook page. She said Freeman was one of her role models and she found his work as an actor inspiring. In Bruce Almighty [in which he plays God], he teaches people to do the right thing, and that anyone can start from nothing and become a something. It doesnt matter who says you cant

    do something, you can if you believe you can. Ms Davine took those messages on board

    and entered the arts competition this year to prove she was capable of arts and drawing aer failing her arts subject in school last year. She said she loved to draw and wanted to prove to the community and herself that her marks were wrong. Its a pretty good feeling, she said of winning. It was so good to know that there were so many people out there to help me achieve something I wanted to achieve, she said. Ms Davine now hopes to go back to school, complete year 12 and continue her work with art. Naturally, her message to others is to always give it a go.
