CHAPTER – 1EXECUTIVE SUMMARY

1. Executive Summary

My Home Industries Private Limited (MHIPL), part of a leadingbusiness conglomerate- My Home Group headquartered at Hyderabad.MHIPL is one of the largest producers of cement in the Andhra Pradesh &Telangana States. The unflinching commitment to be world-class in everysphere of its endeavors has been driving MHIPL, since inception. Under theinspiring leadership of Dr. J. Rameswar Rao, Chairman, the organisation hasgrown from strength to strength, securing the reputation of an organizationexcelling for quality and reliability. Over the past decade, MHIPL has been oneof fastest growing cement companies in India.

MHIPL has grown from an annual capacity of 0.2 million tonnes to astaggering 10 million tonnes within a short span of 15 years. Thecompany is planning to increase its annual capacity to 15 milliontonnes in the near future.

Presently, MHIPL is operating integrated cement plants with 3.3 MTPAcement manufacturing capacity located at Suryapet district inTelangana State and 3.2 MTPA capacity (Sree Jayajothi Cements) atKurnool district, AP and Grinding Units of capacity 2.0 MTPA atVisakhapatnam District, AP and 1.5 MTPA at Tuticorin District, TamilNadu.

The following types of blended cement products are beingmanufactured by the company viz., Ordinary Portland Cement (OPC),Portland Pozzolana Cement (PPC), Portland Slag Cement (PSC) andComposite Cement.

The cement manufacturing Unit – I, Unit-II and Unit-III located atMellacheruvu village, Suryapet district (earlier Nalgonda) werecommissioned in 1998, 2002 and 2007 respectively. Relevantparticulars of the existing cement plant are given in the Table below.

MHIPL have implemented Quality Management System as per ISO 9001:2000during 2005 and re-certified in 2009, to the requirements of ISO 9001:2008.MHIPL has also been certified for Environmental Management Systems, underISO 14001:2004 in June 2011.

The cement produced is sold under the brand name “MAHACEMENT”. Maha Cement is marketed through a wide network of 5000+dealers. The company is spread all over the country with 20 regionaloffices and 170+ depots. Maha Cement has achieved phenomenalsuccess in South India and part of Eastern India.

The main raw material - limestone for Mellacheruvu Units is suppliedfrom the existing three captive limestone Mines located in the vicinity ofCement Plant, viz, My Home (Mellacheruvu) Limestone Mine,Yepalamadhavaram Limestone Mine and Choutapalli Limestone Mine.Particulars of the same are presented in Table below.

Mellacheruvu & Yepalamadhavaram mines are catering limestone toCement Plant Unit-I&II of capacity 0.66 and 1.183 million TPArespectively and Choutapalli limestone mine is catering limestone toUnit-III of capacity 1.2 million TPA.

Mineral resources from Mellacheruvu mine is almost exhausted andexpected to last another few years only. Presently new mine is proposedto increase the life of mine and continuous resources availability to thecement plant.

The subject mine is spread over an area of 252.407 Ha out of which 42.3ha. is Govt. land & De-Forest land and 210.107 ha. is Patta land underthe jurisdiction of Mellacheruvu & Yepalamadhavaram Villages,Mellacheruvu Mandal, Suryapet District, Telangana State. Mining Leasewes granted by Government of Telangana State, Industries & Commerce(M-II) Department, issued Order vide Memo No. 5863/M.II(1)/2016-1,dated: 24.09.2016. The copy of the same is enclosed as Annexure - I.The subject limestone mine will be a captive of MHIPL Cement plantlocated at 1.0 km distance.

The mine has about 138.95 Million Tonnes of mineable reserves(approx.) which will last for about 138 years with proposed productioncapacity of 1.0 Million Tonnes Per Annum (MTPA).

The mine operation will be by Opencast Mechanized method of mining.Limestone produced from this mine will be transported initially to theexisting crusher located at cement plant through haul roads. Latercrusher is proposed to be installed in the subject mine.

No over burden waste material generation is envisaged during the life ofthe mine. The entire estimated/generated quantity of limestone isplanned to be consumed in the process, no waste would be generatedduring mining operations. Hence no waste dumps would be formed.

Top soil generated during mine operation is proposed to be used forgreenbelt development. Other than this, no over burden/waste rockgeneration is anticipated.

