Introduction: Due to increase competitiveness in global market,each country is struggling with each other to get a big market share from the global market for their own products. In this context countries are trying to differentiate their products and promote the distinctiveness of them in the market place.

For increasing market share in the global market , each country is trying to exploit Intellectual Property for improving their products in terms of quality,utility and also aesthetical aspects. They are very much committed in creation and protecting of Intellectual Property Rights. As a result , new industries are establishing for socio-economic development in Urban area or close to Urban area, where economic activities are running well and life style of the Urban people are improving day by day. But due to lack of industrial development in Rural area socio-economic condition remaining weak comparison to Urban area. Hence, countries are facing lot of prob-lem due to this non-equilibrium economic growth.

To fatch this non-equilibrium economic condition and improve socio-economic condition in rural area, developed countries are also taking some initiatives.

It is evident that,Geographical Indications(GI) are mostly originated from relatively less devel-oped rural areas and exploitation of GI, can help in improving the socio-economic condition in rural area.

A product which is originated from a certain region/country and has special characteristic for the region/country, is defined as “Geographical Indications(GI)”. Geographical Indication is one of the intellectual property right,is a sign used on goods that have a specific geographical origin and possess qualities, reputation or characteristics that are essentially attributable to that origin.

Geographical Indication may be agricultural goods, natural goods or manufactured goods, as originating or manufactured in the territory of a country or a region or locality in that territory, where a given quality, reputation or other characteristic of such goods is essentially attributable to its geographical origin. For manufactured goods one of the activities of either the production or of processing or preparation of the goods concerned must be take place in such territory, region or locality as the case may be.

As geographical indications refer a good as originating from a particular place, One other hand , a trademark identifies a good or service as originating from a company. Trade mark may con-sists of fanciful or arbitrary sign with some word. But the name used in case of geographical indication is usually predetermined by the name of a particular area.

A trademark can be assigned or licensed to any one, because it is a property of specific compa-ny or person. But in case of Geographical Indications(GIs), it can not be assigned or licensed, except in case of inheritance of the work upon death of authorized user.

Benefits of GI Registration:As we know GI is one of the Intellectual Property Rights, having special characteristics due to its place of origin, have some more benefit than others type of Intellectual Property Rights. Benefits of GI registration can be summariesed are as follows:

(a) Consumer’s Benefit: Geographical Indications is sending quality signals to the consumers directly to consume high quality products,which also decrease “search costs” of the consumers.

(b) Producer’s Benefit: Due to special quality and reputation of GI products, consumers have very much willingness to purchase these kinds of products with higher price than other standard products. It will also help to income flow for the producers, which encourage them to continue their production with the standardized quality and established reputation.

(c) Rural Economic Development: It is fact that, Geographical Indications are mostly origi-nated from relatively less developed rural areas, therefore GI protection would benefit directly to the producers of the region by providing income and employment opportunities in rural areas. This kind of increased income and employment opportunities in rural areas due to production of protected GI goods, has a great implications for the rural economy development in general.

(d) Tourism Activities: Geographical Indications(GIs),as a traditional products symbolize the local characteristics of a region through the harmonisation of natural resources and the cultural methods and they are perceived as interesting products. GIs highlight the geographical name of the product as an effective tool for attracting consumers attention in to the local identity.It would lead to increase in tourism activities in the rural areas.

Therefore, effective protection of GIs lead not only to increase the recognition of the production place but also create some economic activity of other sectors that have back-ward and forward linkages with the GI products.

For example, protected and recognized GIs not only increases tourism in that rural area but also create income and employment opportunities to other sector such as hotel services for accommodation, gift and restaurants.

(e) Prevention of migration from rural areas urban areas: Peoples in Rural areas in Devel-oping Countries like Bangladesh, are migrating from rural areas to urban areas, as because there is very little scope of income generating work places. Therefore, peoples are bound in some cases to migrate themselves to Urban area for search of work for income genera-tion, which causes lot of problem in the Urban areas.

Geographical Indication (GIs) goods, have some profit potentiality due to its quality and traditionality, which also makes the products as a differentiated products in the market place. Due to this characteristics GIs products is very much preferable to the standard one by the consumers.

Generally the product protected by GIs are usually produced in rural areas which also provide income flows to these areas by creating employment opportunities.These kind of product do not require big investment for marketing,hence local producers increases their income.

Therefore, protected GI markets, also helps to sustain economic activities and settlement in rural areas and increase the life standards of rural areas.

Protection of GIs creating positive externality to that sector as well as other sectors in terms of income and employment generation have a potential effect of the prevention of migra-tion from rural areas to Urban areas.

