In last month's essay on "Menacing Measurements," I devoted a paragraph or so to how these measurements may manifest in the world of politics and events today in 2004. I received a surprising amount of email inquiries requesting more and it is no wonder. America is amidst a heated political campaign that has the country quite divided in ideologically. The war in Iraq is obviously a hot topic of debate and we are told that we are living in an atmosphere of terrorism. When has any of us heard the terms "left" and "right" more than we are hearing it now? Astrology really comes to life when it is used tostudy world events, countries, politics, etc. When an astrologer is working with the horoscope of a person, the symbols in a horoscope are seen as potentials of that which can and should exist. higher frequency of manifesting than is so when we are dealing with the free will of a human being. This application of astrology to countries and events is called Mundane Astrology. It is a fascinating branch of astrology but is not an area of astrology that is close to the front of the line of interests where the great majority of astrologers are concerned. Within a topic that is already specialized (astrology), mundane astrology is even more specialized and is usually one of the least attended lectures at the big conferences. However, mundane astrology is the branch of astrology that probably has more potential to bring respect to astrology in the mainstream of society than any other branch of astrology.

The horoscope of a nation is analyzed a bitdifferently than is so with the horoscope of a person. The symbols of the planets and Houses maintain their essence but are somewhat modified to correlate with themes of government and law.

The Houses in Mundane Astrology

1st House - The presentation of the country and its people; the identity that is projected to the rest of the world.

2nd House - The economy of the country. National wealth; banks, financial institutions.

3rd House- Inland transportation and communication.

4th House - The political Party that is not in power; housing; real estate

5th House - The public school system; places of entertainment; the stock market; sexual concerns.

6th House - The armed forces; the police; public health concerns.

7th House - The nation's relationship with other nations; open conflict; international disputes involving war and peace.

8th House - The national debt; financial relations with other nations; interest rates; insurance companies; public mortality.

9th House - Foreign affairs; the law; courts; the media; the clergy; international and outer space travel.

10th House - The political Party in power; The President.

11th House - The legislative branches of the government.

12th House - Secret enemies of the nation; hospitals; prisons.

Presidential Inaugural Horoscopes

The study of inaugural horoscopes is one of themost interesting aspects of studying mundane astrology. Newly elected presidents are always inaugurated on the third Tuesday of January after the election they have won. These horoscopes give astrologers invaluable insight into the potentials of that president's term in office.

This is the horoscope of the second Clintonterm of January 20, 1997 (January 20, 1997

12:00 pm EST in Washington, D.C.). The grouping of planets in conjunction at the Midheaven is outstanding. Most important here are two factors: Neptune is upon the Midheaven. In the horoscopes of elected officials and in any kind of mundane horoscope, Neptune contacts to Angles (as well as the Sun or Moon) almost never reflect positive developments. This is ominous! Secondly, the Moon here is Void of Course. When events are initiated with the Moon Void of Course (which means that it will not make another aspect until it reaches the next Sign), they either fail or do not work out as planned. That is an understatement in regards to the second Clinton term. I don't need to go into detail about Monica Lewinsky and Ken Starr! The Monica Lewinsky saga started a history-making scandal that initiated impeachment proceedings, etc. This was a tense time for Bill Clinton but it was not a time of great tension for America in the way it did business with other nations as well as the condition of the country itself. I believe that the reason for this is symbolized by the fact that there is very little outer-planet tension in this horoscope. Saturn opposes Mars with Mercury making a "T" to their opposition, clearly suggesting the bad judgment that helped in the manifestation of the legal imbroglio.

We can contrast the Clinton inauguralhoroscope to the Bush inaugural horoscope (January 20, 2001, 12:02 pm, Washington D.C.). There is a lot to discuss here but what is painfully clear is that Mars in the 7th House (an assertive relationship with other nations) is squared by Uranus, intensifying the aggression. I cannot imagine a more clear symbolism of war potential. This square between Uranus and Mars underscores the entire horoscope and clearly defines the Bush Administration.

"Spirit and Practice

In the same breath, I must say that Ihappened to be watching CNN (October 16, 2002 at 11:32 AM EDT at the White House)when George Bush signed the infamous Iraq Resolution document. This is the document that gave the authorization to go to war against Iraq if Saddham Hussein did not agree to a full disclosure of weapons of mass destruction, etc. If the idea all along was that they wanted to go to war, they surely had an astrologer pick the time for the signing of this document because it is a picture-perfect reflection of what has happened.

Mars is at the Midheaven on the Aries Point! This is assertion and aggression projected for all to see. Mars is squared by Saturn, also at the Aries Point!!!! When Saturn and Mars team up together, especially in an event horoscope, we expect bad judgment (remember its presence in the Clinton inaugural horoscope above) and in worst case scenarios, death due to bad judgment because the conflict between assertion and caution tends to chomp at the bit and forces the wrong decision. The decision forassertion is almost always the wrong one in these cases. Reality is suggesting that the assertiveness needs to be held in check but the need to be aggressive won't stand for it. Since Mars rules the 4th House (the Party now in power), we can see the fierce opposition to the signing coming from the Democrats. The document that this horoscope reflects is absolutely on fire!