Water requirement for the proposed mine is about 100 m3/day.Drinking water facilities will be provided from Cement plant and water

required for Dust suppression and greenbelt development will besourced from existing Mine pits of MHIPL.

There is no wildlife sanctuary, national park, Tiger Reserve, ElephantCorridor, eco-sensitive area within the 10 km radius of the project site.

Initially, all infrastructure facilities will be common with MHIPL CementPlant and existing mines. It is proposed to install crusher in thesubject mine at later stage.

The capital Investment Cost for Environment Management is estimatedas Rs. 1.0 crores.

The capital Investment Cost is estimated as Rs 10.0 crores.

CHAPTER – 2INTRODUCTION OF THE PROJECT /

BACKGROUND INFORMATION

2.0 Introduction of the Project / Background information

i. Identification of project and project proponent. In case of miningproject, a copy of mining lease / letter of intent should be given.

The subject area will be a captive Limestone mine of MHIPL Cementplant located at 1.0 km distance.

The mine has about 138.95 Million Tonnes of mineable reserves(approx.) which will last for about 138 years with proposed productioncapacity of 1.0 Million Tonnes Per Annum (MTPA).

The present proposal is for obtaining Environmental Clearance for newLimestone Mine (252.407 Ha) from Ministry of Environment, Forests &Climate Change (MoEF&CC) as per EIA notification SO1533 dated 14th

Sep. 2006 and subsequent amendments.

Project proponent

Presently, MHIPL is operating integrated cement plants with 3.3 MTPAcement manufacturing capacity located at Suryapet district inTelangana State and 3.2 MTPA capacity (Sree Jayajothi Cements) atKurnool district, AP and Grinding Units of capacity 2.0 MTPA atVisakhapatnam District, AP and 1.5 MTPA at Tuticorin District, TamilNadu.

ii. Brief description of nature of the project

The limestone mine is spread over 252.407 Ha with 138.95 MillionTonne of limestone. It is proposed to produce 1.0 MTPA of Limestonefrom subject mine located at Mellacheruvu & YepalamadhavaramVillages, Mellacheruvu Mandal, Suryapet District, Telangana State.Mining Lease was granted by Government of Telangana State.

The method of working is opencast mechanized mining with deep holedrilling & blasting. It is proposed to work this deposit by maintainingmaximum bench height of 9.0 m and with an ultimate pit slope of 45 0.

The width of working bench will be not be less than the height of thebench. The mine approach ramp gradient will be kept at a minimum of1 in 16.

It is proposed to stack the generated top soil in temporary dump yardwithin the mining lease area. This stacked top soil will be utilized forgreenbelt development. No overburden is anticipated during life of themine. The afforestation will be taken up all along 7.5 m barrier zoneand non-mineable are covering an area of 14.23 Ha.

iii. Need for the project and its importance to the country and orregion.

Cement industry is one of the main beneficiaries of the infrastructureboom. While on the one hand several big and small cement companiesare actively considering expansion plans in anticipation of furthergrowth in demand for cement, on the other, a phase of acquisitions andmergers among the existing players is also going on.

In India, the South consumes maximum of 30% followed by East at17%, North at 19%, central at 16%, and West 18%. Also, there is anincrease in the consumption of PPC cement from 48% to 50%.

Weaker section’s housing, construction of public toilets, schools inrural area apart from several private and public infrastructure projectswill also give tremendous boost to the cement consumption in the state.Most importantly, irrigation projects, worth nearly Rs 1 lakh crore, willtrigger unprecedented demand for the next 5-7 years.

As per the industry sources, demand has mainly come from theconstruction sector with the three main cities in the South - Bangalore,Chennai and Hyderabad - witnessing hectic construction activity, be itfor the information technology sector, shopping malls or integratedtownships. The growth in demand has prompted many cementindustries to consider for proposal of present Limestone mines inpresent locations and in Greenfield locations.

The chemical characteristics of limestone extracted from this mine donot warrant any mineral beneficiation, since the quality of limestoneproduced from this mine is suitable for cement.

Mineral resources from Mellacheruvu mine is almost exhausted andexpected to last another few years only. To supplement the limestonerequirement, new mine is proposed to increase the life of mine andcontinuous resources availability to the cement plant. It is proposed toproduce 1.0 MTPA limestone from this new mine.

iv. Demand– supply Gap

Since Limestone is the main raw material for cement production, thedemand is always there with that of cement. Moreover, the subjectmine produces good grade limestone leading to conservation of mineralresources.