(f) Effect of Geographical Indications on Business: Consumers have lot of attention to the products which has geographical indicatios to a particular region .Geographical origin of a products some time suggests the consumers that the product must have a particular quality and reputations that they care about it.Geographical Indications(GIs),in some cases, act as product differentiators on the market, which also enable the the consumers to distinguish the geographical origin product and others without those characteristics.

Therefore, GIs can be a key element in developing collective brands in business for quality bound products.Registration of GIs can gives its owner and authorized users the exclusive right to use the indications on the good in which it is registered and take measures against others who use it with out permission or illegally.

Reputation of the GIs is a valuable, collective and intangible asset. If not protected, it could be used without registration and its value may eventually be lost.

In general, GIs can help the business by the followings:(1) Competitive advantage(2) Added value to a Product.(3) Increased export opportunities(4) Strengthened Brand.

Concluding Remarks:GIs establish a connection between the product and the name of Geographical region,where the product is registered. Hence, these indicators are an effective marketing tool for attracting consumers attention in to the geographical regions. These geographical regions are mostly consisted of Rural Areas and GIs provide crucial opportunities for rural development. Protec-tion of GIs could help to sustain economic activities and settlement in rural areas and increase the life standards of the residents. Rural population is the prime beneficiaries of these kind of products in terms of income and employment generation.More over, under effective protection and marketing process, the economic activities in rural areas could increase further not only by the growth of GI production , but also by development in the other sector as well.While it is hard to obtain a competitive advantage based on technology in rural areas and that advertisement costs are high for local producers.GIs provides important alternative advantages for the rural development by sending direct signal to consumer that the product is originated with a certain quality not requiring big investment on technology and advertisement.On the consumer side, protection of GIs decreases search cost and asymmetric information of the consumers and provides “Premium Prices” for the product due to higher willingness of payment of the consumers.Comparing with other developed and developing countries, awareness about GI protection in Bangladesh at national and international level is quite low, which means that Bangladesh does not harvesting all the potential benefits from the protection of GIs.It is evident that protection of GIs, leads to increase in prices, marketing power and income. Hence Bangladesh should take the issue of the protection of GIs and creation and protection of other items of Intellectual property into its political agenda for Economic development and Foreign Direct Investment in Bangladesh.

Introduction:Intellectual property deals with creations of the human intellect. Confidence in the intellectual property system is a powerful stimulus for intellectual creativity. The protection of Intellectual Property Rights also enables countries to participate more actively in International Trade. The recognition of the creator and inventor, and the protection of their rights and the rights of those who invest in the making of their creations and/or commercialization of their inventions, contributes positively to the socio-economic development of a developing country.

Intellectual Property Rights are assuming an increasing role and importance in international trade, in investment, in economic relations and in economic growth. In the present global economic scenario of challenges and opportunities for developing countries, the thrust in every direction of the productive sector in industrial enterprises, as well as in the so called copyright or cultural industry, has to be on invigorating domestic efficiency and qualitative management in the context of promoting creativity, creative works and products, in a growingly open and competitive global economy with greater opportunities for investments and exports.

World Intellectual Property Organization (WIPO) headquarters in Geneva mentions, "Human genius is the source of all works of art and invention. These works are the guarantee of a life worthy of men. It is the duty of the State to ensure with diligence the protection of the art and inventions." These words aptly underscore the cultural, social and economic value and impor-tance of effective protection of intellectual property.

Global arena:Global industrial and trading activity is increasingly being drawn towards trans-border alliances. Even large industrial giants are unable to undertake all the technological requirements in their sphere of competence on their own. Joint ventures, co-production agreements, joint research, technology tie-ups and licensing arrangements based on effective Intellectual Property Rights protection are bringing together major firms in both the industrialized and the developing countries. These cooperative alliances include licensing or authorizing the use of protected inventions, and are an important aspect of enterprise management of industrial property.

Developing Countries Scenario:In this changing economic scenario, developing countries are becoming-in fact some have already become-active participants, both as initiators and beneficiaries of change. While the initiation of liberalized economic reforms in a number of developing countries has itself subscribed to increased trade ability, the latter, in turn, is contributing to increase opportunities and benefits for such developing countries. Economic growth is virtually becoming global and not confined only to industrialized countries.

Those developing countries which have also used their productive sector to diversify and broad-base their manufacturing activities largely with the utilization of the intellectual property system for qualitative production for exports have seen their living standards show a steady and distinctive improvement. The challenges lie in invigorating the domestic efficiency of innova-tion management in the context of a growingly open and competitive economy with greater opportunities for investments and exports. An increasingly demanding qualitative management of the productive sector is necessary to maintain the confidence of both national and foreign markets and for continued GDP growth, which, as a result, will ensure the increasing welfare of the people.There is a growing awareness that Intellectual Property Rights protection is a crucial part of the new global trading system. International trade in goods and services protected by Intellectual Property Rights is increasing, and both developed and developing countries have recognized that it is in their interest to provide strong Intellectual Property Rights protection in order to participate in the benefits of such trade.

