Welcome to 2015 and I trust you are having a wonderful summer. The Hawke’s Bay Local Government reorganisation process will make further progress in 2015 and will culminate in a public vote on the structure of Local Government in the region.

Over the next few weeks the Local Government Commission will carry out a survey to gather feedback from the community on their draft reorganisation proposal. If you are involved in the survey I ask that you treat it seriously, as this feedback will assist the Commission in developing a final structure for you to vote on mid-late 2015. You will get to choose between the status quo and the final structure recommended by the Commission. A simple majority across the whole region for either of those options will determine the shape of Local Government in Hawke’s Bay in the future.

The 1989 decision to amalgamate Havelock North Borough, Hawke’s Bay County and Hastings City has proved a great success. The biggest difference this time is that amalgamation will not be imposed, but decided democratically by you, the people living in our region.

Twenty-six years on from that amalgamation process, Hawke’s Bay is facing a raft of new challenges. The formation of a single council for the region should be approached as the next evolutionary step.

Your council has been elected to govern and lead our district. Just as we provide future proofed assets, community facilities, efficient services and community advocacy, we are also expected to look to the future. We are facing massive global issues such as climate change, sea level rise, urbanisation, competition and ageing of the population. We need a modern, effective governance structure to provide regional leadership, strategies and vision. That is why the Hastings District Council supports the reorganisation proposed by the Local Government Commission.

As individual ratepayers what does this mean for you?

We believe there is everything to gain and nothing to lose. Several independent reports have indicated region-wide savings through efficiency of $10 million a year - a direct benefit to ratepayers.

We want the very best for Hawke’s Bay, our residents and importantly our children and future generations where our young people are excited to stay here, business is booming and we enjoy a quality of life second to none.

On a different subject, February is Bike Wise Month. The weather is generally settled at this time of the year in Hawke’s Bay and it will be a great time to spend some time on your bike. The region’s trails are brilliant and provide a great opportunity for the whole family to enjoy time in the great outdoors.

Council’s cycling project iWay is once again at the forefront of organising community events during Bike Wise Month. These events will show how cycling can become a fun and healthy part of your everyday life.

FROM 28 FEBRUARYBrian Brake: Lens on China and JapanHastings City Art Gallery Brian Brake is widely regarded as New Zealand’s most successful international photographer. His career spanned forty years, from the 1940s to his death in 1988. This exhibition offers two slices from Brian Brake’s long career: photographs of China in the late 1950s, and those of Japan in 1963 and 1964. These gained relatively little attention at the time, but today they firmly rank amongst his very best work. Developed and toured by the Museum of New Zealand Te Papa Tongarewa.
