It’s been a big year. For those of us who work in the My Weekly Preview offi ce, 2012 will be known as the year we

launched a new magazine. And we are fi nishing off the year the way we started it, busily producing a weekly publication we hope the Sunshine Coast will love. For this week’s cover story we are going back to our My Property Preview roots, and taking a look at the year that was in relation to property.

Think it’s been a quiet year in real estate? On page 12 Jarna Baudinette discovers that plenty has happened and while the market is still sluggish, there are signs things are looking up. It won’t happen overnight, but… well, you know the rest. Jarna takes a peek back at the way the year started, looks at some changes in policy, consumer sentiment and stats, and talks to a couple of locals with their fi ngers

fi rmly on the Sunshine Coast property pulse. Then for some insight into how the wider Australian economy fared in the year that was, and how 2013 is shaping up, take a look at Agenda, on page 28.

As it’s our last issue of the year, our real estate section, My Property Preview, is our exclusive snapshot of the local property scene. We have spoken to the people in the know – including an auctioneer, university professor, plenty of real estate professionals and many more – about 2012 and their predictions for next year. The mood seems optimistically cautious. Find out more starting on page 43.

SURF REPORTWith Steve Harris from Suburban SurfThis week still looks pretty sad in the hope for a long overdue swell. From Tuesday to Thursday there is an inconsistent E/SE ground swell with waves only around the one to two-foot mark. Winds through to Friday will be tending northerly with lighter NW in the morning. Spots to check would be the open beaches for more swell early, then the northerly corners in the arvos. Saturday has a southerly change

with SW winds early, followed by a SE change. However, waves will be even smaller Saturday around the half to one-foot mark. Hopefully there is a small southerly ground swell predicted to build for Sunday arvo. So hit the open beaches. However, winds will be from the E/NE, making it a bit messy. High tide is between mid-morning and lunchtime all this week and the water temp is still sitting around the 20-degree mark. A spring suit for the early morning is

a good call. Good surfing and he e’s hoping for at least some rideable waves.

It has been another tough year for the Sunshine Coast property industry. The economic uncertainty that began in the wake of the global

fi nancial crisis has hung around over the past few years, and ongoing fi scal issues in the United States and Europe – coupled with rising living costs and confusion about the carbon tax at home – have prompted many Australians to tighten their belts even further this year.

For a region dependent on tourism and the retail sectors, reduced spending money can have a big impact on economic health. However, recent research from the Property Council of Australia found 15.9 per cent of the Coast’s full-time employees – or 18,949 people – are directly employed in the property industry, so the health of the local real estate and development sector is crucial as well. Property Council Queensland executive director Kathy Mac Dermott says the industry contributed $2.389 million in gross state product on the Sunshine Coast in 2010-2011, and that despite ongoing predictions of doom and gloom, over the coming years this fi gure should increase further.

“With the Sunshine Coast private and university hospitals underway, a new planning scheme and progress on the principal regional activity Centre, these fi gures should increase when looking to the year ahead,” Mac Dermott says.

“The fi rst signs of improving sentiment were noted in the latest Property Council of Australia-ANZ Property Industry Confi dence Survey. Our December quarter survey reveals 21 per cent of respondents expect local economic conditions on the Sunshine Coast to improve over the next 12 months, up from 15 per cent last quarter.”

Announcing the Reserve Bank of Australia’s

December 7 decision to lower interest rates to three per cent – a fi gure equal to their post-GFC low in 2009, which was the lowest rate Australia has seen in more than 50 years – governor Glenn Stevens agreed that public spending was “forecast to be restrained” in the coming year, but that the real estate sector may be due for some positive growth.

“Available information suggests that the near-term outlook for non-residential building investment, and investment generally outside the resources sector, remains relatively subdued,” Stevens said.

“On the other hand, there are indications of a prospective improvement in dwelling investment, with

dwelling prices moving a little higher, rental yields increasing and building approvals having turned up.”

The Sunshine Coast experienced changes of both state and local government this year, and many involved in the industry are hopeful this will bring new life to the housing sector.

“In March, Queensland was rated by the Development

Assessment Forum as the worst performing state in mainland Australia when it comes to planning and development assessment processes,” Mac Dermott says. “Since that time, however, a new State Government with a new focus on the property industry has seen a wave of reform on the planning front. (See box on page 13.)

“While these legislative changes have been positive for the industry, the Commission of Audit – established to review and report on the state’s fi nances – has clearly indicated there is no money to be spent on the property industry, or any other industry for that matter.

“As a result, we need government to continue to pursue further reforms of planning and development assessment, to strengthen and support the property industry on the Sunshine Coast and throughout Queensland.”

Interest rates were at 3.50 per cent in July when Reserve Bank of Australia governor, Glenn Stevens, made this statement on housing affordability.

As a result of lower house prices and therefore lower loan sizes, somewhat lower interest rates and a good deal of income growth, the repayment on a new loan on a median-priced house as a share of average income is now at its lowest for a decade

Rental vacancy rates on the

Sunshine Coast were 2.5% as at September 30 – much

tighter than the 4.6% recorded on the same date in 2011.

The year opened with interest rates at 4.25 per cent and the Reserve Bank of Australia reduced them in May, June, October and December. The current rate of three per cent is equal to the 2009 post-GFC low.

This year, the new Queensland State Government has instigated some major policy changes which will have a direct impact on the property sector, including the reinstatement of stamp duty concessions on principal places of residence and the abolishment of the Sustainability Declaration. Property Council of Australia Queensland executive director Kathy Mac Dermott explains some of the other key changes for us.

“Mostly notably for the property industry, the Queensland Coastal Plan State Planning Policy (SPP) was introduced in February, and subsequently repealed in October when the extent of its provisions were realised. The coastal management provisions in place prior to the introduction of the SPP have been restored,

ensuring the ongoing protection of our coastal regions.“The fi rst tranche of proposed changes to the

Sustainable Planning Act were delivered in November. Changes include a ‘one-stop-shop’ for development assessment and a large-scale reduction in referral triggers, which will have an enormous impact on minimising complexity and confl ict in the development assessment process in Queensland.

