ENERGY EFFICIENCY AND CONSERVATION BLOCK GRANT PROGRAM
Funded by American Recovery and Reinvestment Act (ARRA). Goals and objectives:
Stimulate the economy and create and retain jobs; Improve energy efficiency in building, transportation and
other sectors.Build capacity at local level to reduce energy usage; andReduce total energy usage and Greenhouse Gas

MUNICIPAL ENERGY PROGRAM
On September 30, 2009, Cuyahoga County was awarded a $5.7 million grant from the United States Department of Energy (DOE).
County set aside $3 million for the MEP.
Cuyahoga County Planning Commission is administering the MEP.

To encourage municipalities to conduct anenergy audit of all municipally-owned buildings and facilities; and
Implement energy efficiency and conservation projects for cost and energy savings.

Build capacity at municipal level; Use energy audits to benchmark current energy
consumption; Use U. S. EPA Energy Star Portfolio Manager Program:
Monitor energy usage, greenhouse gas emissions and cost savings at county and municipal level.
Analyze building energy performance (i.e. City Hall, Police Stations, Fire Stations).
Compare inventories to other counties and municipalities to identify other energy conservation opportunities.
GREEN ENERGY ECONOMY IN CUYAHOGA COUNTY
Engaging regional players that in the aggregate represent a large part of the County’s energy usage
Building capacity on a County-wide scale to examine common goals, objectives, policies and procurement practices
Develop a Framework for implementation and alignment of common public sector goals, objectives, policies and procurement practices
