A. EXECUTIVE SUMMARY

This report is intended to provide recommendations for consideration regarding a

potential consultation plan to inform the Multi-Year Plan Report Card Consultation

process.

B. PURPOSE

1. In support of the articulated Ministry of Education and TCDSB priority of Inspiring

Public Confidence, the Multi-Year Strategic Plan (MYSP) Report Card recognizes the

importance of effective communication and consultation with all stakeholder groups.

The purpose of said consultation would be to gain a wide spectrum of feedback to help

meet the dual goal of assessing our work to date and of informing any future iterations of

the MYSP, as we begin preparations for a new planning and implementation cycle.

2. The MYSP Report Card also acknowledges that the programs and initiatives of a local

school should ideally reflect and support the mission, vision, values and strategic

directions identified in the MYSP– for this is the only manner in which we can achieve

true success. Thus we need to glean the experiences and impressions of our broader

TCDSB community. There is an inherent benefit to inspiring public confidence in the

Board, as leaders in education and Catholic values.

C. BACKGROUND

1. The Board approved the MYSP in 2012, after consultation with various stakeholders of

the course of a full year.

2. As a result of those consultations – 6 priorities were identified to focus the work and efforts

of all employees of the Board:

a. Living Our Values

b. Student Achievement and Well-Being

c. Stewardship of Resources

d. Achieving Excellence in Governance

e. Inspiring Public Confidence

f. Inspired and Motivated Employees

3. A broad and comprehensive plan of communication of the MYSP was undertaken by staff

and the MYSP has been a lens intended to inform key to guiding the decisions and actions of

all employees of the Board.

4. In the fall of 2012 a survey was administered to all TCDSB stakeholders to help in assessing

broader understanding and implementation of the MYSP. The survey was administered

primarily through electronic means – a link that was sent out to all school communities

through various communications (via email) and on the Board website. There were 1259

responses to the survey administered in the fall of 2012. While this provided a sampling of

feedback, there was a belief that a more comprehensive snapshot of perceptions and

assessment of staff/parental/public sentiment was possible.

5. In consultation with the Educational Research Department a parental report card was

developed for distribution with the February 2014 student report cards – both elementary and

secondary. This distribution was intentionally chosen to help maximize exposure to the

invitation to complete the report card and allow for a more fulsome response from parents.

The MYSP Report Card is based upon the survey used in the fall of 2012, but has been

refined to be further streamlined and accessible in parent friendly language. It has been

made available in electronic form and in hard copy, as well as in 16 different languages. It

is the same report card tool which is intended to be used with all stakeholder groups to ensure

a consistent framework for analysis of results. (See Appendix 1)

6. In collaboration with the Educational Research Department and the Communication

Department, a series of potential next steps have been developed. The intent is to be as

inclusive and comprehensive as possible, respectful of the availability of resources.

D. OPTIONS FOR CONSIDERATION

1. Considerations for Consultation:

families but also available on line. Translations in 16 different

languages also provided.

Early March 2014 Staff/CSAC Chairs – electronically accessed from TCDSB

Homepage. Supported by broad-based communication strategy

drawing attention to the Report Card.

Suggestion: Communication be sent by Director and Chair of

the Board.

Early March 2014 Community Feedback – electronic link to MYSP Report Card

from Archdiocese Homepage (proposed, pending appropriate

approvals), in addition to link from TCDSB Homepage (again

supported by broad-based communication strategy publicizing

the survey.)

Additional Considerations:

Proposed goal is for one “Go Live” date for the Report Card (beyond what has already

gone out in report cards to parents). This will also allow for a streamlined engagement

plan and avoid multiple entry points of communication to the system.

One central communication to “Everyone on Exchange” with link embedded, plus a live

link from Homepage (embedded in MYSP icon), for additional ease of access. The

MYSP Report Card will be in the “spotlight” on the homepage.

The data gathered from the system report card is but one piece of the MYSP Assessment

community roll-out that we are anticipating for early June. The Report Card will provide

perceptual data. Staff will also be providing an evidence based assessment of how we

have met our expectations to date, for each goal of the MYSP. This fulsome report,

including a Communications plan, will be presented to Trustees at the April Board

meeting.

E. METRICS AND ACCOUNTABILITY

1. The success of the Consultation Process will be assessed by two key criteria:

a. The number of respondents

b. The variety and equity of responses (eg., would like to see strong representation

from each of the stakeholder groups, recognizing that the base number possible

varies between groups.)

2. The Report Card will provide critical feedback to the Board and all staff regarding the

perceived efficacy of the implementation of the TCDSB MYSP. This feedback can then

be used to inform the new cycle of planning that will soon follow for the next iteration of

the Board’s MYSP.

MYSP Report Card Appendix 1

The TCDSB Multi-Year Strategic Plan (MYSP) 2012-2015 was approved by the

Board of Trustees on April 4, 2012. We are currently in the process of gathering

input to assist us with our ongoing implementation of the MYSP. Earlier in

February 2014, we invited all parents in our community to complete the MYSP

Report Card (one per family). At this time, we are seeking input from TCDSB

staff and the broader Catholic community. If you have a child in the system, and

have already responded to the MYSP Report Card as a parent, it is not necessary

to respond again. Your input is valued and appreciated. The MYSP Report Card

is best viewed in "Desktop" mode.