“The introduction of the Economic Development Bill in November reinforces the critical role of the property industry in delivering for Queensland’s economy. The bill embeds and strengthens the work of the Urban Land Development Authority, and allows local councils to be involved in the designation of Priority Development Areas.”

A major milestone for the local property industry was the October release of the Sunshine Coast Draft Planning Scheme, which outlines how the region’s land, buildings and

structures will be used and developed in the future.

Prepared in accordance with state government legislation, the scheme also recognises heritage sites and spaces with environmental signifi cance.

The Urban Development Institute of Australia (UDIA) Sunshine Coast branch says it believes the Sunshine Coast Planning Scheme is one of the most important documents the region has had to address in recent years, as it will set the framework to guide growth and development for years to come.

President Andrew Stevens says one of the

UDIA’s highlights for 2012 was the work the local branch undertook with other industry bodies including the Master Builders Association, Property Council and the Sunshine Coast Business Council to provide a joint submission to the region’s new planning scheme.

“Our joint submission sends a clear message to local government, the media and other stakeholders that the major local industry bodies are united in their thinking on the future of our region,” Stevens says.

“Collectively we addressed a number of issues with a strong focus on the local economy and creating employment nodes which will ensure that future generations will be able to secure employment opportunities locally rather than relocating to Brisbane or interstate.”

A number of major projects including the Sunshine Coast University Hospital, Caloundra South and the relocated Horton Park Golf Course are now underway.

Stevens says the UDIA believes these will be the trigger for a more prosperous 2013 for the local economy.

“Thankfully, 2013 should see housing begin its resurgence. By February 2013, the impact of the considerable reductions in interest rates in 2011 and 2012 should be manifesting in a positive way and the First Home Buyer Construction Grant should be having a tangible effect. In addition, the major development now underway on the Sunshine Coast is likely to bring renewed residential building activity. On top of this, population growth forecasts for the region above the national average and the fi ltering through of investment money from the resource rich hot spots in Queensland should see considerable benefi ts for new housing activity and renovation.

“It is now up to all levels of government to enhance [this] through improved productivity measures, regulatory tax reform and simplifi ed planning laws.”

“It is important to see some light at the end of the tunnel for the residential construction industry on the Sunshine Coast, because it’s been a longer than expected tunnel.”

The Sunshine Coast tourism industry has welcomed a six per cent increase in the overall domestic visitors to the region in the year to September 2012.

The fi gures were released this month in Tourism Research Australia’s latest National Visitor Survey.

Sunshine Coast Destinations CEO Steve Cooper says domestic visitation is extremely important for the region, accounting for more than 90 per cent of all visitors to the Coast.

He says the continued growth also amounts to an increase in spending in the region.

“There is no doubt that it is still tough out there for tourism businesses, but this provides a small boost of confi dence for our industry and operators,” Cooper says.

He attributes the growth to an increase in holidaymakers and friends and relatives visiting from our largest and most important source market – those within a three- to four-hour drive radius from Brisbane and regional Queensland.

“Travelling close to home and saving money is refl ective of current consumer confi dence.

“Pleasingly, other growth for the

The New Year’s Eve Mooloolaba festivities will kick off at 4pm on Monday December 31, with two stages set up to provide entertainment until midnight.

period came interstate from Melbourne.”

He says it was very encouraging to see an increase in the day tripper market, with 5.7 million recorded day trippers to the region to the end of September, each spending an average of $95.

“These dollars are what is keeping our retail, hospitality, transport and tour operators afl oat, and ideally we need to increase the day trip market further and encourage this market to stay longer and spend more.”

Member for Caloundra Mark McArdle says the increase amounted to more than 2.8 million Australian visitors to the region in that 12-month period.

“All up, Australians spent $1.8 billion on visits to the Sunshine Coast in the year to September 2012; 10 per cent or $165 million more than the year before,” McArdle says.

While the news is good, Cooper says it is still a challenging operating environment but industry confi dence is steady and verging on optimistic.

He says service and our skills with digital technology are areas the industry needs to work on and improve.

GOOD GROWTH FOR EXPORTS

The Sunshine Coast’s export industry might be small, but it is vibrant and more importantly, it is growing.

According to a council survey, nearly 90 per cent of businesses exporting from the region are looking to expand their activities.

Coast mayor Mark Jamieson has welcomed the news.

The council intends to deliver initiatives in partnership with Trade and Investment Queensland to support the fl edgling but signifi cant economic niche.

“The survey has given us a great snapshot of where we are, and thus, what we can do,” Jamieson says.

About 40 per cent of the Coast’s export sector is involved in manufacturing, followed by wholesale trade at 12 per cent and education and training at 10 per cent.

Agriculture, fi sheries and forestry; professional, scientifi c and technical services; and art and recreation services each make up about seven per cent of the export market.

“Products the Coast is already exporting include a range of confectionary, native foods, dog foods, seafood, gluten-free grain products, along with organic wine and alcoholic spirits as well as processed/packaged foods,” Jamieson says.

“We also export general products from clothing, household products and electrical equipment – and we have been developing quite a reputation in the clean-tech industries, exporting LED lamps, PV solar equipment, hybrid power and water systems and more.”

The region’s exports go to destinations as far fl ung as the US, Russia, Europe and Asia.

“As the Coast’s population will already know, we are seeking to diversify the economy to make it more sustainable and assisting in raising our level of exports will play an important role.”

A local housing group is promising peace of mind for landlords in the New Year, with guaranteed long-term rentals.

Coast2Bay Housing group is a not-for-profi t company providing affordable, safe and appropriate homes to individuals and families throughout the Sunshine Coast and Moreton Bay regions.

THREAT TO WORKERS’ RIGHTS

Queensland is considering taking industrial relations powers back from the commonwealth, which would

remove hundreds of thousands of small business workers from federal awards.

Attorney-General Jarrod Bleijie released a discussion paper on Tuesday following small business owners’ concerns that the federal Fair Work Act, introduced in 2009, isn’t fl exible enough and is hindering productivity.