The cement market has growth due to the central governmentliberalization policies and new schemes for housing, road projects.Cement demand growth is anticipated to be about 11% increase mainlythrough road projects & Housing Projects.

Continuous demand for exports to China and other South-East Asiancountries along with the increased requirement of the domestic sectorhas been lead all the cement manufacturers in the country to plan forincreased capacities.

v. Imports Vs Indigenous production.

The limestone produced from the subject mine will be used for thecaptive consumption in the cement plant located at 1.0 km distance.

vi. Export possibility

No exports of limestone are proposed.

vii. Domestic / export markets

The limestone produced from the subject mine will be used for thecaptive consumption in the cement plant located at 1.0 km distance.

viii. Employment generation (direct and indirect) due to the project.

Since the Mechanized method of mining will be adopted, the transportof limestone from the mines to Cement plant will be done bytrucks/tippers/dumper.

Most of the workmen will be employed from local villages at differentlevels. The Managerial, supervisory, skilled, semi-skilled and unskilledlabor about 40 will be engaged as per requirement.

CHAPTER – 3PROJECT DESCRIPTION

3.0 Project Description

i. Type of project including interlinked and interdependent projects,if any.

The proposed project is a limestone mine of 252.407 ha withproduction capacity of 1.0 MTPA at Mellacheruvu &Yepalamadhavaram Villages, Mellacheruvu Mandal, Suryapet District,Telangana State.

With about 138.95 Million Tonnes of mineable reserves, the mine willlast for 138 years. The limestone produced from the mine is of goodgrade limestone and can be utilized for blending with other limestonemines.

There is no interlinked new proposal. However, the existing Unit-I & IIrequirement of Limestone will be met from this mine.

It is categorized as Category A Project under Schedule 1(a) as themining lease area is more than 50.00 Ha hence it necessitatesobtaining Environment Clearance from Ministry of Environment, Forest& Climate Change (MoEF&CC).

ii. Location (map showing general location, specific location, andproject boundary & project site layout) with coordinates.

The Mine is located at Mellacheruvu & Yepalamadhavaram Villages,Mellacheruvu Mandal, Suryapet District, Telangana State.

The Mining Lease area is a part of the Survey of India Topo sheet No.56 P/13. The site falls between Latitude 160 47’ 13.20”N - 160

48’41.90”N and Longitude 790 55’ 57.30” E - 790 57’ 0.70”E with anaverage altitude of 100 m above MSL.

The location map of the mine site is shown in Fig – 1.

Miryalaguda is major town is located at a distance of 38.4 km in WNW.

The National Highway (NH-9) Connecting Vijayawada – Hyderabad is at20.0 km NE direction. Nearest railway station is Miryalaguda RS at43.0 km in WNW.

i. Details of alternate sites considered and the basis of selecting theproposed site, particularly the environmental considerations goneinto should be highlighted.

No alternate sites were considered as the project is mineral specific.

ii. Size or magnitude of operation.

Mine area is 252.407 ha. The proposed rate of production of limestoneis 1.0 MTPA.

iii. Project description with process details (a schematic diagram/ flowchart showing the project layout, components of the project etc.should be given)

The mining will be opencast mechanized mining, employing DTHdrilling for blast holes, after blasting the mineral will be loaded into thetippers using hydraulic excavator. The limestone will be transported tothe plant by tippers.

The maximum bench height proposed is 9.0 m and mining will becarried up to a depth of 45 m.

a) Drilling

The drillings operations will be conducted with 115 mm dia Atlas Copcomake, BVB-25 crawler mounted drills with Atlas Copco compressors of450 Cfm capacity. The drilling pattern adopted will be 5.0m(S) X3.0m(B) X 8.50m(D), with 0.5 mts sub grade drilling. These holes will bedrilled in multi row, in a staggered manner, maintaining an inclinationof 150 to the vertical.

b) Blasting

Controlled blasting techniques will be adopted, along with adequatestemming using non-electric initiation system (Exel-down-the holedetonators as well as surface connectors ) for effective control of blastinduced ground vibrations, fly rock and noise. An explosive van of3.220 tonnes capacity serves to transport the required quantity of theexplosives from the licensed magazine to the mine site for conductingblasting.

c) Loading & Hauling

Volvo EC- 460B Excavator of 2.5 cu. Mts capacity bucket will bedeployed for loading the blasted material onto the 20 tonnes capacitydump trucks. The loaded material will be transported and unloaded atcrusher hopper located at a distance of 2.0 km from the Mine. Thecrushed limestone will be transported by belt conveyor and stacked inthe stock pile, inside the plant.

d) Raw material required along with estimated quantity, likelysource, marketing area of final product/s, mode of transport of rawmaterial and finished product.

