IComments: Investigation revealed the Collins Pipeline right of way which was being leased by Murphy Oil

Co. as a parking lot is not required to be pennined under the MSGP Permit. I spoke withMelissa Conti from LDEQ Water Permits Division on 8/1012009 at II :20am and she said the

road was not required to have a MSGP permit. Any issues involving storm water drainage must Ie addressed to the St Bernard Parish Drainage Dept.

IAfter speaking with Man Dobbins from Murphy Oil, he said the cause of the drainage problem I

is from mud buildup in the ditch between Jacobs st and Jacobs ditch. The blockage causes the I

water to back up on Jacobs Street. 5t Bernard Parish Drainage Dept worked on the blockage on 'I

9/1712009.

A site visit with Matt Dobbins on 9/1812009 revealed there was no evidence the refinery had

overflowed it western ditch. The western ditch nows to an onsite storm water treatment system. Ihe blockage on Jacobs Dr appears to originate from a blockage at the end of drain pipe in the

Jacobs ditch. The pipe was not visible in the ditch. It appears the pipes are under the mud at

the bonom ofthe ditch. Unless the ditch is cleared out, the back up will persist on Jacobs Dr. II Jacobs ditch is a parish ditch and is maintained by St Bernard Parish. I!~_._-------------------------------------- !