“Small business operators have told us they are fi nding the current arrangements diffi cult and this issues paper is a direct response to their concerns,” he said in a statement.

“There were also concerns raised earlier this year regarding penalty rates and the cost of operating on a Sunday.”

Queensland Council of Unions president John Battams slammed the move, saying that taking back IR powers would give the Newman Government a free rein to rip apart existing wages and conditions to suit employers.

He said retail, hospitality, and fast food workers would be worse off, and restaurant workers could lose up to $50 on Sundays.

“Shifting hundreds of thousands of workers back into the Queensland IR system will leave them vulnerable to losing pay and conditions such as penalty rates,” he said.

Federal Small Business Minister Brendan O’Connor questioned whether the Queensland Government would have any legal standing to make the change.

He admitted there were issues around penalty rates for small business, but said those were being reviewed by Fair Work Australia. AAP

HOLLYWOOD HACKER JAILED

LOS ANGELES – A US federal judge has sentenced a man who

hacked into the personal online accounts of Scarlett Johansson, Mila Kunis and other women to 10 years in prison.

US District Judge S James Otero last week sentenced Christopher Chaney in Los Angeles after hearing from a tearful Johansson in a videotaped statement.

The biggest spectacle in the case was the revelation that nude photos taken by Johansson herself and meant for her then-husband Ryan Reynolds were placed on the internet.

Chaney, 35, of Jacksonville, Florida, pleaded guilty to counts that included wiretapping and unauthorised access to a computer.

Chaney also targeted two women he knew, sending nude pictures of one former co-worker to her father.

The women, who both knew Chaney, said their lives have been irreparably damaged by his actions. One has anxiety and panic attacks; the other is depressed and paranoid. Both say Chaney was calculated, cruel and creepy.

Christina Aguilera said that although she knows she’s often in the limelight, Chaney took from her some of the private moments she shares with friends.

US: Scorsese to make Bill Clinton documentaryVeteran fi lmmaker Martin Scorsese says he will make a documentary about former US president Bill Clinton.

Scorsese, who has made award-winning fi lms about Bob Dylan and former Beatle George Harrison, has Clinton’s full co-operation on the project with cable broadcaster HBO.

“A towering fi gure who remains a major voice in world issues, president Clinton continues to shape the political dialogue both here and around the world,” Scorsese says.

“Through intimate conversations, I hope to provide greater insight into this transcendent fi gure.”

It was a boom that would seemingly go on forever. But now fi ngers are crossed for other parts of the Australian economy to lift their game and fi ll the gap

being left by a resources sector coming off the boil.It’s hoped residential housing construction could be the

one in 2013, but so far the sector has shown only glimmers of potential.

Australian Chamber of Commerce and Industry (ACCI) chief economist Greg Evans believes the economy – and government revenue – is too reliant on the mining boom and the massive investment that comes with it.

“As that tapers off, we have got to see what other parts of the economy are able to step up to maintain trend growth,” Evans says.

“At the moment there is nothing on the other side.”For the Federal Government, it’s essential the economy

grows at an annual gross domestic product (GDP) rate of at least three per cent, as forecast by Treasury, to ensure suffi cient revenue to achieve Labor’s much-

promised $1.1 billion budget surplus in 2012/13.As it stands, the government will probably have to

make further budget cuts to return to the black, and pay for big ticket initiatives such as increased funding for education and the national disability insurance scheme

– a tricky balancing act in an election year.

Treasurer Wayne Swan is concerned about revenues because of a steep fall in key bulk commodity prices, such as for iron ore and coal, and a near 14 per cent decline in Australia’s terms of trade in the past year.

“While weaker revenues will make life more diffi cult, we’re

committed to returning the budget to surplus in 2012/13,” he said in December.

The economy is growing at an annual pace of 3.1 per cent, which is slightly below trend at 3.2 per cent and well down on the four per cent-plus rate in early 2012.

the fi nal budget outcome won’t be known until September, when the nation could potentially be in the midst of an election campaign. It will be a massive turnaround if a surplus is achieved after a $43.7 billion defi cit in 2011/12.

The fi scal consolidation will be a handbrake on the economy at a time when mining investment – the mainstay of growth in recent years – is being wound back due to challenging global conditions and lower commodity prices.

The Reserve Bank of Australia (RBA) has indicated the peak in investment is approaching earlier than previously thought, and at a lower level. But the central bank is giving it its best shot to get sectors like housing construction a new lease of life, after cutting the cash rate by 175 basis points in just over a year. And there is every chance that it will cut again early next year, taking the cash rate to a record low of 2.75 per cent.

However, JP Morgan economist Tom Kennedy believes addressing the weakness in the housing construction sector may not be

as simple as lowering the cash rate.Residential construction has been one of the

worst-performing sectors of the Australian economy, shedding a net 70,000 jobs in a year. “Given the current preferences of consumers to accumulate savings and shy away from new debt, it is likely that the construction sector’s contribution to GDP will dwindle over the next few years unless residential construction activity signifi cantly improves,” Kennedy says.

Housing Industry Association chief economist Harley Dale believes lending rates not only have to be eased further, there has to be sensible policy reforms to reduce barriers to new housing being brought to market. “The Federal Government needs to urgently reconsider its race back to surplus – contractionary fi scal policy at this juncture in the economic cycle is damaging the chances of a new home building recovery and a rebalancing of growth in the Australian economy from 2013,” Dale says.

The ACCI’s Greg Evans believes trying to

balance the budget is a laudable objective. “But you have to make sure you don’t crunch the economy in the meantime. It shouldn’t be written in stone, we need to be sensible about these things,” he says.

For the government, predicting a surplus is a little like getting a tattoo. It’s fashionable at the time, but years down the track it may be something one regrets.

Most of all, it’s expensive to remove and can leave a scar.

Ditching the surplus is a political scar the government can do without in an election year, even though most economists say it’s not essential for an economy weathering a winding back in mining investment.

But that may be the decision Labor has to make in 2013 – whether taking the budget measures to ensure a surplus are really worth it to voters already sensitive to hip pocket pain at the hands of government policy. AAP

2012 FINANCIAL WRAP-UP

Reviewing the past 12 months is an interesting exercise because you remind yourself of the big news items and remember the concern or excitement you felt at the time.