The horoscope contains an Air Grand Trinebetween the Sun, Moon and Saturn. The Grand Trine manifests in a state of homeostasis and self-sufficiency. In Air, the idea is, "I don't need your thoughts on this matter. I can do it on my own, my way." Behaviorally speaking, the Grand Trine is always self-isolating unless there is tension made to a point within the Grand Trine. This point offers a way into and out of the pattern. Pluto quindeciles Saturn within the Grand trine (please see last month's essay about Pluto-Saturn contacts), which

suggests strong concerns about the resolution coming from other nations that couple with opposition from the People (the 1st House). With Pluto's rulership of the 12th, we can relate something behind the scenes, something hidden from the eyes of the people as being a key element in this war. We can see an echo of this in Neptune's opposition to Jupiter (confusion), ruler of the Ascendant (the people). Since Saturn rules the 2nd House, where Neptune is placed, the economic indicators associated with a decision to go to war are shown to be meteoric; just completely draining, promising much in the way of economic duress.

There is more to the analysis of thishoroscope, for sure, but everything about it suggests an unyielding, unbending desire to go to war with financial implications that are going to be catastrophic, even unimaginable before it is all over. All of this places that Uranus-Mars square in the Bush inaugural horoscope in perspective, doesn't it? You have an Administration that was destined to be associated with aggression signing a document that reinforces the aggression.

The Horoscope of the United States

As I explained in last month's essay, there isno proven horoscope of America although astrologers debate ad infinitum on the subject. Of all of the horoscopes that are used worldwide by astrologers, the three shown here are the most popular. All are based on the July 4, 1776 in Philadelphia, Pennsylvania. The times are 2:13 am LMT (Gemini Rising), 2:21 pm LMT (Scorpio Rising), and 5:10 pm LMT (Sagittarius Rising).

While a "true" horoscope of the United Statesdoes not exist, history has taught us that there are certain degree areas of the zodiac that are very important in being able to project events ahead of time. These areas are: 8-13 degrees of the Mutable element; 13-18 degrees of the Fixed element; and the area of Cardinal Signs around 12 degrees (the American Sun). Outer planet transits to these areas have almost always manifested in incisive events in American history, especially regarding the death of presidents in office.

When we go back to the Iraq Resolutionhoroscope, keeping in mind the idea that there is something about its signing that we do not know about, and add in the fact that there have always been dramatic developments in government when outer planets transit the Fixed area of the zodiac so-designated, we see all of this adding up to one colossal mess that has the potential to ruin George Bush or, should he not be re-elected, ruin the next President-elect. Saturn is going over America's Sun (getting what's deserved; frustrations, delays and obstacles for the head of the government). Neptune is transiting through the very sensitive area of the zodiac, which almost always has to do with scandal. What's more, Pluto is transiting in opposition to Mars (aggression; war). And lastly, the president has transiting Saturn conjoining his Sun and is into a Saturn Return (usually promises a distinct change of level for a man already in power, usually through defeat). This is absolutely a perilous time for George Walker Bush. This period of extreme danger for the head of office will last through April, 2005.

Inauguration 2005

We can see thedanger-difficulty-to-for-the-President carried over into the horoscope that reflects the next administration. There is a Saturn-Sun opposition on the Meridian Axis that dominates the horoscope with Saturn ruling the 10th. This is an indication of tremendous obstacles for the new President (reflecting the transit of Pluto to Saturn in Kerry's horoscope????) and a continuance of the deep partisanship that hasbecome so dominant in America. The President is clearly weakened here, at least initially.

The Moon in Taurus Rises and is comfortablytrined by Mercury and Venus, a suggestion that the people have been placated. However, Neptune squares the Moon. Ruling the 12th House, we see more behind-the-scenes machinery that befuddles the people and it comes from the government.

The point of optimism is that there are noindications of the kind of assertive, war-seeking, "I don't care what you think as long as I am protecting the country" indications, that is, unless the very wide conjunction of Pluto to Mars comes into consciousness. That remains to be seen.

In closing, you have seen a glimpse of howhelpful mundane astrology is in describing geo-political events. It is not an easy subject to tackle in astrology but is highly rewarding after it begins to come together in your mind.

Editorial Closing

The next eleven months are crucial to thehistory and reputation of America. The astrology suggests collusion, deception, and presentations to the people that have been manufactured to prevent us from knowing the full truth. I think some of that truth is that they (Bush and company) do not really expect Iraq to become a democracy in the sense that America is. You are not going to go into a country for eighteen months and change what

has been for hundreds of years into what we have had for hundreds of years. No intelligent, realistic person could have such an expectation. So, what's the point? What is the war about because terrorism is not going to stop as a result of what has been done thus far in Iraq.? What they want is leadership in Iraq that is sympathetic to the cause of democracy so that there is an additional ally that is even closer to the oil than is Israel. In the end, you had better believe that it is all about money, well-disguised as the noble cause to protect America and the world from terrorism! Stay tuned. Transiting Neptune squares the Ascendant of the Bush inaugural horoscope this month. This is going to get very interesting!