No raw material is required.

e) Resource optimization / recycling and reuse envisaged in theProject, if any, should be briefly outlined.

No overburden will be generated in the project area. The top soilgenerated will be stacked in respective temporary dump yards and willbe used for greenbelt development.

f) Availability of water its source, energy /power requirement

Water requirement for the proposed mine is about 100 m3/day.Drinking water facilities will be provided from Cement plant and waterrequired for Dust suppression and greenbelt development will besourced from existing Mine pits of MHIPL.

Cement plant is having a dedicated 132 KV overhead line from Powergrid and 75 MW captive thermal power plants within the cement plantfor un-interrupted power supply. Same power is being supplied to thelimestone crusher as well.

iv. Quantity of wastes to be generated (liquid and solid) and schemefor their management / disposal.

No waste material generation is contemplated during the miningoperation. The entire estimated/generated quantity of limestone is

planned to be consumed in the process, no waste would be generatedduring mining operations. Hence no waste dumps would be formed.

Wastewater generated from domestic use will be treated in septic tankfollowed by soak pit.

CHAPTER – 4SITE ANALYSIS

4.0 Site Analysis

i. Connectivity.

The mine area under reference extends over an area of 252.407 ha atMellacheruvu & Yepalamadhavaram Villages, Mellacheruvu Mandal,Suryapet District, Telangana State.

Nearest railway line connecting Guntur – Nalgonda of Southern Railwayline is at 30.5 km in W. The National Highway (NH-9) ConnectingVijayawada – Hyderabad is at 20.0 km NE direction. Nearest railwaystation is Miryalaguda RS at 43.0 km in WNW.

The nearest airport is at Shamshabad ( Hyderabad ) – 167.0 km - WNW

ii. Land form, land use and land ownership.

Land use:

The total Mining lease area is 252.407 Ha, out of which 42.3 Ha. isGovt. land & De-Forest land and 210.107 ha. is Patta land. Present useis dry land and with outcrops of limestone at some places.

The topography of the area is generally flat terrain with an averagealtitude of 100 m above MSL. Fig - 4 shows the surface plan of mininglease area.

iii. The total Mining lease area is 252.407 Ha, out of which 42.3 Ha. isGovt. land & De-Forest land and 210.107 ha. is Patta land. Present useis dry land and with outcrops of limestone at some places.

iv. Existing infrastructure

None within the mining lease.

v. Soil classification

The limestone formations are covered by soil all through the mine area.The thickness of soil varies from 0.1 m to 7.0 m with an averagethickness of 3.0 m.

vi. Climatic data from secondary sources

The tropical climate of the region is manifested in hot and humidsummer, moderately monsoon and mild winter seasons. May is thehottest month in the year. The maximum temperature during the daytime was recorded as 47.20C and December the coldest with thetemperature during the day time falling down to about 9.40C. Themonths of December, January & February are considered to havepleasant climate.

The rainy season is generally from June to September represented bySouth West Monsoon. The rainfall during last year in the subject areais around 780 mm.

vii. Social infrastructure available

MHIPL is providing the following infrastructure to cement plant andother existing mines.

Occupational Health center under the charge of trained personnel isavailable. The mine personnel are also given First Aid Training atregular intervals.

A well-equipped Occupational Health center is provided at thecompany’s colony, manned by a full time male and lady medical officersassisted, by compounder and nurse. Necessary medicines and medicalaid is provided free for the company employees.

A good canteen is provided for the benefit of the employees. Thecanteen serves tea & snacks at subsidized rates to the employees.

Adequate number of shelters with fans, drinking water etc. for takingfood and rest are provided for the benefit of the employees.

Safe hygienic drinking water is provided at the mines. Drinking waterfacility is available near rest shelters.

A full-fledged V.T. center with the Training officer and instructors areavailable at mines. The V.T. Center at mines has all facilities fortraining of workmen. The training to workmen is provided on basics aswell as for refreshers.