You witness the event’s impact on the general public and markets – both equity and property. Interestingly, the views espoused have been polar opposites on more than one occasion, with global doom and opportunity being used to describe particular events.

The matters that continued to fi ll the business pages included Europe, the US recovery and China. Each matter is separate but intertwined, and they seemed to rotate through our headlines with regularity. We should not be remiss of these things, but obviously governments and central banks have been one step ahead (sometimes only just).

The outcomes generated from the above events was a willingness to keep monetary policy accommodative to stimulate growth and for governments to focus on their economies.

The course of action, particularly for governments, has often been quite different. For example, in the US the focus has been on jobs, and with infl ation, benign stimulus has been applied regularly.

For Europe, they continue to

apply signifi cant pressure on the spendthrifts. For China, the economy was slowed to keep food infl ation (among other matters) in check. With many millions living on very little, the price of the staples is a matter of life and death. Additionally, the outgoing government was most likely leaving some positive opportunities for the incoming administration, in other words, keeping some spending initiatives available.

The outcomes for Australia of the above has been a strong Australian dollar, a slowing in the mining investment boom and the introduction of fi nancial repression upon the Australian investor.

The outcome of fi nancial repression, in our case a savage cutting of interest rates, has been the hunt for yield. Investors have been happy to buy high-yielding investments (banks, listed property and infrastructure) as a way of supporting their income needs as the return on cash has been diminishing greatly. In fact, the outcome after tax and infl ation is a negative return.

The signifi cant drop in interest rates also created some accommodation to those with a mortgage or business overdraft, as your lender should have passed on some of the benefi t. The lowering of interest rates did not appear to improve confi dence (yet), with consumers happy to save the benefi ts. Additionally, building approvals for residential property still remain in the doldrums and prices appear to have stabilised.

So in summary, having started 2012 with a few worries, it appears that it wasn’t that bad after all. Merry Christmas and all the best for 2013.

The construction of the Sunshine Coast University Hospital and plans for other major infrastructure including busways

and railways is a golden opportunity for Coast businesses.

Developers have their chequebooks open but before they can sign your business up you need to ensure it has all the appropriate management systems in place.

Incremental Improvements Australia director Rob Tomlinson says Coast businesses need to think ahead and take advantage of the opportunity these major construction projects are providing.

A percentage of the work from major development projects is required to go to local businesses, but he says developers are fi nding businesses are unaware of the opportunity or are unable to meet the requirements.

“We’ve put a lot of effort into defi ning exactly what it is they would need to do.”

The February workshops include Quality Management Systems on February 13, Environmental Management Systems on February 20 and Occupational Health and Safety Management Systems on February 27.

I’m not sure if he made this up, but my Uncle Mervyn used to say, “Beer is man’s worst

enemy, but the Bible says to love your enemy, and who am I to question God?”

So once again we fi nd ourselves worshipping at the altar of our local, bowing our heads to give thanks to the almighty amber fl uid.

You know I’ve always thought a religious-themed lager would be a winner – “Jesus Beer: you can get it moving mountains, you can get it preaching to thousands, you can get it taking orders from the God boss, or just carrying that big cross, matter of fact I’ve got it now. Jesus Beer, available in Toohey’s Old and New Testament.”

It’s a winner I reckon, almost as deadly as my “Embalmer wants a Wife” concept. Finding love for local morticians. It hasn’t taken off yet, but still…

This week we sample a beer that most would agree is derived directly from the nectar of the Gods – the classic Coopers Pale Ale. The crew at Coopers have had a cracking year

celebrating their 150th anniversary and although there’s now plenty of ace brew to indulge in from the house of Cooper, I always fi nd myself basking in the glory of their legendary Pale. Choc-a-block full of fruity, fl oral characters and balanced with a crisp bitterness, the Pale Ale comes up a treat in just about every sitcho! It’s fermented twice, which creates the Coopers trademark sediment at the bottom of the bottle that gives the Pale it’s fi ne, cloudy appearance. The Pale also comes with a timeless ritual known as “the roll”. Lovers of the Pale know to gently roll the bottle from side to side no more than three times before drinking.

Christmas time calls for a decent celebratory and frankly this is it! I give it four thumbs up out of fi ve!

If you’ve been making eggnog, freshly-made mayonnaise or anything with raw egg over the Christmas period, beware: one in fi ve Australians risk food poisoning by not handling raw eggs correctly, according to the Food Safety Information Council.

Almost 20 per cent of people surveyed by the council were unaware homemade mayonnaise needed to be refrigerated immediately after it was prepared.

Other foods containing raw eggs include eggnog, mousse, tiramisu, hollandaise sauce and aioli.

Tips to reduce the risk of contamination included refrigerating eggs in the cardboard box they were

Dishes containing raw eggs should not be served to people at greater risk from food poisoning, including pregnant women, small children, the elderly and people with weakened immune systems, Eyles says.

The council says people can be most at risk of food poisoning over the Christmas holidays, as the weather heats up and large groups are catered for.

That’s the model we tested recently and, as with the original Exiga, we were pleasantly surprised with how this car grew on us over the course of our test drive.

The Exiga ticks all the boxes we’ve come to expect from Subaru. It’s well-priced, with classy fi nishes, excellent driving dynamics and generally impressive engine and transmission options.

Taller than the standard Liberty, the Exiga’s cabin has an airy feel and allows for easy movement through to the third row of seats.

Even the entry-level Exiga, with a family-friendly pricetag of $37,990, also comes very well equipped, with roof-mounted DVD system with wireless headphones and remote control; dual-zone climate control air-conditioning; wheel-mounted paddle-style gearshift; six-stack CD, multi-function trip computer as well as Subaru’s fi ve-star passenger crash safety rating including front, side and curtain airbags.

The seventh seat in the Exiga has been achieved by changing the car’s original two-two-two seating

confi guration to a two-three-two format. While this means forgoing the clever little cup-holders and storage spaces previously in the middle row, most families, I suspect, will appreciate the extra seating.