Economic Value of IP:There is considerable economic value in promoting the use of the Intellectual Property system and ensuring its effective protection. Intellectual property protection provides a boost to national wealth, and its contribution to sustainable development is considerable. Protection of Intellectual Property Rights is not only conducive to greater international trade, but also to increased investment in the economies that provide for such protection. A very much more widespread awareness of its economic value for the private sector, and of the role of Intellectual Property in promoting enterprise development and competitiveness, as also national socio-economic development and growth in the 21't century, has to be developed and encouraged.

The economic value of Intellectual Property Rights protection lies mainly in increasing competitive capability.

Strong Intellectual Property Protection System:Strong intellectual property protection with adequate and modernized legislation and its effective administration and enforcement undoubtedly helps not only in transfer of technology but in economic gain, as it assures licensors that their technology will not be exposed or revealed to competitors.

Good management requires that in enterprises and in R&D institutions, young technocrats should be encouraged to invent and innovate, and even if it takes time, to promote inventiveness in the production of indigenous brands of technology in which they may have both the competence and the price edge. In fact, the importance of encouraging inventiveness particularly amongst the nation's youth cannot be overstressed. The same holds good for a well administered collective management of authors' rights. The ultimate purpose of the Intellectual Property system is economic in nature. The system encourages individuals and organizations to invent, innovate and create by offering incentives, which are commercially attractive, so that the talents of inventors and innovators could help economic advancement through technological progress and competitive capability, which latter will increasingly depend on how well each country unleashes the creative talents of its people.

Industrial Property protection is an important instrument in economic and trade competition. Industrial property and patent information have an important role to play in helping shape the directions of research in industries, in business establishments, in government institutions and in universities. The inflow as a result of protection of inventions spurs researchers in institutions and industrial research units, thus facilitating, in the medium term, the financing of technological development. Confidence is generated in the system through effective enforcement of intellectual property laws. Links for research and innovative activity are established and cemented between industry, business and the universities, leading increasingly to a shift in the costs of generating new technologies from the government to the private sector of the economy.

Technological progress is an important means of attaining economic growth and the Intellectual Property system is an important resource in helping acceleration of innovation promotion and technology development as well as a significant factor in growth

Knowledge based Technology and Economic Development:Economic development and growth is increasingly becoming knowledge and technology- based, and is accelerated through the use of new and constantly emerging technologies. The global technology system has changed in the last few decades and knowledge-based technology has advanced considerably. Intellectual Property signifies this advancing knowledge in the form of new ideas, new techniques, new processes and new products having economic value and commercial potential. The Japanese government, for example, in recent efforts to overcome certain economic difficulties, has envisaged doubling the nation's intellectual assets by the very first decade of the 21't century, through promotion of investment in technological development and in information technology, with stress on the importance of adequate protection of Intellectual Property rights and further innovation promotion.

Innovation is generally expensive. Intellectual property rights protection provides that the expense is not in vain. The public also gains as the invention becomes public knowledge through publication of the patent documents. Technological progress is an important means of attaining economic growth, and the patent system, with its wealth of technological information disclosed through patents documents relating to the registration of an invention, is an important resource for technological development, an aid in technology transfer, as well as a significant factor in economic growth.

Government Intervention:Governments need to be made aware of the considerable economic value of ensuring effective Intellectual Property protection and the consequent socio-economic benefits through enhancement of qualitative competitiveness in trade and commerce, and greater possibilities of technological advancement in the process of moving from the industrial to the information age. Towards this end, knowledge promotion, education and training, integration of technology and industrial policy with the necessary infrastructure development, as well as concurrent promotion of social justice are essential factors to be considered for effective implementation.

Most importantly, at the national level, there needs to be a political will to adopt or adapt the intellectual property system, and to administer it effectively, in order to benefit optimally from its economic value.

Conclusion:In conclusion, it may be mentioned that in the 21"' century, the economic growth of developing countries, as indeed also of the developed ones, will depend on the international competitive-ness of their economy, industry and business. Such international competitiveness, in turn, will be driven by knowledge-based technological progress, which can be achieved only through a well functioning national system of innovation that has as its core, a strong, modern and well enforced intellectual property system.

To sum up, developing countries should, in the process of and quest for socio-economic devel-opment, use the intellectual property system as a number of other countries have done, and are doing, in order to sustain and constantly endeavor for technology-based growth. Clearly the way ahead depends on international competitiveness based on quality production for the nation-al and export markets. A competitive industrial and business sector is critically dependent on a well-functioning, strong and cost-effective intellectual property system at the national level.