A completely equipped mine office with internal telephone facility, timeoffice, have been provided.

The employees are provided with well-designed houses havingelectricity and water connections.

For the education facility of employee’s children, School is provided atthe colony.

The subject mine is located at Mellacheruvu & YepalamadhavaramVillages, Mellacheruvu Mandal, Suryapet District, Telangana State.Mining Lease was granted by Government of Telangana State, withmine extent of 252.407 ha and the proposal is for limestone productionof 1.0 MTPA.

ii. Population projection

Total employment potential in the mine will be about 40, covering theMining Engineer, Geologist, Skilled, semiskilled and unskilled etc.

iii. Land use planning (breakup along with greenbelt etc.,)

Post Mining Land use pattern:

The post mining land use pattern is furnished in the following tablebased on the anticipated excavation of total mineable reserves.

Apart from the jobs, the company will provide medical and educationalfacilities to the employees which can also be availed by the peoplearound the plant. Adequate recreational facilities for the staff of thecompany will be provided.

Infrastructural facilities like Telephone and Occupational Health Centreetc., will be common with the cement plant colony. The mine office withfirst aid room, rest shelters, toilets, tool/store room etc., will beprovided in common with existing mines of MHIPL.

CHAPTER – 6PROPOSED INFRASTRUCTURE

6.0 Proposed infrastructure

i. Industrial area (processing area)

No processing is involved

The mine will be operated by means of opencast fully mechanisedmethod of mining which includes deep drilling and blasting, loading thebroken material by heavy machinery like hydraulic excavators andtippers for transporting the limestone to crusher by road.

ii. Residential area (non-processing area)

No residential area is proposed at mine.

iii. Greenbelt.

14.23 ha area will be developed under greenbelt which include 7.5 mof mine periphery and non-mineable area.

Native species like Species like Sisoo, ganuga, Neredu, Neem, Mango,chinta and Amala, etc., are proposed.

iv. Social infrastructure

The mining activity carried out in the area rather has a positive socio-economic impact upon the nearby human settlement as indirectemployment potential is created due to mining and allied activities inthe area. Apart from these, the company promotes health andeducation awareness in the area time to time by organizing health andeducation camps.

In addition MHIPL shall take various social welfare programmes in thesurrounding villages. The focus areas include:

Water requirement for the proposed mine is about 100 m3/day.Drinking water facilities will be provided from Cement plant and waterrequired for Dust suppression and greenbelt development will besourced from existing Mine pits of MHIPL.

Domestic waste water from mines office will be treated in septic tankfollowed by soak pit.

viii. Industrial waste management

No industrial waste will be generated.

ix. Solid waste management.

No overburden will be generated in the project area. The top soilgenerated will be stacked in respective temporary dump yards and willbe used for greenbelt development.

x. Power requirement & supply / source.

Cement plant is having a dedicated 132 KV overhead line from Powergrid and 75 MW captive thermal power plants with in the cement plantfor uninterrupted power supply. Same power will be supplied to themine also.

7.0 Rehabilitation and resettlement (R & R) Plan

i. Policy to be adopted (central / state) in respect of the projectaffected persons including home oustees, land oustees and landlesslabourers (a brief out line to be given).

The mine area does not cover any habitation. Hence the miningactivities do not involve any displacement of human settlement. Nopublic buildings, places, monuments etc., exist within the lease area orin the vicinity. The mining operations will not disturb / relocate anyvillage.

CHAPTER – 8PROJECT SCHEDULE & COST ESTIMATES

8.0 Project schedule & Cost Estimates

i. Likely date of start of construction and likely date of completion(time schedule for the project to be given).

Mine will be started after getting EC & CTO and all other regulatoryclearances. Life of the mine @ 1.0 Million Tonnes Per Annum for themineable reserves of 138.95 million tonnes would be 138 years.

Economic development of the region depends largely upon the natureof activities undertaken in the surrounding region. Corporatedevelopment invariably contributes towards acceleration of theprocess of socio-economic upliftment of the rural society by means ofemployment, health & study programme, medical camps etc.,

Employment: Preference will be given for locals for employment basedon qualifications & requirement.

Medical facilities: Medical facilities are being provided for employeesas well as people of nearby villages.

Educational facilities: Basic educational and vocational facilities arebeing provided for the children of employees as well as nearby villages.

Infrastructure facilities: Approach roads will be developed at par withmine roads.