For those who may use the Exiga as a business vehicle during the week and people-mover on weekends, it enjoys huge fl exibility by laying down the third, and even second-row seats to reveal a massive, fl at cargo space.

Flexibility is the key to this vehicle, although that doesn’t mean sacrifi cing all claims to driveability. The Exiga’s 2.5-litre, four-cylinder Boxer engine, coupled to a smooth Constantly Variable Transmission (CVT), surprised us with its performance, while producing enviable fuel effi ciency of better than nine litres per 100 kilometres.

It’s hardly sporty, but it’s more fun to drive than you might imagine. Of course, that performance would be further blunted by adding the weight of a seventh passenger.

After all, it’s not easy to get something for nothing.

US Ambassador to Australia Jeffrey Bleich took receipt of Australia’s fi rst electric car, the American-made Holden Volt, at a ceremony at the American Embassy in Canberra this month.

The silver car will join the US embassy’s fl eet of vehicles.Bleich says he has nicknamed the electric car Elvis. “I thought, it’s cool

and even though it’s a fun, sexy car there’s a niceness to it,” he says. Unlike the king of rock and roll, the car is completely silent when running.

GM Holden chairman Mike Devereux handed over the keys to Bleich who wasted no time in taking it for a brief spin. The model, manufactured in Detroit and sold as a Chevrolet, runs on 200 kilograms of batteries that can power the car for 87 kilometres. The electricity cost of running the car fully charged is $2.50 and it takes six to 10 hours to recharge the batteries.

There’s a petrol engine back up with the capability of travelling 600 kilometres.

Devereux says the Volt was not about sales targets but showing what “General Motors can do when it really puts its mind to it”, but at this point there are no plans for Australian production. In November, 40 Volts were sold in Australia. It retails for $59,000. AAP

REFLECTIONSIt’s snapshot time, which means MPP is refl ecting on the year we’ve had in real estate, and uncovering what may be in store in 2013. We’ve gone to the experts for their opinion, and here is what they had to say.

It’s proven to be another challenging year for the South-East Queensland property market. Despite hopes that this would be the year in which the market would turn, it would perhaps best be described as the year which failed to ignite.

After a challenging end to last year, 2012 kicked off with a renewed sense of optimism in the property market. Interest rate cuts drew more buyers into the market and they were more willing to act. Unfortunately, the increase in optimism also led to a misplaced increase in price expectations by vendors and hence failed to lead to signifi cantly better auction clearance results. By the end of February, the summer clearance rate sat at 49 per cent, just nine per cent higher than the previous quarter.

During autumn, the average clearance rate remained relatively level at 48 per cent. While buyer activity lagged to its lowest level all year in March, it was reinvigorated by another interest rate cut in May.

Meanwhile, the percentage of forced sellers was rising, from 63 per cent in summer to 71 per cent in autumn.

By the time winter arrived, increased motivation from both buyers and sellers caused the clearance rate to rise, fi nishing on an average of 57 per cent for the quarter and marking the high point for the year.

Interestingly, although the number of forced sellers had once again fallen to 60 per cent, those sellers on the market were more realistic with their price expectations and willing to meet the market.

Although it may seem like an anomaly, we often see forced sellers who need to achieve a certain price to get themselves out of trouble and hence are less willing to moderate their price expectations.

Spring brought with it another fresh wave of optimism, probably further inspired by the promising winter results. Vendors fl ocked to the market, anticipating a good result, but once again holding infl ated price expectations.

Buyer numbers couldn’t keep up with the stock levels, and they remained fi rm in their unwillingness to pay a premium. This standoff

LESSONS LEARNT ON REALISTIC PRICING There is no doubt that the acreage market has fared a little tougher than some markets throughout 2012. I do have a theory, however, that the acreage market will begin to pick up throughout the course of 2013 due to two factors.

The local factor: my theory is there is a ripple effect that occurs in the Sunshine Coast property market that originates from the coast and radiates outwards towards the hinterland. Rarely does the hinterland boom before the coast.

One coastal precinct that helps drive the acreage market is the Mooloolaba/Minyama waterfront. From 2001 to 2007, many waterfront owners would sell and move to acreages in suburbs like Buderim, Tanawha, Chevallum, Diddillibah, Woombye and Palmview. When the GFC hit in 2008, the waterfront market came to a standstill, which adversely affected volume of acreage sales.

In 2012 the waterfront property market has fi nally broken the shackles. Anecdotally, I would suggest there have been more top-end sales on the water this year than in the previous three years. We have just started to witness this transfer from the water to the land in the past two months with some outstanding acreage sales.

The interstate factor: the ‘green change’ was almost a phenomenon in 2007, with interstate and overseas buyers swooping in on our local acreage market. This changed dramatically post GFC, with the majority of the buyer market shifting towards local.

I am pleased to announce we are returning to the old times, with a massive surge in interstate buyers moving to the Sunshine Coast in the past nine months. Our internal statistics demonstrate more than 50 per cent of our transactions are from outside the Sunshine Coast in recent times, which I believe will translate into a healthier acreage market for 2013.

Perhaps most worryingly, many commentators and media reports through this period were overly optimistic, with plenty of talk of an impending recovery in the market. In my opinion, it’s far too early to be talking about a recovery and it borders on irresponsible. All this conjecture does is lead vendors to have false expectations, setting them up for disappointment before they’ve even begun.

With the year almost over and much uncertainty still in the air both locally and overseas, it’s diffi cult for anyone to know what to expect next year. While the US problems were fairly well disguised through the recent presidential campaigns, it’s become very clear now that there are serious economic issues there that have the potential for far reaching effects.

Put simply, there are some great buying opportunities in this market. For anyone thinking of selling, being realistic with current market prices is critical and auction remains the best way to determine what that actually is.

This time last year we thought about 2012 under the heading ‘life goes on’ – predicting that it would be a quiet year. Certainly no boom, but no collapse either. And that is the way it played out.

Nobody would suggest it was easy – particularly for retail, construction or job seekers. We are still in that tunnel and to really emerge out of it, it’s going to take another year

INTEREST RATES RECAPLooking back over the last 12 months you would have to say most of the forecasts for 2012 were fairly close to the money when they predicted a continuation of the tough economic conditions of the past few years.

I would have to say though, that activity in the home-lending sector has defi nitely increased over the last several months.

In the past year the Reserve Bank has reduced interest rates by a total of 125 basis points with a reduction of 50 basis points in May, and 25 basis points each in June, October and December. With a large portion of those rates passed on to the home buyer, this represents a saving of more than $2000 a year for your average $300,000 home loan over a 30-year period.

Despite this, the trend has been for the majority of home borrowers to maintain their higher repayments and choose to reduce their debt faster, which increases those savings exponentially.

The Australian Bureau of Statistics fi gures released in December show a seasonally adjusted increase of 32 per cent for housing approvals in the October quarter 2012 compared to the same period in 2011. The HIA also reported that housing affordability improved 5.3 per cent in the September quarter 2012, which is the seventh consecutive quarterly increase, and represents an increase of 15 per cent on the September quarter 2011.

or two yet. The overall prognosis, however, is much better and the Sunshine Coast is well placed for that – fi scal cliffs and Greek tragedies notwithstanding!

The mining boom will (as it always has in the past) scale back fairly quickly – particularly in the design and construction phase, where the vast majority of the jobs are. This will have some effect on the Sunshine Coast directly, but probably less than many other regions.

Across the board, it is not the fundamentals that are wrong, it is just that market confi dence by fi rms, households and individuals remain low after being so damaged by the GFC. This has been refl ected in the rapid pay down of household debt (even though that remains very high by world standards), and the overall reluctance by many households to enter into mortgages despite interest being at the second lowest point in more than 20 years.

For the Sunshine Coast housing market, the future is strengthening based principally on four key issues. First, as noted above, the likely continuation of relatively low interest rates; second, overall population growth remains positive. Third, there is now very limited housing stock available on the Sunshine Coast.

At the moment we are producing only about 110 new dwelling units per month on average, while underlying demand is about 300 per month. Because there is little surplus stock and limited new supply, any market upswing will rapidly gain momentum. Fourth, particularly to the Sunshine Coast, is the construction and operations of the new $1.8 billion hospital. This will commence next year and will have profound affects on business investment, the construction sector and on demands for accommodation, fi rst for those developing the hospital and later for those operating it. Properly managed, it can indeed be the Sunshine Coast’s own ‘mining boom’.

In summary, the Sunshine Coast property market will show slow improvement and, short of some international calamity, will gain momentum later in the year and on into 2014.

Property is a long-term investment and whenever you buy, take your time, be thorough in your investigation of the market and get professional advice.

plans involve not selling your home, fi xing at least a part of your home loan is well worth considering.

Without a crystal ball, it is diffi cult to see how the coming year will play out. The Reserve Bank reducing interest rates further would defi nitely make a difference should they continue to do so, but in general I think the outlook is a lot more promising than what we have seen over the last 12 months.

The falling interest rates and the correction in housing market prices experienced locally have resulted in investors and fi rst-home buyers now taking a more active interest in purchasing a home, an area of the market which was almost non-existent in the fi rst half of the year.

For the investor in particular, the reduced interest rates have caused the gap between rental income and interest costs to narrow markedly in the past 12 months. Combine this with lower housing prices and some keen vendors, and you have some very attractive conditions for those in a position to take advantage.

While the opportunities for fi rst-home buyers have improved of late, they are still the segment of the market that is doing it tough. The diffi culty is, I don’t see that changing much in the foreseeable future. The genuine savings requirements of fi nanciers across the board mean it takes time to come up with your deposit, even with the fi rst-home owner’s grants. The majority of fi rst-home owners purchasing at present are doing so with the assistance of mum and dad using their property as additional security.

At the end of 2012, most of the short-term fi xed rates fi nish below the variable rates, and in some cases by a good margin. I believe this is an important issue which all home owners need to keep a close eye on in the coming months. The obvious downside of fi xed rates is the reduced fl exibility, but if the short- to medium-term

Over the 12 months to September 2012, the median house price across the Sunshine Coast decreased by 3.8 per cent to $447,500, while the median unit price decreased by 4.6 per cent to $334,000. On average, the indicative gross rental yield for Sunshine Coast houses was 4.6 per cent, while yields across the unit market measured at a stronger fi ve per cent.

The best yielding suburbs based on data over the year to September for houses were Tinbeerwah (5.6 per cent), Caloundra West (5.5 per cent) and Kuluin (5.5 per cent). While for units, the best returning suburbs were Minyama (8.1 per cent), Wurtulla (6.8 per cent), Tewantin, Sippy Downs and Battery Hill (6.5 per cent).

• Mapleton ($467,500) – 12.7 per cent increase across 24 transactions.

The most substantial changes in median unit prices were recorded in the following areas:• Peregian Springs ($386,900) – 42 per cent

increase across 67 transactions.• Buddina ($450,000) – 24.7 per cent increase

across 14 transactions.• Mountain Creek ($322,500) – 21.7 per cent

increase across 21 transactions.• Golden Beach ($310,000) – 21.6 per cent

increase across 86 transactions.• Twin Waters ($550,000) – 18 per cent increase

across 17 transactions.On average, it took 120 days from fi rst being

listed for Sunshine Coast houses to sell, whilefor units, it took 132 days. This difference

between the selling time for houses compared with units can also be viewed across individual suburbs across the area. The suburbs which took the least time to secure a sale were Bokarina (41 days), Ninderry (54 days) and Caloundra (75 days) for houses and for units, Dicky Beach (48 days), Sippy Downs (66 days) and Sunrise Beach (81 days).

Sales volumes across the Sunshine Coast have been increasing over the past six months. However, while sales volumes across the Sunshine Coast are currently higher than at the same time last year, they continue to track 24 per cent below their fi ve-year average.

Features of the complex include 24-hour onsite management with body corporate fees under $3000 per year, which covers the sinking fund, building insurance, building maintenance and grounds and pool maintenance.

In November the Sunshine Cove community also celebrated the opening of the Maroochy Homemaker Centre, a large-scale retail showroom facility anchored by quality national tenants.

2013 promises to be just as exciting for Sunshine Cove and the broader community, with releases in the Savannah Precinct in the fi rst part of the year, which will deliver more of the terrace and laneway allotments that have already proven popular, as well as a range of park and waterfront sites.

There will also be a new selection of homes in the Sarina Precinct, which will commence construction early in the new year.

Sunshine Cove is a completely master-planned community where residents enjoy all the benefi ts of Maroochydore and its existing amenities, plus 25 hectares of lakes and landscaped parklands, boardwalks and bikeways and community facilities. Beaches, schools and Sunshine Plaza are also close by.

Real estate in the township of Caloundra and surrounding suburbs should continue to improve in transaction

numbers over the year ahead. Driving this growth will be

primarily the need for housing generated by the development of the new hospitals in Kawana. We have already experienced an overall increase in enquiry with new listings in suburbs such as Wurtulla, Currimundi, Battery Hill, Aroona, Little Mountain and Kawana Forest.

Other reasons we believe our market area will continue to improve in 2013, is the fact that Caloundra is a very affordable destination to live and invest in, when comparing to other coastal townships. We are also the closest point from the Sunshine Coast to Brisbane, being only an hour’s drive from the international airport.

When considering an improving

The last 14 or so months have probably been more of a rebuilding stage for the market that really has to

happen for the Sunshine Coast region to move forward.

Some good results have occurred in the past six months, especially through the waterfront and beachside market, albeit most owners haven’t really broken any records but adjusted to the market to enable

In real estate cycle terms and coastal economic terms, this is a particularly long depressed period. I said this time last year that we were beginning to see activity levels gain some momentum, and I am pleased to say this trend has continued. Buyers are continuing to come forward, incentivised by

February 2012 witnessed a confi dent rental market racing down the tracks of the Sunny Coast.

Reminiscent of the days of 2009, I was once again enjoying four or fi ve groups of potential tenants at every open home and at least two applications on each property. Energy and excitement were back, and so were the tradies.

Most temporary trade contractors left the Coast during 2010 and 2011 in search of work, leaving only core industry clients employed in education, government, medical and tourism seeking rentals. The rental market weakened with such a small pool of potential tenants. However, in 2012 this changed for the better and people began returning.

By June/July 2012, when the rental market is traditionally very quiet as most of us hibernate during the cold and don’t like the thought

market, a general rule of measurement is days on market. For example, in 2012 compared with 2011, these numbers have changed considerably with average days on market for a listed price at 82 in 2012, compared with 124 in 2011. The best news is the change in auction clearance with our business averaging 37 days on market for property marketed and sold this way.

So, for the year ahead we should see a slight improvement on 2012. As the real estate market in Caloundra continues to recover, don’t expect to see any dramatic changes in values just yet. From my experience, history repeats itself and at present we are in a very similar market to 1998/1999.

Right now, interest rates have had a defi nite effect; buyers feel more confi dent and for some sellers the rate changes have taken away fi nancial pressure to sell.

The past three to four years have proven to be quite challenging in any real estate market, and this has been

no different for the water and beachfront precinct of the central Sunshine Coast region. Suburbs such as Mooloolaba, Minyama Waters, Buddina and Kawana Island have experienced these challenges and we have seen an adjustment on prices over the past couple of years.

The encouraging aspect of our region is that there’s only so much supply and buyers are moving around locally, interstate and overseas and identifying that the Sunshine Coast is an attractive area to retire to or raise a family in.

In the past 24 months we have seen a sharp increase of properties being sold that for 2009 and 2010 were very dismal to say the least. With properties selling the message

is pretty simple and that is the sellers have had time to get accept the prices have changed and this in turn has given the buyers confi dence in doing business, and they are therefore actively trying to secure property.

There is an inconsistency with sale prices, for one property can be sold cheaper than a similar property. Diffi cult to explain, but factors could be the seller’s motivation to sell or the agent negotiating the sale. My personal thoughts are that we will continue to see properties being sold, but capital growth may be very minimal for the next several years.

Buyers are acknowledging this, but with interest rates down and properties at a level we experienced quite some years ago it makes total sense to be investing back into prime exclusive real estate. And with many factors now having an impact, such as the hospital at Kawana and other major developments, the market can only go one way!

In what can be best described as a patchy market, 2012 was one for the record books with the lowest sales volumes in

the past 10 years at around one fi fth of the unit sales (and around one third the number of house sales) compared with 2003 levels.

Over the fi rst three quarters of 2012 our offi ce experienced most interest in sub-$400,000 investment properties. This was largely due to the smaller outlay and the stronger percentage returns on dollar invested. In the fi nal quarter, however, we experienced a strong increase in the number of sales in the $500,000 to $1.5 million range.

The old adage ‘it’s always darkest just before the dawn’ could have been coined with real estate in mind.

In what have been some of the most challenging market conditions the Buderim area has seen in the past couple of decades, the fi rst signs of ‘daylight’ are defi nitely peeking over the horizon. After several years of weakening volumes, the market has shown signs of life in 2012, providing a nice Christmas bonus for buyers and sellers alike.

Recent reports indicate Buderim to be the most popular suburb searched through realestate.com.au. These fi gures confi rm what is widely known (particularly by biased locals),

There has been an upswing in investor confi dence, which seems in line with the recent reduction in interest rates and the reduced media reporting of European and US economic struggles.

In 2013 I expect sales volumes to increase steadily, but prices, particularly in units, will probably remain stable until current stock levels are absorbed.

Buyers are getting far greater value for money now. With rental rates on the rise and yields improving, property is once again becoming an attractive alternative to other investments.

The conclusion? It is still a buyers’ market but it is fi rming up.

that Buderim’s proximity to the coast, easy-going lifestyle, laidback ambience and vast array of property styles are highly sought-after in today’s market.

It would appear 2013 will bring a return to a period where true market value is more easily identifi able, with neither buyer nor seller possessing the ultimate power that buyers have enjoyed for the past couple of years. Property discounting to achieve a sale should be less common as sellers are more in tune with market sentiment, which will in turn result in quicker sales and fewer days on market. After such a tumultuous period, I would expect prices to remain steady throughout the year with a marked increase in turnover as confi dence continues to grow.

RGD Constructions is on the verge of completing the $25 million Island Waters Apartments on Birtinya Island at Oceanside Kawana.

With 44 apartments, Island Waters is a boutique development on a waterfront site curving between the bridges on Regatta and Birtinya boulevards. Every apartment has lift access, two car parks with individual storage and ducted air-conditioning.

Ron Grabbe, founding director of RGD Constructions, says he is proud of his company being leaders on the Sunshine Coast in sustainable construction methods and innovation. Just some of the sustainability outcomes achieved on Island Waters are the recycling of more than 80 per cent of site construction waste, water harvesting from roof tops to underground rainwater tanks that provide irrigation and top-up water for pools, and the use of drought tolerant plant species.

Settlement of the pet-friendly Island Waters apartments is expected in late January 2013 when residents will enjoy the best of resort facilities, including a fully equipped gym, sauna, lagoon lap pool, spa, barbecue pavilion and kayak store.

Onsite managers will be available from early January to begin taking enquiries and applications from prospective tenants.

“I am thrilled with the overall outcome of the built form and landscape design,” says Grabbe. “We have won many landscape and building awards in the past, but I rate Island Waters equal to some of our best national award-winning projects.”

During the construction phase

HEALTHY INTEREST FOR RGDRGD has been able to keep all their subcontractors and suppliers engaged. “We pride ourselves in being able to employ locals from the Sunshine Coast whenever possible,” Grabbe adds. “During construction we registered 270 workers on site. We are totally aware of how many rely on us for employment to support their families.”

Due to the high demand for investment close to the new hospital project, and the success of sales in Island Waters, RGD has commenced construction of Broadwater, an NRAS-approved development with single- and dual-key apartments. The construction of Broadwater’s 72 apartments will create employment for more than 375 workers over the next nine months.

RGD’s commitment to ensuring demand is met for housing, rental and investment opportunities will result in jobs for more than 1000 workers, bringing to fruition projects valued in excess of $90 million.

“The gradual increase of sales on all our projects has built momentum since the commencement of the Ramsay private hospital late last year,” says Grabbe. “Since commencement of construction by Lend Lease of the Sunshine Coast University Hospital there has been a noticeable spike in sales and enquiry. Confi dence in the market in the Kawana area is fi nally returning and I feel once we see the 11 huge cranes in the skyline over the construction sites of the hospital in the new year, and more than 2000 workers on site, astute property investors will realise more people will want to live and invest close to these hospitals.”

It was a year to test us all. 2012 will undoubtedly go down as one of the toughest in recent memory with regard to real estate sales on the coast and hinterland areas.

A general lack of confi dence in the economy, job uncertainty and a shaky international market all added to the slowdown in property sales. However, I see no reason for buyers to be holding back as interest rates are low, and there is plenty of choice in all price ranges and at

prices well below those of a couple of years ago, especially in the Maleny area.

We have noticed an increase in the number of older residents wanting to downsize from larger acreage properties to more manageable lots close to town services and to stay within the community they are familiar with and enjoy.

The year has ended well with an increase in sales and good results from a number of well-planned auctions and marketing campaigns run by our leading sales consultant Julie Reimers, our offi ce gem Cheryl Henry and the skills of auctioneer Gordon Macdonald from the

The last few months of this year we had increased buyer enquiry, resulting in some great results, and

now the interest rate drop. The vendors who have realised

their property is worth only what a buyer is prepared to pay are selling, moving forward and buying in the same market, and getting great buys. Property prices went to a high in 2006 and 2007, and I think they have just come back to reality.

I think the global economy, local employment, continued spiralling national debt and personal credit card debt will have a continued adverse effect on prices. All real estate gurus and data info suggest

The hinterland had another very busy year with a constant steady stream of tenants, to the point where there was not

enough housing to cope with the demand.

With the drop in interest rates we will see more investors joining the market or adding to their current portfolio, which in turn will help with the shortage of rental properties. We have a list of pre-approved tenants waiting for quality rental homes in the region.

In the past 12 months there has seen consistent demand for rental properties in Nambour and the hinterland region. In particular there has been an increase in demand for acreage rentals and we expect this to continue given the lifestyle choices being made.

We have also seen a need for

the next growth spurt is 2013. I think we will still have good activity but sellers have to let go, clinging to the emotions and the ‘we need’ mentality must be dropped.

Elders Palmwoods has had a super last quarter, with national top 35 results and my sales at number four nationally and number one in Queensland, suggesting the Sunny Coast hinterland is still a bloody good place to hang your hat.

In summary, there has been steady enquiry and limited price increases, but results are there for those who are savvy. There are still plenty of sellers waiting for the turn, but how do you know when it is right to buy? How do you know when the market has bottomed? You won’t until it’s too late.

With the increase of infrastructure, in particular Coles and Aldi which will be developing in the town of Nambour, the demand for more rental accommodation will only increase.

ESTUARY: Small f athead are taking lures and baits from Bli Bli to the Cod Hole. Bream are about in numbers at Goat Island and Channel Island, but berleying is the only way to entice them to feed. Mangrove jack and mud crabs are up Petrie Creek and around Bli Bli Islands. Catch Trevally on plastics from Twin Waters to the bar.SURF: Tarwhine and shovel-nosed rays are along Maroochy North Shore with tailor and bream at Pincushion where whitebait are the preferred bait. Catch sand whiting and dart in the gutter right along Maroochy Beach using pippies and sand worms. Watch out for blue bottles. OFFSHORE: The area around The Blinker is providing good catches of mixed reef f sh using squid and cut f esh baits. Out on The Barwon Banks you’ll f nd snapper, pearlies and iodine bream. Pillies and squid are the best baits with bigger f sh on livies. FRESHWATER: Catch bass and togas on f ies below the Lake Macdonald spillway with golden perch and bass on medium divers trolling the weed line in the dam. Wyangi Creek in Somerset is returning golden perch on deep divers and spinner baits.
